L.1 VOLUME 1 – Factor 1 – Technical.

L.1.1 Subfactor 1: Transceiver Performance. The offeror shall provide a Product Design Specification (PDS) for its Next Generation Manpack (NGMP) radio and Vehicle Mounted System (VMS) that meets all Threshold requirements in the Government’s NGMP PS (RFP, Section J, Attachment 01). The proposal shall also include a Cross Reference Matrix (CRM) that cross references the proposed NGMP PDS, the Government’s NGMP PS, and the applicable technical proposal page/paragraph number. Any differences or proposed recommended changes to the Government’s NGMP PS requirements shall be highlighted in Yellow and include detailed rationale explaining the reason(s) for the proposed change in the same numbered paragraph in the PDS and in the CRM.

All requirements and capabilities identified in Government’s NGMP PS are Threshold requirements unless specifically identified as Objective requirements. The offeror’s NGMP PDS shall follow the same format (Sections/Paragraph numbering convention) found in Government’s NGMP PS. Offeror’s shall not de-compose any section or paragraph of Government’s NGMP PS into sub-paragraphs.

Offerors shall provide detailed design plans, technical descriptions, drawings/diagrams for all Threshold requirements identified in the Government’s NGMP PS and all proposed Objectives. Offerors are required to demonstrate that the proposed NGMP radio has the ability to meet all the 14 Critical Performance Capabilities (CPC) identified in L.1.1.1 (Table 2) and L.1.1.2 (Table 3) and how the proposed NGMP radio will obtain all applicable certifications (NSA, JITC, etc.), complete performance and environmental testing, and be ready for User Acceptance Testing in accordance with the schedule requirements outlined within Subfactor 2. The technical proposal shall identify all risks associated with the proposed NGMP design that may cause disruption of schedule, increased costs, degradation of performance, the need for increased Government oversight, and/or the increased likelihood of unsuccessful contract performance as well as the associated planned risk mitigation techniques.

Any Government’s NGMP PS Objective capability that is proposed shall be identified as a Threshold capability in the proposed NGMP PDS and highlighted in Green in the same numbered paragraph. Proposed Objectives and/or additional capabilities that exceed the Government’s Threshold requirements shall be available in the production qualified NGMP baseline radio upon initial delivery or are software based and thus would only require a software update within 6 months or less after initial delivery. Offerors shall not propose any capability that would require Size, Weight and Power (SWaP) trade-offs that exceed 10% of the Thresholds identified in paragraphs 4.1.1.1 and 4.2.1.1, respectively, of the Government’s NGMP PS.

L.1.1.1 Critical Performance Capabilities (CPC). The Government has identified 14 Threshold requirements in the Government’s NGMP PS as CPCs. Offerors shall not propose any of the 14 CPCs as potential “trade-offs” to meet Objective capabilities or in order to mitigate cost, schedule, or performance risks. In order for the Government to verify that the offeror has manufactured and fielded relevant technologies related to the proposed NGMP radio, offerors shall provide copies of applicable certifications (JITC, NSA, etc.) as evidence for 8 of the CPCs outlined in Table 2 as part of the technical proposal. Regarding APCO 25, the Government will accept applicable evidence of P25 implementation for either Phase 1 or Phase 2 capabilities.

L.1.2 Subfactor 2: Schedule. The offeror shall provide an Integrated Master Schedule (IMS) with detailed explanations on how each key milestone will be achieved IAW SOW Section 3.0.3 and CDRL D021. The offeror shall include a description of how its organization intends to interface with various Government organizations, specifically addressing the SOF AT&L Program Office, NSA, and JITC that demonstrates the ability and expertise to effectively meet the proposed schedule. The IMS should graphically support the narrative, identify all the critical design challenges (critical paths) and highlight key milestones (PDR and CDR, critical design milestones, Contractor and out-sourced testing (e.g., environmental, EMI/C testing, JITC Interoperability and Compliance Testing), and obtaining NSA Certification) that demonstrates an understanding of the requirements necessary to deliver a production qualified NGMP baseline radio no later than 18 months ACA. This schedule will become part of any resultant contract award as an attachment. For purposes of the schedule, all offerors shall assume a contract award date of 20 June 2017 with the first ordering period beginning 3 July 2017.

L.1.3 Subfactor 3: Program Management and Integrated Logistics Support (ILS). The offeror shall provide a concise summary of the approach, proposed organizational structure/team (facilities and personnel), and overarching ILS plan for meeting the requirements outlined in the SOW and NGMP PS that demonstrates an understanding of the required organization, logistics and sustainment, management expertise, and business processes. At a minimum the offeror shall address the following elements and, when viewed collectively, demonstrate its ability to successfully execute the requirements in the solicitation:

•Identify each organizational element with explanatory rationale and defined responsibilities in support of the requirements in the SOW, including locations of facilities and personnel and how these personnel will have the ability to effectively execute the requirements in the solicitation
•Describe how your organization intends to interface with Government personnel at various levels, with clear lines of responsibility and authority for controlling, reporting, and reviewing work to ensure successful contract performance
•Describe management capabilities and processes for performing all maintenance and sustainment requirements as outlined in Sections 6.0. 7.0, 10.0, and 11.0 of the SOW. Description shall identify and provide the rationale for the proposed repair turn-around times.

L.1.3.1 The offeror shall also include the following within this subfactor to address small business participation IAW DFARS 215.304. This subfactor is separate from the Individual Subcontracting Plan required by FAR 19.702(a)(1) and Volume 4, Administrative Information. (*NOTE* the NAICS code of 334220 pertains to the prime offeror. The offeror will then be able to determine their subcontractors and the NAICS code for the work that the subcontractor will be performing):

•Describe your corporate commitment in providing subcontracting opportunities for small business, small disadvantaged business, women-owned small business, HUBZone small business, veteran-owned small business, and service disabled veteran-owned small business concerns
•Describe the strength and specificity of each corporate commitment (i.e. what type of commitment, how binding is the commitment, how specific is the commitment to this proposed effort, and what type of work will be included in these subcontracting opportunities from the overall corporate level)

L.2 VOLUME 2 – Factor 2 - Past and Present Performance

L.2.1 Contents. The offeror shall submit a Past Performance Proposal (Volume 2) containing the following:

0. Table of Contents

0. Summary Page describing the role of the offeror and each subcontractor, teaming partner, and/or joint venture partner (herein referred to as subcontractor) for which the offeror is required to provide Past Performance Information Sheets in accordance with paragraph L.2.1.1 below.

0. Past Performance Information Sheets (paragraph L.2.1.1 below).

0. Past Performance Information regarding Subcontracting (paragraph L.2.1.2 below).

0. Consent Letters executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information so the offeror can respond to such information. **Excluded from page limit for Volume 2**

L.2.1.1 Past Performance Information Sheets. The offeror shall submit information on contracts it considers most recent and relevant in demonstrating its ability to perform the proposed effort. The offeror shall submit a maximum of five and a minimum of three Past Performance Information Sheets identifying active or completed contracts, for the prime and a maximum of two and a minimum of one Past Performance Information Sheet for each major subcontractor. For purposes of this solicitation “major” is defined as those subcontractors, teaming partners, or joint venture partners who the offeror feels are key to demonstrating its ability to perform the entire scope of the proposed effort. Offerors are not required to submit subcontractor past performance if they do not find them key to their ability, however, if proposed, no more than two separate major subcontractors may be submitted.

Past Performance Information Sheets for each prime contractor are limited to three pages and for each major subcontractor to two pages (does not include SF 294/295 or consent letters). Offerors are advised that the Government will use the information provided by each offeror in this volume as well as information obtained from other sources for the overall evaluation of past performance. The Government requests the offeror provide references including current Points of Contact (POCs) for each contract identified. Contact information for each POC and reference shall include both a telephone number and email address.

L.2.1.1.1 Past Performance Information Sheets shall include specific information for each effort regarding experience in accordance with the following areas outlined below.

L.2.1.1.1.1 For each submitted prime offeror effort offerors should:

1. Describe if the prime offeror was the prime contractor or subcontractor for that effort. If not the prime contractor for the effort, all information should be reflective of what was actually performed as a subcontractor rather than what was required of the overall team.

1. Identify contract type, ceiling value (if applicable), current value (awarded tasks/exercised options), Government organizations supported, the period of performance (POP), the number of units purchased annually by year for each year of the POP (if applicable).

1. A brief narrative of the overall effort, addressing each relevancy criterion within the three areas outlined in section L.2.1.4.1 (scope, magnitude, and complexity).

L.2.1.1.1.2 For each submitted major subcontractor effort, offerors should:

· Describe what effort(s) that major subcontractor will be performing in support of the prime offeror under this contract.

· Describe if they were the prime contractor or subcontractor for that effort. If not the prime contractor for the effort, all information should be reflective of what was actually performed as a subcontractor rather than what was required of the overall team.

· Identify current contract value (awarded tasks/exercised options), Government or commercial organizations supported, and the period of performance (POP).

· Describe overall scope of the effort and how it relates to the specific area(s) in the SOW/PDS the major subcontractor is proposed to actually perform under this contract.

· Any additional information the offeror finds necessary in order to demonstrate the overall team capability

L.2.1.2 Past Performance Information regarding Small Business Subcontracting. The offeror shall provide a one year history (the most current period) demonstrating its corporate commitment to meeting its subcontracting goals/targets by providing SF 294s, Subcontracting Reports for Individual Contracts, and SF 295s, Summary Subcontract Reports, for those prime offeror contracts/projects submitted under Past Performance. The SF 294s and SF295s are excluded from the Volume 2 page count. Equivalent copies of ISRs or SSRs may be submitted in lieu of SF 294/295. Small Business offerors are exempt from this requirement.

If goals were not met on the SF 294/295s, the offeror shall provide an explanation as to why the goals were not met.

If a SF 294/295 was not required due to size status as a small business under the contract(s) submitted, then the offeror shall include a valid explanation with detailed information.

L.2.1.3 Recent Contracts. The Government defines “recent” as contracts that have been performed three years prior to the date of this solicitation.

L.2.1.4 Relevant Contracts. Relevancy will be determined on contract references reflecting recent (within the past three years) past performance.

L.2.1.4.1 For the prime offerors, relevancy is defined as contracts that are most similar to this overall effort and require similar scope and magnitude of effort and complexities this solicitation requires. In order to be considered relevant (prime offeror efforts only) the effort must include the following:

Similar Scope; included production of radios or similar tactical communication equipment (minimum of 1000 units annually), included logistics and program management requirements, and was in support of DOD or other Federal Government agency. Magnitude; contract value of $30M annually or greater. Complexity; included JITC certification requirements and interoperability testing, required a Secret facility clearance.

L.2.1.4.2 For proposed major subcontractors, relevancy is defined by that which reflects experience in the area of expertise the major subcontractor is proposed to actually perform under this contract (i.e. specific areas in the SOW or PDS).

L.2.1.4.3 When making the relevancy determination the following definitions outlined within Table 4 will be used for both prime offeror and major subcontractor efforts:

SECTION L - Table 4. Past Performance Relevancy Rating Method

Adjectival Ratings
Description
Relevant
Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Not Relevant
Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

L.3 VOLUME 3 – Factor 3 - Price
