2. Contract Title:

Military Sealift Command Next Generation Wideband Solution

Military Sealift Command (MSC) intends to implement the Next Generation Wideband (NGW) system to replace the current MSC Afloat Bandwidth Efficient Satellite Transport (BEST) Commercial Satellite Communications (COMSATCOM) infrastructure. The BEST system has provided MSC with robust service connectivity for voice, data, and imagery, both secure and non-secure, for both classified and unclassified missions. The NGW system will include space segment services, supporting hardware/software, transition, and lifecycle support services necessary to provide end-to-end Internet Protocol (IP) communications connecting the global MSC maritime/mobile platforms to the two fixed shore-side MSC Continental United States (CONUS) Network Operations Centers (NOC).

(Provide additional details if necessary)

3. Background:

The BEST system has provided MSC with robust service connectivity for voice, data and imagery, both secure and non-secure, for both classified and unclassified missions. Over 70 MSC vessels currently have their voice and data networks connected to the MSC Ashore Enterprise via the Bandwidth Efficient Satellite Transport (BEST) Wide Area Network (WAN) Satellite Communications (SATCOM) infrastructure. This Acquisition is necessitated by BEST infrastructure end-of-lifecycle and capacity shortfall factors.

(Provide additional details if necessary)

4. Objectives:

(Provide an overview of the proposed NGW solution. Describe how the solution meets the performance objectives and constraints listed in the SOO as well as Section J – Attachment B standards and requirements.)

5. Scope:

(Provide a description of the work required to accomplish your objectives. Reference the performance objectives and constraints listed in the SOO as well as Section J – Attachment F standards and Specifications.)

6. Performance Requirements:

(Provide a narrative of the performance requirements for the system. Performance requirements are measurable attributes of system capabilities and are derived and traceable to the objectives and constraints of the SOO as well as Section J – Attachment B standards and requirements.)

7. Tasks:

(Provide a narrative of the tasks that make up the PWS. Number the tasks sequentially, e.g., Task 1 - NGW Initial Operational Capability (IOC), Task 2 - NGW Full Operational Capability (FOC), Task 3 - Post FOC Operations and Maintenance, Task 4 - Management, etc. Describe in clear terms, using active language, what work will be performed. Structure the PWS around the purpose of the work to be performed, i.e., what is to be performed, rather than how to perform it. Relate how the work meets the performance requirements specified in Section 6 of this document. Unfunded tasks are not allowed unless the requirement is subject to availability of funds (SAF) or is going to be incrementally funded).

REMEMBER: Tasks, subtasks and deliverables presented here are examples. You must construct and present your own solution.

7.1 Task 1 - NGW Initial Operational Capability (IOC): (Example, not a conclusive list)
