SECTIONS "A-M"
1 A Solicitation/Contract Form Substantive
For the ISR Mission Module, USSOCOM has provided industry TEP quantities for proposal evaluation. However it is requested that USSOCOM provide the anticipated purchase quantities over the life of the program for the ISR Mission Module and Vehicle Mount System?
As previously stated with Amendment 1 Q&A on 6 Jan 17. For evaluation purposes the TEP will be calculated on a 1 to 1 ratio to the NGMP radio quanities selected for CLIN 0001 for those ISR Mission Modules proposed as internal or external mission modules to radios via Exhibit A. Additionally, USSOCOM expects to purchase approximately one ISR MM for every 10 R/Ts and as a two channel system the Government expects that the VMS will be adopted for the majority of currently fielded vehicle mounted systems which is estimated at approximately 1200-1500 of VM systems over the contract ordering period.
2 L Instructions, Conditions and Notices to Bidders Administrative
Section L.4.3 reads: A commercial or master small business subcontracting plan approved by DCMA may be submitted in lieu of an individual plan. Please confirm that in accordance with FAR Part 19.704(d)(1), submission of a commercial small business plan approved by the Contracting Officer responsible for the contract with the latest completion date is acceptable.
Yes, Amendment 3 revises Section L.4.3 to read "Small Business Subcontracting Plan.
FAR 52.219-8, FAR 52.219-9 (g) (DEV), FAR 52.219-9 Alt II (DEV), and DFARS 252.219- 7003 (DEV) clauses are included in this solicitation and will be incorporated into any resultant contract. A subcontracting plan is required from all offerors other than small business concerns. A commercial or master small business subcontracting plan may be submitted in lieu of an individual plan IAW FAR 19.704(d). The offeror's submission must provide sufficient information, as required, and must meet the minimum requirements in FAR Part 19.704."
3 Attachment 1 NGMP Government Performance Specification
(PS)
Substantive
Request Requirement 3.12.1.2.1, of the PS “The two channels shall also be capable of operating simultaneously at different classification levels, using different encryption keys, SBU to Top Secret. Each channel shall operate independently from the other channel.”, be moved to a delayed threshold;
deliverable as a software upgrade six (6) months after initial NGMP radio delivery to allow for the NSA review and certification process.”
Amendment 0003 revised the Government PS 3.12.1.2.1 to read "The two channels shall also be capable of operating simultaneously at different classification levels, using different encryption keys, SBU to Top Secret. Each channel shall operate independently from the other channel. This Threshold requirement shall be in the production qualified NGMP baseline radio upon initial delivery or as a software based update within 6 months or less after initial delivery."
4 Attachment 3 Price Matrix Administrative
Attachment 03, Price Matrix - The Exhibit A ELIN Grand Total Price formula in Year 1 (Column D, Row 369) appears to have been inadvertently copied into Years 2-6 (Columns E – I), which excludes ELINs A001, A003 – A019 in the Grand Total Price calculation
Not all calculations are included in Attachment 3 nor is it the evaluation tool being used.
The Government will ensure that the SSP version used for evaluation of price includes all the proper formulas. Additionally, a revised Attachment 3 unlocking total cells is provided via Amendment 0003. As stated in the RFP: Section L.3 " Offerors shall submit pricing for all CLINs and ELINs, including all quantity ranges for all six ordering periods (except year 1, CLINS 0003-0005 and Associated Exhibits B and C as annotated within Attachment 03."
And M.3 " ...but are included in the approved Source Selection Plan based on actual planned budget execution and was finalized prior to RFP release...Formulas have been included with Attachment 03 reflecting how some of the calculations will be made once the actual quantities are input from the SSP."
5 Attachment 3 Price Matrix Administrative
Based on the calculation for the Grand Total Evaluated Price (TEP), prices proposed for the Objective Waveforms (ELINS A01B – A01H) are included in the TEP. Is it the Government’s intention to include the Objective Waveforms (ELINS A01B – A01H) in the TEP?”
Yes, as outlined in Section L.3.1 " Section B Radio System CLIN (0001) and Exhibit A, ELIN A001 proposed pricing shall include the costs associated with all proposed Objectives and/or additional capabilities that exceed the Government’s Threshold requirements. Those Threshold and/or Objective waveforms and/or capabilities that are not integrated into the proposed NGMP radio, but provided as an embedded but removable MM or provided as an attachable MM IAW Government NGMP PS 3.9.1.4 shall be considered an ancillary device and priced separately within Exhibit A in the columns provided, and will not be considered as part of the baseline radio price for purposes of CLIN 0001/ELIN A001 unit pricing." (Covers ELINS A01A-A01H) If integrated into the radio cost is within CLIN 0001/ELIN A001 unit price, if proposed as an embedded but removable MM or provided as an attachable MM then the price for that MM is only within the associated ELINS.
Further, Section L.3.1 also states in part " In addition, any cost(s) associated with any proposed Objectives/capabilities proposed in Volume 1 (with the exception of those available within the baseline radio upon initial delivery and thus included in Attachment 03 beginning in Ordering Period 1) should also be included with linkage back to the Volume 1 section where the proposed Objectives/capabilities are described. The narrative shall also include the total costs included within CLIN 0001/ELIN A001 across all ordering periods for each objective capability (software-based only and proposed to be incorporated into the NGMP radio after the initial production radios are scheduled for delivery) in order for the Government to make proper trade-off decisions."
