About this file
This document contains an amendment to a solicitation and related federal contract opportunity. The amendment revises instructions to offerors and evaluation criteria for a requirements contract seeking administrative and support services. Specifically, the Navy seeks a single-award, firm-fixed price contract over five years for 10 full-time equivalents providing program analysis, administrative assistance, property management, and material support services requiring secret clearances at locations in Virginia, California, and Mississippi. The response due date is extended to July 8, 2022. Offerors must demonstrate proposed personnel meet qualifications for positions and have experience with required duties. Price and technical capability are evaluated with technical being more important, and the agency intends to award without discussions. The solicitation is a 100% 8(a) small business set-aside under NAICS code 541990 for services at United States Special Operations Command.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
The Government is utilizing simplified acquisition procedures defined under FAR Subpart 13 as authorized by FAR Subpart 13.5.
(a) EVALUATION CRITERIA
The Government will award a contract resulting from this solicitation to the responsible Quoter whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Technical capability (Volume II) is more important than Price (Volume I).
The Government intends to make an award without discussions, but reserves the right to hold discussions if determined in the best interest of the Government. Therefore, each initial quote should contain the offeror’s best terms from a price and technical standpoint. Quoters are cautioned that failure to demonstrate that personnel meet all the required minimum qualifications for positions may be grounds for exclusion of the quote from further consideration for award.
The Government reserves the right to not make any awards as a result of this solicitation.
(b) ADMINISTRATIVE (Volume I)
Responsibility: The administrative criteria in Volume I will be used as part of the determination of contractor responsibility in accordance with FAR 9.104‐1.
(c) SECURITY QUALIFYING CRITERIA (VOLUME II)
(PASS/FAIL): The Quoter (Prime) must have at a minimum, an active Secret Facility Clearance as accredited by the Defense Security Service (DSS) at time of proposal submission. The Government will review the Quoter’s submission and also verify the quoter’s clearance status and level in the DSS Industrial Security Facilities Database (ISFD) following proposal submission. The Security Qualifying Criteria will be evaluated on a pass/fail basis. If the quoter lacks sucha clearance, the Quoter will receive a “Fail”, and will not be evaluated further.
(d) TECHNICAL CAPABILITY (Volume III)
The Government will evaluate the resumes on how well they demonstrate that the proposed personnel meet or exceed the requirements, in accordance with Attachment 1, PWS.
While the Government evaluation will strive for maximum objectivity, the source selection process, by its nature, is subjective, and therefore, professional judgment is implicit throughout the entire process.
In order to receive credit for their experience the resume shall clearly express the work they performed and the time frames when that work was performed. The Contractor shall clearly state each FTEs qualifications and duties in reference to the PWS. The following elements of the resumes will be evaluated:
Qualifications (for each FTE): IAW 4.2.3 (Program Analyst), 4.3.3 (Administrative Assistants), 4.4.3 (Personal Property Custodians), and 4.5.3 (Material Specialists):
More substantial experience will be evaluated more favorably if it benefits the Government.
Experience working with or for Naval Special Warfare will be evaluated more favorably.
Any FTE resume that does not demonstrate that they meet all the required minimum qualifications for their position may be determined unacceptable.
Duties (for each FTE): IAW 4.2.1 (Program Analyst), 4.3.1 (Administrative Assistants), 4.4.1 (Personal Property Custodians), and 4.5.1 (Material Specialists):
FTEs are not required to demonstrate experience with all of the duties listed under their position in the PWS. Demonstration that FTEs have previously performed many of the duties that are the same or simliar to those listed in the PWS under the applicable position may be evaluated more favorably.
Letter of Intent (LoI): Any resume that does not include a corresponding LoI may be evaluated less favorably.
(e) PRICE (Volume IV)
The Government will evaluate the pricing submission for completeness and use appropriate procedures prescribed by FAR 13.106‐3 to evaluate the fairness and reasonableness of the proposed price. The Government will not evaluate price realism.
Pricing for Attachment 2, ELIN Pricelist, will be evaluated. The Government may request additional price information. If proposed pricing cannot be determined fair and reasonable in accordance with FAR 13.106‐3 the Government may no longer consider the quote for award.
Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
