MARSOC (G7) EXERCISE SUPPORT

Sample Statement of Work

1.0 BACKGROUND and DESCRIPTION OF ORGANIZATION REQUIRING SUPPORT

1.1 U.S. Marine Corps Forces Special Operations Command (MARSOC) has a requirement to conduct precise and effective special operations that are fully coordinated and synchronized among all components of USSOCOM and key interagency organizations, and an ongoing imperative to swiftly evaluate emerging Tactics, Techniques and Procedures (TTPs), and subsequently integrate proven methodologies. MARSOC is responsible for planning and managing exercise programs involving participation from MARSOC Special Operations Battalions (MSOB), MARSOC Companies (MSOC) and

MARSOC Teams (MSOT). The MSOCs are comprised of MARSOC operators with a variety of skill levels and a diverse collection of enablers that will be engaged in the full spectrum of Joint Special

Operations.

1.2 The G7 Exercise Branch (EB) develops, coordinates and executes the recurring Component Series of

Unit Readiness Exercises (URX) and the SOF support to Marine Air Ground Task Force (MAGTF) Pre-

Deployment Exercise (PDE) programs. Due to future interoperability requirements, MARSOC may also work with US Army Brigade Combat Teams (BCT) as planned with the MAGTF PDE program. The

Component Series URX exercises and MAGTF PDE are designed to exercise, evaluate and certify the

MSOCs in the collective tasks needed to conduct Special Operations during Overseas Contingency

Operations (OCO). MARSOC trains and certifies the MSOCs of 1st, 2d, and 3d MSOBs for worldwide deployment in support of USSOCOM missions. This requires individual and unit level training in the

Core/Core-Plus Tasks and Core Capabilities required of a certified MSOC/MSOT. MARSOC requires

"train the trainer" support, individual training packages, exercise planning, and exercise control group support to facilitate its ability to train, exercise and certify the MSOC/MSOTs properly. For planning purposes, the acronyms MAGTF and BCT are interchangeable and reference who is being supported.

1.3 The U.S. Marine Corps Forces Special Operations Command (MARSOC) G7 requires contracted support for exercise design, development and management, scenario construction and tailored training support for the Component Series URX program and MAGTF PDE. The purpose of this SOW is to provide MARSOC with recurring exercise support to build training expertise, institutional knowledge in education methodologies, and to provide continuity to the URX and PDE programs.

2.0 OVERALL REQUIRMENTS

2.1 COMPONENT SERIES URX PROGRAM: The Component Series URX is typically executed six times per calendar year with the actual exercise executed in a 10-day period and will be conducted in areas that are geographically similar to the CENTCOM, PACOM and AFRICOM AORs. Locations and frequencies are subject to change. For those URX (or portions of the scenario) that are executed aboard a

DOD installation, the Contractor shall coordinate closely with the G7 COR and PM TRASYS for Marine

Corps provided Role Player support. The requirements provided in 2.0 and 3.0 of this SOW are for a single Component Series URX with one MSOC comprised of 4 MSOTs. The requirements of this SOW serve as the baseline requirements from which the MAGTF Series PDE is calculated. The requirements for one MAGTF Series PDE are generally one quarter that of a Component Series URX.

2.2 MAGTF PDE PROGRAM: The MAGTF PDE is typically conducted four times per calendar year with the exercise stretching to 10 days in length. The PDE will be conducted in areas that are geographically similar to the CENTCOM, PACOM and AFRICOM AORs. Locations and frequencies are subject to change. If the PDE (or portions of the scenario) is executed aboard a DOD installation, then the Contractor shall coordinate closely with the G7 COR and Program Manager Training Systems

(PMTRASY) for Marine Corps provided Role Player support, as mandated by Marine Corps policy.

2.3 MARSOC (G7) Exercise Support Requirement for SWMS IDIQ: For purposes of the SWMS

IDIQ technical evaluation, this sample requirements framework is modeled to accommodate one MAGTF

PDE and one Component Series URX, executed aboard a DOD installation , and will be addressed as

URX and PDE throughout the rest of this SOW for brevity purposes.
