About this file

This is a bid sheet for hauling services issued by the County of Solano, Department of Resource Management, Public Works Division, for the transportation of road materials during a six-month contract period from January 1, 2026, through June 30, 2026. The County seeks hauling and delivery services only for various road materials including aggregates such as road base, engineered rock, screenings, and sand from eight designated plant locations (Capay, Esparto, Madison, Cache Creek, Woodland, Napa, Lake Herman in Vallejo, and Sacramento) to four County Corporation Yards located in Dixon, Vacaville, Fairfield, and Rio Vista. The estimated total quantity of materials to be hauled is approximately 9,000 tons. Bid questions must be submitted by December 1, 2025, at 5:00 p.m., with responses provided by December 8, 2025. The final bid submission deadline is December 18, 2025, at 5:00 p.m. Pacific Time, and contractor selection is scheduled for December 22, 2025.

Bidders must submit firm and fixed per-ton pricing for each plant-to-yard route combination, with prices remaining firm for the entire six-month period. The County will purchase all materials separately from quarries or plants, so material costs must not be included in bids. Bidders may offer prompt payment discounts, with the standard payment term being Net 30 days. Prevailing wage requirements are not in effect for this portion of the bid. Contractors must hold necessary business licenses, be registered as County vendors, and maintain comprehensive insurance coverage including $2,000,000 in General Liability, $1,000,000 in Automobile Liability, and Workers' Compensation coverage. A local business preference is available, allowing local businesses within 5% of the lowest bid to match for award consideration. The County reserves the right to award contracts to multiple vendors and is not obligated to select the lowest bidder, instead selecting the most responsive and responsible bidder.
