This program will be solicited as a small business set-aside. Only qualified small business contractors and registered team members may participate in the combination one-on-one portion of the ASR Industry Event. The event will be held at NSWC Crane 5-7 December 2017. One-on-one sessions will be limited to 30 minutes per contractor.
To participate in the ASR Industry event, please provide Ms. Indira Phillips at indira.phillips@socom.mil and john.helfert@socom.mil with your company’s Notice of Intent no later than 24 November 2017 at 4:00pm EST. The Notice of Intent shall include documentation of your company’s proposed commercial solution to ASR, to include components, as well as make, model, and manufacturer (10 page limit, emails are limited to 5MB). Notice of Intent shall also include the names(s) and titles of those attending/dialing in from your company. Space is limited so please keep your list of attendees to three persons (3) to include team members. Once the Notice of Intent is received, companies will be provided with the draft Request for Proposal to include the Performance Specification.
The purpose of this Industry Day is to review the performance specification, review test equipment used in the proposed solicitation, and discuss the solicitation timeline for ASR. This Industry event will be an informative meeting for vendors that are capable of meeting the current requirements and future needs of Special Operations Forces (SOF) Operators for ASR, certified in accordance with commercial standards. In addition to the review of the performance specification these sessions are to incorporate industry comments into the Request for Proposal (RFP) development process, communicate program requirements and schedule, and gain a better understanding of recent Industry developments.
Attendance at Industry Day is voluntary. The Government will not reimburse participants for any costs incurred for this event. Only those eligible to submit proposals may participate; foreign persons, as defined by the U.S. Department of State, under Title 22, Foreign Relations, Section 120.16, may not attend Industry Day. This notice shall not be construed as a Request for Proposal or an obligation on the part of the Government. An industry day schedule will be made available and emailed to all qualified vendors prior to the event.
All information and discussions that take place at the Industry Day will be done at the unclassified level and are not intended to make changes to the Government’s requirements, unless specifically captured in the final solicitation. Questions will be addressed during the event, however the Government may not respond that day to all mailto:indira.phillips@socom.mil mailto:john.helfert@socom.mil specific questions or comments submitted in response to this announcement or information provided as a result of this announcement.
Questions concerning Industry Day should be emailed to indira.phillips@socom.mil and john.helfert@socom.mil. No phone calls will be accepted.
The United States Special Operations Command (USSOCOM) will be issuing a solicitation for the procurement of an Advanced Sniper Rifle (ASR). The ASR is designed to address the operational requirements of the sniper and enhance operational effectiveness of Special Operations Forces (SOF) operators.
The ASR program will be solicited as a small business set-aside. ASR has been determined to be a commercial item.
The North American Industry Classification System (NAICS) Code for this procurement is 332994. The Federal Supply Code (FSC) is 1090, and the Standard Industrial Code is 3484.
The Government reserves the right to award multiple contracts. The Government anticipates awarding Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) for a minimum quantity of ten ASR systems with ancillary equipment. The expected period of performance will be 5 years.
The USG has developed Technical Data Packages (TDPs) for 300NM and 338NM ammunition. Final development to include reference lot acceptance is ongoing and will conclude prior to source selection testing. This final configuration USG ammo will be utilized for all source selection testing. The USG is working with Black Hills Ammunition (BHA) to provide surrogate cartridges to industry to support ASR development. While these rounds will closely adhere to the Specifications as provided to BHA for USG ammo production, the rounds should be considered surrogate cartridges only. Final USG reference lot acceptance may result in minor changes to the configuration which will not be reflected in ammunition made available to industry at this time.
To provide a cost efficient option that is more conducive to industry development, the 338NM cartridge will be available with a surrogate OTM (non-AP) projectile. While different than the USG’s selected projectile in construction and geometry, this surrogate configuration has been shown to closely replicate the interior and exterior ballistic performance of the USG AP 338NM configuration with the exception of barrel life. The anti-materiel configuration with the actual AP projectile will also be available to eligible parties albeit at significantly longer lead-times and costs.
To be eligible for award, contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM at www.sam.gov.
The ASR acquisition is projected to have a three (3) phase approach, with all 3 phases outlined in the formal RFP (anticipated Feb 2018). The draft criteria for all phases and draft Source Selection Plan (SSP) will be included in the draft RFP package.
The solicitation will be available on or about February 2018 at the following address:
https://www.fbo.gov. All changes to the requirement that occur prior to the closing date will be posted to Federal Business Opportunities (FedBizOpps) website for amendments that may be issued to the solicitation. No hard copies of the solicitation will be mailed. Interested sources must download from the webpage listed.
