1.0 Scope. United States Special Operations Command (USSOCOM) requires a next generation manpack (NGMP) radio system capable of simultaneous two channel operation with each channel capable of supporting both narrowband and wideband waveforms. In addition, the NGMP shall be capable of receiving Intelligence, Surveillance and Reconnaissance (ISR) data in the form of full motion video (FMV) either as an embedded capability or via an attached mission module (MM). The NGMP shall be capable of supporting all three of the aforementioned capabilities simultaneously. The NGMP shall be capable of crossbanding data from one of its two channels to the other and from the ISR receiver to either of the two radio channels. The NGMP shall also include an embedded SAASM Global Positioning System (GPS) receiver and other waveforms and capabilities as identified in the Government’s NGMP Performance Specification (PS), and subsequently in the contractor’s Product /Design Specifications (PDS). The NGMP shall replace legacy manpack radios such as the AN/PRC-117F, and AN/PRC- 117G. The NGMP shall include capabilities including the Demand Assigned Multiple Access (DAMA) Integrated Waveform (IW) for UHF Satellite Communications (SATCOM), Advanced Special Communications Modes (ASCM) and Electronic Counter-Counter Measures (ECCM) waveforms.
The purpose of this Statement of Work (SOW) is to clearly define the requirements for this IDIQ contract. Specific delivery orders shall be issued as outlined in Section H of the basic contract, Delivery Order Procedures. This SOW defines the requirements needed to conduct a Capital Equipment Replacement Program (CERP) to replace the legacy manpack radios with the NGMP. The effort shall include:
