2. Contract Title:

Operations and Maintenance (O&M) of the Defense Information Systems Network (DISN) Puerto Rico Area Wideband System (PRAWS)

3. Background:

The PRAWS is an integrated network that provides internet protocol and digital switched voice, video teleconferencing and data services. The network is terrestrial and uses a combination of Government provided mi-crowave and commercial Contractor provided leased circuits and fiber optic facilities. DISA has a requirement to ensure continuous services are provided to operate and maintain DISA owned microwave equipment which trans-verse Puerto Rico, St. Croix, St. Thomas and the US Virgin Islands (USVI). Current support includes non-expendable items for the provisioning of new and changed services and lifecycle maintenance for the DISN micro-wave wideband digital transmission within the Caribbean region under USNORTHCOM consisting of Puerto Rico and the USVI.

4. Objectives:

This PWS describes the Government’s requirement for O&M support to include non-expendable items for the provi-sioning of new and changed services, and lifecycle maintenance for the DISN microwave wideband digital transmis-sion / PROMINA network within the Caribbean region under USNORTHCOM consisting of Puerto Rico and the USVI. The DISN PRAWS Network consists of microwave radios, antennas, PROMINA multiplexers, and associat-ed equipment that support DISN Services, which serves the Department of Defense (DoD), Department of Home-land Security (DHS), and other State and Federal Agencies in support of Command, Control, Communications, Computers and Intelligence, Homeland Security Missions and U.S. National Security requirements.

The DISA Continental United States (CONUS) Global NetOps Support Center (GNSC) exercises Operational Con-trol (OPCON) of all DISN CONUS and PRAWS day-to-day operations, including Information Assurance (IA). The GNSC is responsible for the real-time operational direction, monitoring, and control of the DISN networks within

Page 2 of 21 Pages

CONUS and PRAWS on a 24/7/365 basis. The GNSC is expected to dispatch Government or Contractor mainte-nance for repair of PRAWS network elements and/or components in accordance (IAW) this PWS. The day-to-day responsibility for the PRAWS network will be shared between the GNSC and the PRAWS O&M Contractor. Con-tractor technicians shall respond and assist in a timely manner to the technical direction and supervision given by the GNSC for the implementation of restoration procedures. The Contractor is responsible for PRAWS network man-agement operations similar to Node Site Coordinator duties and responsibilities detailed in DISA Circular 310-55-9.

The Contractor, in coordination with the GNSC provides day-to-day O&M of assigned systems including complete responsibility for the microwave system. This includes O&M of the PRAWS secure digital transmission network consisting of microwave radios, antennas, multiplexers, and supporting plant. This also includes O&M of the PRAWS circuit extensions to the U.S. Coast Guard Remote Fixed Facility (RFF) locations, consisting of microwave radios, fiber optic cable with media converters, and CAT-5 cables. The Contractor shall operate and maintain all terminal equipment and ancillary equipment in the DISN Service Delivery Points (SDPs) at specific locations on the island of Puerto Rico and USVI. The Contractor shall also install, operate and maintain new equipment and facili-ties associated with the expansion and/or upgrades of the PRAWS network as directed by the Government via modi-fications to the Contract. Section 6.2 provides additional detail for PRAWS/DISN sites and system overview.

5. Scope:

The scope of this PWS includes tasks for operating and maintaining the PRAWS secure digital transmission network consisting of microwave radios, antennas, multiplexers, supporting plant, and all terminal equipment and ancillary equipment in the DISN SDPs at specific locations on the island of Puerto Rico and USVI. The work and services to be performed shall be subject to the requirements and standards contained in the following:

o This PWS and any other materials included in the PRAWS contract o Contractor’s technical and cost proposal o In the event of a conflict between the PWS and the Contractor’s proposal(s), the PWS will control

The following appendices are referenced within the PWS:

Appendix A: PRAWS Functional Requirements Specification (FRS) Appendix B: PRAWS References

6. Performance Requirements:

The Contractor shall operate and maintain the PRAWS network as directed by the GNSC. The Contractor shall use best effort in attempting to maintain the performance objective of 99.95% for the network and the management ob-jective of 99.5% for DISN GNSC. DISA CONUS will utilize the network data from the networks to determine availability based on the DISA approved formula in Appendix A. The Contractor shall operate and maintain the PRAWS dedicated DISN digital transmission network 24/7/365.
