Group B RFP Q&A Batch 4 #191-379
RFP
Document Section Para. # Page # Question/Comment Government Response
90- Correction
Amendment
L L4.2 12 Reference: Per Group_B_RFP_Q&A_07_Nov_2014, question 14, the basis of estimates (BOEs) were removed from Volume I.
Section L4.2 instructions states "The offeror shall provide basis of estimates for all FFP task orders in sufficient detail to ensure that the offeror has a complete understanding of the task order."
Question: Will the BOE requirement also be removed from Volume III?
The BOE requirement was removed from L2.3.1 because the Government has provided the labor categories, number of positions and number of hours to be provided, therefore a technical BOE is not required. However, offerors are still required to submit a BOE for ODCs as part of the Volume III proposal.
161- Correction
H92222-14- R-0021
L 2.3.1 and 4.2
10 and 12(A-0001)
The RFP was amended to delete the requirement for BOE for Sample TOs (L2.3.1). However, L4.2 was not changed and specifically requires that “The offeror shall provide basis of estimates for all FFP task orders in sufficient detail to ensure that the offeror has a complete understanding of the task order.” How does the BOE differ from the requirement that “Offeror shall submit supporting information required to evaluate FFP prices.” Is the cost detail expected to be different from the technical detail USG already provided, therefore warranting a detailed price BOE? If not, we recommend this requirement be deleted from L4.2.
Factor 2 represents actual task orders to be awarded as a result of this source selection.
The BOE requirement was removed from L2.3.1 because the Government has provided the labor categories, number of positions and number of hours to be provided, therefore a technical BOE is not required. However, offerors are still required to submit a BOE as part of the Volume III proposal.
Amendment
L L2.2.2 10 This paragraph in the last sentence requires that we provide a detailed basis of estimate (BOE) for the 2 IDIQ SOWs.
Q&A #14 amends L2.3.1 removing the requirement for a BOE from the 3 task order proposals. Does SOCOM plan to also remove the BOE requirement from these Task Order Proposals?
Amendment 0002 revised the Sub-factor 1.2 language in L2.2.2
Amendment
L L2.2.2 10 Section L2.2.2 states, "Provide a detailed basis of estimate (BOE), without related cost data, which supports the technical approach, to include all required resources (personnel, material, etc.)." To what level of detail are we to provide information regarding personnel and resources.
"Resources" is a very broad topic and could include supplies down to the canteen level. Is this the intent and requirement?
Amendment 0002 revised the Sub-factor 1.2 language in L2.2.2
193 Amendment
L L.2.2.2 10 of 16 Will the Government clarify the level of detail required in the BOE? We assume it will be types of labor categories, types of trips and materials etc. vs. quantities as sufficient information to provide quantities has not been provided to offerors at the IDIQ level?
Amendment 0002 revised the Sub-factor 1.2 language in L2.2.2
Amendment
Section L
L2.3.5 10 For RFP Task Orders, Sub-factor 2.1, 2.2 and 2.3; are there current incumbents supporting these task orders? If so, who are they.
These are all current task orders under GBPS: 2.1 - Booz Allen Hamilton, 2.2 - Jacobs, 2.3 - Jacobs
L L2.2.2 1 In Q&A 14, the Government removed the requirement for a BOE for the Sample Task Order proposals. Given that the IDIQ Technical Capability for future task orders (LREC, G7) is potentially less detailed than the Sample Task Orders, we recommend removing the BOE requirement for these as well.
Amendment 0002 removed the requirement to provide a BOE.
196 Amendment
L
5.3.2 Section L5.3.2 Section A –
Solicitation/Contract Form states that "a signature by the Offeror on the Standard Form 33 constitutes an offer, which the Government may accept. The "original" copy shall be clearly marked under separate cover." How do we submit an original signature under separate cover given that this is an electronic submission via upload to FBO?
The "original" copy refers to the signed SF 33 the offeror is submitting as part of their proposal response.
Amendment
L3.2 Past Perform ance Summar y
10 The instructions in Section L3.2 for the Past Performance Summary are unclear as well as the Q&As (#91, #152) which were provided created even further confusion.
The Offeror desires a compliant response to information required for this Summary;
therefore, we respectfully request clarity on the following instructions:
1) “Provide a summary describing the role of the Offeror and each subcontractor, teaming partner, and/or joint venture partner.”
To demonstrate the “role” of the Prime and Subcontractors, etc., is this to be accomplished by aligning each and all subcontractors to factors/sub-factors that
1) The PP summary is a brief overall discussion of the offerors past performance that is relevant to this acquisition. Describe the role of proposed subcontractors and team members; describe the requirements are they expected to fulfill. The summary can include other information outside the PPIS/PPQs; however, the Government will verify the information provided.
2) Both, the summary should include the rationale supporting relevance and #3 on Attachment 9 should include a brief description of relevancy for the effort provided.
3) The summary.
they are being proposed to support? Does this have to be supported by contract references or descriptions in the Summary?
2) “Include rationale supporting the assertion of relevance, but note the Government is not bound by the offeror’s opinion of relevancy.”
Is this information to be provided in the Summary or in the PPIs the Offeror is submitting?
3) “Clearly link past performance to the factors/sub-factors; explain what aspects of the contracts are deemed relevant to the proposed effort. This may include discussion of efforts accomplished by the Offeror to resolve problems encountered on prior contracts as well as past effort to identify and manage program risk.”
Is this information to be provided in the Summary or in the PPIs the Offeror is submitting?
L L1.8 8 Paragraph L1.8 indicates that each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross-referencing to other volumes of the proposal. Does this same requirement apply to sections within a volume? For example, Volume I requires discussion of many of the same topics in Factor 1 (at the program level), which are also a discussion requirement in Factor 2 (at the task order level). Much of this information would be the same. It is not clear if the task orders will be evaluated by separate individuals independent from the rest of the volume or by individuals reviewing the whole volume in its entirety.
We want to cross-reference within Volume I and avoid redundancy between sections as much as possible, but do not want to omit necessary information, if these task orders are going to be evaluated independent from the rest of the volume. Please clarify your intent, so that we may include the appropriate level of information in each section to satisfy your evaluation strategy and limit redundant reading for the evaluators. We recognize that we are beyond the due date for submitting questions and may not get a response, but we’d appreciate the clarification, if possible.
While Volume I will be evaluated by the same team, the sub-factors under each Factor will be rolled up to an overall rating for Factor 1 and Factor 2. Therefore, your proposal for Factor 1 and Factor 2 must include all information required for each factor.
199 Atch 1 5 5.5.4 Requires "Contractors may add subcontractors to their team after notification to the KO." What constitutes notification? If you want a notification included in the proposal, where should this list be included?
This would be part of a task order proposal that prime contractor submits. It is expected that for the Task Orders provided with the Group B solicitation, the offerors will have identified the subcontractors they plan to use for these efforts (Lessons Learned, Manpower Augmentation and
MSOS ITC).

3.6.1 - 3.6.4
The goals listed for language proficiency in the LREC SOW in paragraphs 3.6.1 through
3.6.4 call for significantly less training time in terms of training weeks for category III and category IV languages as compared to published and accepted standards from the Defense Language Institute Foreign Language Center (DLIFLC). Can the Government provide a reason for the shortened USSOCOM course length? Is USSOCOM focusing on limited language domains? Or, is the standard training day under LREC longer than the standard 6-hour DLI instruction day?
USSOCOM components simply do not have the time in the training pipeline.
Atch 4 LREC Instructi onal POI and Material s
3.11.1 23 Paragraph 3.11.1 states, "the Government will specify the POI and/or instructional materials to be used or direct Contractor to provide the POI and/or materials." In order to enable offerors to prepare a more accurate BOE for the LREC task, can the Government provide a list of languages for which a POI and instructional materials already exist? Also, can the Government provide a sample POI for offerors to reference prior to submitting a proposal?
Amendment 0002 removed the requirement to provide a BOE.

The LREC SOW looks to be the old LREC solicitation from 2011 which had a 30 page limit. The SWMS Group B solicitation asks for a response to virtually the same SOW tasks, and limits the response to15 pages. Will the government consider increasing the page count to be more in line with the 30 page limit allowed in the 2011 LREC solicitation on the LREC SOW response included in Volume I of the proposal?
Amendment 0002 revised the page count for LREC and MARSOC G7.

There are costs and coordination aspects to address in requesting these materials which need to be addressed in procuring the required GFE. Please provide a list of actual GFE items that are called out for procurement, but not listed as GFE.

3 3.11.1 8 Any training using LPMs on government facilities typically requires advanced permission from the installation commander for the use of ballistically or surgically wounded live tissue. Who is responsible for obtaining this approval?
Will the government guarantee the approval process? Would the government consider the inability to obtain this approval a failure on the part of the vendor?
The US Government will coordinate the execution of Live Tissue Training through the normal range control procedures. There is no guarantee the training will be approved. The Government will not consider the inability to obtain approval a failure on the part of the vendor, but the denial of approval will constitute a change of training requirement and will void the contractor required for Live Tissue Training for that specific event.
MARSOC
3 3.11.2 8 The requirement for security clearance--does this extend to ALL personnel present in training? Example, is the government requiring that tissue delivery personnel, attending veterinary personnel; either doctors of veterinary medicine of veterinary technicians, and tissue disposal personnel have security clearances for "sensitive" scenarios? If these people will not know the nature of the operation, be present in briefings, OPORDS, FRAGOS or other mission planning--does the government still mandate security clearances for logisticians and veterinary related personnel?
Secret clearances are required if you plan on walking into Exercise Control Group area. You will need to have a representative at the Stand Up Meeting to ensure integration of operation into the scenarios. All facilitators or instructors of the training are required to have valid security clearance. During full mission profiles, all individuals present can be exposed to a variety of scenarios which would require a clearance. Animal vendors or transporter do not require a security clearance since their involvement with the training is limited to only logistics and transport.

MARSOC
3 3.11.1 8 Transporting LPMs into remote training sites to support scenario training--does the government know if these training sites will require 4 x 4 wheel off road capability by the live tissue vendor. The transporting of 16 LPMs across rugged terrain will require unique vehicle and livestock trailer capabilities. Therefore, can the government advise on the specific nature of the terrain, or, will the government understand these limitations and considerations, and coordinate with the vendor accordingly?
Yes. Locations will require 4x4 off road/pavement capability. Will coordinate with the vendor accordingly, however, vehicle/trailer must be capable of moving on unimproved roads that may be subject to rain/mud, snow, sand etc. You will not have to crawl across rocks.

If any remain at the conclusion of the contract, those materials will be turned over to the medical office of MARSOC--this reads as if the government is assuming ALL medical Class-8 consumables carried by the vendor are to become the property of the government?
Is that what is meant? Typically, vendors carry supplies and backup supplies to support training as needed, but this is not necessarily paid for by the government by specific lots or itemized CLIN. Does the government want the vendor to carry only what the government has paid for to all training occurrences, so that remaining supplies can be turned over to the government at the end of the training?
Any future request for task order proposal will identify any consumables that are required for performance of the task order.
277 Atch 5
3.12 3.12.11 9 The number of LPMs and personnel to support this task order is subject to change--Can the government elaborate on this? Is there an estimate for how much it will change? Is the vendor to assume the number of LPMs, SME personnel, and training days will increase or decrease?
How will this be adjusted in the contract payment process?
Some URX sites can't support AMT due to a host of reasons. Most prominent is the Base/Fort Cdr denying permission. The number of LPMs, SME personnel, and training days can increase or decrease due to the training requirements of the unit being exercised or guidance from CDRMARSOC. Service not performed, service not paid for. Cost Plus Fixed Fee (CPFF) in effect. It can change from none to the maximum amount allocated in the SOW. It will be coordinated before the exercise.
