PEO SOFSA Industrial Operations Brief, Building 3 Industry Day 2023
Welcome to building 3. My name is Ryan Baylon and I am an Aerospace Engineer from Defense Contract Management Agency, or DCMA, supporting PEO SOFSA for technical insights. In this brief, I am going to discuss the wide variety of capabilities that comprises our industrial operations.
To ensure that all interested contractors receive the same information, I will be reading this script. Please do not ask any questions. If you desire additional information, you may submit questions in writing to Brian Hubbs.
PEO SOFSA offers its customers an agile and robust solution to modify, upgrade and maintain their platforms based on their needs. Current platforms supported include: MH-60, MH-47G, AC-130J, Family of Special Operations Vehicle (or FOSOV), etc. To support such complexity and variety, the industrial base of this contract is equipped with state-of-the-art machinery and equipment to satisfy Task Order requirements. This program supports low volume and high priority tasks. We do not mass-produce any part or kit in the hundreds or thousands. Instead, our quantities are determined by the task order requirements and urgent needs.
Our three main categories within our industrial operations are production, quality, and engineering. Our production operation utilizes a variety of machining capabilities for part creation. Our quality capabilities utilizes 3D scanning and printing in addition to traditional quality controls. Lastly, engineering resources are needed to support our core capabilities of streamlined design and rapid prototyping. Streamlined design include non-recurring engineering, or NRE, modifications, and preparing technical data packages as required. All of the equipment used here is Government Furnished Equipment or GFE. However, the prime contractor is responsible for the proper use and lifecycle sustainment management of these machines to achieve maximum life out of the equipment.
In this building, you will see segmented sections that are designated as C-Bay, D-Bay, E-Bay and F-Bay.
Each bay are approximately 22,000 square feet in size and have different functions such as metal machining and finishing, wire marking, electrical fabrication shop, etc. I would like to highlight the top features of this facility and other functions of our industrial operations:
For Machining Capabilities:
• Building 3 has a wide variety of Computer Numerical Control Machines, or CNC machines from 3-axis, 4-axis, 5-axis, and routers.
• There are several manual mills for parts that require skilled workforce to match drawing specifications.
• Our industrial operations can cut, bend, drill, punch, and machine different types of materials from stainless steel, carbon steel, aluminum, titanium etc.
• We have water jet machines to cut incoming raw metal blocks/sheets
• Recent addition to our capabilities is the use of Zero-point clamping modular tooling from Lang
Technovations Co being equipped on some HAAS machines. This tooling allows us to set up the part being machined outside the equipment and eliminates the use of dovetails on the part for clamping.
For Non-Destructive Inspection or NDI Testing:
• To ensure proper structural integrity, this facility has a dye penetrant NDI line.
• We also have an Eddy Current and Magnetic Partial Testing equipment for field use.
• A new expansion to the dye-penetrant line was installed within the past year to provide faster testing time.
For Coordinate Measuring Machine Inspection, or CMM Inspection:
• A dedicated CMM room conducts accurate measurements on parts under inspection. Some of our drawing tolerances are very tight and these machines ensure high levels of product quality that the customer expects.
For 3D printing Capabilities:
• There are three Stratasys Fused Deposition Modeling, or FDM, 3D printers that are useful for prototyping and test fitting parts prior to production. These printers are located in building 221.
• We have recently added a Selective Laser Sintering, or SLS, 3D printer from 3D Systems
Incorporated. It is capable of producing a part envelope size of 15 inches by 13 inches by 18 inches in the x-y-z directions, respectively. The output from this SLS 3D printer produces composite parts that have improved resolution and surface finish compared to its FDM counterparts. It has its own dedicated room in this building.
• These printers are frequently used for creating tooling jigs to assist with production.
For 3D laser scanning:
• Several Creaform HandyScan 3D handheld scanners are very useful to generate subject material profile to ensure proper fit on aircraft or mating parts.
• A new Hexagon CMM laser scanner is being integrated to our CMM room to increase accuracy on more complex parts.
• Our push for both 3D scanning and printing is highly integrated to our mission for rapid prototyping.
For Engineering Support
• Engineering resources are required for this contract to conduct NRE tasks as required by the task order
• Teams of engineers generate design changes, 3D models, drawing changes, test reports, and technical data packages.
• Our technical analysis capabilities include CATIA for 3D modeling the variety of product platforms, ANSYS for Finite Element Analysis, or FEA, MATLAB for complex mathematical and scientific calculations on loads and weight balances, and TeamCenter for managing technical information.
• System Application and Products (SAP) is being used for production workflows and approvals for
Request for Variance with the government.
This concludes my brief on Industrial Operations.

This is PEO SOFSA’s central receiving area and is also representative of the type storage you will find throughout the enterprise. Warehouse 102 is PEO SOFSA's centralized warehouse for Enterprise Operations.
There are nine separate warehouses, 58K bulk and rack pallet positions in 1.1M sq. ft. of indoor warehouse storage space. PEO SOFSA footprint also includes more than 550K sq. ft. of outside storage.
GOLDesp Inventory Management software is provided to the contractor for audibility, accountability, and centralized logistics operation. GOLD houses 2.9M units totaling $3.6B.
Systems Applications and Products (SAP) Enterprise Resource planning (ERP) software is also provided to the contractor to manage production and manufacturing operations. SAP houses 6.2M units totaling $104M.
The government manages Defense Property Accountability System (DPAS) inventory management software that provides SOCOM with a certified Accountable Property System of Record (APSR). This site has multiple government accountable officers. DPAS houses 673K units totaling $1B. On average, we process approximately 87K receipts and 125K issues/shipments.
PEO SOFSA receives inventory direct from OEM, and from our customers. We also process field returns for inventory being turned-in.
PEO SOFSA also has specialized warehouses that include sensitive property such as COMSEC, weapons, aviation parts, and SOF clothing.
The enterprise has several types of storage to include: climate and humidity controlled, standard pallet and bulk storage, and outside lot storage.
While we strive for standard logistics enterprise processes we need to balance that with the need to be flexible, tailorable, and responsive to our customers.
This concludes my briefing on the central warehousing and receiving.
Warehouse 341 & R Lot
Welcome to Warehouse 341 & R Lot. I am Charlie Skibo, the PEO SOFSA Government Ground Representative. This is our new 240K square foot warehouse for rolling stock.
To ensure that all interested contractors receive the same information I will be reading this script. Please do not ask any questions. If you desire additional information, you may submit questions in writing to Brian Hubbs.
This warehouse and accompanying lot are an example of the facility optimization plan you were briefed on earlier today.
As you can see, we have hundreds of pieces of rolling stock stored in this warehouse.
Previously this rolling stock was being stored in several buildings spread all across Bluegrass Station with some of the buildings being as small as 3K square feet.
Warehouse 341 helped us consolidate this storage and streamline the effort it takes to maintain these assets.
Prior to the completion of Warehouse 341, the generators in this building had to be removed from the warehouse where they were stored and started so they could be exercised as well as doing preventive maintenance on them.
This warehouse was designed with a ventilation system so the generators could be exercised in place saving the time it took to tow these assets in and out of the facilities in which they were stored.
As you can see, there are hundreds of generators in this facility, so you can imagine the timesavings a facility like 341 has had on that one element of possible support.
In addition to the acceptance of warehouse 341, we also took delivery of ~300K square foot storage lot just outside this facility.
This is the primary outdoor storage area at PEO SOFSA and includes a secure 25K square lot for crash damaged aircraft.
This concludes my briefing on Warehouse 341.
