5.0 Volume IV - Cost/Price
5.1 General Instructions
5.1.1 Price Reasonableness and Completeness
The KO has determined there is a high probability of adequate price competition in this acquisition. However, if at any time during this competition the KO determines that adequate price competition no longer exists, this section is to assist you in submitting information other than cost or pricing data that will assist the Government in evaluating the reasonableness of your proposed cost/price. If requested, compliance with these requirements is mandatory and failure to comply may result in rejection of your proposal. Note that unrealistically low or high proposed costs or prices, initially or subsequently, may be grounds for eliminating a proposal from competition either on the basis that the Offeror does not understand the requirement or has submitted an unrealistic proposal. Additionally, unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an Offeror’s proposal. If this data is requested, 7 (of 8) the offeror’s response should be sufficiently detailed to demonstrate their reasonableness. The burden of proof for credibility of proposed costs/prices rests with the offeror.
5.1.2 Price Information
Pricing submitted for the base period and all option periods, including option pricing for an additional 6-month period that may be authorized IAW FAR 52.217-8 "Option to Extend Services" will be evaluated. See FAR 52.217-8 which authorizes the Government to require continued performance of any services within the limits and at the rates specified in the contract. The pricing proposal should include separate line items by CLIN for the additional 6-month period IAW FAR 52.217-8. These prices shall be identical to the proposed pricing in the six months prior to expiration of the base period, or the final option period, if option periods are present. The total evaluated price will consist of the proposed price for the base period, all option periods, and the option pricing for the additional 6-month period. Pricing will be incorporated into Schedule B and related B-Tables upon contract award and used for all orders placed post-contract award.
Upon award, funds will be obligated for the base period only. Evaluation of options shall not obligate the Government to exercise such options. Exercising any option period will be contingent upon:
a. A satisfactory or better review of the contractor's performance during the previous period;
b. A market research establishment that pricing is fair and reasonable at time of option award; and
c. The Government’s determination that a continuing need exists for the requirement
5.1.3 Cost/Price Information
Information beyond that required by this instruction shall not be submitted, unless you consider it essential to document or support your cost/price position. All information relating to the proposed price, including all required supporting documentation must be included in the section of the proposal designated as the Cost/Price Volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal.
5.1.4 Cost or Pricing Information Requirements
In accordance with FAR 15.403-1(b) and 15.403-3(a), data other than certified cost or pricing data may be required to support price reasonableness. Information shall be provided in accordance with FAR 15.403-5. If, after receipt of proposals, the KO determines the required conditions of adequate competition do not exist that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the offeror may be required to certify its submitted cost or pricing data (see: FAR 15.406-2 -- Certificate of Current Cost or Pricing Data).
5.1.5 Format for Cost and Pricing Data
The cost/price proposal must be submitted in compliance with the CLIN structure contained in the RFP. Additionally, the Offeror is to provide all supporting spreadsheets in Microsoft Excel to include all formulas and calculations. All formulas shall remain present in the spreadsheets
8 (of 8) for verification; therefore the document cells shall be unprotected. All spreadsheets/tabs must roll up into a summary page, utilizing the CLIN structure provided in the RFP. Items within the CLIN structure must make a clear reference to other spreadsheets/tabs for detailed calculations such as materials, indirect rate computations, etc., if applicable. All pricing shall be in U.S.
currency and carried to no more than two decimal places.
5.2.2 Additional Information
The Offeror’s proposal is presumed to represent its best efforts to respond to the solicitation.
Any inconsistency between promised performance, the technical proposal, identified personnel resources and cost/price must be explained in the proposal. For example, if the intended use of new and innovative techniques is the basis for an abnormally low price the nature of these techniques and their impact on cost or price shall be explained; or, if a corporate policy decision has been made to absorb a portion of the proposed price, that must be stated in the proposal.
Any inconsistency, if unexplained, may raise a fundamental question of the Offeror’s understanding of the nature and scope of the work required and may adversely impact the Offeror’s standing upon evaluation.
