The procurement is structured as a 100% small business set-aside using FAR Subpart 13.5 procedures with a Combined Synopsis/Solicitation posted on SAM.gov. The Contracting Officer will evaluate proposals using price competition to establish fair and reasonable cost in accordance with FAR 15.404-1(b)(2). Market research conducted in June-July 2024 confirmed that multiple small businesses can fulfill the requirements, including providing Extron brand products. 2. NATURE/DESCRIPTION OF ACTION(S): New firm fixed price contract utilizing procurement funds to procure two (2) video walls, two (2) video processors, and associated cabling and provide incidental installation in the DNC PAC at DISA PAC, Building 77, Room 228/229, 477 Essex Street, JBPHH, HI.

3. DESCRIPTION OF SUPPLIES/SERVICES: While the requirement includes seven (7) unique information technology (IT) products, the Government requires two (2) of the items to be limited to a specific brand-name manufacturer. The first item is the Four Output Board, HDMI 4K/60 with Stereo Audio, part number 70-1113-01, and the second item is the XTP Fiber Optic Transmitter for HDMI, Multimode, part number 60-1276-11.

4. IDENTIFICATION OF STATUTORY AUTHORITY:

Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 3204(a)(1) (FAR 6.302-1/DFARS 206.302-1)

5. DEMONSTRATION OF CONTRACTOR�S UNIQUE QUALIFICATIONS:

(a) Description of events.

This J&A limits sources for two (2) of seven (7) required IT products to a specific brand because these items must be fully compatible and interoperable with existing equipment.

(b) Justification.

(1) Minimum Government requirements.

Six (6) Four Output Boards (HDMI 4K/60 with Stereo Audio) Four (4) XTP Fiber Optic Transmitters for HDMI (Multimode)

(2) Proposed sole source contractor (brand name manufacturer): Extron

(3) Discussion regarding cause of the sole source situation.

The output boards need to be installed in an existing Extron matrix switch, so no other brand name will be compatible. The fiber optic transmitters need to be connected to existing ports on the Extron matrix switch, and only Extron transmitters will work. It is cost prohibitive and unnecessary to replace the existing Extron matrix switch at this time since it is fully functional and not end-of-life.

(4) Impact.

If Extron brand output boards and transmitters are not provided, the equipment will not be compatible and interoperable with the existing Extron switches thus rendering the new video wall display system useless for the Watch Floor at the DNC PAC presenting a high level of risk to the Department of Defense�s ability to oversee and manage the network ensuring command and control (C2) across the Indo-Pacific theater and/or results in unnecessary spending on a new switch or new parts to restore interoperability.

6. CONTRACT OPPORTUNITIES ANNOUNCEMENT/POTENTIAL SOURCES: The offer is solicited as 100% small business set-aside with limitation of sources for two (2) of seven (7) IT products. The requirement is synopsized on SAM.gov using a Combined Synopsis/Solicitation. FAR Subpart 13.5 procedures will be used. The Government anticipates multiple offers.

7. DETERMINATION OF FAIR AND REASONABLE COST: The Contracting Officer will evaluate proposals in accordance with FAR 15.404-1(b)(2). Since the Government reasonably expects adequate price competition, reasonableness will be established based on comparison of proposed prices received in response to the solicitation.
