Non-Standard Commercial Vehicles H92222-15-R-0037
Question & Answers – Set 4 13 Jan 2016
Q – 1: Will a SF30 be issued for Amendment 2?
A – 1: Yes, when Amendment 02 is issued it will be by SF30.
Q – 2: Respectfully request the Government extend the proposal submission deadline.
A – 2: The RFP proposal submission deadline is extended to 2:00 PM EST, Wednesday 27 January 2016. No further requests for extension will be considered at this time.
Q – 3: Regarding L.1.2: This section states, "The Government intends to award one contract as a result of this solicitation, however, the Government reserves the right to award more or less prime awards based upon the results of proposal evaluations". Multiple awards could invalidate pricing assumptions for most, if not all, bidders.
Does the Government intend to award more than contract? If multiple prime contract awards are made, how would the work share be allocated?
A – 3: L.1.2 of the RFP states the Government’s intent regarding the number of awards. No further information is available. If multiple awards are made, the Government will follow the requirements of the FAR, DFARS, and SOFARS in allocating work.
Q – 4: Regarding L.3.2: This section relates to the Cross Reference Matrix and states, "... to help ensure that all solicitation requirements are addressed." Also, the example matrix shows a column for Government SOW/PSPEC.
These two references imply that ALL of the Section L, SOW, and PSPEC requirements must be addressed in the proposal response.
Is it the Government's intent that we respond to Section L and provide references to only the PSPEC and SOW sections that correspond to the Section L requirements? Or, does the Government intend that our proposal address ALL PSPEC, SOW, and other solictation attachments?
A – 4: The proposal content requirements are outlined in Section L of the RFP. All solicitation requirements, as outlined in Section L of the RFP, must be addressed in the Cross Reference Matrix, to include The Government SOW/ PSpec reference. The Cross Reference Matrix is intended to provide traceability of each offeror’s proposal to the applicable SOW and/or Performance Specification section/paragraph. The offeror is required to meet all requirements of the SOW and Performance Specification, however, for evaluation purposes the Government is only evaluating proposal submissions to the requirements as detailed in Section L.
Q – 5: Regarding 5652.215-9005: Estimated Pricing For Data. This section requires pricing for each individual data item included in the CDRL. There is only one cell for the CDRL package on the pricing matrix.
Can the Government reconcile this apparent conflict?
A – 5: CLIN 0001, CDRLs, is removed from Attachment 3, Price Matrix, in an Amendment to the RFP. CDRLs shall be in accordance with A001 – A032. CDRLs shall be not separately priced, but shall be included in the price of the applicable CLINs as annotated within each CDRL. CDRLs shall be individually priced, with pricing information included on each DD-1423 in block 18, Estimated Total Price.
Q – 6: CDRL items skip from A023 to A025, with no A024
Is A024 missing, or should A025 through A032 be renumbered?
A – 6: A024 is a “Reserved” CDRL. There are no requirements associated to CDRL A024 at this time. The Government will not be renumbering CDRLs A025 through A032.
Q – 7: Regarding L.3.3.1, item 3 in the contents list is for "Past Performance Information Regarding Small Business Subcontracting". There is no definition or explanation of what is required to respond to this requirement.
Is this data required if the bidding entity is a Small Business?
A – 7: L.3.3.1, item 3 refers to SF 294, Subcontracting Report for Individual Contracts, and SF 295, Summary Subcontract Report or eSRS reports, as detailed in L.3.3.2.
Small Businesses are not required to maintain Small Business Subcontracting plans, so Small Business should not have any subcontracting data to submit.
Q – 8: Regarding L3.4: This section states, "The Price Matrix includes all Section B CLINS". The Price Matrix does not include CLINS 1009, 2009, 1076, 2076, 1077, 2077, 1078 and 2078.
Will the Government confirm that the Price Matrix is complete as provided?
A – 8: CLINs X009, X076, X077, and X078 are not included in the Price Matrix.
Q – 9: Regarding PSPEC 2.18.24.A: This section states, “The NSCV shall have OEM unregulated emissions”. If the vehicle comes with emission regulating equipment from the OEM, does the Government require the removal of country of origin emissions regulation equipment?
A – 9: The vehicle shall maintain vehicle emission standards as equipped from OEM country of origin. The Performance Specification language for 2.18.22.a will be updated in an Amendment to the RFP. Please note Performance Specification language in question (2.18.24.a) was renumberd to 2.18.22.a in Amendment 1.
Q – 10: CLIN 1001 is titled "Program and Production Test Support" for a 1 year integration and test period.
Attachment 3 reflects "Program Management and Test Support" and appears to have space for pricing each of the seven years. Will the Government clarify the discrepancy?
A – 10: CLIN 1001 is for Program Management and Test Support throughout the 5 year ordering period. The title and description for this CLIN will be updated to “Program Management and Test Support” in an Amendment to the RFP. The offeror is expected to provide pricing for this CLIN 1001 for each of the 5 Ordering Period years in the Price Matrix. A new CLIN, 2001, will be added for Ordering Periods 6 -7. The Price Matrix and CLIN structure will be updated to add CLIN 2001 Program Management and Test Support (Ordering Periods 6-7).
Q – 11: The price matrix requires pricing for 5 years for the base period and 2 years for the option. Section B allows entry of one single price per CLIN for the base period and the option period.
Since completed Section B becomes part of the binding contract, would the Government clarify which year pricing from Attachment 3 should be inserted in Section B? Also, would the Government clarify where each of the variants included in Attachment 3 should be listed in Section B? Are we required to fill out the total row in Attachment 3 for each CLIN, and if so do we assume a quantity of one for each variant?
A – 11: Offerors should not insert prices in Section B; nor should vehicle variants be listed under Section B. All negotiated CLIN pricing information will be included in Attachment 3, Price Matrix, which will be an attachment to the awarded contract. Upon award, the Government will set an estimated not to exceed amount under each CLIN in Section B, for a total of the maxium contract amount of $170M.
Per L.3.4, offerors shall submit pricing for all CLINs on RFP Attachment 3, Price Matrix. Offerors shall submit pricing for all CLINs contained in Attachment 3 for each year.
Offerors are not required to fill out the Total CLIN rows or the Total column, as CLIN quantities are not provided.
Q – 12: Both the Desired Delivery Schedule and the Required Delivery Schedule show CLINs X002 - X007 referencing orders of quantity 16 of each vehicle. Should the Government order every quantity in these CLINs in one single month, this would amount to 80 vehicle new starts for that given month.
While the delivery dates ARO vary between CLINs (Desired, Required, and Proposed), what is the max total vehicle new starts (across the aformentioned CLINs) in any given month during contract performance?
A – 12: The Governement does not have any known or expected maximum total vehicle new starts per month.
Please see clause 52.216-19, Order Limitations for maximum order obligations.
Q – 13: SOW 4.1 refers to design, test, and build activities. SOW 4.3 states, "The Contractor shall design, develop and produce armor per …" This requirement establishes a non-recurring element that must be bid.
Under which CLIN(s) should the Contractor bid NRE?
A – 13: The Contractor should determine where any Non Recurring Expenses (NRE) are most applicable dependent upon the effort (armor, base modifications package A/B, C4ISR, etc.). The NRE is not separately priced.
Q – 14: Regarding SOW 4.1.2:This paragraph states, "Not later than one hundred and eighty (180) days after receipt of order (ARO), the Contractor shall deliver up to twenty production representative NSCVs as defined in the “Final NSCV Performance Specification” and detailed in the Delivery Order (DO). These vehicles will be used for PQT".
This requirement implies that the Government could order up to 20 trucks of any model variant such as LHD, RD, diesel and gas to support PQT.
Can the Government elaborate on their plan for PQT? Is there a notional vehicle schedule or population that is desired for PQT?
A – 14: Yes, the Government could order up to a total of 20 vehicles of all model variants to support PQT. The Government does not yet have a finalized Master Test Plan (MTP) to support Production Qualification Testing (PQT). The Government anticipates that at least one of each vehicle model (Ranger, Hilux, TLC76/78/79/200) will be produced for PQT. It is anticipated that the vehicles utilized for heavy endurance and ballistic testing will be the TLC76 SUV and TLC79 truck. Offerors are cautioned that these decisions are not finalized and may change.
Q – 15: Regarding Safety 2.14.6.c: This section states, "The NSCV and furnished accessories shall comply with all applicable federal laws, regulations, standards, and requirements for a vehicle of this class."
Is it the Government's intent that the vehicle meet U.S. standards for roadworthiness including items such as crash-test, emissions, and airbags?
A – 15: The vehicles are not required to meet U.S. standards for roadworthiness.
Q – 16: Section I Contract Clauses
There are several Provisions listed in Section I Contract Clauses -- 52.215-16, 52.215.20, 52.215-22, 52.204.16, 252.227-7017 and 252.227-7028. please clarify that this is the correct Section for these Provisons.
A – 16: DFARS 252.227-7017 will be included in full text. 52.215-16, 52.215.20, and 52.215-22 will be moved to Section L. 52.204.16, 252.227-7017 and 252.227-7028 will be moved to Section K. These will be changed in an Amendment to the RFP.
Q – 17: Regarding PSPEC 2.3.1, 2.3.3, 2.9.1, and 2.9.3, these sections provide GVWR for armored vehicles.
1. Is there a GVWR chart for unarmored vehicles?
2. Will the Government please confirm that the GVWR includes mod packages A and B for base and lightweight variants?
3. Are the threshold and objective weights correct for the base and lightweight 200 and 79?
A – 17:
1) There is not a GVWR chart for Unarmored vehicles.
2) GVWR is defined in Performance Specification 2.3.3.a. and 2.9.3.a. It consists of Vehicle Curb
Weight plus Payload. Vehicle Curb Weight is defined in 2.3.2.a and 2.9.2.a, which consists of armor, 'base modification package A', 'base modification package B', toolbox, weapons mounts, alternator(s), communication mounts, full fuel, lubricants, coolant, basic issue items (BII), and on-vehicle maintenance (OVM) items.
3) The threshold and objective weight requirements for Base and Lightweight Armor packages for the TLC200 and TLC79 are correct.
Q – 18: Regarding Section B, CLINS 1078 and 2078, these CLINS are not included in Attachment 3, Price Matrix.
Please confirm offerors should only place the price data in Section B of solicitation. Please confirm that CLINS X077 and X078 are not included in the TEP.
A – 18: Offerors should not insert prices in Section B. All negotiated CLIN pricing information will be included in Attachment 3, Price Matrix, which will be an attachment to the awarded contract. The Government confirms that CLINs X077 and X078 are not included in the Total Evaluated Price (TEP).
Q – 19: Table 1 Proposal Submission Requirements for the Past Performance lists the Table of Contents and the Glossary as the last two items in the Volume. We believe it would be more useful to have these two items at the front of the volume.
Would the Government confirm that we can present the Table of Contents and Glossary at the beginning of Volume 4?
A – 19: Under L.2.1, Table 1, the items excluded from Volume page count are in no specific order. Offerors can present their Table of Contents and Glossary at the beginning of the Volume.
Q – 20: Reference NSCV Q&A Set #1 question #32. We have the original Performance Specifications but not an amendment. Can the government provide the amendment it states was published?
A – 20: Amendment 01 provided a updated P-Spec which was posted on FBO on 15 December 2015.
Q – 21: Reference RFP H92222-15-R-0037, page 41. CLIN1076 CONUS Shipping/Transportation is not in the pricing file. Can the government confirm this CLIN is not to be priced as part of this solicitation?
A – 21: CLIN X076 (CONUS Shipping/Transportation) is a Firm Fixed Price (FFP) CLIN and is required to be priced in the Price Matrix for each of the 7 years. The Price Matrix will be updated in an Amendment to the RFP to include this CLIN.
Q – 22: Reference RFP H92222-15-R-0037, page 41. CLIN1076 CONUS Shipping/Transportation is shown as Firm Fixed Price (FFP). With no destinations identified, can the government provide the locations and number of trips anticipated? Or, given the unknowns regarding distance and frequency of trips, will the government make this
CPFF?
A – 22: CLIN X076 will be changed to Cost No Fee in an Amendment to the RFP.
Q – 23: Performance Specification 2.3.10.a states, “The cargo area behind the rear bench seats shall be unarmored to minimize the weight impact of the armor package.” Performance specification 2.3.10.b states, “A rear armored bulkhead shall be installed immediately behind the rear bench seat”. Does the government intend that the TLC78 variant be armored fully to the rear doors AND retain the internal armored bulkhead design because of its two-door, troop carry configuration?
A – 23: The TLC78 shall be armored fully to the rear doors and allow for an internal armored bulkhead design. The Performance Specification language for 2.3.10.a will be updated to the reflect this in an Amendment to the RFP.
Q – 24: For Solicitation H92222-15-R-0037 would a Sub-contractor for a Prime Contractor need the Secret Clearance? Or can we sub for a Prime on that without having a Secret Clearance ?
A – 24: All Subcontractors which will have access to the Classified Annex (SECRET), or any information associated with this armor and force protection annex, must maintain a SECRET security clearance and active FCL.
Transmission of the Classified Annex to any Subcontractors shall be IAW Classified Handling Procedures and the DD254 (Attachment 11). Subcontractors included in other aspects of the program are not required to hold a SECRET clearance.
Q – 25: According to Section L.3.2 Table 2 (Solicitation Page 161/175) does the Government require that all paragraphs of the PSPEC be addressed on the Cross Reference Matrix, as indicated by the Example statement “Para
3.1 Note this column shall address all paragraphs in Section’s xx and yy of the P-Spec)?
A – 25: The example is to illustrate that PSpec paragraph numbers should be in that specific CRM column; not that all PSPEC paragraphs must be addressed in the CRM. The proposal content requirements are outlined in Section L of the RFP. All solicitation requirements, as outlined in Section L of the RFP, must be addressed in the Cross Reference Matrix, to include the Government SOW/ PSpec reference. The Cross Reference Matrix is intended to provide traceability of the offeror’s proposal to the applicable SOW and/or Performance Specification section/paragraph. The offeror is required to meet all requirements of the SOW and Performance Specification, however, for evaluation purposes, the Government is only evaluating proposal submissions to a subset of the requirements as detailed in Section L.
Q – 26: The pricing matrix has certain base vehicle modification CLIN lines listed for all vehicle models, i.e., the Lightweight Armor Package called for on CLINs X022, X023, X024, X025, X026, and X027. However, in Sections L 3.2.1 and L 3.2.2.1.2 the Solicitation Proposal Content only calls for this option package, as stated on CLIN 1025, on the Toyota 76 vehicle. Are we to quote the Lightweight Armor Package, and other base vehicle modifications changes (options), for all vehicles, as required by the Pricing Matrix, or just those vehicles specifically supplemented with a base vehicle modification CLIN, like the 1025 CLIN stated above?
A – 26: Section L 3.2.1 and 3.2.2.1.2 provide vehicle configurations in which the Technical/Management Area of the proposal is to respond to IAW the SOW and Performance Specification requirements. The offeror is not required to provide a proposal detailing the technical approach to the Lightweight Armor Package for all vehicle types. This also applies to all other vehicle modification/integration CLINs not detailed in Section L. However, the offeror is required meet all requirements detailed in the SOW and Performance Specification and is to provide pricing for each CLIN in the Pricing Matrix.
Q – 27: Reference Attachment_03_Price_Matrix_17Nov15. Can the government provide clarification regarding CLIN 1001 and its yearly pricing? For instance, the "Total" column is grayed out and no formula exists to calculate pricing. Does the government intend for the contractor to price Years 1-7? Can the government provide a corrected Price Matrix to ensure consistency for all bidders?
A – 27: CLIN 1001 is for Program Management and Test Support throughout the 5 year ordering period. The title and description for this CLIN will be updated in an Amendment to the RFP. The offeror is expected to provide pricing for this CLIN for each of these 5 years in the Price Matrix. The Price Matrix and CLIN structure will also be updated to add requirements for CLIN 2001 Program Management and Test Support (Ordering Periods 6-7).
Q – 28: Reference Attachment_03_Price_Matrix_17Nov15. The Price Matrix doesn't calculate the CLIN pricing for each year. Though the "Total" column includes a formula to sum all years, the individual years don't include a formula for summing the individual yearly effort(s). Can the government provide a corrected Price Matrix to ensure consistency for all bidders?
A – 28: Formulas to add together numbers for the Total column are not necessary for pricing consistency.
Quantities will not be provided. The total price for each CLIN will be calculated by multiplying the Government established quantity by the offeror’s proposed unit price. The quantities selected per CLIN for each year for evaluation purposes will not be included in Attachment 3 of the RFP.
Q – 29: Reference RFP H92222-15-R-0037, page 3 ITEM NO 0001, AND, Attachment_03_Price_Matrix_17Nov15. Can the government provide details regarding CDRLS and its yearly pricing? The RFP states the Ordering Periods are 1-7. Attachment_03_Price_Matrix_17Nov15 shows Year 2 (two) through Year 7 (seven) grayed out and no formula exists to calculate pricing. Is it the government's intent for the contractor to price CDRLs for all years or only Year 1? Also, the CDRL "Total" column is grayed out and no formula exists to calculate the CDRL price. Can the government provide a corrected Price Matrix to ensure consistency for all bidders?
A – 29: As stated in response to question 4, above, CLIN 0001, CDRLs, is removed from Attachment 3, Price Matrix, in an Amendment to the RFP.
Q – 30: Reference RFP H92222-15-R-0037, page 3, ITEM NO 0001. Given the CDRLs are listed as Firm Fixed Price (FFP), can the government provide a price or threshold given the unknown specificity of these deliverables?
A – 30: No, the Government cannot provide a price or threshold. Offerors should propose to CDRLs based upon contract performance requirements.
Q – 31 : Section F, CLIN X059 (page 96 of 175), (page 103 of 175), (page 109 of 175)
The chart in the original submittal shows CLIN X059 as Weapons Mount Integration (Trucks Only). Amendment 01 for CLIN X059 states, "The CLIN description has changed from 28 VDC Alternator Integration to Weapons Mounts Integration (Trucks Only)." Which is the correct description for this CLIN?
A – 31: The CLINS are correctly shown in Amendment 01 – Conformed copy.
Q – 32: Section B, CLIN X060 (page 33 of 175) and (page 71 of 175): The chart in the original submittal shows CLIN X060 as 28 VDC Alternator Integration.
Amendment 01 for CLIN X059 states, "The CLIN description has changed from Weapons Mounts Integration (Trucks Only) to 28 VDC Alternator Integration." Which is the correct description for this CLIN?
A – 32: The CLINS are correctly shown in Amendment 01 – Conformed copy.
Q – 33: PSPEC 2.36 Reduced Signature Package does not have a corresponding CLIN.
Please advise the proper CLIN number to provide a price for PSPEC 2.36 Reduced Signature Package
A – 33: The Reduced Signature Package CLIN will be added as X080 in an Amendment to the RFP. This will be included in the Price Matrix to allow pricing throughout the 7 years.
Q – 34: PSPEC 2.5.1.a, 2.11.1.a, 2.17.1.a, 2.32.1.a, and 2.43.1.a PSPEC states that "Seated headroom shall be maximized (with a minimum of 37", measured from the inside of the roof to the top of the seat cushion)." The OEM headroom distance in the LC70 series rear seats is less than 37".
Can Government advise/clarify if the measurement will be applied to all seating positions, and define the measurement process? For example, following the backrest one can make the measurement easily. Perpendicular off the cushion/backrest interface is attainable. In any position, front or rear, off the front of the seat cushion to the ceiling is less than that measurement.
A – 34: Due to the various configurations of OEM vehicles, the Government will remove the 37” minimum headroom requirement. The language in Performance Specification will be updated to require maximized headroom to accommodate a 5th – 95th percentile male, which will allow the offeror to conduct their own modeling to determine vehicle compliance. This will be updated in an Amendment to the RFP.
Q – 35: Reference Attachment “02 NSCV Performance Specification 11DEC15” section(s) 2.5.2.a.1; 2.11.2.b;
2.17.2.a.1; and 2.36.1.b. In regards to the unaided detection requirement, does a 6’ – 8’ whip antenna on an operational vehicle meet the 100 meter, 35mph specification for unaided detection from an observer 0-10ft above ground?
A – 35: It is an offeror’s responsibility to determine if their approach meets the Government’s requirement.
Q – 36: Reference Attachment “02 NSCV Performance Specification 11DEC15”, specifically “Specialized Modifications Package” section 2.30.2.a and 2.30.3.a. The parts prescribed for procurement from Total Chaos, p/n 96300-MIL and p/n 59697-MIL, are for another vehicle and not available for the HILUX vehicle. In discussions with Total Chaos, the HILUX parts are in Research and Development and are not available for procurement. Due to the non-availability of these parts, will the Government remove this CLIN or provide the parts as GFE when they become available?
A – 36: The part numbers (PNs) provided are in error and will be corrected in the Performance Specification 2.30 in an Amendment to the RFP. The Total Chaos Fabrications modification parts are provided as reference to allow for innovative approaches at addressing these mobility requirements. The requirement is to provide a long travel suspension kit (similar to Total Chaos Fabrications (TCF) PN 86002-V-H-R2) and reinforcements (similar to TCF PN 59698-V2-L) to address this Specialized Modifications Package. The PNs are provided as “similar or equal to” and will not be provided as GFE.
Q – 37: Reference: Section F Deliveries or Performance
Question: If the Contractor wishes to provide a "Offerors Proposed Delivery Schedule", in which volume should we include it?
A – 37: This should be included in Volume 1, Qualifying Criteria.
Q – 38: Reference: The solicitation documents use the words "Truck" and "SUV"
Question: Will the Government confirm that the terms "Truck" and "SUV" are not interchangeable? Please confirm that when the Government uses the word “Truck” it refers to a pickup truck (either single or double cab) and when it uses the word “SUV”, it refers to a vehicle that has an enclosed rear cabin area, accessible from the second row, in the traditional American sense of the connotation “SUV”.
A – 38: The term “Truck” refers to a pickup truck (Ford Ranger, Toyota Hilux, TLC79). The term “SUV” refers to vehicles with enclosed rear cabin areas (TLC200, TLC76, TLC78).
Q – 39: Reference: Small Business participation
Question: Will the Government give Price Evaluation Preference for a small business?
A – 39: If the Prime Contractor is a qualified HUBZone firm, then a Price Evaluation Preference will be given.
Clause 52.219-4 will be added to the RFP.
Q – 40: Reference Section F, page 91, Clauses Incorporated By Full Text, FAR 52.211-9 – Desired and Required Time of Delivery (JUN 1997), is called out as the applicable delivery schedule provision. However, FAR 52.211-8 is called out in Section L.3.2.2.1.1, L.3.2.2.1.2 and M.3.2.2.1.1. Is the appropriate FAR provision 52.211-8 or 52.211-9?
A – 40: The correct reference is 52.211-9. This will be corrected in an Amendment to the RFP.
Q – 41: Can the DFAR Clause 252.225-7013, Duty Free Entry, be included in this solicitation and resulting award to avoid duties and taxes for the import of the vehicles?
A – 41: Yes, the DFARS clause will be included. Offerors are cautioned that the proper utilization of this provision is their responsibility.
Q – 42: Offeror is assuming that any EPA restrictions or performance standards that are required for US specification vehicles will not be applicable to imported vehicles destined for modification or to SOCOM Non- Standard Commercial Vehicles (NSCVs) prior to shipment to their final destination by the Government. As such, no penalty would be levied against Offeror for their non-compliance to these US standards/restrictions. Is this correct?
A – 42: The OEM vehicles required under this effort are not required to meet US EPA restrictions.
Q – 43: Attachment 2, NSCV Performance Specification, Section 2.50.1.a and 2.50.1.b – Will the government provide their own SA-10 swing arms and gun mounts, so that the contractor only supplies mounting provisions to accept the swing arm? Or does the contractor supply mounting provisions, swing arms, and gun mounts?
A – 43: Per Performance Specification 2.50.1.a and 2.50.1.b, the Offeror is required to provide mounts / mounting provisions that are compatible with the SA-10 swing arms and other gun mounts detailed in 2.50.1.a. The Offeror is not required to provide the SA-10 swing arm or other gun mounts detailed in the Performance Specification.
Q – 44: Attachment 2, NSCV Performance Specification, Section 2.50.1.c – Is it the governments intent for the contractor to supply mounting provisions and the gun mount, so that the government can mount the M2 without providing a mount? Or does the contractor supply only the provision to receive the gun mount.
A – 44: Per Performance Specification 2.50.1.c, the Offeror is required to provide mounts / mounting provisions that accommodate the M2 .50 caliber machine gun. The Offeror is not required to provide gun mount iself.
Q – 45: Reference: Q&A Set #2 posted by the Government on FBO on 21 December 2015. The Government's answer to Question 20 states, "If Automatic Transmission options are not available from the OEM, the Contractor shall develop and integrate this capability into the vehicle to fulfill this requirement". We understand that in addition to the Toyota Land Cruiser 70 series, the Ranger gas engine version also comes standard with manual transmission.
Questions:
A. Will the Government provide a Performance Specification and Statement of Work that defines the requirements of the desired automatic transmission (such as forward gears, ratio splits, weights, and desired manufacturer) for each variant of the LC 70 series and the gasoline engine Ranger so that we can develop accurate pricing?
B. Should pricing for the automatic conversion be provided for all variations (LHDG, RHDG, LHDD, and LHDG) and be included in Attachment 3, Pricing Matrix?
C. If we order an OEM vehicle that comes standard with manual transmission, should we include a negative dollar number in CLIN x008 if there is a base price reduction from the OEM?
D. Given that durability testing and evaluation will be required following development and integration of the automatic transmission, does the Government anticipate a change to the Section F delivery schedule for the LC 70 series and Ranger vehicles when ordered with the automatic transmission, if not for all variants then at least the first DO?
A – 45:
A) There is no Performance Specification or Statement of Work that will be provided for the Automatic Transmission. The Automatic Transmission is expected to match the performance of the OEM vehicles when factoring in the modifications required to the vehicle (armor, modifications package A/B, etc).
B) CLIN X008 will be updated to a “Transmission Upgrades” CLIN. The Price Matrix will be updated to allow for pricing of any of the required configurations, as follows:
Vehicle Type (Variations) CLIN X008 Transmission Upgrade Hilux (All Variations) Manual Transmission
Ford Ranger (LHDD, RHDD) Manual Transmission TLC200 (All Variations) OEM Automatic Transmission Only
(No Upgrade Required) TLC76 (LHDD, RHDD) Automatic Transmission Conversion
TLC76 (LHDG/LHDD/RHDD) Manual Transmission TLC78 (LHDD, RHDD) Automatic Transmission Conversion TLC78 (LHDD/RHDD) Manual Transmission TLC79 (LHDD, RHDD) Automatic Transmission Conversion
TLC79 (LHDG/LHDD/RHDD) Manual Transmission
C) CLINs X002 – X007 are for the base OEM vehicles. These vehicles should be priced in accordance with the most applicable configuration available from the OEM based upon each Delivery Order. The Price Matrix should be utilized for pricing of each of the required vehicle configurations, which will be based upon transmission configuration availability from the OEM. CLIN X008 will be updated to a “Transmission Upgrades” CLIN in an Amendment to the RFP. This X008 update will allow for pricing of any required Manual Transmission upgrades required in accordance with Performance Specification 2.2 (clutch disc, etc).
D) Durability testing and evaluation will be conducted on all vehicles, regardless of transmission configuration. Immediately following Contract Award, the program will transition into the Design Review Phase (SOW 4.1.1) prior to proceeding into production.
Q – 46: Reference: Price Matrix CLIN 1008 requires pricing for manual transmission for all vehicles.
Question:
A. We understand that the Government may require this option. For vehicles that come standard with automatic transmission from the OEM, does the Government intend the contractor to develop a manual transmission solution?
B. Will the Government provide a Performance Specification and SOW for the Manual Transmission conversion?
A – 46:
A) The Government recognizes that all OEM vehicles under this effort do not have an option available for a Manual transmission. The Government does not require a Manual Transmission to be developed for those OEM vehicles. The Government will remove the requirement for Manual Transmission on the following OEM vehicles: TLC200 (All Variations), TLC76 RHDG, TLC78 LHDG/RHDG, TLC79 RHDG, and Ford Ranger LHDG/RHDG. This change will be incorporated into the Performance Specification, Price Matrix, and CLIN description in an Amendment to the RFP.
B) The offeror is not required to develop and integrate their own Manual Transmission onto any of the vehicles. However, it is expected that the offeror will address any required modifications associated with Performance Specifcation 2.2 for those Manual Transmission vehicles still requiring this package.
Q – 47: PSPEC 2.2.1 states, "The OEM manual transmission shall have an upgraded clutch disc and associated hardware to accommodate modified GVWR." Does 2.2.1 supersede 2.1.6.B for all vehicles or only when the OEM does not offer automatic transmission?
A – 47: Performance Specification 2.2.1 supercedes 2.1.6.B only when CLIN X008 is exercised for a Transmission Upgrade to Manual Transmission.
Q – 48: The Government responded to a prior question that all Toyota Series 70 could and should be procured with Automatic Transmissions. Based upon our research and understanding, however, the Toyota 70 series base vehicles are only available from the OEM with a manual transmission (MT). Are we to quote CLINs X005, X006, X007, at the cost of the base vehicle plus aftermarket modifications needed to convert the vehicles to AT? Additionally, if our understanding that the TLC 76, 78, 79 is only available from the OEM with MT is correct, CLIN X008, as stated would be $-0-, in that it asks for an option that already is the standard configuration of the base vehicles.

This X008 update will allow for pricing of any required Automatic Transmission upgrades required for the TLC76, 78, and 79. The Performance Specification and Price Matrix will be updated in an Amendment to the RFP to reflect the TLC 76, 78, and 79 series LHDD and RHDD vehicles requiring Automatic Transmission Conversions. The LHDG and RHDG Ford Ranger vehicles shall not require Automatic Transmission. All other vehicles are available with Automatic Transmission from the OEM.
Q- 49: FBO currently shows a sensitive/secure Amendment 2 package; however it was posted the same day (15 December 2015) as Amendment 01 (see picture below). Can the Government clarify what this is?
A - 49: The title of this package was inadvertently labeled as Amendment 2. It should have been labled Amendment 01, and contains Attachment 13, and other explicit access documents that were revised in RFP Amendment 01. Due to FBO system limitations, the Government is unable to correct this mislabel.
Q – 50: Will the government consider adding lines to CLIN X079, “Airdrop Mod Package (Unarmored Trucks Only)”, that call out the three types of trucks (similar to those that are listed for CLINs X061, “After Market Paint” and X062, “Window Tint”) so that the Offeror can show any price differences in the Airdrop Package between the three trucks?
A – 50: Yes. The Government will update the Price Matrix in an Amendment to the RFP to allow for pricing of each of the 3 truck configurations (Hilux, Ranger, TLC79).
