Suppresor Upper Receiver Group (SURG)
Special Notice - Pre-Solicitation and Industry Day Synopsis: The US Special Operations
Command (USSOCOM) Directorate of Procurement, on behalf of USSOCOM PEO-SW, will be conducting a one-on-one Industry Day for the Suppressor Upper Receiver Group (SURG). The
SURG weapon upgrade of the M4A1 Lower Receiver Group will allow the Warfighter’s weapon to be optimized for continuous suppressed use.
Interested contractors may participate in the one-on-one SURG Industry Day. Dail in is the preferred method. One-on-one sessions will be held between December 6-8, 2016 from 9:00am to 4:00pm Eastern Standard Time (EST) at a maximum of 40 minutes. The dail in number, scheduled date, and time will be provided by 02 Decomber 2016 4:00pm (EST). If an entity requests an in person session, it will be held at SOFWERX located at 1320 E 9th Ave Tampa, FL
33605. Parking for SOFWERX public parking is available in the Palm Parking Garage and the open air parking lot. There are two hour parking spots available along the street as well. To participate in the one-on-one SURG Industry Day event, please provide Mrs. Amy Strother at amy.strother@socom.mil with your company’s Notice of Intent no later than 02 December 2016 at 1:00pm EST. The Notice of Intent shall include documentation of your company’s proposed commercial solution to SURG, to include components, as well as make, model, and manufacturer (emails are limited to 5MB). Notice of Intent shall also include the names(s) and titles of those attending from your company. Once the Notice of Intent is received, companies will be provided with the draft Performance Specification.
The purpose of this Industry Day is to review the performance specification and discuss the solicitation timeline for SURG. This Industry event will be an informative meeting for vendors that are capable of meeting the current requirements and future needs of Special Operations
Forces (SOF) Operators for SURG, certified in accordance with commercial standards. In addition to the review of the performance specification these sessions are to incorporate industry comments into the request for proposal (RFP) development process, communicate program requirements and schedule, and gain a better understanding of recent Industry developments.
Attendance at Industry Day is voluntary. The Government will not reimburse participants for any costs incurred for this event. Only those eligible to submit proposals may participate;
foreign persons, as defined by the U.S. Department of State, under Title 22, Foreign Relations, Section 120.16, may not attend Industry Day. This notice shall not be construed as a Request for
Proposal or an obligation on the part of the Government
All information and discussions that take place at the Industry Day will be done at the unclassified level. Questions will be addressed during the event, however the Government may not respond that day to all specific questions or comments submitted in response to this announcement or information provided as a result of this announcement.

The United States Special Operations Command (USSOCOM) will be issuing a solicitation for the procurement of a Suppressor Upper Receiver Group (SURG) for the M4A1 Carbine. The mailto:amy.strother@socom.mil
SURG upgrade is designed to address the operational requirements of the suppressor and enhance operational effectiveness and Special Operations Forces (SOF) suppressor survivability over the current inventory of weapons with suppressors. The program will use full and open competition to fulfill this USSOCOM requirement. SURG has been determined to be a commercial item.
The North American Industry Classification System (NAICS) Code for this procurement is
332994. The Federal Supply Code (FSC) is 1090, and the Standard Industrial Code is 3484.
The Government reserves the right to award multiple contracts. The Government anticipates awarding Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) for a minimum quantity of ten SURG systems with ancillary equipment. The expected period of performance will be 2 years.
To be eligible for award, contractors must be properly registered in the System for Award
Management (SAM). Offerors may obtain information on SAM at www.sam.gov.
The SURG acquisition is projected to have a two (II) phase approach, with both phases outlined in the formal RFP (Feb 2017). The draft criteria for one of the phases is included below:

Offerors will be required to submit three (3) samples of their SURG solution plus required documentation as outlined in the forthcoming solicitation to Small Arms branch at NSWC Crane, Crane, IN. Offeror Samples will then be tested in accordance with Table I SURG Attachment
05. Multiple offerors, based on technical performance, will be offered an IDIQ contract.
The IDIQ awardees will perform in accordance to Table 5 of the SURG Performance
Specification. The Offeror proposal submission shall be IAW 52.212-1 Instructions To
Offerors—Commercial Items (JUN 2008), as stated in the RFP. The evaluation shall be IAW
52.212-2 Evaluation—Commercial Items (JAN 1999), as stated in the RFP. The Government’s intent is to award IDIQ contract(s) from the solicitation to the responsible offeror(s) whose product sample and proposal in response to the solicitation provides the best value to the
Government.
The Source Selection Authority (SSA) will determine “best value” to the Government through an integrated assessment. The down-select decision will be based upon an evaluation of Product
Evaluation, Product Testing, and the submitted proposals using the criteria specified in the solicitation. Selection will rely heavily on Product Testing system performance.
The contract minimum quantity is projected to be ten (10) each SURG systems as test units. The
Government will conduct an evaluation of the test units that may result in subsequent delivery orders for SURG systems. Vendors receiving an award will be required to provide New
Equipment Training. The contract will contain but not be limited to, contract line item numbers
(CLINs) for the following items: Provisioning Item Order (PIO), Engineering Services for product improvement/ caliber modularity development, Product Improvement to allow the continual evolvement of configuration items to meet USSOCOM requirements, bolts, barrels, suppressors, cleaning kits, forehand grip, buffer assemblies, and repair parts. The contract will also have provisions for ordering technical data.

The solicitation will be available on or about February 2017 at the following address:
https://www.fbo.gov. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps website for amendments that may be issued to the solicitation.
