About this file

This document contains responses to vendor questions regarding solicitation number H92222-18-R-0004 for an Advanced Sniper Rifle (ASR) system. Key details include:

Testing of the ASR and muzzle brake will be conducted at a weight of 15 foot-pounds with an optic mounted. Positive locking of stock adjustments must maintain the stock position through 500 rounds of firing, though the specific locking method is not mandated. Handguard attachment points are required at the 3, 6, and 9 o'clock positions, and every 45 degrees around the handguard. The correct references in the Go/No-Go matrix for destructive testing are paragraphs 3.7.10.b and 4.7.10.b rather than the paragraphs listed.

The document provides clarification on requirements for an ASR system being procured by the United States Special Operations Command under solicitation number H92222-18-R-0004. Vendors' questions are answered to specify configuration and components for compliance testing.

Attached are the responses to the most recent questions.

1. PSPEC Sections 3.5.5.c and 4.5.5.c - In what configuration will be ASR and muzzle brake be tested to the 15 ft lbs? For example, submissions as received? Will an optic be attached? As more or less weight will have an effect, clarification would be appreciated.

· TOP 3-2-045A specifies that the test weapon should be in the lightest configuration in which it is likely to be employed; both with and without muzzle devices, such as flash suppressors and muzzle compensators, if the items are designed to be operator removable. Magazine fed weapons should be tested with an empty magazine (other than the single round to be fired) using the ammunition that will give the greatest recoil.

· In the case of ASR, the optic is not a required component, but is intended to be fielded with system. Recoil testing will be completed optics mounted.

2. PSPEC Section 3.4.3.c Positive locking design of stock adjustments. What is the definition of positive locking? Is a friction lock system acceptable if it maintains the 500 rounds of fire test?

· Traditionally, a positive locking design prevents the fastener from loosening when vibrations occur, either during transport or firing of the weapon in the case of ASR. The specific method is not specified, but will be verified to maintain its position throughout 500 rounds of firing.

3. 3.4.3 D. Clarification on the MLOK sections for the 3,6,9 for the “Stock” Assuming based on context of Threshold and Objective this is referring not to the buttstock but to the handguard? Please confirm.

· Confirmed; 3.4.3.d specifies handguard:

d) The ASR stock shall provide M-LOK® attachment points at the 3, 6, and 9 o’clock position (T), every 45° around hand guard (O).

4. In the Go/No-Go Matrix, Phase 1C: Destructive Testing, the Section 3 Reference is 3.7.11a, and Section 4 Reference is 4.7.11a. These paragraphs do not exist in the Performance Spec.

Please confirm that the correct reference paragraphs are 3.7.10a and 4.7.10a? The correct reference is to Paragraph 3.7.10.b and 4.7.10.
