About this file
This is a Questions and Answers document for RFQ HC101925R0007, a DISA-PAC video wall procurement. The document addresses clarifications from offerors regarding the scope, technical specifications, and timeline for this replacement project.
The procurement involves replacing existing LCD Panel video walls with new LED video walls. Key technical details include: five fiber optic output boards will replace existing fiber output boards with one additional spare board; two Quantum matrix switches will be installed in the main equipment room (Room 228) with fiber optic transmitters extending HDMI connectivity to a video wall processor in Room 237; equipment cabinets are located in communication rooms behind each wall location; and remote power must be extended from the equipment room to wall locations as specified in performance requirements. The Non-Manufacturer Rule is waived for this solicitation under authority listed on the NMR CLASS WAIVER LIST referenced on page 24 of the RFQ. The original proposal submission deadline was extended seven days to 13 May 2026 to account for a seven-day delay in SAM notification regarding corrective action for a related RFQ (HC101924R0003). As-Built drawings will not be current due to a planned back-end A/V system technology refresh scheduled for the near future.

RFQ HC101925R0007 – DISA-PAC VIDEO WALL – Questions and Answers (Q+A)
Q9: This RFQ does not include provision 52.219-33. It is not clear why this was removed [when compared to the original/previous RFQ].
A9: Please reference page 24 of 44 in the RFQ HC101925R0007. After the H2 clause is the “NMR CLASS WAIVER LIST,” which states the authority under which the Non- Manufacturer Rule is waived for this solicitation.
Q10: Are these LEDs video walls new, or replacing existing walls?
A10: It is replacing existing LCD Panel walls.
Q11: Is there power at the existing wall location; does power need to be extended from the equipment room or is Facilities planning on providing power at the wall locations?
A11: Remote power is needed from the equipment room to the wall, as stated in the performance requirements.
Q12: What is the distance from the equipment room to the video wall locations?
A12: Existing equipment cabinets are installed in a comm room behind each wall. Refer to diagram posted.
Q13: Are any As-Built drawings available for the current system?
A13: The As-Built drawings will not be current when the new video wall is installed because in the near future there is another project to tech refresh the existing back-end A/V system.
Q14: Do we have confirmation that the existing matrix switches have capacity for the additional output boards requested?
A14: Yes, five output boards will be replacing existing fiber output boards, and one output board is a spare.
Q15: What is the use case of the Fiber Optic Transmitters? Does the matrix switch have input capacity to support these?
A15: Both Quantums will be installed in the main equipment room (Room 228), and we need to extend the HDMI to the video wall processer (Room 237). Refer to diagram posted with “RFQ HC101925R0007 Q+A 1-8_4.24.26”. Two Fiber Optic Transmitters will be connected to the Quantum outputs and two are for spares.
Q16: What is the distance from the transmitter location to the matrix location?
A16: The Quantum and transmitter will be installed in the same equipment room (see Q15 response).
Q17: Requesting a 7-day extension to account for the seven days that there was no indication in SAM that corrective action for HC101924R0003 was moving forward.
