About this file
This is a questions and answers document containing 38 industry questions and government responses related to a PEO SOFSA contract opportunity at Crestview, Florida. The Q&A covers topics including data management requirements, small business goals (27.5% total small business requirement with specific socioeconomic targets), facility details at Crestview hangars and Hill Avenue, and operational specifications for aircraft maintenance and ground support.
Key details include clarifications that NIPR/SIPR systems will be maintained separately, no current AI/ML tools are planned to be government-furnished, the Hill Avenue facility is government-leased year-to-year, and government property includes tools, AGSE, work stands and industrial equipment. The document also specifies that the government provides pilots for acceptance check flights, the contractor handles fuel costs through task orders, and hardware/bench stock is maintained in tool rooms and kit cages. Several questions address facility leases, equipment ownership, and operational procedures specific to the Crestview location.

Crestview ID RFI Responses 11De
| USG Responses to Questions from Industry Day #2 at BobSikes Airport, Crestview | ||
| Question ID | Industry Question | USG Response |
| 1 | Are there requirements to manage and integrate SOFSA enterprise data across classification levels to provide visibility into the full breadth of programs supported within a common environment? (ex: total asset visibility for both production and configuration progress for fixed and rotary wing platforms as well as unclassified inventory stored in BGS) | At the present time there is no such requirement. NIPR and SIPR will be maintained separarately. |
| 2 | How does PEO SOFSA plan to leverage existing OSD and SOCOM data platforms, including Advana, Maven Smart Systems, and MCS COP? | PEO SOFSA does not use ADVANA to monitor, report financial, or personnel actions tied to SOF GLSS efforts. PEO SOFSA does not use Maven Smart Systems or MCS COP at this time. Future use of any OSD and SOCOM data platforms would be coordinated with the contractor as necessary. |
| 3 | In light of an anticipated future contested logistics environment, has SOFSA assessed the operational logistics software capabilities in use at other COCOMs and at the SAG-U today? | Assessment of capabilities is generally a function of PEO SOFSA's customers, also known as Requiring Activities (RA). PEO SOFSA does not generate requirements. However, PEO SOFSA does have PM Expeditionary Support embeded into the organization, and they act as an RA. In their assessment the current existing enterprise solutions are able to provide support to their customer base. |
| 4 | How will SOFSA ensure that it provides rich, stable, timely, and accurate data feeds to C2 systems of record at SOCOM HQ, other COCOMs, and the Joint Staff? | At the present time, PEO SOFSA is not required to provide "data feeds" directly to these systems. That data is provided on as needed basis. |
| 5 | How will PEO SOFSA evaluate the efficacy of new technologies and ensure it is open, interoperable, and in line with OSD’s data decrees? | Generaly, it is the Prime Contractor's responsibility to evaluate all new technologies to ensure it meets requirements, whether the new technology is for a task order or enterprise use. SOFSA is open to new technologies that make the SOF GLSS enterprise more secure and effecient. It is the responsibility of the Prime Contractor to evaluate and select new technologies that are in line with all DoD requirements. During the Change Management process any issues or deficiencies will be discussed and evaluated by the USG. |
| 6 | How does PEO SOFSA plan to bridge SOCOM’s data platforms, legacy databases, and ERPs with new technologies to ensure seamless interoperability and the ability to provide new applications to meet emerging requirements? | PEO SOFSA does not have the ability to bridge data platforms. SOCOM is the POC for all data platform bridges. |
| 7 | Can PEO SOFSA define how it will test, evaluate, and procure new technologies, specifically commercial software, as new requirements arise? | Generally, it is the Prime Contractor's responsibility to evaluate all new technologies to ensure it meets requirements, whether the new technology is for a task order or enterprise use. All new software goes through a thorough change management process, including Risk Assessment, review of all ports and protocols used, security scans, and a review of all IAVMs and vulnerabilities listed by CISA. Procurement is by the Prime Contractor. |
| 8 | Will PEO SOFSA require the offeror to submit a Small Business Subcontracting Plan (SBSP) or a Small Business Participation Plan (SBPP) as part of its proposal? | The currect requirement and Acquisiton Strategy have not been finalized. However, in the current SOF GLSS IDIQ there are a number of small business goals (see Question ID#9) and there is a requirement for a subcontracting plan. The Government anticipates that this would likely be a requirement in the future. |
| 9 | What is the current SB subcontracting plan % on the SOFSA contract? | The current contract, SOF GLSS, has a small business subcontracting requirement of 27.5% of total funded value (less OCONUS task orders). The contractor is required to meet and maintain this requirement throughout the life of the contract |
Total Small Business: 27.5% Small Disadvantaged Business: 5% Woman-Owned Small Business: 6% HUBZone Small Business: 2% Service Disabled Veteran-Owned Small Business: 4% AbilityOne: N/A
| 10 | What are the SB socio-economic subcontracting %s for each category on the SOFSA contract (SB, SDB, SDVOSB, WOSB and HUBzone)? | See Question ID#9 |
| 11 | What % of actual work on the SOFSA contract is being performed by the incumbent’s SB subs? | See Question ID#9 |
| 12 | Has the incumbent been meeting subcontracting plan goals for each socio-economic category? | The USG will not provide performance information on the current contractor. |
| 13 | Consideration of SB goals on SOFGLSS: Other similarly large, complex service/agency-level procurements are making significant commitments to SB participation: · “Seaport-e favors small business concerns, with a goal of 33 percent.” · “Alliant 2 has a 50% subcontracting goal for SB to perform over the life of the contract.” · MDA is competing their entire services enterprise through the MAPSS contract. MAPSS is comprised of 28 task orders (22 SB w/ a value of $3.1B, and 6 F&O w/ a value of $1.7B). We are not asking PEO SOFSA to reconsider the acquisition strategy. We are offering several examples of very large, technically-complex, agency/service-level contracts where acquisition strategies are being developed that give small businesses greater ability to team, and more significant roles in execution through larger SB subcontracting goals. We respectfully request that PEO SOFSA consider making the GLSS SB subcontracting goal 33%. | See Question ID#9 with regards to the SB requirements of the current IDIQ. SB requirements are developed using all relevant information to the acquisition (i.e. size, scope, dollar amount, capability of SB to perform the work, etc.) As we develop our requirement and the Acquisition Strategy, the USG will evaluate all information available in order to establish SB requirements. |
| 14 | The National Defense Authorization Act for fiscal year 2024 set a 5% goal for Service-Disabled, Veteran-Owned Small Businesses (SDVOSB), an increase from 3%. Will PEO SOFSA incorporate this statutory increase of the SDVOSB subcontracting goal from 3% to 5% within the overall GLSS contract subcontracting goal? | The USG continues to work toward a finalized requirement and engage with the SBA. At this time, the USG has not finalized small business goals for this future requirement. |
| 15 | Will the Government provide an estimate number/current scheduled of Fixed Wing overhaul for FY 26-30 @ Crestview? | Future FW requirements have not been provided to SOFSA from the RA at this time. |
| 16 | Due to proliferation of UAS and CUAS activities, is the Gov't looking at incorporating UAS and CUAS platform overhauls/modifications on the follow-on contract? |
1) If so, has the government identified location for this activity?
| 2) Would the Gov't be interested in hearing ideas on how to best incorporate UAS and CUAS sustainment for PEO SOFSA? | Speaking in terms of the current SOF GLSS IDIQ, RA's develop and generate each individual TO/DO requirement that drives the scope, duration, location of the work, and support necessary from PEO SOFSA and the Contractor. The RA's would drive the incorporation of overhauls/modifications after determining if their scope fit in to the scope of the SOF GLSS IDIQ. The acquisition that this RFI pertains to would likely be structured similarly. | ||
| 17 | Has the Government conducted a comprehensive supply chain current and future obsolescence risk management analysis for current platforms? | ||
| 1) If so, will the government supply this list as part of the solicitation? | See Question ID#16. PEO SOFSA would not conduct such analysis. That would be a part of the RA's mission. They may bring such a requirement to the SOF GLSS contract as a task order requirements. | ||
| 18 | Does the Government have complete repair parts asset 100% visibility from initiation of demand to part installation? | This is dependant on task order requirements. All visibility is within each level of effort. | |
| 19 | Does that Government currently have or expect to have any union or SCA labor to be part of this effort? | ||
| 1) If so, when will the Government provide current Collective Bargaining Agreements? | On the current SOF GLSS IDIQ there is union and SCA labor participation. The USG would provide relevant Department of Labor Wage Determinations and CBA's at the time of any future solicitation, if/when one is issued. | ||
| 20 | Does the Government have any unique Corrosion prevention requirements for this Opportunity? | The USG may have unique corrosion prevention requirements, but any such requirements would be identified in the future if/when a solicitation was released. | |
| 21 | Will the Government provide a list of countries that business licenses must be obtained to support the Opportunity in advance of the Solicitation? | The USG would provide information relevant to any solicitation if/when one is made. In addition, information such as that requested in the question would be subject to change many times before that happened. | |
| 22 | Due to DCMA involvement on this Opportunity, must all supply vendors be DLA approved? | ||
| 1) Or does the Government have special authority to use non-DLA approved vendors for parts and supply for this Opportunity? | On the current SOF GLSS IDIQ, supply vendors do not have to be DLA approved. Any requirement to have that approval for the potential future requirement would be available if/when a solicitation is published. | ||
| 23 | Does the Government have its own Defense Logistics Agency LNO to support this effort? | SOCOM SOF AT&L has a dedicated LNO. | |
| 24 | Will the Government provide a Generative AI (GEN-AI) Artificial Intelligence/Machine Learning Tool for this Opportunity, or will this be a Contractor Provided requirement? | The government does not have any current plans to provide AI or ML tools. However, the USG is still in the process of developing the requirement and Acquisition Strategy. Once that has been accomplished, the USG will provide as much as information as soon as soon as possible to industry regarding what will be provided/required to be provided by industry. | |
| 25 | Does the Government currently have or expect to have any Directed Subs for Opportunity? | The USG is still in the process of developing the requirement and Acquisition Strategy. Information like this would be determined after that and be given during any potentional solicitation. | |
| 26 | Will the Government provide a current ratio of CONUS versus OCONUS support for current work to help ensure meeting the important Small Business workshare for follow on effort? | The current contract, SOF GLSS, has a small business subcontracting requirement of 27.5% of total funded value (less OCONUS task orders). | |
| 27 | Is the Hill Ave facility government owned or leased? | The Hill Ave facility is leased by the USG and is not part of the current SOF GLSS IDIQ cost. | |
| 28 | Is the Admin and Shipping/Receiving/Warehousing space fully utilized at Hill Ave? | At the present time the space at Hill Ave is not fully utilized, but that can/will change depending on requirements with work in nearby locations. | |
| 29 | How long are the Crestview Hangars and Hill Ave facilities leased for? Could the leases expire during the execution of the contract? | The facilities are leased on a year to year bases by the US Army Corps of Engineers. The lease options may not be executed depending on RA requirements. | |
| 30 | In the Crestview Hangars who owns the hand tools? Who owns the shop equipment such as sanders, grinders, drill press, sheet metal brakes, etc? | The limited shop equipment at Crestview is Government Furnished Property. All tools are government property. | |
| 31 | Who own the AGSE, the gov’t or the contractor, and will it be conveyed with the contract? Who owns the work stands, platforms, cradles, and other related depot level industrial equipment? | The AGSE is government property used in support of the work at Crestview. The work stands, platforms, cradles , and other related depot level industrial equipment are also government owned. | |
| 32 | Who owns the mobile crane outside and who is responsible for load testing it? Are there any trucks or trailers provided by the gov’t for this contract to move equipment, material, tools, or supplies? | The mobile crane is rented by the contractor and is paid through Task Order requirements. There are a small number of vehicles (trucks/vans/mobile crane) that are leased by the contractor and also paid through Task Order requirements. | |
| 33 | Does the aircrew who deliver the a/c cover the process and cost of defueling the a/c? Does the aircrew who picks up the aircraft cover the fueling process and cost to refuel, or is it handled by the contractor and billed through the contract? | The current contractor is responsible for providing the fueling/refueling of aircraft for all activities while undergoing modification, to include: induction, checkout, first flight activities, and weather evacuation as directed by the USG. Fuel costs are covered by Task Order. The Fixed Base Operator (FBO) provides the refuel service to the contractor. Defuel is provided by the 96th LRS at Eglin AFB by an Installation Service Support Agreement between the Government Program Office and Eglin AFB. |
The USG performs defueling and fueling removal operations for all aircraft activities while udergoing modification, to include: induction, checkout, and first flight operations. Fuel costs are covered by task order
| 34 | Does DCMA or the USAF provide pilots/aircrew for the post mod checkflight? Does this apply to all of the sites? | The USG provides the pilots/aircrew to conduct Acceptance Check Flight/Functional Check Flight. There are no DCMA aircrews that support our task orders. There is a DCMA AIMO delegated for aviation oversight at work occuring at a location in Colorado where the contractor is performing. That location also is dependent on the USG to provide ACF/FCF aircrew support. |
| 35 | What is the working relationship between the Crestview site and any operations at Hurlburt Field? | There are requirements at both locations that allow the contractor to be able to give the USG RA flexibility with staffing and mission requirements. |
| 36 | Are there additional hardware dispensaries located near the aircraft maintenance area for use during aircraft modification and or maintenance? | Hardware and Bench Stock are located in the tool room and kit cage on the hangar floor. |
| 37 | Is all required hardware for modification provided with the installation kits? | If installation kits are provided by the USG, generally all required hardware is included. But not all installation kits are provided by the USG. The contractor is often asked to build the kits and do the installation depending on the RA's requirement. The USG provides GFP necessary for the modification and the rest of the hardware would be provided by the contractor. |
| 38 | Who provides ground support equipment (GSE) and who is responsible for maintenance and repair on GSE ? | The current contractor is responsible for any neccessary installation, maintenance, calibration, inspection and setup of all equipment, to include powered and non-powered aircraft ground equipment |
