About this file
This is a Questions and Answers document for RFQ HC101925R0007, a Defense Information Systems Agency (DISA) Pacific (PAC) video wall procurement. The document addresses clarifications on technical specifications, regulatory compliance, and disposal procedures for the video wall system.
The RFQ specifies that up to 18 sources from a matrix switch will feed the video wall, and existing mounts will not be reused. The new video wall system must support at least 8 presets and layouts to match current capabilities. Regarding manufacturer sourcing, the government strongly discourages proposals using People's Republic of China (PRC)-manufactured video wall products due to unacceptable supply chain risk, though offerors may propose alternatives if they include realistic risk mitigation strategies compliant with DFARS 252.239-7017. Pricing proposals must include all applicable Federal, State, and local taxes and duties on a firm-fixed-price basis, with no government exemptions provided for Hawaii General Excise Tax. Disposal of existing display equipment must be conducted through the local Defense Reutilization and Marketing Office (DRMO), also known as Defense Logistics Agency Disposition Services (DLA-DS), rather than standard waste disposal methods, due to potential classified data or screen burn-in concerns at this secure facility. FAR 52.222-18 regarding forced or indentured child labor certification has been removed from the solicitation per Amendment HC101925R0007-0003.

RFQ HC101925R0007 – DISA-PAC VIDEO WALL – Questions and Answers (Q+A)
Q55: What sources will feed the wall?
A55: Up to 18 sources from the matrix switch will feed the wall.
Q56: Are existing mounts being reused?
A56: No.
Q57: Document mentions about the List of Products Requiring Contractor Certification as to Forced or Indentured Child Labor. Is there any specific document required?
A57: Due to changes by the Department of Labor, FAR 52.222-18 has been removed in Solicitation Amendment HC101925R0007-0003.
Q58: Can we substitute with the China made manufacturer if we can provide this document?
A58: While the predecessor question is no longer applicable, PRC-manufactured IT products present an unacceptable level of risk to this requirement. We highly advise against proposing a PRC-manufactured item. In the event you intend to propose a PRC-manufactured video wall, please note DFARS 252.239-7017 applies, along with the Supply Chain Risk Management section of the PWS (para13.h.). See also the Technical/Management Approach factor’s evaluation criteria, “The offeror’s Technical Solution must clearly address and mitigate supply chain risk for any proposed video wall manufacturers other than those specified in the attached Product List.” It is incumbent upon the offeror to propose a realistic “work-around” or risk mitigation strategy that will eliminate or reduce risk to an acceptable level.
Q59: Specifically, given that the performance will occur in Hawaii, can you please confirm whether the Government will provide any exemption for Hawaii General Excise Tax (GET), or if offerors should include all applicable state and local taxes within their proposed firm-fixed pricing in accordance with FAR 52.212-4(k)?
A59: It is the offeror’s responsibility to ensure its price proposal is complete including all applicable Federal, State, and local taxes and duties in its firm-fixed price proposal. The federal government does not provide exemptions for Hawaii General Excise Tax (GET). See Hawaii Revised Statutes 237-25 for exemption information regarding sales and gross proceeds of sales to the federal government and consult a tax professional or accountant on what you may be responsible for based on your company’s internal financial policies.
Q60: The PWS requires the contractor to dispose of existing display walls. Since this is a secure facility, the display devices may have classified data or "burn in" on the screens that is classified.
Typically these are disposed of by the proper authority vs throwing them in a dumpster. Please confirm this is an acceptable method or should we take them to a local DRMO?
A60: Disposal of the existing displays should be via local DRMO, also known as Defense Logistics Agency Disposition Services (DLA-DS). See updated PWS Subtask 1 (Paragraph 6.1.1).
Q61: How many presets and layouts do they need?
A61: There are currently 8 presets/layouts for the video walls so there should be at least that many for the new video walls.
