Defense Human Resources Activity
About this file
This document contains a final Request for Proposal for survey services and market research. The Defense Human Resources Activity, on behalf of the Joint Advertising, Market Research and Studies program of the Office of People Analytics, is seeking an experienced contractor to provide personnel research, survey design and administration, data analysis, reporting, segmentation, target market identification, and subject matter expertise in career decision-making within the military context. The contractor will support marketing, advertising, and market research needs through the Recruitment and Survey Database and Joint Leads systems by utilizing traditional and advanced analytics, including data science, to fulfill ad-hoc recruiting and personnel requests from the military services. Task orders will specify necessary personnel, management, materials, administrative, and technical services. Pricing will be on a firm-fixed-price basis for known other direct costs in Attachment 5 and time-and-materials for any costs not pre-priced in the attachment.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been added by full text:
Q&A in response to H9821020R0002
Q1. Can the Government please confirm that the total evaluated price is total Labor Estimate plus the NTE for ODE and Travel provided by the Government in SF1449?
A1. Yes, for ceiling purposes. For clarification, Paragraph 3.6 of the Addendum to 52.212-2 is changed as follows:
3.6 FACTOR 4 Price Evaluation
Price Proposal. The firm-fixed prices in Attachment 5 will be used to determine prices fair and reasonable, as well as the ceiling for the labor line items, for known labor categories (fully burdened labor rates in Attachment 5) and time & material unit prices for the listed items (known ODEs in Attachment 5). The prices in Attachment 5 will become part of the contract and used as not to exceed unit prices when the contractor prices task orders, where applicable. The total evaluated price is for contract ceiling purposes and will consist of the base period and all option periods, which includes the sum of the Labor CLINs (ceiling comes from Attachment 5) and Time and Material (T&M) ODE (ceiling is stated in the line item descriptions) and Travel (ceiling stated in the line item descriptions). The six month extension Contract Line Item Numbers (5001, 5002, 5003) that may be used under FAR 52.217-8 will be evaluated for price fair and reasonable, however will not be included in the TEP. Evaluation of option period prices shall not obligate the Government to exercise such options.
Q2. Can the Government please confirm if 3 price quotes for all ODEs in excess of $2,500 will still be required even for ODE items established in Attachment 5, Actual ODE Tab?
A2. The Government does not require this information for the known ODE’s in this proposal, however during the evaluation phase, the Government may request additional information other than certified cost and pricing data if necessary to determine prices fair and reasonable. During contract performance, for those that are established in Attachment 5 as FFP for the actual ODEs we will not require quotes, as the prices will have been determined fair and reasonable at the time of award.
Q3 Will the Government confirm that:
0. Known ODE’s for which prices are quoted on Attachment 5 and incorporated into the contract will be treated as firm fixed price on task orders.
0. Any ODE’s not quoted on Attachment 5 and thus not incorporated into the contract will be quoted during the task order proposal process (minimum of three quotes) and will be treated as Time & Materials (T&M) on task orders.
| A3 | a. Yes |
| b. It will be ordered against the T&M line item, however also see section 7.2 of the PWS. |
