L.1.3 Mailing Instructions, Page 52. The RFP states “Proposals… shall be sent electronically and mailed or hand carried…” Question: Could the Government please verify that the proposal needs to be sent electronically, and mailed/hand carried? If the Offeror is required to send it electronically, could the Government please specify how it should be delivered (via e-mail for example)?

Paragraph L. 1. 3 will be updated as follows Mailing Instructions. Proposals are due by 2:00 PM EST 27 August 2018. Hand carrying proposals is not permitted. Electronic proposals shall be mailed and clearly marked as follows:

L.1.5.3 Electronic Format (a), Page 54. “Modeling and Simulation data must be provided on separate CD-ROMs/DVDs.”

Question: Does the Government require Modeling and Simulation data to be submitted with the Product Samples and/or the Proposal?

Please refer to Amendment 03, Section L.1.5.3 Electronic Format. Note added: Modeling and Simulation data is required only if you deviate from the guide requirements set forth in the performance specification. Modeling and Simulation data is then due with product sample submission.

L.1.5.3 Electronic Format (a-b), Page 54. The RFP directs that “media discs must not have adhesive labels attached.” However, L.1.5.3 also states that CDs should be marked with proper data use and disclosure markings, as well as volume numbers and titles.

Question: We respectfully recommend that the Government allow offerors to place printed labels on CDs to ensure offerors can properly comply with all marking requirements legibly.

No changes to requirement will be granted for this request.

L.1.5.1, Table L-1 page 53. The RFP states that Phase I A-C requires a 20 page response to Table I: Phase 1 Testing.

Question: We respectfully request that the Government identify where Table 1: Phase 1 Testing is located.

Located on pg.55 L.2.1 PHASE I (A-C), L.2.1.1 VOLUME 1 – GO/NO-GO Product Samples (PS).

L.2.1.1 Volume 1 – Go/No-Go Product Samples (PS), Page 55. The sentence states “Offerors’ shall submit a PS that meets the GO/NO GO criteria as stated in Attachment 05 of this solicitation.”

Question: Could the Government please provide Attachment 05?

Please refer to solicitation Amendment 02, Dated 17-May-2018 on Fed Biz Ops.

L.1.5.1, Table L-1, Page 53 and L.2.1.1 Volume 1 – Go/No-Go Product Sample (PS), Page 55. Table L-1 indicates that a 20 page response to Table 1: Phase 1 Testing is required with the Product Samples. However, Section L.2.1.1 only refers to Product Samples (and manuals and guides) as part of the Go/No-Go submission.

Question: Could the Government please confirm that the offeror is expected to provide the 20 page written response with the PS that will be evaluated as part of Phase I?

Yes offerors shall comply with L.1.5.1, Table L-1 and L.2.1.1 VOLUME 1 – GO/NO-GO Product Sample (PS) L.2.3.2 Past and Present Performance Information Sheets, Page 57. The RFP states, “The offeror shall submit a maximum of three (3) and a minimum of (1) Performance Information Sheets…” Question: Could the Government please indicate where the Past and Present Performance Information Sheets are located?

The Past Performance Questionnaire was provided as Attachment 04 in the Solicitation.

M.2.1.1 Volume 1 – Go/No-Go PS, Page 62. The RFP states “Phase I (A-C) is a Go/No-Go evaluation conducted in accordance with RFP Attachment 05, Go/No-Go Matrix criteria. The Government will evaluate the content of the offeror’s Go/No-Go proposal and PS to determine whether it meets the Government requirements in accordance with the criteria identified in RFP Attachment 03.”

Question: Could the Government provide Attachment 05, and clarify whether the Go/No-Go evaluation will be conducted IAW the criteria in Attachment 05, or Attachment 03?

Please refer to solicitation Amendment 02, Dated 17-May-2018 on Fed Biz Ops.

Question: Could the Government please clarify what constitutes “evidence” of an agent’s authority?

Please refer to 52.215-1 (c) (2) (iv-v). E.g. a notarized letter, a signed letter on company letter head by a director, an officer, an employee, or an independent Contractor, authorized to act on behalf of the organization. This is not an all-encompassing list of examples of evidence.
