About this file

This document is a Questions and Answers file for RFQ HC101925R0007, a Defense Information Systems Agency (DISA) procurement for a video wall technology refresh at a Pacific facility.

The project involves replacing existing video walls with new systems featuring remote power modules and components mounted to concave wall surfaces. No specific licenses are required, though manufacturer installation guidelines and certifications must be followed. The Government will conduct evaluation using a lowest price technically acceptable (LPTA) process with no ceiling budget specified and contract award expected as soon as possible. Payment will be made electronically via Wide Area WorkFlow (WAWF) on a Net30 basis in accordance with the Prompt Payment Act. No prevailing wage, liquidated damages, bonds, or insurance requirements apply. There is no requirement for recurring maintenance, remote system access, or ongoing training support beyond what is specified in the Performance Work Statement. The contractor bears full responsibility for equipment disassembly and disposal, any post-demolition work resulting from installation, and must provide all equipment during the installation phase under FOB Destination terms. Equipment delivery to the site is prohibited; however, pre-staging immediately before installation may be discussed with the Government point of contact. Storage space is severely limited and the Government will not provide storage for spare parts or equipment. The video wall components must comply with supply chain risk management requirements under DFARS 252.239-7017, with offerors responsible for proposing mitigation strategies for manufacturers not on the specified product list. Trade Agreements Act compliance (FAR 52.225-5) does not apply to this procurement.

RFQ HC101925R0007 – DISA-PAC VIDEO WALL – Questions and Answers (Q+A)

Q17: Is there any qualification or licenses that this project requires?

A17: The Government does not require any specific licenses. Any manufacturer guidelines for installation shall be followed, which may include certifications or similar. Validity of product and incidental installation warranties shall be maintained. See PWS Paragraphs 6.1, 6.2, and 11 for interim or final SECRET clearance requirements.

Q18: Is this project a prevailing wage project?

A18: No.

Q19: What is the payment method (Net30, Net45, progress payment, etc.)?

A19: Payment method is electronically via Wide Area WorkFlow (WAWF), generally Net30.

See FAR 52.212-4(g) and (i). The Government will make payment in accordance with the Prompt Payment Act (31 U.S.C. 3903) and prompt payment regulations at 5 CFR part 1315.

Q20: What is the ceiling budget for this project?

A20: None provided. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered, using a lowest price technically acceptable (LPTA) evaluation process.

Q21: When is the estimated date of contract award?

A21: As soon as possible.

Q22: Is there any liquidated damage fee? If so, is it per calendar day or a business day?

A22: FAR 52.211-11, Liquidated Damages-Supplies, Services, or Research and

Development, is not included.

Q23: Should an offer include a tax in the bid quote?

A23: Yes, as applicable, see FAR 52.212-4(k).

Q24: What are the insurance requirements?

A24: There are no specific insurance requirements for this effort.

Q25: Do you require any bonds like bid bond, payment bond, or performance bond?

A25: No.

Q26: What is the required maintenance frequency (e.g. annually, bi-annually, quarterly, or monthly) and for how many years?

A26: There is no requirement for recurring maintenance.

Q27: Email / Call Response Time?

A27: See PWS, Section 6.2 Task 2 – Installation Warranty.

Q28: On-site Response Time?

A28: See PWS, Section 6.2 Task 2 – Installation Warranty.

Q29: Will remote access to the AV system be permitted? If so, what are the requirements, access methods, and approval processes?

A29: No remote access required nor permitted.

Q30: Do you require any ongoing or training support?

A30: See PWS, Section 6.1 Task 1 – Tech Refresh DNC PAC Video Walls and Section 6.2 Task 2 – Installation Warranty.

Q31: Who will have the responsibility for electrical work for AV?

A31: No electrical work required. The PWS states remote power modules shall be used, and existing equipment racks are supplied with building UPS.

Q32: Who is responsible for all post-demolition finish work (e.g. drywall repair, wall patching, painting, and firestopping) after AV cable routing or device mounting?

A32: No required post-demolition finish work since the new video wall is about the same size as the existing video wall. Disassembly/disposal is the responsibility of the contractor. If, for some reason, there is damage and/or post-demolition work is required, it is also the responsibility of the contractor.

Q33: If there are delays in the project due to the customer, how will labor and material costs be adjusted? Is the contractor permitted to pass on any overhead cost increases caused by these delays to the customer?

A33: See FAR 52.212-4, Terms and Conditions—Commercial Products and Commercial Services, and DFARS 252.243-7002, Requests for Equitable Adjustment.

Q34: Will there be a parking space provided for the contractor?

A34: No, there is sufficient parking and loading/unloading zones around the building.

Q35: Can we deliver equipment to the site?

A35: No. The contractor shall bring equipment to the site during the installation phase.

(FOB: Destination). The contractor may discuss with the Government point of contact about pre-staging equipment shortly/immediately before installation work begins; however, delivery directly to the site is prohibited. Storage space is very limited. Do not assume on-site Government storage.

Q36: Will secure onsite storage be provided for AV equipment, tools, or materials during and before the installation period?

A36: The facility is secure, but storage space is very limited. Do not assume on-site Government storage will be provided. Plan to bring equipment and materials on-site, as needed, during the project. Tools should be contained in a contractor-provided lock box if security remains a contractor concern.

Q37: Will there be a designated person to receive equipment?

A37: Delivery directly to the site is prohibited (FOB: Destination). The contractor shall receive all equipment prior to installation. There will be a Government point of contact during the installation, as well as a Government point of contact to provide formal acceptance of the video wall – fully installed and functional in accordance with the PWS.

Q38: Will this space only be available for the contractor’s work during installation period?

A38: Yes. Please note details included in PWS, Section 9, “Place of Performance,” and Section 10, “Period of Performance.”

Q39: In the document, it states that replacement parts shall be stored off-site of the Government’s facility. Does this mean that the awarded contractor cannot store any parts within the base for the easier access? Storing replacement units within the base would grant the contractor with broad capability to repair since the units will be easily picked up by both contractor and military personnel.

A39: Correct; that is an appropriate interpretation of PWS, Section 6.2, where it states, “The Government will not provide storage space for the spare parts.”

Q40: This RFQ does not include provision 52.219-33. It is not clear why this was removed [when compared to the original/previous RFQ].

A40: This requirement is covered by a class waiver of the nonmanufacturer rule. Notification is explicitly provided in HC101925R0007 and further clarified in Amendment 0002. See FAR 19.104-3(e)(2).

Q41: Can remote power module be replaced with the double power supply within the cabinet?

A41: No, remote power modules are required as stated in the PWS.

Q42: What is the reason for considering a remote power supply? Are you concerned with overheating of the video wall?

A42: The Government is maintaining the same configuration for the new video wall as it had for the old video wall. No, the Government requires remote power modules.

Q43: Are all AV system components required to be TAA compliant in accordance with FAR 52.225-5?

A43: No, FAR 52.225-5 does not apply. As stated in the RFQ, the Trade Agreements subpart of the FAR does not apply to this requirement per FAR 25.401(a)(1).

Please note DFARS 252.239-7017 applies, along with the Supply Chain Risk Management section of the PWS (Paragraph 13.h.). See also the Technical/Management Approach factor’s evaluation criteria, “The offeror’s Technical Solution must clearly address and mitigate supply chain risk for any proposed video wall manufacturers other than those specified in the attached Product List.” It is incumbent upon the offeror to propose a realistic “work-around” or risk mitigation strategy that will eliminate or reduce risk.

Q44: For the West Video wall, the drawing is unclear whether the video wall will be mounted on a continuous, flush wall surface or if the wall condition includes offsets/jogs as suggested in the wall section details. Can you confirm if the mounting surface is flat and continuous, or if there are any recessed or protruding sections that must be accommodated?

A44: The attached “AV Wall Elevation” drawing shows the concave wall that the video wall is currently mounted to, not the video wall itself. The mounting surface is flat and continuous.

Q45: For the East Video wall, the drawing plan view shows a curved/concave layout; however, it is not clear whether there is a structural wall directly behind the video wall. Can you confirm if this video wall will be mounted directly to a wall surface, or it is intended to be a free-standing or structure-supported installation?

A45: The attached “AV Wall Elevation” drawing shows the concave wall that the video wall is currently mounted to, not the video wall itself. The video wall will be mounted directly to the concave wall surface.

Q46: Can photos of the existing video walls be provided with best attempt to capture some photos of the concave walls behind the video walls?

A46: No photos can be provided. Please refer to the drawings provided. The AV SEGMENTED WALL SECTION (3A) in the “AV Wall Drawing” shows the construction details of the concave wall. Also provided in the attached “AV Wall Elevation” drawing is another drawing showing more details of the existing plywood backing.
