QUESTION # 241
1. Table 2.2 in Section L requires that each volume be uploaded to the DITCO website. What is the maximum file size permitted for transmission to the DITCO website?
2. Reference Paragraph 2.3, Electronic Offers: If the Word 2003 file size for a volume exceeds the maximum file size permitted for upload, would it be acceptable to the government for the offeror to upload that volume as a PDF to the DITCO website? That would reduce the file size. On the CDs to be delivered, we would provide the volumes in Word or Excel 2003 format as requested.
ANSWER # 241
The maximum file size per upload is 1 GIG. Volumes I, II, III, and V may be converted to .pdf before upload.
Volume IV, Price, must not be converted to .pdf. Also, in accordance with Section L, para 2.3, compression by zipping files is acceptable to reduce file size.
Offerors are cautioned that their internet connection speed will influence the time for uploads and to plan accordingly. The DITCO website does not have an advanced file upload component to provide an accurate representation of the progress of the upload. However, when the upload is complete, a confirmation page is provided with specifics of the upload, including file size and time of the upload. In addition, offerors are advised to use discretion when including images. If images are necessary, use a low resolution and reduce image duplication where possible. For example, a 122-page word document with a 1MB image of the company logo in the header of every page can result in a 130MB document, while removing the logo can reduce the document size to 8MB.
