FY-25 MARSOC Network Operator Course Classroom AV Upgrade Project

INTRODUCTION. The Marine Corps Forces Special Operations Command, (MARSOC), Marine Raider Training Center (MRTC), Camp Lejeune, NC has a requirement to renew, replace, and upgrade all Voice, Audio, Video, and Data systems infrastructure supporting the MARSOC Network Operator Course Classroom (Building RR425), aboard Stone Bay, Camp Lejeune, NC. The general scope of work includes the removal and replacement of legacy Voice, Video, Data, and furniture systems in existing classroom.

Specifically, the Vendor shall install new IT Infrastructure, provide Single Mode Fiber Cabling, Network Equipment Racks with Single Mode Fiber Patch panels, Power Distribution Units (PDU), install GFE and Vendor provided network Equipment, and replace/upgrade all Audio/Video systems. All work shall be accomplished on the 1st floor, north end classroom and adjoining rooms in building RR425. This requirement includes acquisition and installation of all required and/or otherwise specified network equipment, Fiber Optic Cabling, and work Center materials, audio/visual equipment, AV programming, network cabling infrastructure installation, and all electrical modifications supporting this effort, in all government designated spaces, as per the below requirement. Vendor shall conduct all installation, testing, and commissioning of all cabling and equipment prior to final commissioning. The following Objectives are provided:

1. OBJECTIVE #1 – Demolition/Removal: The overall requirement of Objective #1 consists of the removal and disposal of existing equipment, infrastructure wiring, and furniture, and flooring that shall not be required as part of this overall upgrade project. All removal and disposal shall be coordinated with the Government Contract Technical Representative (TR) prior to execution.

2. OBJECTIVE #2 – Network Cabinets: The overall requirement of Objective #2 consists of the removal of existing network cabinets and replacing with wall mount network cabinets.

2.1 Network Cabinets & Components

2.1.1 Vendor shall remove existing 7’ 45RU cabinets and install two (2) 12RU cabinets, wall mounted cabinets as per the attached drawing. The two (2) 12RU cabinets may be mounted vertically on the existing back board. Cabinets shall be grounded to the existing BUS. The existing 7’ 45RU cabinets shall be returned to the Government. Note: Cabinets must have a minimum 36” separation between classifications.

2.1.2 Vendor shall reuse current 25RU A/V rack to house the bulk of the rack mountable A/V equipment required to support system requirements at a location in the room designated by the TR.

2.1.3 Vendor shall provide and install Single Mode Fiber Optic Patch Panels (FOPP) with two (2) 12 Strand/Port LC bulkhead, installed in the top RU of the UNCLASS rack in the classroom. NOTE:

Both12 Strand FOC shall originate from Comm Room #145 CLASSIFIED Rack.

2.1.4 Vendor shall provide and install one (1) 12 outlet SurgeX Suppressor (or equivalent) per network cabinet. The Surge protector shall be installed at the rear of each Network Cabinet.

2.1.5 Vendor shall provide and install one (1) 1RU Shelve in the CLASSIFIED Network Cabinet.

2.1.6 Vendor shall reutilize existing Fire rated Backboard (4’x8’) behind network cabinets with COPPER

BUS Bar, capable of supporting required number/quantity of network grounds.

2.1.7 Vendor shall provide and install one rack mount 2200 VA UPS in each wall mount Network

Cabinets.

2.1.8 Vendor shall ensure that a dedicated 20Amp Electrical Circuit is installed behind each cabinet location. NOTE: Vendor shall reutilize existing dedicated 20Amp outlet to service AC Cabinet.

3. OBJECTIVE #3 – Antenna Pad/Fiber Optic Cabling: The overall objective/requirement consists of the acquisition and installation of buried 12 strand Armored Single Mode Fiber Optic cabling from Antenna Pad enclosure to Classroom Network UNCLASS Cabinet Fiber Bulkhead.

3.1 Enclosures/Fiber Optic Cabling

3.1.1 Vendor shall provide and install one 12 strand Single Mode Armored Fiber cable, terminated with

LC-to-LC connectors, from Antenna Pad to existing Comm Room #145 Classified Fiber Bulkhead.

3.1.2 Vendor shall provide and install a Waterproof Enclosure on the Antenna Pad to home the Fiber

Optic Cabling at the Government designated location. NOTE: Vendor shall install FO Patch Panel/Bulkhead in the Enclosure.

3.1.3 Vendor shall install duplex power outlet extended from existing enclosure to new enclosure with 19” vertical rack mount for network switch.

3.1.4 Vendor shall terminate the classroom side of the 12 strand Single Mode fiber cable in the Unclass Network Cabinet as outlined above in Objective 2.1.2.

4. OBJECTIVE #4 – Classroom Network Infrastructure/Student Work Centers: The overall objective/requirement consists of the acquisition and installation of network Classified and Unclassified network cabling from the wall mount cabinets, into the existing Free Axez flooring, and terminated in floor boxes at the student work centers.

4.1 Network Cabling, Work Centers, Instructor Lectern, and Flooring

4.1.1 Per the attached drawing, the Vendor shall provide and install both classified and unclassified network cabling from the wall mount cabinets, through the Free Axez flooring, and terminate in floor boxes at the student work centers. Current Floor boxes shall be re-utilized. NOTE: There shall be One (1) Classified Floor Box w/power & One (1) Unclassified Floor Box w/power for every TWO tables.

4.1.2 Vendor shall provide and utilize Unshielded Category 6 cabling for all network installations. Vendor shall use “RED” Colored cabling for Classified Network and “Green” colored cabling for Unclassified Networks. NOTE: Vendor shall utilize BLACK colored CAT 6 for AV.

4.1.3 Vendor shall reutilize existing couplers at all network termination locations.

4.1.4 Vendor shall provide drawing of proposed pathway for electrical & network cabling in Free Axez flooring system prior to execution.

4.1.5 Vendor shall open floor panels directly beneath the wall cabinets as the pathway to each floor box.

4.1.6 Vendor shall use the Unclass Pathway for AV Cabling.

5. OBJECTIVE #5 – Student Work Centers, Instructor Lectern, Flooring, Electrical: The overall objective/requirement consists of the acquisition and installation of quality student work centers, Instructor lectern, replacement of flooring carpet squares, and associated electrical service.

5.1 Classroom/Server Room Components

5.1.1 Vendor shall provide the Government with an “OPTION” to purchase and install twenty (20) Student work centers. Work Center dimensions shall be at minimum 30”x72” in size. Each Work Center shall have at minimum 6-foot Bar as a top to each Work Center. Work centers shall not have wheels. Work Centers shall have cable management and power on each work center. Work centers must be durable to hold at least 200 lbs. of equipment. NOTE: Option will be Separately Priced within the Vendor’s BOM.

5.1.2 Vendor shall provide and install an approximately 40”- 43” wide lectern. Lectern shall be used to house local rack equipment and provide a surface for the annotation display (6.1.3.4), touch control panel (6.1.3.5), and gooseneck microphone (6.1.3.7). NOTE: Lectern must be of sufficient size to meet the requirement.

5.1.3 Vendor shall provide ample power at the lectern – for various hookups – (1 quads = 20Amp) with surge protector (Surge X or equivalent).

5.1.4 Paint/Carpet: Vendor shall provide and install new flooring squares of a darker color that is commercial grade (2’x2’) for Classroom. Vendor shall provide separate line item for room paint.

Color and style of the carpet shall be Preapproved by Government TR prior to execution.

5.1.5 Vendor shall provide and install electrical service within the classroom at each student work center.

Services can be ‘pulled” from existing electrical services within the existing Free Axez flooring.

NOTE: Power shall exist in both the Unclass and Classified Floor boxes. Each Floor Box shall have a dedicated 20Amp circuit.

5.1.6 Vendor shall provide and install electrical service in the Classroom Server Room #105. Work shall consist of providing and installing a new 100 Amp panel, with 12 dedicated 20-amp QUAD receptacles surface mounted along the side wall placed at approximately 36” AFF. Panel shall be mounted on side wall closest to the Electrical room. Service shall originate from Electrical room #108.

6. Objective #6 – Audio Visual System: The overall objective/requirement consists of the acquisition/installation of all Audio and Video services, supporting advanced AV presenting with integrated microphone and speaker system. Vendor shall re-use the existing room AV Cabinet. NOTE:

The following list of components and capabilities are focused on providing the Vendor an overall picture of requirements and needed capabilities and may not be all inclusive. All details for AV system components and capabilities shall be finalized prior to kick-off meeting.

6.1 AV Requirement

6.1.1 Vendor shall provide and install 5 Large Screen professional Displays (98”), and associated mounting equipment, on the front wall of the classroom (see attached drawing). NOTE: Vendor shall reutilize existing power on front wall. NOTE 2: Monitors must not have WiFi/Bluetooth.

6.1.2 Vendor shall provide and install 2 medium sized professional displays (75”), and associated mounting equipment, to act as “confidence monitors” on the rear wall of the classroom (see attached drawing). NOTE 2: Vendor shall reutilize existing power on walls. NOTE 3: Monitors must not have WiFi or Bluetooth.

6.1.3 In the overall AV system, the vendor shall provide and install the following additional capabilities/components

6.1.3.1 Vendor shall integrate a GFE AMINO STB for IPTV capability (GFE).

6.1.3.2 Vendor shall provide and utilize the Crestron NVX (Mandatory) Video Encoders/Decoders.

6.1.3.3 Vendor shall provide and integrate USB Extenders as required for Mouse, Keyboard, Card

Readers, Crestron AV 10” (minimum) – Mandatory Touch Control Panel, etc. Locations for 10” Touch Panel include Lectern and Cadre/control station.

6.1.3.4 Vendor shall provide and integrate a Annotator 401-4K/60 processor with USB Extension.

6.1.3.5 Vendor shall provide and integrate a control system with 21.5” (minimum) high-definition touch display that allows viewing at the lectern location. NOTE: This Touch display shall not be used as a Crestron AV Control panel.

6.1.3.6 Ceiling Mounted Document Camera integrated into the AV system that can be displayed on all monitors at the lectern location.

6.1.3.7 Vendor shall provide and integrate a comprehensive audio and ceiling microphone system that shall include “sufficient” number of ceiling speakers, a gooseneck microphone at the lectern location to support voice pick-up for the instructor enforcement over the in-room speakers.

6.1.3.8 Vendor shall provide one (1) HDMI input cable at student desk locations (total of 10).

6.1.3.9 Vendor shall provide and integrate and Video Switching capability that allows Government to allow multiple inputs to multiple outputs at the lectern location.

7 Period of Performance. The period of performance shall be from contract award for 270 days.

8 Place of Performance. Work shall be performed at specified work location in building RR425, Stone

Bay, on MCB Camp Lejeune, North Carolina.

9 Contract Data Requirements List (CDRL). The Contractor shall provide to the Technical Representative (TR) and the Contracting Officer’s Representative (COR) one written deliverable for contract data: (1) Project plan with milestones and (2) All CAT 6 & Fiber Optic Cabling test reports shall be delivered to the Government prior to activation of services.

10 Vendor shall update and maintain current “As Built” drawings and provide copies to the Government.

11 Vendor shall coordinate with Government Technical representative for Cable labeling schema prior to start date.

12 SECURITY NOTICE. The Vendor is not required to maintain security clearances for work personnel.

All personnel shall be escorted by AC/S G6 technicians during normal work hours.

13 Warranty. Vendor shall grant a 1-year workmanship period.

14 Contractor Unauthorized Work Performance. The Contractor shall not perform work that deviates from contract requirements and specifications (i.e. performing work outside of the period of performance or substituting deliverables that have not been approved by the government). If the Contractor deviates from contract requirements and specifications without written approval of the Contracting Officer, such deviation shall be at the risk of the Contractor and any cost related thereto shall be borne by the Contractor.
