Non-Standard Commercial Vehicles H92222-15-R-0037

Question & Answers – Set 5 14 Jan 2016

Q – 1: Based on our interpretation of the request, pricing should only go into the price matrix and not Section B. Can the Government confirm this?

A – 1: This question was answered in Q&A Set 4, Q-18.

Q – 2: Regarding the CLINs, there is a statement that all CLINs are represented in the price matrix;

however, not all of the CLINs are shown in the spreadsheet. Can the Government clarify this?

A – 2: Amendment 01 clarified that the price matrix includes all Section B FFP CLINs.

Q – 3: Can the Government provide a basis of estimate for the Technical Data Prices?

A – 3: It is the contractor’s responsibility to provide a basis of estimate, per L.3.4.1.

Q – 4: Can the Government confirm that a single unit of price is to be listed in each year in the price matrix? (See image below)

A – 4: Yes, there is no stepladder pricing. Each block should show a single unit price.

Q – 5: Is the full rear cargo area of the Toyota Land Cruiser 78 to be armored? If so, are the windows to be Transparent Armor or can they be Opaque Armor? The contractor has noted that there is no second row of bench seats, only rear troop jump seats.

A – 5: The TLC78 shall be armored fully to the rear doors and allow for an internal armored bulkhead design. The Performance Specification language for 2.3.10.a was updated to reflect this in Amendment

02. The vehicle must maintain commercial OEM appearance which will drive the window design strategy.

Q – 6: Regarding the Toyota Land Cruiser 200 series and 76 series, is it the government’s intent to transport a CASEVAC person on a litter in a vehicle with a bulkhead behind the second row of seats?

Will the CASEVAC solution also apply to the Toyota Land Cruiser 78 series, specifically behind the driver and passenger seat?

A – 6: Per Performance Specification 2.28.1, all vehicles are required to be capable of securely carrying one (T)- two if vehicle is not equipped with toolbox (O)- standard Military Talon II model 90C litter loaded with one fully equipped 5th to 95th percentile male SOF operator longitudinally in the rear of the vehicle.

Q – 7: BII includes recovery system kit and high lift jack. These items are also called out in Modification Package B. Is this a duplication?

A – 7: No. This is not a duplication. Performance Specification 2.25.2 (Basic Issue Items) provides definition to what is mandatory for inclusion in the BII. Performance Specification 2.29.3 (Hi Lift Jack) and 2.29.4 (Recovery System Kit) provide the requirements to include these BIIs whenever Modifications Package B CLINs X034 – X039 are exercised.

Q – 8: How long does the Government expect the review to last with regards to the following?

4.15 Government Logistics Demonstration/Verification.

4.15.1 The Government will conduct a Logistics Demonstration (LD)/Verification to demonstrate the supportability of the end item. The Contractor shall be prepared to provide adequate facilities and support to assess the overall program supportability, to include operator supplemental manuals, BII, maintenance tasks, schematics, diagnostic equipment, and training material. The LD will be attended by independent evaluators assessing the overall programmatic logistics efforts developed by the Contractor. At the LD/Verification, Government will verify the tasks in the manuals delivered as well as the programs of instruction (POI).

A – 8: The Contractor should plan to accommodate a three month event for the initial delivery order that covers vehicle going into Production Qualification Testing (PQT). The event(s) will begin shortly after the completion and submission of the required logistics materials. The Contractor shall have configuration representative vehicles available for use that corresponds to the material presented.

Q – 9: The government has provided a single CLIN (0001) for the pricing of CDRLs that are not priced separately under a different CLIN.

· CDRL A001 covers the engineering TDP

· CDRLs A025 through A029 cover the COTS Manual and all other Technical Manuals

a. Does the government expect to see a single cost covering all engineering and TM development for all variants under CLIN 0001? If No, could government please clarify where vendor should present pricing for engineering costs and TM development for each variant? The pricing matrix only provides a single cell for the CDRLs and it is only for Year 1.

b. Does “Year 1” start with the first order of EACH vehicle (multiple occurrences of 0001 to include

TDP and Manuals for one variant at a time, billed to the CLIN after each time an order from a new platform issued) or ONLY the single, first order after contract award (1 all-inclusive occurrence of 0001 to include TDP and Manuals for ALL variants rolled up in one, billed after the first order)?

A – 9:

a. This question was already answered in Q&A Set 4, Q-5, Q-13 and Q-29.

b. The first Ordering Period begins the day the awarded contract is signed.

Q – 10: We would like to see if our customers can be given additional time to turn in the evaluations we have asked them to provide on our behalf. As the closing date has been moved back already, can this be extension be given?

A – 10: While Past Performance Questionnaires (PPQ) are requested no later than 11 January 2016, PPQs may be submitted up until the proposal due date and time.
