3. Primary Method of Surveillance:

Random sampling and customer input will be used for Tasks 1 through 4.

1. Result of random sampling will be documented in USAFCENT’s Performance Assessment Report (PAR) form.

4. Scope of Performance:

This requirement is to obtain engineering, operations, maintenance, administration and management support to the local communications commander as indicated in Section 2 (Work Requirements). Personnel deployed under this effort will be operating under the technical direction of the local communications commander or their designated representative(s) and in accordance with the SPIN-C and the basic contract.

5. Performance Standards:

Program Management:

1. The contractor will be responsible for the efficient management of the task order.

1. The contractor will ensure that the government’s high standards of performance are met, including full responsiveness to contractual requirements and timely delivery of professional quality products.

AOR Frequency Management:

1. The contractor will process requests for frequencies from AOR sites into the Spectrum 21 (SXXI) database.

1. The contractor will review and process all frequency allocations to ensure mission requirements still exist.

1. The contractor will maintain and manage all U.S. frequencies IAW Military Communication Electronic Board Publication #7 (MCEBP 7), AFI 33-118 and AFM 33-120.

1. The contractor will plan and obtain frequency allotments in various countries in support of contingency or exercise operations for U.S. forces.

1. The contractor will manage reported cases of electromagnetic interference (EMI) within the AOR and coordinate with appropriate agencies, host nations, and DoD organizations as required to resolve EMI issues IAW Joint Spectrum Interference Resolution (JSIR) process.

1. The contractor will provide technical advice to the AOR spectrum management community as required.

1. The contractor will maintain and updated a continuity book containing: the Joint Restricted Frequency List, UAV Predator information, AOR frequency processing, Special Instructions, Installation Spectrum Management Orientation information, UHF TACSAT information, and government POC.

1. The contractor will maintain a Frequency Manager continuity book.

AOR WAN Transport Engineering:

1. The contractor will install and modify new and existing WAN transport systems as directed by the government.

1. The contractor will perform Test & Acceptance of new TCF equipment per Government Furnished Information criteria.

1. The contractor will establish testing and remote monitoring procedures to ensure reliable operation of WAN transport network in theater.

1. The contractor will perform monitoring and troubleshooting of TCF equipment.

1. The contractor will provide feedback to the government to optimize the WAN transport networks.

AOR-Wide Comm Engineering:

1. The contractor will design, troubleshoot, and optimize Satellite network connectivity, telephone switching equipment, video teleconferencing, and IP Networking & IP based technology.

1. The contractor will organize and establish engineering standards & standard solutions; coordinated work, and managed tasks.

1. The contractor will design solutions, troubleshoot, and optimize existing networks utilizing multiplexing and Standard Military Cryptographic Equipment.

1. The contractor will engineer solutions utilizing Digital Signal Processing, Demand Assigned Multiple Access (DAMA), Frequency Division Multiple Access (FDMA), and Time Division Multiple Access (TDMA) Timing/Encryption.

1. Is the contractor familiar with DoD & Air Force Information Assurance/Protection standards, Communications Security Practices.

AOR Logistic:

1. The contractor will ferry fellow contract personnel to and from MILAIR and civilian passenger terminals.

1. The contractor will ensure adequate stock/supply levels are maintained of personnel protective equipment, safety equipment, and consumable items.

1. The contractor will receive, maintain and deploy contract related inventory.

1. The contractor will maintain and update inventory of personal protective and chemical warfare equipment.

1. The contractor will guarantee adequate resource protection is provided for all contract inventories.

1. The contractor will coordinate separate storage arrangements for Precision Measurement Equipment Laboratory/Test and Diagnostic Measuring Equipment (PMEL/TDME) equipment or high value assets.

1. The contractor will prepare assets for CONUS or OCONUS shipment and complete all required documentation.

1. The contractor will maintain an inventory, controlled, and coordinated the replenishment of a forward COTS supply point for items.

1. The contractor will locate suitable military or commercial billeting alternatives and ensure that permanent and transient personnel are provided adequate long and short-term quarters.

1. The contractor will complete all required DoD and AF logistic related forms, document the logistics process, and prepare and maintain a logistics coordinator continuity book.

Knowledge Operation Management:

1. SharePoint Operations:

1. The contractor will operate and maintain USAFCENT owned SharePoint and other web technologies.

1. The contractor will maintain the web for standardized layout development, accessibility, and security.

1. The contractor will provide user training on system to local end users, site owners and Knowledge Managers (KMs) as required.

1. The contractor will maintain the web pages IAW USAFCENT’s Web Standardization Concept of Operations (CONOPS) and SPIN-C.

1. The contractor will update the web pages with new POC's during the first 2 weeks of rotation.

1. The contractor will attend and participate in all scheduled NOSC systems meetings.

1. Knowledge Operations:

1. The contractor will maintain and manage physical records, electronic records (SharePoint dashboard), and publications.

1. The contractor will act as the record custodian and provide continuity between rotations.

1. The contractor will develop a training plan to provide training to incoming Functional Area Records Manager.

1. The contractor will manage and maintain the AFRIM to ensure all Records Managers are trained with SharePoint Standards.

1. The contractor will provide user level training on RM 101.

1. The contractor will provide life cycle management to the base SharePoint Dashboard.

1. The contractor will provide Staff Assistant Visit (SAV) Support to ensure that RMs get information and standardize instruction to use the SharePoint Dashboard. The contractor shall use USAFCENT develop checklist to perform the SAV.

1. The contractor will participate on all Knowledge Operation meetings with A6PK Shaw.

System Administration:

1. The contractor will provide administration, installation, operation, and maintenance support on all AFCENT supported network.

1. The contractor will provide support in the day-to-day operation of the Network Control Center (NCC).

1. The contractor will maintain and update all spare parts and components.

1. The contractor will provide preventive, remedial, and corrective maintenance to ensure all equipment is in proper and full operating condition as described by the equipment manufacturer without degradation of service.

1. The contractor will maintain a Master Station Log (MSL). Has the MSL been updated daily.

1. The contractor will assist in performing and documenting PMIs on the NCC systems and associated hardware.

1. The contractor will provide component and system troubleshooting services as needed.

1. The contractor will ensure all scheduled service outages are identified and coordinated in writing IAW the SPIN-C and DISAC 310-70-1.

1. The contractor will conduct station qualification for personnel IAW DISAC 310-70-1 and maintained a continuity folder with training criteria for each position within the NCC.

1. The contractor will conduct back-ups on firewalls, e-mail servers, domain name servers, domain controllers, and any other critical servers as specified. Back-up will be done IAW the SPIN-C.

1. The contractor will conduct station qualification for personnel IAW DISAC 310-70-1.

1. The contractor will comply with the certification requirement stated on DoD directive 8570 and SPIN-C.

1. The contractor will repair and correct, as necessary, all Warning, Minor and Major Alarms and system outages and/or deficiencies.

1. The contractor will provide on-call support and responded to any unscheduled maintenance and trouble call under the indicated response time in the SOW.

1. The contractor will comply with all network, systems, security, and operations associated with DoD, AF, USCENTCOM, AFCENT, and local instruction.

1. The contractor will comply with guidance and directives issued in daily Communications Technical Order (CTO).

1. The contractor will use the AFCENT Standard TTS to report and track all local and enterprise issues associated with Network and Systems Operations.

1. The contractor will provide support to the NOSC as required.

1. The contractor will provide service desk support

Information Assurance (IA):

1. The contractor will participate IAW Security Scans conducted by the NOSC, and took appropriate actions to fix, patch, or mitigate vulnerabilities.

1. The contractor will ensure authorized operating systems and softwares are maintained IAW NOSC directed patch and hot fix levels, and used AFCENT patch management process to maintain software.

1. The contractor will provide written response to all security scans and security inspections.

1. The contractor will review all system logs on a scheduled basis IAW the SPIN-C. The contractor will followed the SPIN-C and NOSC directive on how to handle suspicious, abnormal, and intrusion logs.

1. The contractor will report virus outbreaks IAW SPIN-C directives and instructions, and took appropriate action to contain any virus outbreak immediately.

1. The contractor will report all Classified Message Incidents (CMI) IAW SPIN-C directives and instructions, and took appropriate actions to contain and safeguard classified information from being further compromised.

1. The contractor will perform all backup procedures IAW the SPIN-C

1. The contractor will conduct entry level Record Management (RM) 101 training to other AF organization as required.

1. The contractor will comply with the certification requirement stated on the DoD directive 857- and the SPIN-C.

1. The contractor will attend and participate in all scheduled NOSC systems meetings.

COMSEC:

1. The contractor will manage the system database to include compilation of system's reports and overall system performance.

1. The contractor will manage DoD classified COMSEC account IAW National Security Agency (NSA) and USAF specified publications.

1. The contractor will develop or verify existing key management systems to be compliant with Electronic Key Management System (EKMS) Standards.

1. The contractor will generate and distribute electronic keys from national and service-level sources to the end-item COMSEC component (End Cryptographic Unit).

1. The contractor will perform semi-annual site visits to assist, train, and account for COMSEC equipment.

Technical Control Facility:

1. Tech Control Facility (TCF):

0. The contractor will report circuit status, troubleshoot circuit outages, and maintain operating logs IAW applicable DISA standards.

0. The contractor will safeguard, maintain, and program cryptographic equipment.

0. The contractor will provide preventive, remedial and corrective maintenance to ensure all equipment is in proper and full operating condition as described by the equipment manufacturer without degradation of service.

0. The contractor will maintain a daily Master Station Log (MSL) IAW DISAC 310-70-1.

0. The contractor will perform and document PMIs on the tech control systems and associated hardware, including rack mounted UPS, IAW manufacturer’s manuals, and maintain PMI completion documents on file for review.

0. The contractor will provide component and system troubleshooting services.

0. The contractor will ensure all scheduled service outages are identified and coordinated in writing IAW the SPIN-C and DISAC 310-70-1.

0. The contractor will conduct station qualification for personnel IAW DISAC 310-70-1 and maintained a continuity folder with training criteria for each station within the TCF.

0. The contractor will repair and correct, as necessary, all Warning, Minor and Major Alarms and system outages and/or deficiencies.

0. The contractor will respond and correct any unscheduled maintenance and outages IAW local guideline and policies, or the SOW.

1. Circuit Actions:

0. The contractor will perform the Circuit Actions tasks IAW DISAC 310-70-1 to support the day-to-day operations of the TCF.

0. The contractor will engineer, install, remove, test, and document new circuits for the facility per Telecommunications Service Order (TSO).

0. The contractor will prepare feeder Request for Services (RFSs) for new requirements and forward to the appropriate agencies.

0. The contractor will prepare and update cut sheets.

0. The contractor will prepare after action reports and detail outage reports.

0. The contractor will maintain historical files, circuit history folders, and develop and maintain Circuit Layout Records (CLR).

0. The contractor will conduct monthly trend analysis.

0. The contractor will act as a technical consultant.

Network Operations:

1. The contractor will use USAFCENT provided standard network devices for routing and switching.

1. The contractor will maintain standard USAFCENT approved operating system on these devices.

1. The contractor will configure Tier 2 routing switching devices for optimal operations IAW NOSC Standards.

1. The contractor will engineer and maintained network layer architecture and systems.

1. The contractor will manage, monitor, and sustain all Network Layer architecture in optimal conditions.

1. The contractor will comply with the guidance and directives in the SPIN-C, CTO, DoD, AF, CENTCOM, USAFCENT, NOSC, and local instructions.

1. The contractor will use standard USAFCENT provided Network Management tool to monitor and sustain network operations.

1. The contractor will assist the government in maintaining positive control over all hardware and software.

1. The contractor will control, safeguard, configure, and provide "user-level" maintenance of Ethernet and serial encryption devices.

1. The contractor will comply with the certification requirement stated on the DoD Directive 8570 and SPIN-C.

1. The contractor will attend and participated in all scheduled NOSC Networking meeting.

Video Transmissions/Communications:

1. The contractor will act as the single focal point and liaison to Defense Video Services – Global DISA (DVS-G) and USAFCENT VTC Program Management Office (PMO).

1. The contractor will assist communicators with emerging requirements and direct requesters to submit proper paperwork (AF Form 3215).

1. The contractor will assist communicators with direct connectivity to (DVS-G/DVS-II) services if needed.

1. The contractor will develop and maintained professional working relationship with DISA DVS Hub sites to include ARCENT/CENTCOM VTC hubs.

1. The contractor will interpret, adhere to, disseminate and enforce USAFCENT SPIN-C/CONOPS VTC policy and procedures to all users within USAFCENT AOR.

1. The contractor will oversee the overall operational, management, and health of VTC facilities and systems distributed throughout the AOR under USAFCENT control.

1. The contractor will monitor, review, and analyze VTC network performance and ensure effective conflict resolution.

1. The contractor will conduct periodic inspections of the VTC Network using the TMS Software.

1. The contractor will push templates to VTC endpoints via TMS to ensure each system is configured to the USAFCENT VTC standard.

1. The contractor will push software updates to endpoints, gatekeepers, border controllers, and any additional VTC equipment that is on the USAFCENT VTC network.

1. The contractor will interface directly with all AF site Communication Squadron Commanders or appointed representatives and customers to provide feedback and identified corrective actions on local site equipment.

1. The contractor will report to 379 ECS SYSCON and USAFCENT VTC PM on health of network architecture and provide input to possible obstacles for expansion of network.

1. The contractor will submit Firewall Exception Request (FER) for new/changed circuits request and coordinate between NOSC and customer until issue is closed.

1. The contractor will provide monthly status of personnel accountability, VTC architecture, outage log, number of VTCs, and other pertinent information deemed necessary to the USAFCENT VTC PMO.

1. The contractor will maintain a thorough knowledge, diagrams, and understanding of all VTC equipment implemented within the USAFCENT AOR.

1. The contractor will operate VTC facilities IAW the policies identified in the SPIN-C as well as other appropriate organizational regulations.

1. The contractor will coordinate USAFCENT emerging requirements with the USAFCENT/VTC PMO for engineering planning and overall health of the USAFCENT VTC architecture.

1. The contractor will maintain a current copy of VTC architecture diagrams.

1. The contractor will manage and maintain all VTC spare parts and components.

1. The contractor will provide preventive, remedial, and corrective maintenance to ensure all equipment is in proper and full operating condition as described by the equipment manufacturer without degradation of service.

1. The contractor will maintain a daily Master Station Log.

1. The contractor will perform and document PMIs on the VTC equipment and associated hardware, including rack mounted UPS, IAW manufacturer’s manuals, and maintain PMI completion documents on file for review by Government officials upon request.

1. The contractor will provide component and system troubleshooting services.

1. The contractor will ensure all scheduled service outages are identified and coordinated in writing IAW the SPIN-C and USAFCENT VTC Operating Instructions.

1. The contractor will maintain currency on required DISA training and Tandberg certification.

Land Mobile Radio:

1. The contractor will install, operate, and maintain the LMR system and equipment IAW AFI 33-106, AFCENT A6 LMR Policy and applicable commercial manuals.

1. The contractor will perform repair, maintenance, troubleshooting, installation, and removal of LMR equipment.

1. The contractor will identify and provide recommendations for coverage deficiencies.

1. The contractor will identify equipment shortfall to appropriate government representative.

1. The contractor will identify excess equipment for turn in, disposal, or reutilization.

1. The contractor will ensure equipment accountability by updating and maintaining the appropriate data bases.

1. The contractor will create and maintain a continuity folder.

1. The contractor will identify and assist in the resolution of frequency interference issues IAW AFI 33-218 and AFI 10-707.

1. The contractor will provide user and maintenance training to support continuity.

1. The contractor will maintain current LMR and antenna training to keep abreast with emerging technology.

I/O Cable Plant Operations & Maintenance (O&M):

1. The contractor will install and work in manholes and conduit ducting system.

1. The contractor will install, pull, and test fiber optic, copper, and coaxial cabling.

1. The contractor will terminate, splice, test, maintain, and repair fiber optic (including fusion splicing), copper, and coaxial cabling.

1. The contractor will install fiber optic modems, multiplex equipment, patch panels, main and intermediate distribution frames, lightning protection, and supporting ground and power connections.

1. The contractor will install cabinets, cable ladder and rack systems, and equipment components in cabinet.

1. The contractor will support unscheduled maintenance and trouble calls and shall provide on-call support during off-duty hours.

1. The contractor will create and update a continuity book to include location of soft copy information, examples of PSA and project packages, and local POC information.

1. The contractor will perform preventive maintenance on all equipment operated to prevent degradation of services.

1. The contractor will provide heavy equipment leasing.

Cable Television (CATV):

1. The contractor will install, repair, and maintain CATV equipment and subsystem equipment, existing RG-6, RG-11, RG-59 cable, inter-facility fiber cable, junction boxes, and interface equipment.

1. The contractor will install inside cable plant coaxial cable to support expansion of the system including support to identify defective cable, replace and bury CATV cabling.

1. The contractor will support Commanders Access Channel, Force Protection Channel, and Morale Channel.

1. The contractor will provide a list of spares and components on hand as well as a list of additional spares and components recommended to be maintained in order to support the system and maintain target system availability.

1. The contractor will maintain a continuity book to list and locate all on site spare parts.

1. The contractor will provide preventive, remedial, and corrective maintenance to ensure all equipment is in proper and full operating condition as described by the equipment manufacturer without degradation of service.

1. The contractor will maintain 98% operational availability (Ao), or higher, of the applicable systems 24 hours per day, 7 days per week, 365 days per year.

1. The contractor will provide component and system troubleshooting services.

1. The contractor will indentify and corrected unscheduled maintenance and outages.

I/O Cable Plant Engineering:

1. The contractor will perform and document site surveys to support fiber optic, copper, and coaxial infrastructure requirements.

1. The contractor will create project support agreements (PSA) to include specifications for allied support, minor construction, facility upgrades, equipment and materials, tools and test equipment, etc..

1. The contractor will prepare working engineering project packages for installation teams with installation instructions, sketches, and LOMs.

1. The contractor will supervise, manage, and direct engineering installation and CAD teams on engineering projects.

1. The contractor will brief government (including commanders) on plans and/or status of projects.

1. The contractor will analyze technical requirements for telecommunications and IT services and engineered technical solution to meet AFCENT approved requirements.

1. The contractor will develop and execute cutover plans to integrate newly installed telecommunications and IT infrastructure.

Infrastructure Quality Control

1. The contractor will provide I/O Software capability for the creation and update of C4 telecommunications, IT infrastructure, and systems drawings.

1. The contractor will comply with USAF or US ARMY standards

1. The contractor will maintain a CSIR for all Air Force-owned fixed communication and information systems.

1. The contractor will ensure all fiber optic, copper, and coaxial infrastructures are marked.

1. The contractor will ensure all OSP fiber optic and copper cable utilization are labeled and documented.

1. The contractor will maintain a continuity book.

Communication Planning:

1. The contractor will provide continuity for deployed USAF personnel on all communication system project.

1. The contractor will direct and lead all planning meetings, video- and teleconferences when required.

1. The contractor will manage the implementation of communication systems projects.

1. The contractor will coordinate and facilitated communications installations to include frequency authorizations, civil works authorizations, logistical work, and other aspects when required.

1. The contractor will ensure communications systems architecture, configuration, and integration conformity by coordinating engineering data through the base System Telecommunications Engineering Manager (STEM).

1. The contractor will consolidate monthly reports of all communication projects.

Site Level Logistic:

1. The contractor will provide logistical support within the control of the 379th ECS/CC.

1. The contractor will coordinate with government organizations and provide a working bench stock listing to ensure critical spare parts are available for non-stock listed Commercial off the Shelf (COTS) equipment.

1. The contractor will use AF Form 9 and other methods to procure and maintain agreed upon levels of spare equipment.

1. The contractor will coordinate with the communications plans and maintenance sections to control project material as directed and materials necessary to support base infrastructure maintenance actions.

1. The contractor will assist and provide continuity to the communications squadron’s Automated Data Processing Equipment (ADPE) custodian and Equipment Custodian Officer.

1. The contractor will provide and ensure positive control of material, bench stock spare parts and other materials as directed by the local Communications Squadron Commander or the designated representative.

1. The contractor will support military policies and provide policy guidance for contractor personnel.

1. The contractor will provide the government with a monthly activity report to include: personnel status, key accomplishments, and future travel.

Client Support Administration (CSA):

1. The contractor will comply with policies listed in AFI 33-115 Volume 1 and AFI 33-115, Volume 2.

1. The contractor will perform the installation of equipment, connection of peripherals, and the installing/deleting of client level software and ensure physical security of unit AF GIG components.

1. The contractor will configure client level software, modify software configuration, and perform basic configuration management functions.

1. The contractor will provide software application assistance for commonly used office automation applications purchased from standard Air Force support contracts. This includes support to standard wireless office automation devices.

1. The contractor will perform initial client workstation diagnostics and troubleshooting of client workstations assigned to them.

1. The contractor will assign, modify, and delete passwords and user privileges according to AFMAN 33-223.

1. The contractor will report security breaches and distribute security information according to AFI 33-138 and local policies.

1. The contractor will coordinate support issues with all agencies (e.g., customers, FSA, NCC, etc.).

1. The contractor will notify the unit EC of any hardware relocation and equipment problems.

1. The contractor will coordinate with the facility manager and the base civil engineer for facility support requirements.

1. The contractor will periodically review the organization’s need for computer resources.

1. The contractor will validate computer equipment requirements the unit EC submits.

1. The contractor will assist the unit EC with computer hardware and software inventories.

1. The contractor will promote user awareness concerning unauthorized or illegal use of computer hardware and software.

1. The contractor will identify organization deficiencies and operational needs that computer use can solve.

1. The contractor will ensure organizations do not use shareware or public domain software until approved for use by the DAA after the ISSO, CSA or FSA ensures it is free of viruses, hidden defects, and obvious copyright infringements.

1. The contractor will assist unit with client workstation (C&A) process.

1. The contractor will implement client workstation software patches, security fixes, and service releases according to the local NCC instructions.

1. The contractor will perform account and E-mail management, when technically feasible to include create/Configure accounts and mailboxes (user, custom), Create Public/Personal /Private folders, Move mailboxes, perform mailbox maintenance, create distribution lists, track messages (concepts –read receipts).

1. The contractor will perform Directory Service support; ability to create directories on shared drives and assign/grant permissions.

WAN Transport Engineering

The contractor will:

0. Conduct circuit, trunk, or link engineering necessary to establish or modify services. Conduct transmission, voice, data, message, and video network engineering.

0. Circuit actions including writing and coordinating requests for service, reviewing telecommunications ser-vice requests and telecommunications service orders to insure accurate circuit actions resulting from re-quests for service, report circuit and system activations and deactivations through DISA channels, and maintain circuit records.

0. Analyze networks and USAFCENT network architectures for efficiency, adherence to joint and service standards, and capability to meet customer requirements.

0. Manage and implement network changes.

0. Coordinate network issues within the USAFCENT staff and with outside agencies, including, but not limited to, HQ USCENTCOM and subordinate JTFs, the TCCC, HQ DISA, DISA CENT, other USCENTCOM component headquarters, USAFCENT base communications squadron staffs, and theater technical control facilities.

0. Travel as directed to support USAFCENT network engineering planning, implementation, or issue resolution.

0. Process requests for service for circuits, trunks, and links.

0. Develop and provide circuit activation and deactivation reports as required by DISA.

0. Conduct network analyses and make necessary recommended network modifications as required.

0. Staff coordination documents, briefings, and staff papers as tasked.

0. Provide project management documentation in support of the planning, analysis, development of telecommunications and information technology networks and systems as required.

AOR-Wide Engineering

The contractor shall:

1. Design integrated systems using numerous types of electronic or mechanical components and assure product interoperability.

1. Coordinate project schedules to ensure the efficient usage of available resources.

1. Travel to installation sites to perform pre-installation surveys and on-site installation management.

1. Analyze and evaluate existing communications networks and infrastructure.

1. Calculate and recommend upgrades or restructuring of equipment or routing to meet emerging requirements.

1. Write detailed engineering project support plans and installation instructions. Establishes goals, and evaluates all project modifications to ensure they meet the desired project operational objectives.

1. Review new equipment to ensure its interoperability with existing products and sustainability for long term maintenance support.

1. Produce project timelines on macro and micro levels and track individual projects to completion while maintaining the status of each.

1. Create project budgets and modify system capabilities to fit within available funds.

1. Research military and commercial equipment by reviewing datasheets, white papers.

1. Coordinate with the Government the procurement of materials and monitor the process to include fund allocation, purchase re-quest submission, part manufacturing, and delivery timelines.

Theater Video Teleconferencing Engineering and Support

The contractor wil:

1. Work closely with customer network engineers and other technical staff regarding technical planning, net-work design, bandwidth, and QOS considerations.

1. Provide expertise and recommendations with regard to planning for future enhancements to the customer's video conferencing capabilities; such as MCU's, Gateways, Gatekeepers, System management, Conference scheduling, Enterprise solutions and collaborative technologies.

1. Performs hardware/software analysis to provide comparative data of performance characteristics and suitability within the existing systems environment.

1. Recommends network design changes/enhancements for improved system availability and performance.

1. Prepares technical documentation for the integration of new VTC technologies into existing infrastructure.

1. Prepare integration strategies and plan for integration of new VTC technologies into existing infrastructure.

1. Manages the integration of new VTC technologies. Assess the maintenance and support requirements for the VTC technologies. Review current VTC implementation and operations and develop strategy recommendations for integration of new technology and for providing user support and maintenance.

1. Manage VTC operations and systems utilized by USAFCENT.

1. Develop recommendations for Concept of Operations (CONOPs) and for AFCENT VTC program s as dictated by senior USAFCENT leaders.

1. Monitoring the VTC network/architecture throughout USAFCENT Theater of operations.

1. Perform VTC scheduling, as well as first tier technical assistance.

1. Maintaining VTC schedules, including conference room reservations.

1. Maintain current training on the VTC equipment.

1. Install and operate video teleconference equipment to include: end points, gateways, gatekeepers, MCUs, and enterprise equipment.

1. Troubleshooting of IP and ISDN based VTC equipment.

1. Provide customer training on new installations.

1. Deploy to provide on-site technical support for installation of VTC equipment when directed.

1. Assist lead VTC engineer in planning, implementation and project installation.

1. Communicates with subordinate commands and other military agencies to coordinate VTCs. Performs required tasks for classified video teleconferencing, such as loading encryption keys, and completing security log sheets.

1. Research and procure VTC equipment when directed.

Theater Communications Planning

The contractor shall:

1. Provide continuity for deployed USAF personnel on all projects and shall act as the focal point for all communication systems planning,

1. Direct and lead all planning meetings, video- and teleconferences as required by the task order

1. Coordinate with Subject-Matter-Experts (SMEs) and external agencies as required to develop project plans; brief SMEs, local command, and external agencies as required

1. Manage implementation of communication systems projects

1. Coordinate and facilitate communications installations to include frequency authorizations, civil works authorizations, logistical work, and other aspects as required

1. Ensure communications systems architecture, configuration, and integration conformity by coordinating engineering data through the base Communications Systems Integrator (CSI)

1. Consolidate monthly reports of all communication projects as required by the task order

1. Act as a liaison with the base level Air Force personnel to support USAFCENT operational requirements

1. Coordinate and process deployed base requirements as required.

AOR Command and Control (C2) Support

The contractor shall:

1. Coordination with higher headquarters staff to identify and resolve technology limitations, maintenance and depot issues, and deliver reliable air navigational equipment to the Combined Forces Air Component Commander (CFACC), Air Operations Center, and SWA theater bases.

1. Plan and implement systems upgrades to integrate emerging technologies throughout Southwest Asia (SWA) as directed.

1. Manage projects to improve the reliability and operational effectiveness of deployed tactical and commercial C2 systems.

1. Assist and monitor resources for C2 systems projects and submit recommendations for future requirements as required.

1. Manage the Joint Radio Relay System (JR2) network/architecture throughout the USAFCENT AOR.

1. Manage projects and new requirements to improve the reliability, logistics supportability, and operational effectiveness of support to deployed tactical radio, wireless, and ATCALS communications systems.

1. Coordinate with staff functions to obtain the necessary supplies, equipment and personnel resources to rectify technical and sustainment problems in supported deployed units.

1. Provide analysis and recommend methods to improve equipment performance and maintenance procedures.

1. Coordinate radio communications system and network upgrades to integrate emerging technologies into deployed locations.

C4 Plans Support

The contractor:

1. Support all USAFCENT A6 exercise, contingency, and deliberate plans as required

1. Identify communications and information technology (IT) requirements from subordinate organizations and the HQ USAFCENT staff for exercise, contingency, and deliberate planning.

1. Analyze requirements and coordinate technical solutions with the HQ USAFCENT staff and outside agencies as required.

1. Attend exercise and contingency planning conferences to support planning for the A6.

1. Develop and coordinate exercise and contingency planning documents.

1. Plan for and participate in exercise control cells.

1. Travel as directed to support USAFCENT C4 systems planning issues.

1. Develop exercise, contingency, and deliberate planning documents as required, including Annex K and associated appendices for contingency and operational plans.

1. Staff coordination documents, briefings, and staff papers as required.

C4 Planning Management Support

The contractor will:

1. Review C4 systems manpower requirements at USAFCENT locations.

1. Assist subordinate units in preparing changes to the Deployment Requirements Manning Document (DRMD), staff DRMD changes at USAFCENT headquarters and with appropriate external agencies including the Air Expeditionary Force (AEF) Center.

1. Coordinate with USAFCENT bases, the AEF Center, HQ Air Combat Command (ACC), and other Air Force commands on the identification of personnel to fill DRMD positions.

1. Assist with C4 systems functional management responsibility for USAFCENT and 9AF bases in CONUS.

1. Coordinate with the USAFCENT Joint Operation Planning and Execution System (JOPES) staff, the AEF Center, HQ ACC, other Air Force commands, and joint transportation resources on inputs to the Time Phase Force Deployment Data (TPFDD) required supporting the continuing rotation and deployment of personnel to southwest Asia.

1. Provide inputs to the TPFDD and Time Phased Force Deployment List (TPFDL) to schedule movements of C4 systems personnel.

1. Provide inputs to the DRMD as required.

1. Provide staff coordination documents, briefings, and staff papers as tasked.

6. Acceptable Quality Level (AQL):

The AQL for this project is 100% in accordance with Performance Standards (Para 5 above).

7. Evaluation Method:

The on-site Communication Squadron will designate a Quality Assurance Evaluator (QAE). QAE's will evaluate contract personnel under the QA program at least every 30 days, with results documented as directed in the USAFCENT SPIN-C. The Contracting Officer Representative will have final input and acceptance on all task order.

8. Incentives (Positive and/or Negative):

Both positive and negative performance will be documented in the Contractor Performance Assessment Reporting System, as appropriate, and will be taken into consideration for follow-on work. Service interruptions, outages, or other conditions resulting in the customer/user not being able to access the service may result in invoice adjustments.
