Pre-Tour
| Question ID | Question | Government Response |
| 1 | Given the size, scope, and complexity of the current contract, an increased level of participation permits industry to gain perspective that informs Framing Questions and RFI responses. GDIT recommends that the Government increase the number of permitted participants per company to five (5)? | The Government considered allowing alternative numbers of participants to attend the tour, but settled on the three (3) due to limitations on resources and time. |
| 2 | Will the Government add a 1-hour long Question and Answer (Q&A) session as part of the tour? |
By permitting a live Q&A session, the Government is creating an opportunity to engage directly with industry, in real-time, in the context of the tour.
| The Government will not add the 1 hour long Q&A session as part of the tour. Not all respondents will participate in the tour. Questions received in writing after the tour allow for the Government to combine all questions and answers and post them back to all respondents. This ensures that all respondents have the same information. | ||
| 3 | For vendor planning purposes, would the Government consider publishing an agenda for the tour and briefing, to include identified breaks? |
A set aside of at least one 15–30-minute break within the 5-hour span may create more collaboration, in terms of a collision event, by supporting networking and partnering conversations across industry.
| As the RFI says, the Government intends on posting the briefing slides to be presented (with agenda) NLT the day of the first BGS tour. The amount of time scheduled is based upon available resources of the SOFSA resources and minimalizing interruptions to ongoing operations. | |||
| 4 | Will the provided agenda identify the classified and unclassified portions of the tour so it is clear to participants which topics they are permitted to take notes on? | The entire tour will be unclassified. Notes are permitted throughout. | |
| 5 | Will the Government confirm that the Contracting Officer will be presenting during the tour and briefing? |
In terms of aiding the Government in their market research, GDIT recommends that the Contracting Officer speaks to the following topics during the tour and briefing: complexities associated with contract type, task order schedule, program and task order transition, etc., and qualifiers defined in the Framing Questions released 26 September.
| The Contracting Officer will be present but not “presenting”. This is not a solicitation. This RFI is to assist market research and the development of an acquisition strategy. The tour will be the exact same for all participants. The Framing Questions are not hard topics to be discussed in the white papers. They are only possible topics that respondents can point out opportunities to the Government. | ||
| 6 | Can the Government provide clarification that the Vendor Event Coordinator (VEC) is the Point of Contact (POC) only for the BGS installation tour and briefing? |
Will the Government accept a separately identified POC for all other activities associated with the RFI response?
| The VEC is the POC for all activities associated with the RFI response including the submission of white papers. The VEC does not have to be on the roster to attend the in person portion of the RFI, but should be the POC for all correspondence dealing with this RFI. | |||
| 7 | Does the Government intend to publish the list of attendees, if so, when? Can the published list include contractor POC information? | The Government will publish a list of attendees after the final tour is completed. This list will include name, company, and email. | |
| 8 | In the event of a Government shutdown, will any of the RFI-defined dates be impacted? | OBE - But in the event of a Government shutdown, the dates may be shifted depending on the duration of the shutdown. |
Questions from Industry Day
| RFI Questions from Industry Day | ||
| Question ID | Question | Government Response |
| 1 | Can the USG provide vendors with a copy of the FINAL Special Operations Forces Global Logistics Support Services (SOF GLSS) Performance Work Statement (PWS) / Statement of Work (SOW) issued back in 2016 | The latest PWS from the current SOF GLSS IDIQ contract is attached. |
| 2 | At Industry Day, on Slide 15, the presenter outlined PEO SOFSA’s organization and made mention of the authorized FTEs. |
a) Will the Government please clarify whether the 19 “GOV SPT Contractors” referenced are SETA contractors or are members of the Prime Contractor team?
| b) If SETA, will the Government provide the employees’ company name and POC to send an NDA? | The "GOV SPT Contractors" are support contractors to the Government via a separate GSA contract, not SOF GLSS IDIQ. SOFSA has required all staff, to include support contractors, to sign NDAs. It is not necessary for individual companies to interact with staff. | |
| 3 | Will Warranties be provided by the prime contract as part of the Government’s requirement? |
| a) If so, can the Government provide examples of nature and complexity of items? | Individual warranties could be provided as part of the prime contract, but the nature of this contract as a life cycle sustainment and logistics contract, SOFSA generally does not require warranties other than standard commercial item warranties. At this stage, market research and development of the Acquisition Strategy, there is no firm requirement to dictate possible "examples". | ||
| 4 | Will tracking of commercial items or services be applicable to the Government’s requirement? | If the commercial item or service is being provided via a contractual relationship, then yes tracking must be provided. However, that may or may not be a part of the requirement of any future support similar to that of the current SOF GLSS contract. | |
| 5 | Will the Government provide a list of current tracking, asset management, and program management software? Additionally, are any of those software/systems/tools proprietary? | Yes, the Government would provide a comprehensive list of software at such time as firm requirement is developed. The list will include if the software is COTS and GOTS. No proprietary software exist. At this stage, market research and development of the Acquisition Strategy, there is no firm requirement to dictate possible "examples". | |
| 6 | Would the Government provide the average time from requirement definition to Task Order award under the legacy contract vehicle? | The average time to Task Order award varies depending on the requirement, complexity and many factors. The contractor is required to provide an awardable proposal within 20 days of receipt of requirement, unless otherwise negotiated. However, that may or may not be a part of the requirement of any future support similar to that of the current SOF GLSS contract. | |
| 7 | The latest Framing Questions document released on 26 September 2023, when compared to the 9 February 2015 document, gives the appearance of few changes. Is this an accurate perception? If so, why so? If not, why not? |
a) Will the Government share the insights learned from those 2015 framing questions as topics and provide industry with additional information?
b) What insights remain unaddressed in the context of those framing questions?
c) What best practices were established with the current program as a result?
| d) What questions remain unanswered? e) Does the Government have plans to provide updated documentation that represents the current environment? | The Framing Questions versions are not necessarily an indicator of an unchanged requirement. They are included as a helpful starting point for vendors to begin in developing innovative solutions or ideas that the Government can use during market research, Acquisition Strategy development, and the final requirement. The framing questions then, and now, helped vendors to develop white papers. Respondents to the current white paper request are not required to specifically address any/all Framing questions. | ||
| 8 | For which area of the SOF GLSS scope is the Government interested in hearing ideas for public-private partnerships, OTAs, and quick turn Firm Fixed Price requirements, etc.? | The Government is interested in hearing ideas for any and all aspects of the current SOF GLSS scope which could create greater flexibility, cost savings, and better/faster time to delivery. | |
| 9 | Will the Government consider early release of draft documents (updated draft SOW, historical information, etc.) well in advance of the draft RFP in a bidder’s library? | For any future SOF GLSS-like requirement, the Government will develop an Acquisition Strategy which provides for opportunity for all interested vendors sufficient time to develop a proposal. | |
| 10 | Has the Government identified a list of programs that present an Organizational Conflict of Interest and preclude prime contractors from competing for SOF GLSS? | The Government will review and address any OCI or potential OCIs upon finalizing the Acquisition Strategy | |
| 11 | Would the Government please describe the relationship between SOFSA/SOF GLSS, DPAS, and FIAR? a) How are these three reconciled? | On the current IDIQ, SOF GLSS, the contractor manages property in GOLD. DPAS, the Government accountable property system of record, is managed by the government with contractor supported labor. Financial Improvement and Audit Readiness (FIAR) is a government roadmap to achieve audit ready financial statements. DPAS is one tool that the Government must use in order to achieve FIAR compliance. | |
| 12 | Does the Government intend for offertory to define ODCs for procurement to be part of the awardable task orders for this acquisition? If so, industry will require a robust bidders’ library that provides some historic averages as they relate to rotary wing, fixed wing, ground program, or expeditionary support task orders. | On the current SOF GLSS contract, ODC's are a required part of any adequate Task Order proposal. At this stage, market research and development of the Acquisition Strategy, there is no firm requirement to dictate what might be provided to offertory. | |
| 13 | Will the Government clarify the number of FTEs cited on the slides 33 through 37 presented at Industry Day? a) Are those numbers representative of the current incumbent or do they also include Government personnel as well? | The numbers cited on slides 33-37 represent SOF GLSS contractor personnel only. At this stage, market research and development of the Acquisition Strategy, there is no firm requirement to dictate whether the particular levels will remain accurate. | |
| 14 | Does the Government currently use and/or require a vendor vetting process or tool for procurement? a) If there is an existing process or tool, will the Government please identify that process and/or tool and are they proprietary? | The Government requires the current contractor adhere to law and regulations such as FAR Part 9 and any pertinent clauses included in the current contract for vendor vetting. The Government does not dictate a specific "process" or "tool". At this stage, market research and development of the Acquisition Strategy, there is no firm requirement to be able to accurately say what may be necessary in the future. | |
| 15 | Is there a Government requirement for asset visibility and/or maintenance records to reside on secure networks? | It is currently Task Order dependent, with few requirements using secure networks. However, that may or may not be a part of the requirement as part of any future support similar to that of the current SOF GLSS contract. | |
| 16 | Will the Government identify their requirement for excess or obsolete property? |
a) As part of Transition-In, will there be a requirement for a property analysis of inventory to allow the incoming awardee contractor to propose to the Government a plan to management excess or obsolete property?
b) Is it the responsibility of the current incumbent contractor or incoming awardee contractor? Yes the Government would identify any potential requirement for excess or obsolete property. The incumbent contractor continually analyzes customer and base property to identify excess/obsolete property for disposition.
a) Yes
b) It’s an incumbent responsibility to provide the property analysis, and the incoming awardee responsibility for verifying .
| 17 | Does the SOF GLSS contract include services at the Joint Armament Center at Fort Liberty, NC? | Yes, at this time there are approximately 5-6 personnel in gunsmith and logistical support functions. This requirement may or may not continue to be a requirement as part of the next SOF GLSS contract. |
| 18 | What is the disposition of current dormant inventory? |
a) Is it in serviceable condition?
b) How is that maintained and managed? The current dormant inventory is evaluated for disposition on a regular basis by the Government and the contractor.
a) Condition code is not a factor.
b) Dormant inventory is monitored by the government using contractor managed data. Dormant is a term the Government uses to distinguish from obsolete/excess property . The report was created to make customers aware of what inventory they have that is not being issued.
19 Is the Government considering a second Industry Day with interested prime vendors or a subset of Industry Day participants with a live question and answer or dedicated one-on-one session?
| a) If so, when does the Government intend to notify industry of the second event with questions and answers and/or one-on-one sessions? | At this stage, market research and development of the Acquisition Strategy, the Government has made no determination on subsequent Industry Day events. After White Paper submission the Government may decide to hold one-on-one sessions or additional industry information sessions. Notification would come on SAM.Gov. | ||
| 20 | What is the public affairs posture for USSOCOM activities and functions at Blue Grass Station? | Public affairs for USSOCOM activities, including PEO SOFSA, is administered out of USSOCOM. For Blue Grass Station proper, the public affairs responsibility belongs to the Director Bluegrass Station, Dept. of Military Affairs, State of KY. PEO-SOFSA is a tenant of BGS. | |
| 21 | During SOF Week, PEO SOFSA mentioned Reverse Industry Day as a concept to engage with potential prime contractors to discuss capabilities and to frame engagements between USSOCOM and industry in context. Does the Government plan to conduct a form of reverse industry day with industry partners? | At this time there is no firm plan for the Government to conduct a reverse industry day. If such an event were to be held, notification would come via announcement on SAM.Gov. | |
| 22 | Does the current contract include sustainment and maintenance of SOF peculiar maritime platforms? |
| a) Given the evolving operational requirement, does USSOCOM anticipate an increase in support for SOF peculiar maritime platforms (Surface, Sub-Surface, and Unmanned)? | Yes, the GLSS contract does have PEO Maritime Task Orders. At this stage, market research and development of the Acquisition Strategy, there is no firm requirement to dictate possible increase (or decrease) in support for any platform. | |
| 23 | What is the incumbent's role and responsibly for the cyber defense of SOFSA NET? |
What is USSOCOM's role?
Who is the Cyber Security Service Provider? The current contractor architects and implements cyber defense for the SOFSANet in accordance with DoD, USSOCOM, and SOFSA policies. They are responsible for all aspects of cyber defense. The PEO SOFSA provides oversight of the Contractor's performance.
USSOCOM provides technical support and guidance when requested.
USSOCOM is the CSSP, and oversight the PEO SOFSA Government IT office.
| 24 | On Slide 10, the presenter at Industry Day stated the Contractor would be evaluated on their ability to flex (expand) and contract with warfighter needs. To understand recruiting and retention of the existing workforce, the Government must define the composition of the existing SOFGLSS workforce: Gov CIV, Uniform, union/ non-union, etc., by location. | This was a misstatement by the speaker. No areas have been definitively identified for evaluation. The ability to flex and contract with warfighter needs could be evaluated, but at this stage, market research and development of the Acquisition Strategy, we do not have a firm requirement. | |
| 25 | Does the Government require insider threat monitoring as part of the SOF GLSS contract? | Currently, yes. This is a DoD/SOCOM requirement and would be further defined for IT as DoD moves into their Zero Trust architecture. At this stage, market research and development of the Acquisition Strategy, there is no firm requirement to definitely say it will be part of the SOF GLSS contract. | |
| 26 | During the briefing, contractors were told they will be expected to monitor utility consumption. Will the Government please clarify the contractor’s responsibility for utilities? | ||
| What are the exceptions listed on the slide (slide 23) where PEO SOFSA does not pay for the lease/utilities? | The current contractor is responsible to monitor abnormalities in utility consumption. Utilities are billed by the state and paid for by the Gov't monthly. |
NOTE: lease/utilities exception question - The Government believes that question is derived from slide 25 not 23.
Currently a PEO SOFSA customer (Government) is paying lease/utilities for the Crestview hangars.
The current SOFSA contractor has a small office complex near Ft Liberty (~6K Sq./ft.) they own and administer this lease and pay lease/utilities via contract overhead expense.
| 27 | What does the Government see as the biggest challenge with the next SOF GLSS acquisition? | Not an exhaustive list but these are considerations without any prioritization: Zero trust and DoD ITSM Portfolio Management, operating quieter & the potential increase in classified work, maximize the use of automation within the limitations of existing footprint, software, and ROI considerations. Providing world class logistics services in environment of increasingly tight budgets. Controlling and reducing costs. Meeting or exceeding schedule requirements. | |
| 28 | Does the Government anticipate that fixed wing support and rotary wing support will continue to consume most of the labor support over the foreseeable future? | ||
| Or does USSOCOM/PEO SOFSA anticipate a shift to bare-base operations, additive manufacturing, or other? | While the Government anticipates that FW and RW will continue to consume most of labor support, and Maritime Support could increase, at this stage (market research and Acquisition Strategy development) there is no firm requirement to definitively answer this question. | ||
| 29 | What are the current management methods for tracking from hazardous materials and chemicals from procurement through disposal? |
a) Is it the Government’s intent that this support be provided by the outgoing contractor until Task Order transitions are complete?
b) What are the current disposal methods for hazardous materials?
c) Is the contractor required to coordinate with the State of Kentucky or does PEO SOFSA complete that coordination? Currently, there is a requirement for the contractor to maintain and manage all hazardous material through the end of their responsibility.
A) The current contractor is required to provide this support until such time as they are relieved of that contractual obligation.
B) PCARSS, DLA or commercial. The most economical.
C) Currently, the contractor is required to coordinate with Bluegrass Station, Dept. of Military Affairs, State of Kentucky to provide input for all permit requirements. (i.e. Air Permit, Hazardous Waste, etc.) The contractor is required to provide to the government, an annual Contract Data Requirements List (CDRL) for Hazardous Waste Reporting as required by the PWS.
| 30 | What lessons learned from COVID and global supply chain challenges has the Government considered in terms of warehousing versus just-in-time logistics and shared long-term/short-term incentives between USSOCOM/industry in support of future task orders? | There was an acknowledgement of delays cause by the pandemic, just-in-time logistics was never discussed. The Government is interested in hearing any innovative solutions that industry may be able to provide for consideration. |
| 31 | Slide 20 of the Industry Day slides details the SOFSA facilities, the presenter mentioned that the Prime Contractor will not be responsible for the lease costs, only responsible for maintaining the facility. Does the Government intend to provide an ‘overarching facilities’ task order similar to the previous acquisition for industry to account for the maintenance and sustainment costs associated with facilities? | The Government believes your question was derived from slide 25 - not slide 20. Currently, there is a small Gov't support Task Order to provide for the sustainment of the Gov't staff that includes facility support for less than 50K Sq./ft. The remaining SOFSA facilities (interior only) are maintained by the contractor through overhead expense. At this stage, market research and development of the Acquisition Strategy, there is no firm requirement to definitely say it will be part of any SOF GLSS follow-on contract. |
| 32 | Is there a standard basis of issue of SPEAR individual equipment to TSOC headquarters elements? | To the best of the Governments knowledge there is no standard basis of issue for TSOCs. |
| 33 | Is there a standard basis of issue of bare base and/or deployable JOC equipment to TSOC headquarters elements? | Currently, there is no standard Basis of Issue as issuance is based on TSOC operational requirements that can fluctuate. |
| 34 | Is bare base equipment sustained and maintained at Blue Grass Station, or at the TSOC or using unit home location? | Currently bare base equipment is maintained and sustained at both locations (Blue Grass Station and TSOC units). Users maintain equipment in their possession; contractors may be tasked to travel for limited duration, when needed. Reconstitution of assets is performed at BGS, or returned to an OEM. |
| 35 | Will the Government provide additional detail regarding the Host Nation/Allied Partner logistics? |
a) Per the Framing Questions, does HN Logistics Support refer to support provided to HN Partners or support procured from HN Partners?
| b) Is this support provided on the current contract today or an anticipated future requirement? | There are no Host Nation/Allied Partner Logistics requirements on SOF GLSS. GLSS has awarded FMS task order requirements in the past. At this stage, market research and development of the Acquisition Strategy, there is no firm requirement to definitely say it will be part of any SOF GLSS follow-on contract. The Framing Questions are not meant to be "answered" per se, only to assist as a possible starting point for ideas on the Governments future requirement. | |
| 36 | At Industry Day, the Government provided a “snapshot of current task orders.” |
Does the Government have an:
a) Anticipated list of the current task orders and those that will transition to the next SOF GLSS contract?
b) Anticipated list of task orders where requirements are expected to change significantly with the next SOF GLSS contract?
| c) Anticipated list of task orders that will be sunset within the current contract? | At this stage, market research and development of the Acquisition Strategy, there is no firm requirement to definitely say what Task Orders will transition, change or sunset to a SOF GLSS follow-on contract. The Government will provide guidance on this topic as we move closer to RFP release. | ||
| 37 | LMIS: what current Logistics Management Information System is being used to record maintenance records, supply requests, shipping, etc.? We know SSAVIE is used for procurement | Currently, GOLDesp is used for base contract assets and customer inventory. |
SAP is used for MRP/ERP.
| 38 | What is the status of GOLD, lifecycle? | There is no lifecycle. GOLDesp is the software currently used for base contract assets and customer inventory. | |
| 39 | Is PIEE being implemented on this program? | PIEE is utilized on the current SOF GLSS IDIQ. | |
| 40 | Can you elaborate on the actual use of DPAS on the program-is the contractor informing DPAS or doing the entries? | The prime contractor is performing labor and inputting some entries as the first step in receiving. The government performs the validation and second step. | |
| 41 | What is the delineation between vehicular work at Crane and GLSS? | PEO SOFSA is only familiar with the vehicular work at GLSS so the Government cannot comment on any delineation. | |
| 42 | Who established the JOS requirements? | JOS requirements are established by the Joint Review Board which consist of stakeholders (TSOC, Command Components, SOF-AT&L Program of Record). Our capability Sponsor is the USSOCOM J4. | |
| 43 | What is the synthetic aperture radar (SAR) process for the Additive Manufacturing items produced? | This was discussed in the Building 3B/C portion of the industry day. The USG doesn't use SAR for MTRC, JOS, or F/NWMMP. PEO SOFSA does not have a synthetic aperture radar process in place for 3D printed parts. | |
| 44 | Are U.S. Weapons issued to organizations for temporary use (weapons issue point similar to JOS Loan equipment) in addition to the Foreign Weapons? Or does SOFSA just provide weapons repair and return capabilities | JOS Weapons are only loaned out of the program for temporary use to the unit. The JOS Loan duration is typically 180 days but may be extended per the unit's J3 approval and based on the unit's mission priority. SOFSA also provides weapon repair and return capabilities | |
| 45 | What impact will the movement of PM FOSOV to PEO CS CSS have on GLSS? | PM FOSOV has not identified any impacts to the current SOF GLSS contract based upon the movement of PM FOSOV to PEO CS CSS. | |
| 46 | In regards to the white paper due on 09 January: | ||
| Does the USG intend to release Forming Questions whitepapers to all industry respondents? | The Government does not intend on releasing the white papers to all industry respondents. | ||
| 47 | Aviation: Will the contractor be required to provide pilots and/or aircrew for post maintenance functional check flights, or other maintenance test flights, or will this be performed by DCMA or the Service? Will the FAR/DFAR Ground and Flight Risk Clause be applied to this contract effort? | Currently Acceptance Flights/Functional Check Flights/Maintenance Test Flights are currently executed through other contract vehicles by the Requiring Activities. They are a mix of Service and Contractor aircrews. The DFARS Ground and Flight Risk Clause is on the current prime contract. | |
| 48 | Aviation: Will aircraft modifications require the contractor to design, develop, integrate, and validate/verify the installation and functionality of all affected systems, or will the gov’t design and integrate, or will each modification design be a separately competed event? This questions is related to Engineering Capacity required. | Yes. On the current SOF GLSS IDIQ there are Task Orders that require aircraft modifications where the Contractor is required to design, develop, integrate, and validate/verify the installation and functionality of all affected systems. | |
| 49 | Aviation: Will the gov’t provide 3D modeling software and hardware, radio frequency spectrum analysis, vibration testing, non-destructive inspection, and finite element methodologies for structural analysis equipment for contractor use, or will the contractor be required to provide listed test equipment? Can the contractor utilize their own capabilities if in the best interest of the gov’t? | The Contractor may be required to provide the listed test equipment if the Government does not provide it as GFP/GFE. Engineering and design software exists on the SOFSANet and may be provided as GFP/GFE. All additional GFP/GFE and contractor acquired property will be evaluated through the change management process as it will be implemented on the SOFSANet and will be Government approved before purchase and use. The Government welcomes innovative and cost effective solutions, which may include the Contractor utilizing their own capabilities, if it is in the best interest of both parties. | |
| 50 | Will the gov’t provide calibration and repair of test equipment listed, or will this be the responsibility of the contractor? | PEO SOFSA utilize both Contractor and Government assets, depending on the type of test equipment or tool to do calibration and repair. | |
| 51 | Storage & Distribution: Will gov’t shipping methods and commercial contracts be utilized for distribution, or will the contractor be required to initiate all commercial contracted shipping? | The contractor will be required to initiate all shipping. This includes using government and commercial sources. | |
| 52 | Communication Equip & Electronic Repair: Will the gov’t provide all required test equipment, to include calibration & repair? | ||
| Will items that are Beyond Capable Maintenance (BCM) or Beyond Economical Repair (BER) be processed to the OEM through normal gov’t supply processes, or will the contractor initiate OEM repair contracts? | The Government does not provide all required test equipment. Individual Task Order requirements identify what equipment is GFE. |
The second questions depends on the Task Order/requiring activity requirement. There are some repairs performed under government contracts with the OEM and some the contractor initiates directly to the OEM. This would be detailed in any Task Order requirement provided to the contractor for proposal.
| 53 | Manufacturing and Production: Who maintains Airworthiness Authority and/or final approval and liability of items manufactured or produced? | PEO SOFSA Customers maintain airworthiness authority and final approval for aircrafts produced. However, there is a warranty period that the contractor is liable for if manufactured/produced items present defects caused by the contractor. |
| 54 | Logistical Support Teams: Will contract personnel deployed OCONUS be protected from local gov’t apprehension, detainment, and/or prosecution? | OCONUS contractor personnel are responsible for learning and obeying local laws as applicable. Applicable law, regulation, and/or international agreement dictate protections afforded to contractor personnel OCONUS |
| 55 | Life Cycle Sustainment Management Services: Will the contractor be responsible for aircraft fleet management, to include configuration management, utilization, scheduled maintenance, modification scheduling, Depot Maintenance, and Life Limited Component management and replacement? | Currently, the contractor does provide services such as those in the question. Government customers (Requiring Activities) to PEO SOFSA determine and generate individual requirements such as aircraft life cycle sustainment and provide them to PEO SOFSA. Each individual program and its requirements would drive the ultimate answer to this question. At this stage, market research and development of the Acquisition Strategy, there is no firm requirement to definitely say on an individual Task Order basis what will be part of any SOF GLSS follow-on contract. |
| 56 | Industrial Operations: Will the contractor be permitted to utilize its own equipment and/or facility to affect a repair, or to manufacture/produce a part if in the best interest of the gov’t? | The contractor is expected to provide the Government the best proposal to address cost, schedule, and performance which may include using their own facilities instead of the Governments. |
| 57 | Request a more in-depth description of the Crestview, FL facility and capabilities (e.g.., back shop capabilities, GSE, onsite engineering capability, onsite warehousing, etc.) | There are two hangars with four aircraft bays for production space. Additional support areas include limited storage totaling 96K sq. ft. and 24K sq. ft. of office and maintenance space. There are no back-shop areas. Sq. Footage is Approximate. |
| 58 | Can or will the government provide an explanation of the current personnel infrastructure (i.e.., onsite numbers, offsite/remote numbers, numbers by labor category)? | The numbers provided in the SOFSA Industry Day Briefing (posted in November) provide the relevant level of detail available at this point. Personnel numbers fluctuate on a daily basis. At this stage, market research and development of the Acquisition Strategy, there is no firm requirement to definitely say on an individual Task Order basis what personnel requirements will be part of any SOF GLSS follow-on contract. |
| 59 | Is there a heat treating capability in Bldg. 3 or elsewhere on site? | The government owns two heat treat ovens for aluminum hardening, as well as ovens for paint curing. |
| 60 | Does the site have shot peening capability or is that outsourced? | Currently, the shot peening process is outsourced to other vendors. |
| 61 | Does the BGS facility (or others) have ovens for curing composite materials? What type of composite materials are manufactured/repaired at the BGS facility (or other)? | Yes, there are ovens for curing composites. Most typical are fiberglass material parts that are produced and or repaired as determined by the task order requirements. |
| 62 | Are radomes, fairings, etc. produced/repaired as part of the SOFSA contract? | Currently, the contractor does certain repair work of radomes, fairings, etc.. Level of repair depends on individual Task Order requirements. |
Yes, fairings and radomes are produced on this contract.
| 63 | For engineering/design processes does the site have SOFSA specific technical processes or are engineers, manufacturing and production personnel using Contractor processes? What is the engineering change process? | PEO SOFSA does not have a specific process requirement. The current IDIQ is does designate the ISO9001 standard which requires the contractor to establish their own process in their Quality Management System (QMS). DCMA Engineering has access to the contractor's QMS program and DCMA conducts engineering surveillance (per the FAR) to ensure that the contractor is performing duties as it is established in their QMS. |
| 64 | For approval of Technical Data packages and technical reports, what USG organization(s) approve the design and/or design changes and reports? | The individual Government requiring activities that utilize the SOF GLSS IDIQ approve the Contractor TDP submittals. |
| 65 | Does the USG provide all required engineering licensing to include CATIA? How many licenses are in use for the current SOFSA contact? How many at each location? | Currently, all IT assets are acquired by the contractor. At present there are approximately 100 floating licenses available for use.
