L-I ‑ INFORMATION TO OFFERORS AND INSTRUCTIONS FOR PROPOSAL PREPARATION
1.0 Program Title and Objectives
USAFCENT A6 requires a long-term communications support contract to provide the Warfighter with the level of support necessary to meet mission requirements. Although Operation Enduring Freedom is drawing down and ground forces have been reduced, USAFCENT will continue to have a significant presence supporting Operation Resolute Support in South West Asia. The use of active duty and reserve U.S. Air Force personnel to support USCENTCOM requirements is taxing personnel and reducing their ability to support other contingency operations. Also rotating USAF personnel into USAFCENT bases on a six month bases impacts the stability of the communication enterprise supporting direct combat missions.
The objective of the Communication Technical Support Service (CTSS-III) contract is to acquire operations and maintenance services to encompasses the following major functional areas: Telephony, Commercial/Military Satellite Communications, Technical Control Facility, Information Technology, Land Mobile Radio, Defense Red Switch, Inside/Outside Cable Plant Support, Cable TV Support Services, Communications Security (COMSEC) Management, Communications Planning and Engineering, Video Teleconference Technical Services, and other functions normally performed by a Communications Squadron.

Non-conformance with the instructions provided in this Request for Proposal may result in the removal of the proposal from further evaluations.
(b) The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the offeror's proposal.
(c) Elaborate brochures or documentation, binding, detailed art work, internet hyperlinks, or other embellishments are not acceptable and will not be considered l.
(d) Proposals in response to this solicitation will be valid for 180 days (unless a longer period is proposed).
(e) In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. Unless the offeror requests otherwise, the Government will destroy extra copies of such unsuccessful proposals.
(f) The Government will consider only one proposal per prime contractor.

In the Executive Summary, the offeror shall provide the following information:
a. Narrative Summary. Explain and provide the offeror’s overall approach and supporting rationale for providing communication technical support services to USAFCENT; to include addressing significant risks and highlighting any key or unique features, excluding cost/price. Define direct lines of control, responsibility, functional relationships, and authority among the organizational elements, including proposed teaming partners, joint ventures and/or significant subcontractors arrangements. Material presented in the Executive Summary shall not be considered towards meeting the requirements for any portions of other volumes of the proposal.
b. Table of Contents. Include a Master Table of Contents of the entire proposal to include Lists of Tables, Figures, and/or Drawings.
4.0 Volume II - Technical/Management (Evaluation Factor 1)
The technical/management proposal shall not include price information, classified information, or “For Official Use Only” information.
4.1 General
The Technical/Management Volume should be specific and complete. Your responses will be evaluated against the technical/management subfactors defined in Section M, Evaluation Factors for Award. Using the instructions provided below, provide as specifically as possible the actual methodology you would use for accomplishing/satisfying the subfactors. By your proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation. All the requirements specified in the solicitation are mandatory. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.
4.2 Format and Specific Content
4.2.1 Technical/Management
In the Technical/Management volume, address your proposed approach to meeting or exceeding the minimum performance or capability requirements of each technical/management subfactor, as well as the risks in your proposed approach in terms of technical/performance, cost, and/or schedule.
A concise and comprehensive proposal is desired. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance. Statements such as “will comply”, or “noted and understood” without supporting narrative to define compliance are not acceptable. Cursory responses or responses which merely reiterate or reformulate solicitation language will not be considered as satisfying the requirements of the RFP or as demonstrating the ability to perform. Elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired. Elaborate artwork and expensive visual or other presentation aids are not necessary.
4.2.1.1 Technical/Management Risk
Address technical/management risk by identifying those aspects of the proposal you consider to have the potential for disruption of schedule, increased cost, poor performance, the need for increased Government oversight, and/or the likelihood of unsuccessful contract performance. Describe the impact of each identified risk in terms of its potential to interfere with or prevent the successful accomplishment of other contract requirements (e.g., SOW or specification requirements), whether or not those requirements are identified as subfactors. Propose a realistic "work‑around" or risk mitigators for identified risks that will eliminate or reduce risk to an acceptable level. Identify any new risks introduced by such risk mitigation.
4.2.2 Volume Organization
The Technical/Management volume shall be organized according to the following general outline:
Part A - Subfactor A - Program Management Plan Part B - Subfactor B - Task Order 0001(Qatar Communications Technical Support) Part C - Subfactor C - Task Order 0002 (Satellite Communications/ Telecommunications Operations & Maintenance Support) Part D - Risk Matrix
4.2.2.1 Risk Matrix
The offeror shall provide a matrix of the technical/management risks identified, risk rating, work-around/risk mitigation, etc. (Reference Section L, Paragraph L 4.2.1.1.)
5.0 Volume III - Past Performance (Evaluation Factor 2)
5.1 Volume III Organization
The Past Performance volume shall be organized according to the following general outline:
Part A – Summary Page describing the role of the offeror and each teaming partner, joint venture partner, and/or significant subcontractor that the offeror is required to provide Past Performance Information Sheets (Ref: HC1028-14-R-0006, Section L, Attachment 1).
Part B - Subcontractor/Teaming Partner Consent Letters executed by each teaming partner, joint venture partner and/or significant subcontractors authorizing the release of past performance information so the offeror can respond to such information. A sample consent letter is provided at HC1028-14-R-0006, Section L, Attachment 4.
Part C - Client Authorization Letters for each identified effort for a commercial customer authorizing release to the Government of requested information on the offeror’s performance. See HC1028-14-R-0006, Section L Attachment 5 for Client Authorization Letters.
Part D - Past Performance Information Sheets (Ref: HC1028-14-R-0006, Section L, Attachment 1).
Part E - Organizational Structure Change History (Reference L 5.3.2), if applicable.
5.2 General
Each offeror shall submit a past performance volume with its proposal, containing past performance information in accordance with the format contained in Attachment 1 of section L. This information is required on the offeror and all subcontractors, teaming partners, and/or joint venture partners who are proposed to perform twenty (20) percent or more of the proposed support required or perform aspects of the effort the offeror considers critical to overall successful performance. Offerors are cautioned that the Government will use data provided by each offeror in this volume and data obtained from other sources in the evaluation of past performance.
Along with the information required in this paragraph, the offeror shall submit a consent letter executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of past performance information to the offeror so the offeror can respond to such information. See Attachment 5 of this guide for a sample consent authorization letters.
5.3 Relevant Contracts
Submit information in accordance with Attachment 1: Past Performance Information on no more than three (3) recent contracts, including a significant teaming partner’s and/or significant subcontractor’s past performance information submissions, that you consider most relevant in demonstrating your and your significant teaming partner’s and/or significant subcontractor’s ability to perform the proposed effort. The information submitted shall reference only the offeror’s, significant teaming partner’s, or significant subcontractor’s past performance on the submitted effort, rather than the past performance of other contractors on the submitted effort. The Government considers a significant subcontractor and/or significant teaming partner to be a company who provides twenty (20) percent or more of the support required, and/or a company who provides a critical portion of the effort required and/or influences the results of performance. Include rationale supporting your assertion of relevance. For a description of the characteristics or aspects the Government will consider in determining recency and relevance, see Section M, provision M002 Paragraph C: Past Performance and subparagraphs, thereto.
a. In addition, the prime offeror shall include information on a minimum of one (1) recent contract performed by the prime offeror that you consider most relevant in demonstrating your ability to perform the proposed effort. Please see the maximum limitations set forth in subparagraph b, below
b. The offeror shall submit past performance information on no more than a total of three (3) contracts/task orders (including past performance information submitted for teaming partner and/or significant contractors). If an offeror submits past performance information for an indefinite delivery contract for any teaming partner, joint venture and/or significant subcontractor, then the offeror must identify a specific task order under the indefinite delivery contract.
c. Recent contracts are considered to be efforts that the prime offeror and its teaming partners, joint venture or significant subcontractors have performed within the past three (3) years prior to issuance of the solicitation, or for ongoing efforts, must have been in place at least nine months before the proposal due date.
5.3.1 Specific Content
Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort and to what aspects of the proposed effort they relate. This may include a discussion of efforts accomplished by the offeror to resolve problems encountered on prior contracts as well as past efforts to identify and manage program risk. Merely having problems does not automatically equate to a unacceptable assessment, since the problems encountered may have been on a more complex program, or an offeror may have subsequently demonstrated the ability to overcome the problems encountered. The offeror is required to clearly demonstrate management actions employed in overcoming problems and the effects of those actions in terms of improvements achieved or problems rectified. Categorize the relevant information into the specific technical/management subfactors used to evaluate the proposal.
5.3.2 Organizational Structure Change History
Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this procurement. To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. A pamphlet or other commercial document describing such reorganizations may suffice. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/confidence assessment. Since the Government intends to consider past performance information provided by other sources as well as that provided by the offerors, your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
5.4 Questionnaires
The offeror shall provide the Past Performance Questionnaire and Cover Letter, found at HC1028-14-R-0006, Section L, Attachment 2 & 3, to each of the customer Points of Contact identified for each of the relevant past performance efforts. In order to expedite the assessment process, the offeror shall complete Sections 1 and 2 of the Past Performance Questionnaire for the convenience of the POC. The offeror shall not, however, complete any other section of the Past Performance Questionnaire. Once the questionnaires are completed by the POCs, the information contained therein shall be considered sensitive and shall not be released to the offeror. Early submission of questionnaires is encouraged. Questionnaires shall be sent directly to DITCO at christopher.m.enriquez.civ@mail.mil and/or matthew.r.cassady2.civ@mail.mil, no later than the due date stated in the RFP. Electronic submission is preferred; however, hardcopy will be accepted if mailed to the address listed in Section L 2.4.
6.0 Volume IV - Cost/Price
6.1 General Instructions
6.1.1 Cost/Price Reasonableness and Realism
This section is to assist you in submitting information other than cost or pricing data that is required to evaluate the reasonableness of your proposed cost/price. Compliance with these requirements is mandatory and failure to comply may result in rejection of your proposal and removal of the proposal from further consideration. . Additionally, unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an offeror’s proposal. Offers should be sufficiently detailed to demonstrate their reasonableness.
6.1.2 Cost/Price Information
All information relating to the proposed price, including all required supporting documentation must be included in the section of the proposal designated as the Cost/Price volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal.
Cost/price proposals are required to be submitted using the Microsoft Excel-based TO1 (CPFF) Pricing Template and TO2 (FFP) Pricing Templates provided in Section J, Attachment 7. Instructions to complete the individual templates are found within the Pricing Templates on the ‘Price Proposal Instructions’ tab.
For CPFF Task Order pricing, the offeror shall provide supporting cost information as described below within the pricing template guidelines or, where necessary, as an attachment to their cost/price proposal volume:
Labor and overhead rates should include sufficient detail to sustain a Defense Contract Audit Agency audit (e.g., Direct Labor Rates, Overhead, Fringe Benefits, G&A, Fee, etc.).
The offeror must provide the basis of estimate for all rates with detailed rationale to support the rates. For indirect rates, the preferred method for providing support detail is through the submission of a Forward Pricing Rate Agreement (FPRA) or Forward Pricing Rate Recommendation (FPRR). However, in the absence of a FPRA/FPRR, the government will accept all rates and factors by year utilized in the development of the Forward Pricing Rate Proposal (FPRP) and the basis for these rates and factors (e.g., breakdowns, trends, and budgetary data). If the contractor is not required to maintain forward pricing rates then the government will accept other methods of validation. These methods include approved provisional billing rates, other submitted/approved rates, or the submission of proposed rate calculations (including the pools & bases) and the basis of all calculations (e.g., breakdowns, trends, and budgetary data). The Offeror shall state if rates have been provided to the cognizant ACO/DCAA office for review or negotiation; if rates have not been submitted, explanation is required.
If a subcontractor relationship exists, subcontract costs must also be delineated in accordance with the requirements above. If needed, the subcontract may submit its unsanitized cost breakout directly to the Contract Specialist/Contracting Officer. The subcontractor shall also provide contact information for its cognizant DCAA office.
6.1.3 Cost or Pricing Information Requirements
In accordance with FAR 15.403-1(b) and 15.403-3(a), information other than cost or pricing data may be required to support price reasonableness. Information shall be provided in accordance with FAR 15.403-5. If, after receipt of proposals, the Contracting Officer determines that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the offeror may be required to submit certified cost or pricing data.
Following contract award, cost/price information related to proposals for task orders, modifications, etc. submitted by both the prime contractor and subcontract concerns will be subject to regulation set forth in FAR 15.403. For the purpose of submitting certificates of current cost or pricing data in accordance with FAR 15.406-2, ceiling rates and terms stated within the contract shall be considered an advance agreement.
6.1.4 Indirect Cost Rate Ceiling
The Government will establish an indirect cost rate ceiling in accordance with FAR 42.707. The indirect cost rate ceiling will be based on the proposed indirect rates, and be considered negotiated ceiling rates. The Government will not be obligated to pay any additional amount should final indirect cost rates incurred during contract performance exceed the negotiated ceiling rates. In the event the final indirect cost rates incurred are less than the negotiated ceiling rates, the negotiated rates will be reduced to conform with the lower rates.
6.2 Volume Organization
The Cost/Price volume shall consist of the following sections:
Part A – Introduction Table of Contents; summary descriptions of estimating, purchasing, and accounting systems; changes to estimating, accounting practices, or Cost Accounting Standards (CAS) Disclosure Statement Part B - Microsoft Excel Spreadsheets -Summary Spreadsheet
-Individual Spreadsheets for:
Task Order 0001 (Qatar Communications Technical Support) Task Order 0002 (Satellite Communications/ Telecommunications Operations & Maintenance Support) Part C - Other Information Cost or pricing information and supporting data, to include estimating methodology. Other information such as Government Furnished Property/Government Furnished Equipment (GFP/GFE), long lead costs, termination costs, development/production schedule, inflation rate summary and explanation, life cycle cost, and special tooling/test equipment. List each exception to the ground rules and assumptions provided in the solicitation and each qualification of the Cost/Price volume, if any. Provide complete rationale for any exceptions.
Part D - Final Proposal Revision, if needed
6.3. Part A - Introduction
