Directions & Explanation of TAILORED COMMENT MATRIX
This Tailored Comment Matrix is provided in order for potential offerors to provide feedback, comments, and ask questions with regard to the released RFP.

The sheet labeled "DIRECTIONS" explains this document, and provides directions for its use.

The sheet labeled "MATRIX" contains a table with all labeled and numbered elements from the RFP. This table is where potential offerors may respond to the Government with feedback, comments, or ask questions.

Directions and explanation of sheet labeled "MATRIX"
The MATRIX sheet can be reached by clicking the "MATRIX" Tab at the bottom of this spreadsheet. Add rows as necessary under the applicable item.
MATRIX COLUMN DESCRIPTIONS:
Column A:Contains the Item reference number for this item. This number is used for organizational purposes, when referring to this document only.

Column B: Contains the section number that each element is labeled, within their respective documents. The section number relates directly to the item's location in the RFP.

Column C: Contains the written title for the corresponding item/section number.

Column D:Contains a drop down box for selecting the type of comment. Available options are "Critical" "Substantive" or "Administrative".
Critical: Violations of law -or- Unnecessary risks to safety, life & limb, or DOD Material; waste or abuse of DOD appropriations; unreasonable burden on resources.
Substantive: Appears or is potentially unnecessary, incorrect, misleading, confusing, or inconsistent with other sections; disagree with proposed responsibilities, requirements, and/or procedures.
Administrative: Address typographical, grammatical, and formatting errors (grammar, punctuation, style, etc.)

Column E: Contains a drop down box for selecting if the corresponding comments/questions/responses entered in column F contain proprietary information (Yes/No)

Column F: Contains space for potential offerors' comments/questions/responses. Include justification for why the information is considered proprietary if so indicated in Column E.

Column G: The responding Company's name should be entered in the in Column G for all questions

48LInstructions, Conditions and Notices to BiddersSubstantiveNoReference Question & Answer 14 issued with Amendment 0001 which clarified that provision DFARS 252.216-7002 Alternate A applies. The Government did not modify the Excel spreadsheets except for the Instructions. How are offerors to complete the pricing spreadsheets, as it appears implementing DFARS -7002 may break the links/calculations for the “Pre-Selected FTE” and ultimately the “Total Evaluated Price” worksheets. Based on the DFARS -7002 provision does the Government want us to insert columns in the OY 1-8 worksheets to identify if the rate applies to the Prime or to a subcontractor?The price matrix (Attachment 3) does not require modification because neither the TEP nor the resultant contract will include more than 1 rate per labor category (for each location/clearance requirement) as outlined in Attachment 3. Reference Section L.3.0, which outlines where offerors are to provide the information required by FAR 52.216-29. Which of the 3 rate structures authorized by 252.216-7002 Alt A offerors elect to propose within Attachment 3, is up to each offeror. For example, if a prime offeror plans to provide the Data Scientist I with S clearance at Camp Lejeune, NC both via subcontract and directly as a prime, then that should be explained in the executive summary IAW Section L.3.0 but only 1 rate input into Attachment 3 based upon the proposed strategy and/or degree of risk assumed. Continuing the example, if the prime rate for that category/location/clearance was $6.00, subcontractor A rate was $2.00 less than prime rate, and subcontractor B rate was $1.00 less than prime rate, some may elect to input the highest rate ($6.00), while others may elect to take on more risk and input the mid or lowest rate for that category. This would be repeated for all labor categories/locations/clearance requirements where more than 1 rate structure would apply.
49LInstructions, Conditions and Notices to BiddersCriticalNoRecommend considering waiving the DFARS provision and using just FAR 52.216-29. If that is not doable recommend the Primes submit a sheet with the Prime’s rates, and the Prime will submit a separate sheet for each subcontractor with fully-burdened labor rates by labor category and location. This will result in unfilled cells on the sheets but may make it easier to populate the Pre-Selected FTE and Total Evaluated Price sheets.Based on the answer outlined in item #48 above, the Government will not pursue a waiver to DFARS 252.216-7002 Alternate A at this time.
