About this file
This document is a request for information (RFI) to assist the government in market research for a future requirement similar to the current Special Operations Forces Global Logistics Support Services (GLSS) contract.
The RFI includes details on an installation tour and briefing at Bluegrass Station in Lexington, Kentucky, as well as instructions for submitting white papers that discuss ideas, concepts, best practices, and recommendations for the next GLSS contract. Key information includes the scope of the current GLSS contract, which provides a broad spectrum of logistical support services to the Special Operations Forces community. The RFI outlines 10 key capabilities the government is looking to continue, such as aviation repair and modification, supply chain management, small arms support, and lifecycle sustainment. The white paper submission deadline is January 9, 2024, and the government is not seeking proposals at this time. This RFI is being issued by the United States Special Operations Command's Program Executive Office Special Operations Forces Support Activity.

4. Hangar 1 Exterior Ramp Area: (Aircraft Parking and Flight Line Area)
5. Hangar 2 AGSE/AGE Area: (LOX, Fuel Bowsers, AGE Servicing)
"To ensure that all interested contractors receive the same information I will be reading a prepared script. Please do not ask any questions. If you desire additional information, you may submit questions in writing to Mr. Brian Hubbs."
1. Employee Parking Lot of Hangar 1: (NOFD ARFF) Welcome to the SOF-GLSS AC/MC-130 Production Integration Facility at Bob Sikes Airport, Crestview. We are in the employee parking lot outside of Hangar 1. While we are here, I’d like to direct your attention to the Fire Station located just south of the Hangar. The Fire Station is operated by the North Okaloosa Fire District (NOFD) and provides 911 Structure Fire Response and an Aircraft Rescue and Fire Fighting (ARFF) response capability to Okaloosa County and Bob Sikes Airport.
The ARFF portion of the support provided by the NOFD is by paid subscription. Currently, there are two subscribers for ARFF services. Each subscription is managed by individual contract with the NOFD. The subscription for SOF-GLSS is currently part of a hangar services task order on the SOF-GLSS contract.
All firefighters are ARFF qualified and rotate between 911 Structure Response and ARFF. There is one shift of at least three firefighters meeting the ARFF response criteria of National Aerospace Standard 3306. When full ARFF is required, overtime is paid to the outgoing shift to provide a full ARFF response of 6 firefighters and two ARFF vehicles.
An Oshkosh Striker 6 X 6 and an Oshkosh T-3000 provide the dedicated ARFF crash rescue vehicle capability for the NOFD. Both vehicles meet the ARFF capability and response standards of NAS 3306.
2. Conference Room of Hangar 1: (Overview, Lease, and Admin Spaces Script) Welcome to the conference room of hangar 1.
The government leases two buildings, hangar 1 and hangar 2 from BAE in support of our AC/MC-130J production integration activity. In addition to the hangar lease, the government leases 180,000’ square feet of the parking apron immediately outside of the hangars from Okaloosa County. The leases are managed by PEO-SOFSA using the Army Corps of Engineers as the executive agent to manage and coordinate lease activities with BAE and Okaloosa County. Combined, the hangars can accommodate four C-130 sized aircraft.
This hangar, hangar 1, contains administrative and office spaces in the upstairs and downstairs. The upstairs office spaces are immediate on your left and right as you exit the conference room. As we descend down the stairs at the northern end of the building, additional office /admin spaces are available. There is approximately 24,000’ square feet of office/admin space and 48,000’ square feet of hangar floor area in this hangar.
The PEO-SOFSA network provides unclassified connectivity to SOF-GLSS. There is no classified network capability at this location.
3. Hangar 1 Bay: (Hangar description/footprint/overhead crane/AFFF) We are now located in the hangar bay of hangar 1. The current work performed at this facility is MC-130J CR2 Combat Talon III modifications including;
· Airborne Mission Network (AbMN)
· Common Terrain Following/ Terrain Avoidance Radar
· Auxiliary Flight Deck Station
The current work performed in support of AC-130J includes:
· Incorporate Block 30+ modifications into previously modified Block 20+ aircraft. (gun modules into the aircraft sidewalls) Each bay is large enough to accommodate any C-130 variant aircraft. There are two bays per hangar, each roughly 150’ long by 140’ wide with additional usable space between the aircraft and on the periphery. The aircraft service area footprint for each hangar is 48,000’ square feet or 96,000’ square feet when the hangars are combined.
There is one industrial air compressor located in each hangar.
Hangar 1 contains a 5-ton overhead crane. The overhead crane is maintained by the facility owner, BAE. There is no overhead crane in hangar 2.
Each hangar is supported by an individual Low Expansion Foam Deluge fire suppression system. Currently, legacy Aqueous Film Forming Foam (AFFF) compliant to NFPA 409 is in use. The fire suppression systems are maintained by the facility owner, BAE.
There are no maintenance backshop areas in either hangar.
Each hangar is equipped with an intrusion security system that will alert and alarm if an individual enters or exits through the hangar bay doors without badging.
We will now exit hangar 1 to view the aircraft parking ramp. Please stay together so that we may exit without activating the security alarm. We will exit and return to this hangar as a group.
4. Hangar 1 Exterior Ramp: (Aircraft Parking and Flight Line Area) The parking area to your front is under lease between the government and Okaloosa County. We lease this area to protect our ability to park aircraft undergoing induction and delivery. Crestview Bob Sikes Airport is a public airport under the authority of the Okaloosa County Airport Authority. The Airport Authority manages Eglin AFB/Destin-Ft. Walton Beach (joint civil/military use airport KVPS), Destin Executive Airport, and Crestview Bob Sikes Airport. Bob Sikes Airport does not have a control tower. Public and military aircraft utilize a Common Traffic Advisory Frequency (CTAF) to communication intentions and execute flight and ground movements. Eglin Approach Control manages air traffic during instrument conditions or upon flight following requests. Public and military traffic utilize the north/south taxiway that is just beyond the aircraft apron/parking area and runs parallel to the runway.
As we return to hangar 1, we will make our way through the hangar to the north on our way to hangar 2. Prior to exiting hangar 1, you will see the tool room/tool cage on your right. The tool room provides tools, select hazardous material such as adhesives, sealers, etc., ladders, fall protection harnesses, and special tools used in support of the employees performing aircraft production integration work.
5. Hangar 2: (AGE/AGSE Area) Now that we have exited hangar 2, we are in the Aerospace Ground Equipment (AGE) or Aerospace Ground Support Equipment (AGSE) servicing and storage area. This area is used to provide semi-protected storage of work stands, component stands, fuel bowsers, oxygen/liquid oxygen servicing carts, light sets, and other ground support equipment. Certain equipment is supported for maintenance by the Air Force at Hurlburt Field or Eglin AFB, (for example, routine inspection of liquid oxygen servicing carts/equipment), while other equipment may require a vendor to supply materials, (i.e. liquid oxygen, nitrogen, etc.)
