About this file
This document is a comprehensive Program of Requirements (Appendix A) and Functional Data Sheets for a new U.S. Courthouse in Hartford, Connecticut, prepared by Michael Maltzan Architecture, Inc., SLAM Collaborative, and Directional Logic. It serves as a design guideline establishing detailed spatial, functional, and technical specifications for all building components and operational areas.
The document defines requirements for multiple judicial and operational spaces organized by division. Key areas include District Judge Chambers Suites (comprising judge's offices, law clerk spaces, conference rooms, private toilets, and support facilities totaling approximately 1,290 NSF per suite); Courtroom Facilities (District Judge Courtroom at 2,400 NSF with detailed specifications for judge's bench, jury box, courtroom deputy station, witness box, attorney stations, and associated jury facilities); Visiting and Senior District Judge Chambers; Magistrate Judge Courtroom (1,800 NSF); Bankruptcy Judge Courtroom (1,800 NSF); and Grand Jury facilities. Administrative support spaces include the District Clerk's Office (with public counter, records storage, evidence vault, and financial vault), Bankruptcy Clerk's Office, U.S. Probation Office (featuring interview rooms, urinalysis testing labs, and secure records storage), U.S. Federal Public Defender trial preparation areas, and U.S. Marshals Service (USMS) spaces referencing USMS Publication 64 standards for prisoner detention cells, processing rooms, and secure corridors. Building common areas specify Entry Lobby, Public Corridors, Public Toilets, Service Entry/Loading Dock, Mechanical and Electrical Rooms, Telecommunications Closets, and Fire Command Center. The specifications detail finishes (carpet, ceramic tile, terrazzo, wood paneling), ceiling heights (typically 10'-0" to 18'-0"), acoustic performance ratings (NIC ratings ranging from 25 to 60), HVAC zoning requirements, electrical outlet specifications, telecommunications infrastructure, security provisions (card readers, duress alarms, CCTV cameras), and accessibility compliance with ABAAS standards. Parking requirements total 66 spaces, with 46 for Judiciary, 13 for USMS, and allocations for U.S. Attorney's Office, GSA, U.S. Trustees, and Congress. The estimated maximum building area is 281,000 gross square feet incorporating classical or traditional architecture per Executive Order 14344.

The FDS are meant to be used as a guideline. It is essential that the A/E obtain additional information from the Courts, the General Services Administration (GSA), U.S.
Marshals Service, and other agencies to ensure the design appropriately responds to each agency’s prescribed requirements.
The FDS should be used in conjunction with other governmental facility standards and it is the responsibility of the A/E for the coordination and conformance with these standards as well as all applicable laws, codes and regulations.
Finishes indicated in the FDS show a range of acceptable finishes per space; however, this list should not be considered comprehensive. Final finish selection should be determined by the design architect, project stakeholders and budget. Further finish selection requirements can be found in the Owner’s Project Requirements (OPR).
The information in the following room data sheets comes from the U.S. Courts Design Guide (USCDG)
– 2007, including revisions through June 2008 with revised Chapters 1,2,15,16 dated June 2016 unless noted otherwise. If any of the information presented in the FDS conflicts with the USCDG – 2007, the USCDG shall take precendence.
