Non-Standard Commercial Vehicles (NSCV) H92222-15-R-0037

Question & Answers – Set 3 8 Jan 2016

Q – 1: Reference is made to the “attached DD-254”. We have not received a DD-254 with (or separate) from the Annex A shipment.

A – 1: The DD-254 is RFP Attachment 11 which is posted on FBO.

Q – 2: Reference CLIN 1010 - CLIN 1015 CONUS Integration (Import). Can the government provide the items that are included in this CLIN? For instance, do the CLINS include purchase of the base OEM vehicle, import charges, etc.? What, if any, integration is part of this CLIN?

A – 2: CLINs X002 – X007 are for purchase of the base OEM vehicles. CLINs X010 – X015 are for any CONUS importation related expenses necessary to deliver the base OEM vehicles (X002-X007) to the offeror’s integration facility. There is no integration associated with CLINs X010 – X015. The vehicle integration requirements are covered under CLINs X016 – X062 and X079.

Q – 3: Reference RFP H92222-15-R-0037, Page 32-33, and corresponding CLINs 1059-1060, AND, Attachment_03_Price_Matrix_17Nov15 CLIN 1059-1060. The RFP and the Price Matrix have CLINS 1059 and 1060 reversed. Can the government provide a corrected Price Matrix to ensure consistency for all bidders?

A – 3: CLIN X059 is for Weapons Mount Integration (Trucks Only) and CLIN X060 is for 28VDC Alternator Integration (Dual Alternator). This discrepancy in Section B has been fixed in RFP Amendment 01.

Q – 4: Reference SOW 4.1.2. Can the government provide clarification regarding the twenty vehicles to be purchased in Year 1? Specifically, are the vehicles required for PQT to be purchased under CLIN 1001 or the unique OEM vehicle CLINS applicable to each model?

A – 4: No, the vehicles required for PQT are not to be purchased under CLIN 1001. CLIN 1001 is for Program and Production Test Support. All vehicle purchases will utilize vehicle and integration CLINs 1002 – 1076 and 1079, and 2002 – 2076 and 2079 as applicable per Delivery Order. Initial Year 1 vehicles will be utilized for Production Qualification Testing (PQT) in accordance with the Statement of Work (SOW).

Q – 5: Reference RFP H92222-15-R-0037, Page 11 - 31, and corresponding CLINs 1016-1057. Units are listed as "Kit". Is it the government's intent for the contractor to deliver all the necessary parts and instructions as a kit, or, does the government require the contractor to provide the necessary parts, the required design, integration & installation, and testing of all installed devices?

A – 5: CLINs X016 – X062 and X079 are vehicle integration CLINs. The offeror is responsible for the integration and installation of these kits onto the vehicles in accordance with the Statement of Work (SOW) and Performance Specification. These items are not to be delivered as “Kits”. CLINs X063 – X074 represent the Base Spare Parts and Transparent Armor Spare Parts packages. These are only CLINs that are to be treated as “non-integration” items and delivered as “kits” with the vehicles.

Q – 6: Reference P-Spec 2.3.8.a – TLC 79 (truck) rear passenger doors are the same as the TLC 76 (SUV). Will SUV rear passenger door requirements be applied to the TLC 79 (4” window drop). If not, is it technically acceptable to retain the OEM TLC 79 rear door split glass configuration to allow for full window drop forward of the wheel arch section of the door, rather than full height/width glass (as spec’d in 2.3.9.a)?

A – 6: Due to the split geometry of the OEM rear window on the TLC 79 trucks, the Government has updated requirements language in the Performance Specification in RFP Amendment 01. TLC 79 rear windows are required to provide a minimum 4” opening. This language update also applies to Performance Specification 2.9.8.a (Lightweight Armor Package).

Q – 7: Reference P-Spec 2.1.6.b AND 2.2 - Can the government provide clarification that ALL vehicles must come equipped with an automatic transmission unless a manual transmission is specifically requested? Or, is it the government's intent to remove the automatic transmission requirement in section 2.1.6.b since it is superseded by section 2.2?

A – 7: Per the requirements in the Performance Specification, Automatic Transmission shall be standard configuration for the Toyota Land Cruiser 70 series vehicles. Unless CLIN X008 (Manual Transmission) is exercised, vehicles shall be configured with Automatic Transmission. If Automatic Transmission options are not available from the OEM, the Contractor shall develop and integrate this capability into the vehicle to fulfill this requirement.

Q – 8: Annex B lists CFE items, however, item 1-19 indicates one assembly and items 1-27 and 1-28 suggest NAWCAD provides two switch types.

1. Are there NAWCAD Coaxial Switch equipment or designs supplied?

2. Are NAWCAD Coax Switches or designs available?

3. How many switch designs are there?

4. Will the racks on top of the vehicles carry cargo or be sufficient clear to allow placement of antennas?

A – 8: Item 1-19 indicates an assembly, which may be made of more than one switch. Annex B lists User Provided Equipment (UPE), and Government Furnished Equipment (GFE) items, which are required. Annex B also lists Contractor Furnished Equipment (CFE) items, some of which are marked in column E as ‘SUGGESTED,’ meaning that they are for reference only.

1. With the intention of inspiring creative design thinking, NAWCAD Coaxial Switch designs were not supplied as part of this solicitation.

2. NAWCAD Coaxial Switch designs may be supplied to vendor upon request after contract award.

3. There are numerous available commercial switch offerings that will meet the requirements.

4. The roof rack may be used for cargo storage, but is considered to be a part of the overall system. C4ISR integration strategies may utilize/modify portions of the roof rack for antenna(s) and cable routing.

Q – 9: Annex B only calls out for (1) Universal Vehicle Adapter (MRC-UVA), Item 1-18. There are (2) Handheld Transceivers (Item 1-2.1: AN/PRC-152A and Item 1-2.2: AN/PRC-148) and (1) Tactical Rover-e (Item 5-1). Since only (1) UVA is called out, can the offeror assume that only (1) handheld is to be installed at a time during mission operation?

A – 9: Yes. The MRC-UVA will only utilize 1 handheld at a time during mission operation. The Handheld Transceivers and Tactical Rover-e will be interchangeable utilizing the MRC-UVA mount. The Performance Specification (2.38) language will be updated to reflect this in an Amendment to the RFP.

Q – 10: PSPEC 2.2.1 states: "The OEM manual transmission shall have an upgraded clutch disc and associated hardware to accommodate modified GVWR." Does 2.2.1 supersede 2.1.6.B for all vehicles or only when the OEM does not offer automatic transmission?

A – 10: Performance Specification 2.1.6.B (Automatic Transmission) details the general OEM vehicle requirements. Automatic Transmission shall be standard configuration for all vehicles. Unless CLIN X008 (Performance Specification 2.2.1 - Manual Transmission) is exercised, vehicles shall be configured with Automatic Transmission. Performance Specification 2.2.1 (Manual Transmission) supersedes 2.1.6.B (Automatic Transmission) whenever CLIN X008 is exercised, regardless of vehicle type and OEM configuration. If Automatic Transmission options are not available from the OEM, the Contractor shall develop and integrate this capability into the vehicle to fulfill this requirement.

Q – 11: PSPEC 2.5: This section appears to have some paragraph numbering errors.

Can the Government revise the PSPEC?

A – 11: The numbering error (duplicate 2.5.2) in Performance Specification Section 2.5 shall be fixed in an Amendment to the RFP.

Q – 12: Section 2.21.9 states that Blackout Lighting is required for the vehicle for the Base Modification Package A (section 2.21 Electrical, Lighting & Instrumentation Systems), this requirement does not show up in the C4ISR section 2.45 Electrical, Lighting, and Instrumentation Systems. Is Blackout Lighting a C4ISR requirement since it is not in the C4ISR section?

A – 12: Blackout Lighting (Performance Specification 2.21.9) is a requirement for Base Modifications Package A (CLINs X028 – X033). Blackout Lighting is independent of C4ISR and is required any time CLINs X028 – X033 are exercised.

Q – 13: There are 3 Procurement Types of equipment listed in Annex B;

- User Provided Equipment (UPE)

- Contractor Furnished Equipment (CFE): Build or Buy

- Government Furnished Equipment (GFE) Will the GFE be available for design activities prior to proposal submission?

A – 13: No. The Government will not be providing GFE prior to proposal submission. GFE will be provided to the winning offeror(s) post award.

Q – 14: CLINS 1010-1015 and 2010-2015 are titled CONUS Integration (Import). These CLINS refer us to SOW

4.1.4.1 which states: "The Contractor is responsible for identification, purchase, and import of the required base OEM vehicle for integration in accordance with the “Final NSCV Performance Specification” and the specified configuration in each DO." It appears that the purchase of the vehicles should be priced under CLINS 1002-1007 and 2002-2007 but is also required under the 4.1.4.1 SOW section. What does the Government require that we price under CLINS 1002-1007 and 2002-2007 if the identification, purchase, and import of the vehicle is included in CLINS 1010-1015 and 2010-2015?

A – 14: CLINs X002 – X007 are for identification and purchase of the base OEM vehicles. CLINs X010 – X015 are for any CONUS importation related expenses necessary to deliver the base OEM vehicles (X002-X007) to the offeror’s integration facility. The SOW language will be updated to reflect this clarification in an Amendment to the

RFP.

Q – 15: This section states “The Contractor shall furnish unrestricted copyright releases for the supplemental manual, work instructions, parts booklet, and training materials. The Contractor shall ensure that the Government has the right to use, copy, and distribute the data files delivered under this contract, electronically and in hard copy as the Government deems necessary……….” Assuming that this was the requirement during the last contract, will the government be providing the existing drawing package to minimize NRE costs for the new effort?

A – 15: The Government is not purchasing an overall vehicle Technical Drawing Package (TDP) under this Contract. The Government Owned TDP requirements are only applicable to the C4ISR design and any Engineering Change Proposals (ECPs) executed under the Contract. The Government will not be providing any TDPs to offeror’s during the pre-award phase.

Q – 16: This section requires that danger and caution signs, labels, and markings shall be used to warn personnel of hazards (i.e., RADHAZ). The signs, labels, and markings shall conform to SAE J115, be visible from any angle of approach, and legible at a safe distance from the hazard. The system will provide appropriate labels, instructions, and certifications to assist in the safe assembly/disassembly, handling, loading, securing, and operation of the system. Will the Government reconcile this, and similar requirements for safety identification with the requirements for low visibility?

A – 16: Safety regulations and risk acceptance will determine whether overt markings are necessary, or if alternate means that allow for low visibility are acceptable. The requirement exists to provide caution signs, labels, and markings IAW the SOW and Performance Specification. Final location for these labels will be determined during the design review phase.

Q – 17: Front Spindle Assemblies. Sections 2.30.1, 2.30.2 and 2.30.4 all refer to Hilux. Was it the Government's intent that 2.30.3 also apply to the Hilux?

A – 17: Performance Specification 2.30, et seq, applies only to the Hilux truck. The Specialized Modifications Package CLINs for the Ford Ranger, TLC 200, TLC76/78/79 (CLINs X041 through X045) were removed from the RFP in Amendment 01.

Q – 18: Airdrop Modification Package (unarmored). Will the Government please define "unarmored trucks"? Are trucks only to include pickup trucks or all unarmored vehicles?

A – 18: The Ford Ranger, Toyota Hilux, and Toyota Land Cruiser 79 (TLC79) are considered to be Truck variants.

The Unarmored configuration for these 3 trucks are required to be equipped with Airdrop Modifications whenever CLIN X079 is exercised.

Q – 19: Performance specification 2.48.1.Z states antennas “shall maintain their commercial appearance and prevent unaided detection as tactical vehicles from an observer”. Can the design separate the waveform propagation between more than one antenna to encompass the required frequency band of the RF-3187 while maintaining the reduced signature profile?

A – 19: The vehicle "shall maintain their commercial appearance and prevent unaided detection as tactical vehicles from an observer," not the antenna. However, lower profile antennas will help this vehicle P-Spec be met as they will reduce visual signature. It is permissible to separate the waveform propagation between more than one antenna assuming the trade-off in performance with signature reduction does not significantly impede the use of the LOS communication system. Our intent was to optimize the performance of the LOS Antenna (the RF-3187) while maintaining low visibility on the vehicle, understanding doing both may be difficult due to physics.

Q – 20: Annex B parts list for cables contradicts the switch configuration with the single coax switch called out in item 1-19 vice a previous configuration of 3 fail safe switches which allowed switching between LOS to WB and between both radios (handheld and man pack). Can the Government please clarify the intended switch configuration for RF propagation.

A – 20: The Government does not intend to provide a full C4ISR design in which to incorporate into the vehicles.

Items listed in Annex B Tab 2 with a “Suggested” in Column E are provided as examples only from past integration configurations. The coaxial switch assembly (item 1-19) may be a combination of switches, dependent upon each offeror’s design approach. Items listed in Annex B Tab 2 with a “Required” in Column E show the end items that will make up the backbone of the C4ISR configuration. The Government has purposefully not detailed any required design package (i.e., number of required RF cables, switches, remote assemblies, etc.) to allow for innovative approaches to be proposed.

Q – 21: Will any equipment listed in Annex B, C4ISR configuration, other than the radios be required to accommodate dismounted operation?

A – 21: The radios, ROVER-e, DAGR and THOR II all need to be accessible for easy removal (no tools required) to accommodate dismounted operation at any time during a mission. This is reflected in Performance Specification 2.38.5.

Q – 22: Performance Specifications 2.51.2 and 2.21.26b call out deep cycle, 55 amp hr. batteries. Performance Specification 2.51.4 still calls for “spiral wrapped” with the 55 amp-hr. rating. Please clarify that the government intends only to call out 55 amp hour, deep cycle batteries without the “spiral wrapped” AGM construction restriction.

A – 22: Batteries shall be deep cycle and each have a minimum 55 amp-hr rating. Spiral Wrapped AGM construction batteries are not required. The Government will update the language in the Performance Specification in an Amendment to the RFP.

Q – 23: Would the Government consider a 3-4 week response extension to February 9th or February 16th, 2016?

A – 23: The Government is currently not considering any extensions based on the Amendment and Q&A responses provided to date.

Q – 24: The Government responded to a prior question that all Toyota Series 70 could and should be procured with Automatic Transmissions. Based upon our research and understanding, however, the Toyota 70 series base vehicles are only available from the OEM with a manual transmission (MT). Are we to quote CLINs X005, X006, X007, at the cost of the base vehicle plus aftermarket modifications needed to convert the vehicles to AT? Additionally, if our understanding that the TLC 76, 78, 79 is only available from the OEM with MT is correct, CLIN X008, as stated would be $-0-, in that it asks for an option that already is the standard configuration of the base vehicles.

A – 24: Per the requirements in the Performance Specification, Automatic Transmission shall be standard configuration for the Toyota Land Cruiser 70 series vehicles. Unless CLIN X008 (Manual Transmission) is exercised, vehicles shall be configured with Automatic Transmission. If Automatic Transmission options are not available from the OEM, the Contractor shall develop and integrate this capability into the vehicle to fulfill this requirement. The costs associated to these OEM vehicle modifications should be captured in the Price Matrix for CLINs X005 – X007. CLIN X008 has additional requirements associated to Manual Transmission, which are detailed in Performance Specification 2.2. The Government will issue an Amendment to the RFP to update the Performance Specification language to clarify that the Automatic Transmission requirement applies to all vehicles, regardless of options available from the OEM.

Q – 25: Reference RFP H92222-15-R-0037, page 3 ITEM NO 0001, AND, Attachment_03_Price_Matrix_17Nov15. Can the government provide details on how pricing will be evaluated?

A – 25: Solicitation Section M.3.4 outlines about pricing will be evaluated. No other information is available.

Q – 26: Reference section L.3.2.2.1 (Subfactor 1: Design and Production Process) directs offerors to provide their proposed approach to supply the vehicle quantities specified in Section F, 52.211-8. This section does not exist in Section F of the RFP. Does the government intend to provide section F, 52.211-8 or update Section L.3.2.2.1?

A – 26: The correct reference is solicitation Section F, 52.211-9. This will be updated in an amendment to the RFP.

Q – 27: When can we expect delivery of the amended documents as indicated in NSCV Q&A Set #1?

A – 27: The Government does not have an exact date for release of any Q&A or Amendments. Offerors are encouraged to check FBO.gov for any updates.

Q – 28: RFP Section L.3.1.2 requires submission of a conformed copy of the RFP in Volume 1 of the offeror’s proposal. RFP Section L.3.4 states that pricing data should be included in Volume 4 and further states, “Under no circumstances should pricing data be included elsewhere in the proposal.” Please confirm that the offeror should not fill out Section B of the conformed copy.

A – 28: Correct. Solicitation Section B should only be included in Volume 4, Price. The requirements for a conformed copy, as specified in L.3.1.2.2, are outlined in L.3.1.2.2 a-c.
