Questions & Answers #2

1) In preparing to respond to this solicitation, I see that the resumes labor category and location are very specific; are you wanting to keep all of the incumbent personnel or only those four?

Answer: The Government PWS reflects technical requirements and is not specific to a particular contractor or person. Offerors will be evaluated on how well they meet or exceed the requirements, and extent to which they possess experience with Naval Special Warfare Command and same or similar PWS duties. The Government in no way is directing a particular person or company. It is a business decision whether the Contractor choses to quote the incumbent personnel.

2) May the Government please confirm if a Facility Clearance is required right now or will the Government flow down the DD 254 to allow offerors to apply for the Facility Clearance upon award.

(13.2 DD-254)

Answer: An Active Secret Facility clearance is required at time of quote submission. See Amendment 02, FAR 52.212-1 and FAR 52.212-2 as revised. A Draft DD-254 has been provided as Attachment 4.

3) Can the government confirm if the level of effort under incumbent contract H92240-17-P-0182 has changed in any fashion?

Answer: Given that this is a re-compete, the level of effort is similar to the previous contract, however there are differences. The Contractor shall base the quote on the requirements as specifically stated in this RFQ.

4) In the price volume, are we allowed to propose a slightly different number of hours?

Answer: No. You must submit the hours as stated in the spreadsheet.

5) We have an equivalent facility clearance for Department of Energy. Is it possible to bid on the subject opportunity knowing we would be eligible for the DOD Secret Security Clearance?

Answer: The Government cannot provide hypothetical answers and regardless is unclear what facility clearance you currently possess. The Government is requiring an active Secret Facility Clearance at time of quote submission. See Amendment 02, FAR 52.212-1 and FAR 52.212-2 as revised. A Draft DD-254 has been provided as Attachment 4.

6) Will the Government provide the DD-254? Section 13.2 states that it will be incorporated into the contract. Is there a requirement to complete Item #6 of the DD-254?

Answer: The Quoter is not required to submit a DD-254 as part of its quote. A Draft DD-254 has been provided as Attachment 4 for informational purposes and a read-ahead as to what will be required for the contract. At the time of award, the Government will complete the DD-254 Item #6 to reflect the contract awardee.

7) PWS, para 4.1.4 - The Government anticipates the contractor needing to access classified information in performance of this contract, and therefore, all contractor personnel must have a valid security clearance to the SECRET classification level? Please clarify?

ANSWER: Each FTE shall have an active Secret Security Clearance at time of quote submission.

Reference the PWS, section 4.1.4 and all FTE qualification sections.

8) PWS, para 4.2.3.1 - The Program Analyst shall have an active Secret Security Clearance? Please clarify?

ANSWER: The PWS, Section 4.2.3.1 is accurate. Each FTE shall have an active Secret Security Clearance at time of quote submission.

9) PWS, para 4.3.3.1 – Each Administrative Assistant shall have an active Secret Security Clearance?

12) PWS, para 13.2 - A Department of Defense form 254 (DD-254) has been incorporated into this contract ? Please clarify?

ANSWER: Prior RFQ inadvertently omitted facility clearance requirement. The Government revised the RFQ to reflect an active Secret Facility Clearance requirement at quote submission. See Amendment 02,

13) Can the Government kindly clarify how a facility clearance is not required (per the Q&A), but the employees have a requirement for a secret clearance (PWS 4.1.4). DCSA says a facility clearance is mandatory. Does the Navy have a different rule?

ANSWER: Prior RFQ inadvertently omitted facility clearance requirement. The Government revised the RFQ to reflect an active Secret Facility Clearance requirement at quote submission. See Amendment 02,

14) Can the Government confirm that all of the positions are currently filled and do we have to offer the right of first refusal (FAR 52.207-3 Right of First Refusal of Employment)?

ANSWER: FAR 52.207-3 is not applicable, as this work is not “conversion from in-house performance to contract performance of work currently being performed by the Government”.

15) Request the government to remove the requirement for personnel to have a secret clearance as the government has clarified that a facility clearance is not required.

Answer: Prior RFQ inadvertently omitted facility clearance requirement. The Government revised the RFQ to reflect an active Secret Facility Clearance requirement at quote submission. See Amendment 02,

16) However, we do not have enough information to know what the scope of work for this contract is, thus, we would like to ask if this contract requires to have a facility and personnel security clearance. Is the agency willing to sponsor an 8(a) contractor for an FCL?

Answer: Prior RFQ inadvertently omitted facility clearance requirement. The Government revised the RFQ to reflect an active Secret Facility Clearance requirement at quote submission. See Amendment 02, FAR 52.212-1 and FAR 52.212-2 as revised. A Draft DD-254 has been provided as Attachment 4. The Government will not sponsor an 8(a) contractor for an FCL.
