Evaluation Criteria
Section M, Factor 1
Reference Factor 1 Evaluation Criteria
1 Subfactor 1: System Performance: All relevant standards.
1a System Performance, Standard a: This subfactor is met when the offeror’s system architecture:
a. Offers per-mobile-platform voice and data communications capacity in an efficient and cost-effective manner to optimize:
1) Service availability and quality of service.
2) Total primary Committed Information Rate (CIR) and secondary Burstable Information Rate (BIR) bandwidth available to each mobile platform (ship or MSOC van). . The preferred per-ship CIR is 64 Kbps (symmetric), ideally providing assured access without contention, whether during session initiation or information transfer. The preferred per-ship minimum for BIR is 256 Kbps downlink/128 Kbps uplink.
3) The ability to multicast large data packages (estimated maximum size of 500MB) to the fleet (e.g., software updates/patches/service packs).
4) Coverage area with emphasis on the concentration areas (see SOO Section 6.8), commercial sea routes, and areas of publicly disclosed major Naval operations. Land mass coverage is littoral with the exception of the Mobile Sealift Operations Center (MSOC) vans, which operate inland occasionally (98% littoral, 2% inland).
5) Service delivery, as necessary, to provide highest data rates in the aforementioned concentration areas (see SOO Section 6.8), commercial sea routes, areas of publicly disclosed major Naval operations, and land mass coverage where MSOC vans operate. Best effort service delivery provided in all other covered regions.
1b System Performance, Standard b: This subfactor is met when the offeror’s system architecture: Maximizes flexibility in the allocation of primary and contingent space segment resources to maintain full service across the MSC fleet as ship deployments change locations.
1c System Performance, Standard c: This subfactor is met when the offeror’s system architecture: Offers the means to acquire additional capacity to support unanticipated growth in fleet size or per-ship consumption as it pertains to scalability, capacity, and allocation of contingent space segment resources (i.e., surge).
1d System Performance, Standard d: This subfactor is met when the offeror’s system architecture: The effectiveness of terminals and other required equipment to provide service requested in the SOO.
2 Subfactor 2: Operations and Maintenance: All relevant standards
2a Subfactor 2: Operations and Maintenance, Standard a: The staging, delivery, and O&M support processes of the offeror’s solution maximize flexibility to maintain full system support process and team service across the MSC fleet as ship deployments change locations.
2b Subfactor 2: Operations and Maintenance, Standard b: The staging, delivery, and O&M support processes of the offeror’s solution minimize the role of shore and shipboard personnel in satellite communication (SATCOM) sustainment activities.
2c Subfactor 2: Operations and Maintenance, Standard c: The staging, delivery, and O&M support processes of the offeror’s solution demonstrate the ability to meet DoD information assurance requirements as defined in the SOO.
2d Subfactor 2: Operations and Maintenance, Standard d: The staging, delivery, and O&M support processes of the offeror’s solution present a policy for warranties and non-obsolescence. This includes a process for addressing parts obsolescence, including periodic technology updates for commercial hardware and software changes through the operational life of the system.
Section J, Attachment C: Compliance and Cross Reference Matrix v 2.0 6 of 7
Reference Factor 1 Evaluation Criteria
3 Subfactor 3: Transition Plan: The offeror’s Transition Plan and related documents (WBSs, OCD Plan, and installation package) articulate an efficient approach to deliver a full system-wide operational capability no later than December 2012 . The approach includes:
• Performance metrics and means to meet them
• Utilization of government and contractor resources to accomplish the work
• Articulation of risks and ways to mitigate the risks
• Clear understanding of MSC operational and mission requirements and how they impact the transition
4 Subfactor 4: Management: All relevant standards:
4a Subfactor 4: Management Approach: Standard a: A comprehensive and effective management structure for the NGW program.
4b Subfactor 4: Management Approach: Standard b: An effective resource management structure to include key personnel and subcontractors.
