Enclosure 10a, EvalPlan/Ratings for LPTA
13 May 2013/v1.0
EVALUATION PLAN GUIDE FOR LPTA
Basis of evaluation: Lowest-Price Technically Acceptable (LPTA).
Non-Cost/Price Factors During the evaluation, the attached ratings will be used to determine if the following technical/management factors are Acceptable/Unacceptable (see Table 1). There is no requirement to consider past performance on this type of procurement and it is not recommended on LPTA unless you can demonstrate to the Contracting Officer (KO) that it will provide meaningful discrimination between offerors. The Technical/Management Factor/Subfactors and rating tables will be restated verbatim in the solicitation.
A. Technical/Management Approach: All Offerors’ responses to the solicitation’s Performance Work Statement (PWS) will be evaluated on an Acceptable/Non-Acceptable basis.
In order for a Contractor’s proposal/quotation to be rated Technically Acceptable overall, each of the following subfactors must be rated Acceptable.
(a) Subfactor 1: Project Management, PWS Section 6.1.
In order for this subfactor to be rated Acceptable, the Offeror’s proposal must present a project management approach that details the planning, coordination and risk management necessary to meet the requirement of this PWS. The proposal shall include the following:
i. The Government will evaluate the Offeror’s management approach that includes project structure, schedule of deliverables, cost control, and quality control to be implemented in order to ensure successful management of the PRAWS requirements.
ii. The Government will evaluate the Offeror’s proposed technical solution to operate and maintain the PRAWS network 27/7/365.
iii. The Government will evaluate the Offeror’s management techniques and controls to be used to meet contract performance parameters and manage project objectives. This is to be a view of the overall management process, not a view of the project control that is examined under project structure.
(b) Subfactor 2: DISN Services to PRAWS sites, PWS Section 6.2.
must demonstrate the ability to provide DISN services to the user’s demarcation distribution frames at the DISN service delivery points.
i. Section 6.2.1 – Leases and Permit Requirements. The Government will evaluate the Offeror’s ability to obtain and maintain commercial and private leases including appropriate agreements and permits needed.
(c) Subfactor 3: Operations and Maintenance, PWS Section 6.3.
must demonstrate an operations and maintenance approach that provides the processes, procedures, and controls to ensure the Offeror can meet the operational framework requirements, operational requirements, maintenance requirements, and manage the PRAWS facilities as detailed in Section 6.3 and subsections of the PWS. The Offeror shall submit maintenance objectives with the intended approach to operating PRAWS and providing corrective and preventive maintenance. In order to be found technically acceptable, the proposal shall address, at a minimum, the following:
i. Section 6.3.1 – Operational Framework. The Government will evaluate the Offeror’s proposed system operation approach to provide the operational, network management, restoration, and circuit, trunk and bandwidth provisioning procedures for the
PRAWS.
ii. Section 6.3.2.1 – Response Time. The Government will evaluate the Offeror’s approach to meet the on-island technician response time no greater than four (4) hours after notification.
iii. 6.3.3 – Maintenance. The Government will evaluate the Offeror’s maintenance approach to determine the Offeror’s ability to support corrective and preventative maintenance at a 99.95% availability rate for the PRAWS and associated equipment.
iv. 6.3.4 – Facilities Maintenance. The Government will evaluate the Offeror’s approach to maintaining Government owned antennas and antenna towers and supporting Contractor power requirements as specified in 6.3.4.6.
(d) Subfactor 4: Security Services, PWS Section 6.4.
In order for this subfactor to be rated Acceptable, the Government will evaluate the Offeror’s response to this subfactor to determine if the Offeror demonstrates a comprehensive security approach that addresses all of the PWS requirements below:
i. Section 6.4.1 – Security Requirements. The Government will evaluate the Offeror’s security approach against loss or degradation of network services and protection from maliciously caused attacks, such as jamming, spoofing, manipulated overloads, computer virus, induced system crashes, and unauthorized message injection.
ii. Section 6.4.3 – Security Protection Measures. The Government will evaluate the Offeror’s security approach to implementing security protection measures for physical security, support to on-site network management and managing the integrity of backbone transmission services and associated resources.
iii. Section 6.4.4 – Security Operations. The Government will evaluate the Offeror’s security incident reporting approach to determine their ability to accurately report network security incidents in accordance with the required detail.
B. Past Performance: There is no requirement to consider past performance for procurements under FAR Part 8 or Subpart 16.5, and doing so often results in a much longer evaluation process. Therefore, evaluation of past performance is NOT recommended unless you can demonstrate to the KO that it will provide meaningful discrimination between offerors. This is rarely the case when placing an order against a GSA Schedule or an IDIQ contract. In the event that past performance is considered on this LPTA requirement, it will only be done on the basis of acceptable/unacceptable and will be considered only after the technical proposal/quotation is determined acceptable.
Do you want to consider past performance: Yes_____ No_X____
Cost/Price Factor
Since this requirement is based on LPTA, award will be made to the contractor that presents the lowest priced technically acceptable approach. The Contractor’s price proposal will be evaluated to determine if it is reasonable and complete. Normally, price reasonableness is established through price analysis. The Government will determine completeness of the offeror's proposal by verifying that all solicitation requirements have been priced, figures are correctly calculated, and costs are presented in a clear and useful format. The Government reserves the right to conduct a realism analysis of the proposed price.
In addition, indicate whether you want the estimated total dollars available for this requirement to be disclosed to the vendors.
Yes _____. Disclose available funds $ ___________ No _X___. Do not disclose available funds.
Table 1. Technical/Management Ratings
