Instructions

General Instructions
1. There are 12 total tabs on this Price Matrix (including this "Instructions" tab).

2. Basic rule of thumb: use common sense. Keep your proposal as close to the template as possible, but change it as needed to accurately reflect all costs.

3. Do not lock, re-format, or remove any cells.

4. At a minimum, insert appropriate information in yellow highlighted cells. The Government has locked some cells that shall not be modified.

Total Evaluated Price Tab Instructions
1. This tab does not require offeror input. It will auto-calculate the Total Evaluated Price after the Government pre-selected number of FTEs per Labor Category/Location is inserted on the Pre-Selected FTE tab. Until the Government pre-selected number of FTEs are inserted on the "Pre-Selected FTE tab", this tab will not calculate anything.

2. This tab also includes the total proposed Material (Government plug amount plus proposed indirect burdens) and will automatically populate from the applicable Ordering Year (OY) 1 through OY 8 tabs.

Pre-Selected FTE Tab Instructions
1. This tab does not require offeror input. The Government pre-selected number of FTEs per Labor Category/Location/OY will be inserted on this tab after receipt of proposals as part of the evaluation. The Government pre-selected number of FTEs are for evaluation purposes only and are not included on this tab intentionally. However, the pre-selected number of FTEs are included in the approved Source Selection Plan version of this Price Matrix, which was finalized prior to RFP release.
OY 1 through OY 8 Tabs Instructions
1. These eight tabs require offeror input of the applicable fully burdened rate for all labor categories and clearance requirements (S or TS/SCI clearance) in all locations (other than for those locations with the grey highlighted cells for 2 of the labor categories) by completing the yellow highlighted cells. Failure to input fully burdened rates for all labor categories and clearance requirements in all locations with yellow highlighted cells shall render a proposal ineligible for award.

2. Each fully burdened rate should include the total compensation actually paid to the employee (unburdened direct annual salary as defined in the "Total Compensation Plan Instructions" below, plus all additional fringe costs (i.e. FUTA/SUTA/FICA, etc.) as well as all other associated indirect costs (overhead, subcontract handling, G&A, profit/fee, etc.).

3. For purposes of these tabs, all offerors shall use 1880 hours to convert direct annual salaries to fully burdened rates.

4. These eight tabs also require offeror input of the total applicable indirect burden rate it would apply to the material CLIN plug amount (e.g., material overhead, G&A, etc.). This rate shall be shown as a single number. This plug amount only includes those expenses identified as billable under Section H.6. All other expenses, whether or not they have been specifically identified in Section H.6 as an unallowable expense for billing under the material CLIN, shall be included within the proposed fully burdened labor rates. The Government plug amount shall not be changed.

5. If any labor categories are proposed to be subcontracted, the prime offeror shall consolidate all subcontractor fully burdened rates, apply any applicable prime offeror indirect costs, and insert the resulting fully burdened rate in the appropriate cell on the appropriate tab. It is expected that each prime offeror will submit one completed and consolidated price matrix (with the exception of the "Total Compensation Tab" as discussed below), regardless of how many subcontractors are included in the proposal.

6. It is intended that these eight tabs (from the successful offeror's proposal) will be incorporated into the awarded contract as the price exhibit to be used to price task order-specific requirements during the ordering periods.

Total Compensation Tab Instructions
1. This tab requires offeror input of the applicable unburdened direct annual salary that will actually be paid to the employee. The proposed unburdened direct annual salary shall be inclusive of the base salary, fringe benefits specifically related to paid Paid time off (PTO) (i.e.sick/annual/administrative leave and holidays), applicable locality pay (CONUS), Cost of Living Allowance (OCONUS), Education Allowance (OCONUS), Living Quarters Allowance (OCONUS), incentive pay (if applicable), and escalation (if applicable), etc.) for all listed labor categories and clearance requirements (S or TS/SCI clearance) in all listed locations by completing the yellow highlighted cells. This tab only includes those positions currently filled by an incumbent employee as of RFP release for purposes of evaluating the proposed total compensation IAW FAR 52.222-46.

2. If any of the labor categories listed on this tab are proposed to be subcontracted, the prime offeror shall identify which positions by entering the name of the subcontractor in column M. For any subcontracted labor categories (if applicable), it is expected that the prime offeror would not input the unburdened direct salary for those labor categories on this tab.

3. Each proposed subcontractor shall submit to the prime offeror a separate "Total Compensation" tab showing the applicable unburdened direct salary for the labor categories that the subcontractor is proposed to provide. If there are concerns sharing the unburdened direct salary data with the prime offeror, the subcontractor may submit their "Total Compensation" tab in a sealed package to the prime offeror, which will only be opened by the Government. The prime offeror shall submit its complete Price Matrix as well as all proposed subcontractor "Total Compensation" tabs (in sealed packages when necessary) as part of its proposal submission. The Government will not accept direct submission from any subcontractor.

4. Failure to input unburdened direct salaries for all listed labor categories and clearance requirements in all listed locations or the name of the subcontractor in column M with an accompanying submission of that subcontractor's "Total Compensation" tab shall render a proposal ineligible for award.
