Non-Standard Commercial Vehicle (NSCV)
RFP H92222-15-R-0037
Question & Answer Set 1 11 Dec 2015
Q - 1: Has a contractor performed similar work to this for the government in the past?
If available, please provide the incumbent contract number.
A - 1: Yes. USSOCOM currently has two active Blanket Purchase Agreements (BPA) through General Services Administration (GSA). The Unarmored NSCV BPA number is GS-07F-AA445 and the Armored NSCV BPA is GS-07F-AA518.
Q - 2: Section L.3.3.2 states "The offeror shall submit a maximum of five and a minimum of three Performance Information Sheets identifying active or completed contracts by the prime contractor, either Government or commercial". Respectfully request the government allow primes to utilize subcontractor past performance and their proven expertise resulting in better value to the government.
A - 2: The Government will allow the utilization of subcontractor past performance for major subcontractors. “Major” is defined as those subcontractors, teaming partners, or joint ventures who are projected to perform 20% or more of the total contract effort. Offerors shall submit a maximum of three (3) and a minimum of one (1) Past Performance Information sheets for each major subcontractor. This will be updated in an Amendment to the RFP. The past performance requirement for prime contractors remains unchanged.
Q - 3: The government requests Firm Fixed Price for the vehicle CLINS. Request the government provide quantities for each CLIN allowing accurate pricing and cost comparison. Without this information, each contractor will need to develop assumptions that may not align with the government's intentions.
A - 3: The Government understands your request, however CLIN quantities will not be provided. Accurate pricing is obtainable without exact CLIN quantities. A Total Evaluated Price (TEP) will calculated using the same quantities per CLIN for each year for evaluation purposes. Section A, MIN/MAX of the RFP provides the total estimated quantity of vehicles for both armored and unarmored vehicles. The TLC 76 and TLC 79 are anticipated to be the most prevalent models ordered. No assumptions should be made. Offerors are encouraged to submit questions if they feel something is unclear.
Q - 4: Reference RFP Section L.3.2.2.3 and SOW 4.2.3.2 regarding Key Personnel. The RFP and SOW differ in the identification of Key Personnel. Can the government provide clarification regarding which reference to use for Key Personnel?
A - 4: The requirements for Key Personnel for this Contract are detailed in SOW 4.2.3.2. This section provides the billets that the Contractor must provide for execution of the Contract. It is not implied that each billet has to be a separate individual. RFP Section L.3.2.2.3 provides details regarding what will be evaluated, which is a subset of the Key Personnel detailed in the SOW. The language in L.3.2.2.3 has been updated to make the Key Personnel titles consistent with SOW 4.2.3.2. This will be included in an Amendment to the RFP. While only a subset of Key Personnel is being evaluated during the source selection, the awardee is required to meet all requirements of the SOW.
Q - 5: Reference RFP Section I - Contract Clauses; pg. 118; Clause 252.204-7012 references the document entitled "Safeguarding of Unclassified Controlled Technical Information" with a date of Nov 2012; this document was superseded in Sept 2015. Will the government update the RFP to identify the current release?
A - 5: Clause 252.204-7012 will be updated in an Amendment to the RFP.
Q - 6: Reference SOW 4.2.4; Security. Please verify that all personnel will require a SECRET clearance. As currently stated, this would include all dedicated NSCV contractors and all subcontractors (mechanics, fabricators, welders, etc.) and the required support staff (admin, finance, etc.). Is this the government’s intent or only those with access to classified data?
A - 6: All Contractor Personnel, including Subcontractors, which will have access to the Classified Annex (SECRET) must maintain a SECRET security clearance. Personnel included in other aspects of the program are not required to hold a SECRET clearance. SOW 4.2.4 language will be updated to clarify this in an Amendment to the RFP.
Q - 7: Reference clause 5652.215-9007 Bill of Materials (1998), pg. 155. Government requests a consolidated Bill of Materials. Request a BOM be provided for Cost Plus Fixed Fees CLIN's only. FFP CLINS do not require detailed Bill of Materials.
A - 7: This clause is removed. This will be updated in an Amendment to the RFP.
Q - 8: Reference Section B - Supplies or Services and Prices, pg. 3, item number 001. CDRL's are listed as FFP. Request the government change this to CPFF given the unknown specificity of twenty-one listed CDRL's. CDRL details: ASREQ - 13; Lifecycle - 1; Final Inspection - 2; R/ASR - 5. The latter three are based upon vehicle deliveries which is not known.
A - 8: The CDRLs remain firm fixed price. Offerors should be able to estimate the cost of CDRLs based on the information provided in the RFP.
Q - 9: Reference RFP CLIN 1003 and Attachment 3 Price Matrix. RFP CLIN 1003 is listed as OEM L200 - Vehicle B. Attachment 3 Price Matrix is listed as CLIN 1003 OEM - Ranger Vehicle B. Can the government please provide clarification as to what vehicle is specifically stated for CLIN 1003?
A - 9: The required OEM vehicle under CLIN 1003 is the Ford Ranger. This will be updated in an Amendment to the RFP.
Q - 10: Standard Form 33 – On FBO, the Proposal due date is listed as 18 January 2016 at 1400 EST. However, Box 9 of the SF33 is blank. Please confirm that this is the correct date and time.
A - 10: The proposal due date, as listed on FBO, is 18 January 2016. However, this is a National Holiday and will be revised to 19 January 2016.
Q - 11: Performance Specification – Attachment 02 - Performance Specification is not included with the documents released with the RFP on FBO. When will it be available?
A - 11: As stated on FBO, Annex B and the performance specification are marked with DISTRIBUTION D: Distribution authorized to the Department of Defense (DOD) and U.S. DOD contractors for administrative or operational use, October 10,2011. Companies will need to request explicit access through FBO in order to receive these documents.
Q - 12: Section L.3.3.2 – Section L.3.3.2 indicates that only prime contractor past performance contracts can be submitted for evaluation. In order to provide the best value and lowest risk offer to the Government, we are considering teaming and/or subcontracting arrangements (some of whom are also small businesses). Please explain where teammate/subcontractor past performance will be evaluated in the proposal. Would the Government consider allowing teammates/subcontractors to be included in the 3-5 recent and relevant past performance contracts?
A - 12: The Government will allow the utilization of subcontractor past performance for major subcontractors.
Q - 13: Section M.3.4 – Section M.3.4 indicates that the quantities selected per CLIN for each year will not be included in Attachment 3 but are a part of the approved Source Selection Plan. In order to provide the best and most accurate price to the Government from our supply chain in both Attachment 3 and the priced consolidated Bill of Materials referenced in Section L 565.2.1-9007, would the Government reconsider releasing these quantities or some other quantities that would allow for an understanding of the fleet mix?
A - 13: Clause 5652.215-9007 Bill of Materials will be removed in an Amendment to the RFP. Accurate pricing is obtainable without exact CLIN quantities. A Total Evaluated Price (TEP) will calculated using the same quantities per CLIN for each year for evaluation purposes. Additionally, Section A, MIN/MAX of the RFP provides the total estimated quantity of vehicles for both armored and unarmored vehicles. The TLC 76 and TLC 79 are anticipated to be the most prevalent models ordered.
Q - 14: General – At the industry day briefing and during the one-on-one discussions, the Government emphasized the desire for improved quality and platform reliability. If an Offeror were willing to propose a bumper-to-bumper warranty for a specific time period to stand behind the reliability of the platform being offered, is there a place in the RFP that allows for the Government to evaluate this offer?
A - 14: SOW 4.13.4 details the requirements for the Warranty under this Contract. While the warranty is not being evaluated as part of this source selection, the awardee is required to meet all requirements of the SOW.
Q - 15: RFP Section L.2.3.2 requires a Table of Contents and a Glossary in each volume, but these items are not listed in RFP Section L.2.1. Please confirm that the Table of Contents, Glossary and other front matter do not impact the page count.
A - 15: These items will not count against the page count. These exclusions will be updated in an Amendment to the RFP.
Q - 16: RFP Section L.3.2.2.3 lists Key Personnel as
· Program Manager
· Quality Engineer
· Manufacturing/Production Manager
· Logistics Manager
· C4ISR Engineer while SOW Section 4.2.3.2 lists Key Personnel as
· Program Manager
· Systems Engineer
· Test Engineer
· C4ISR Lead Engineer
· Configuration Management (CM) Manager
· Environment, Safety, and Occupational Health (ESOH) Manager
· Logistics Manager
· Quality Assurance (QA) Manager Please advise the titles and responsibilities of required key personnel.
A - 16: The requirements for Key Personnel for this Contract are detailed in SOW 4.2.3.2.
Q - 17: RFP CDRL A004 is titled “Meeting Minutes and Status Reports,” but its content refers to the Armor Requirements Traceability Matrix (ARTMAT). “Conference Minutes” are addressed in CDRL A007. Please confirm that CDRL A004 refers to the ARTMAT.
A - 17: The CDRL A004 requirement is for Armor Requirements Traceability Matrix (ARTMAT). The Title for CDRL A004 will be updated in an Amendment to the RFP.
Q - 18: RFP CLINs and delivery schedules (CLIN 1003, 1011, 1017, 1023, 1029, 1035, 1041, 1047, 1053, 1064, 1070, 2003, 2011, 2016, 2017, 2023, 2029, 2035, 2041, 2047, 2053, 2064, 2070; Desired and Required Delivery Schedules Items X003, X011, X017, X023, X029, X035, X041, X047, X053, X064, X070) refer to the (Mitsubishi) L200 as one of the base vehicles. Sections L.3.2.1 and L.3.2.2.1.2 invoke CLINs 1003, 1011, 1017, 1029, 1035, 1047, 1058, 1059 and 1060, but state that those CLINS apply to the (Ford) Ranger. The Price Matrix references the Ford Ranger. Please clarify whether the Government desires the Mitsubishi L200 or the Ford Ranger.
A - 18: The Mitsubishi L200 is not a part of this RFP. The nomenclature for each of the above referenced CLINs is inaccurate. CLIN 2016 is for Base Force Protection Armor Package for Hilux. All other CLINs detailed above are in relation to the Ford Ranger. This will be corrected in an Amendment to the RFP.
Q - 19: SOW Section 4.2.4. Please clarify the intended scope of “contractor team individual(s) supporting this task.” As written, all prime and subcontractor staff who are involved in any way with the NSCV program must hold Secret clearances, even if they do not require access to classified information. This in turn requires that all subcontractors hold active facility clearances at the SECRET level or above.
This requirement will limit the Government’s ability to engage a broad range of subcontractors, reducing access to Small Businesses and increasing program costs. Recommend that the Government limit the need for Secret clearances to those team individuals who require access to classified information.
A - 19: All Contractor Personnel, including Subcontractors, which will have access to the Classified Annex (SECRET) must maintain a SECRET security clearance. Personnel included in other aspects of the program are not required to hold a SECRET clearance. SOW 4.2.4 language will be updated to clarify this in an Amendment to the RFP.
Q - 20: SOW Sections 4.6.6.3.4 and 4.6.6.9 refer to SOW Section 4.10.4, which is missing. Please provide Section 4.10.4.
A - 20: This is an error in the SOW reference. SOW 4.6.6.3.4 reference points to SOW 4.10.3.2 (Request for Deviation) and SOW 4.6.6.9 reference points to 4.10.3 (Configuration Control). The SOW reference language will be updated in an Amendment to the RFP.
Q - 21: SOW Section 4.14.1 indicates that copyright releases are not required for OEM manuals. However, CDRL A025 requires “appropriate copyright releases” for commercial materials, while CDRL A026 does not require such releases for contractor-generated materials. Please confirm that copyright releases are required for only contractor-generated documents and not for OEM manuals.
A - 21: Copyright releases for the base OEM vehicle manuals are not required. Copyright releases are required for all Contractor-Generated documents (CDRL A026). The Government will update language in CDRL A025 in an Amendment to the RFP.
Q - 22: PSpec 2.1.6.b requires that the vehicle be equipped with automatic transmission. The Toyota Land Cruiser 70 series vehicles come standard with manual transmissions and do not offer an OEM option for automatic transmissions. Please confirm that the Government desires the contractor to develop an automatic transmission option for the Land Cruiser 70 series vehicles.
A - 22: Automatic Transmission is the standard configuration for the Toyota Land Cruiser 70 series vehicles. Unless CLIN X008 (Manual Transmission) is exercised, vehicles shall be configured with Automatic Transmission.
Q - 23: PSpec 2.3.8.a requires the rear passenger door windows of the truck to recess downward at least 80% (T), 100%(O) of the OEM opening distance. The full opening of the rear window the LC79 vehicle (considered a truck) is not feasible due to the split geometry of the OEM rear window and rear fender opening. Recommend changing the threshold rear opening for the LC79 to the 4” required for the SUVs.
A - 23: Due to the split geometry of the OEM rear window on the TLC 79 trucks, the Government will update requirements language in the Performance Specification in an Amendment to the RFP. TLC 79 rear windows will be required to provide a minimum 4” opening. This language update also applies to Performance Specification 2.9.8.a (Lightweight Armor Package).
Q - 24: PSpec 2.19.1.a requires that each NSCV have a minimum of four passenger doors. The OEM Toyota LC78 is not offered with four doors. Recommend modify the requirement to omit the LC78.
A - 24: All OEM vehicles, except the TLC78, shall have four passenger doors. The TLC78 shall have two passenger doors. The Performance Specification language will be updated in an Amendment to the RFP.
Q - 25: RFP Annex B, Section 5-1. Please advise if the JTCITS (Rover) capability is to be interchangeable with the handheld transceiver, using the MRC-UVA mount, or if it is to be inherent in either or both of the handheld and PRC-117 transceivers.
A - 25: The JTCITS (Rover) capability is to be interchangeable with the handheld transceiver utilizing the MRC-UVA mount.
Q - 26: RFP Annex B. The radios defined in Annex B cover a wide range of available frequencies (30M-2GHz, 30-512MHz). Please advise of any limitations in the radio operating bands that may require filters.
A - 26: There are no known limitations that will require filters. If any filters are required, they will be provided as GFE with the jammer integration kit.
Q - 27: RFP Annex B, Tab 3 lists the stages of C4ISR system testing. Will testing be conducted in accordance with SPAWAR Instruction 3084.1? If so, please advise what test elements are desired. If not, please provide the requirements document for C4ISR system testing/validation.
A - 27: An example Stage V test procedure will be added as an attachment in an Amendment to the RFP.
Q - 28: RFP CLIN 1009, OCONUS Delivery, is not listed in the Price Matrix. Should OCONUS delivery be priced? If so, please provide notional requirements (number of vehicles and their destinations) for pricing purposes.
A - 28: OCONUS Delivery will be negotiated and priced at the Delivery Order level.
Q - 29: SOW Section 4.6.2 requires “field support on an as-required basis.” Please provide nominal location(s) and duration(s) of field support for pricing purposes.
A - 29: For estimating purposes, the details for field support locations and durations are detailed in SOW Section 4.1.3.3 (PQT Support). For planning purposes, please plan for up to three travel missions to an east coast test facility and three missions to a west coast test facility. Please plan for two week (10 working days) durations for each trip. The duration estimates will be added to the SOW 4.1.3.3 in an amendment to the RFP.
Q - 30: Price Matrix Items 1040 through 1045 require pricing for Specialized Modification Packages for each of the six vehicles. However, PSpec Section 2.30 defines a Specialized Modification Package only for the Hilux vehicle (CLIN 1040). Please define the Specialized Modification Packages for CLINs 1041 through 1045 or delete the requirement to price Items 1041 through 1045.
A - 30: Specialized Modifications Package CLINs for the Ford Ranger, TLC 200, TLC76/78/79 (CLINs X041 through X045) are removed from the RFP in an Amendment to the RFP.
Q - 31: Price Matrix Item 1059 is Weapons Mount Integration (Trucks Only) and Item 1060 is 28VDC Alternator Integration (Dual Alternator). In the base RFP, CLIN 1059 is the alternator and CLIN 1060 is the weapons mount. Please advise the correct numbering.
A - 31: CLIN X059 is for Weapons Mount Integration (Trucks Only) and CLIN X060 is for 28VDC Alternator Integration (Dual Alternator). This discrepancy in Section B will be revised in an Amendment to the RFP.
Q - 32: Price Matrix Items 1063 through 1074 require pricing for Base Spares (1063-1068) and Transparent Armor Spares (1069-1074) for each of the six vehicles. PSpec 2.54 (Base Spares) and 2.55 (Transparent Armor Spares) state, “List to be determined.” Please provide the lists of Base and Transparent Armor Spares for each of the six vehicles for pricing purposes.
A - 32: The Base Spare Parts and Transparent Armor Spares listings are included in the Performance Specification in an Amendment to the RFP.
Q - 33: PSpec 2.18.22.b requires that unarmored trucks shall be equipped with driver selectable front and rear locking differentials, while PSpec 2.18.21.b for armored trucks requires only rear locking differentials. Similarly, PSpec 2.18.16 requires that unarmored trucks be capable of being certified for airdrop but does not require airdrop capability for armored trucks. The Price Matrix for Base Modification Package A does not differentiate between Unarmored and Armored trucks. Recommend modify the Price Matrix for Base Modification Package A to provide separate pricing for armored and unarmored trucks.
A - 33: Performance Specification language for the locking differential configuration will be made common between Armored and Unarmored NSCVs in an Amendment to the RFP. All vehicles shall be equipped with an on-demand locking rear differential. When available on OEM vehicles, the front locking differentials shall remain equipped and operational.
The Government will update Base Modifications Package A to remove unarmored truck Air Drop requirements and incorporate into a separate CLIN to allow for separate pricing. This will be accomplished in an Amendment to the RFP.
