Question/Comment Government Response
380 All Task Orders
NA NA NA The Government requires the OCONUS costs associated with travel for items such as DBA and DSSR to be subsumed into the FBLRs. The Government also requires a BOE for these ODCs. DBA applies to personnel permanently stationed overseas as well as those temporarily traveling overseas. However, the Government does not provide an estimated travel schedule for CONUS travelers to OCONUS locations, in terms of destination, frequency, and quantity of travelers. As such, it is not possible to build a BOE on any basis of a requirement, nor to estimate its impact on pricing for these personnel.
Request the Government treat the situational costs associated with CONUS-staff traveling OCONUS as cost-reimbursable.
Amendment 0004 revises the pricing approach for travel.
381 Amend 01 L.4.2 L.4.2 12 In Section L.4.2, it states that, “Offerors shall submit supporting information required to evaluate FFP prices.” What specifically is the government asking for with regard to supporting documentation given that adequate price competition is sufficient to determine fair and reasonable pricing typically. Put another way, what are offerors required to provide in Volume III – Price/Cost Proposal other than a completed Attachment 14 Group B Pricing Template and a BOE for any ODCs not included in the Fully Burdened Labor Rates?
The Government is looking for a discussion of how the offeror developed their proposed price, to include any assumptions the offeror made.

SOW
4.0 4.1-4.3 1-5 Does USSOCOM expect to use this contract vehicle to support Technology or Cyber related services, and if so, under which of the SOW paragraphs would those services be covered? For example, would/should Cyber Operations type activities be a part of the Combat Modeling, Simulation and War Gaming services under para 4.1.1? Should Cyber or Technology type services and solutions be considered for other required areas?
If required and within scope, the support would be identified at the task order level.
383 Atch 1
SOW
9.0 9.0 8 This section states, "For task orders requiring travel, the Contractor shall coordinate specific travel arrangement with the individual task order COR to obtain advance, written approval for the travel to be conducted." Since the coordination of personnel and arrangement of travel may incur signficant risk and costs with short notice travel, would the government please specify the minimum amount of time allowed for attainment of the advance written approval?
It depends on the specific task order. Request for task proposals will include known travel requirements. When specific travel requirements are not known the Government tries to provide as much advance notice as possible; however, the advance notice could be as short as 24 hours.

SOW
9 Para 10.1 (p. 9) of the IDIQ SOW discusses the requirement to be ready to bid on higher security requirements? What is the anticipated timeframe during which such personnel will be required? Obviously, more notice would permit the contractor to plan a realistic support pipeline for personnel with these specialized tickets.
The mission requirements and task order period of performance will dictate the timeframe.
385 Atch 1
SOW
7.0 Table 8 Performance Objective #3 states, "Contractor maintains a stable workforce and fills vacancies timely" with an associated reference of, "SOW 5.5 and as stated at the task order level." The performance measure states, "Employees required to fill positions to meet a new requirements or to fill a vacancies at the IDIQ or TO are placed within an agreed upon timeframe." While Performance Objectives #1 and #2 specify quantifiable measures, Objective #3 does not specify a minimum performance threshold and defers to the task orders.
However, the sample task orders do not appear to specify a quantifiable minimum threshold for filling vacancies. Since the timely delivery of personnel may have critical mission impact, as a key performance objective, would it be possible for the government to specify a quantifiable performance measure at the contract level or in the sample task orders? If not, would the government please specify the contractual mechanism for establishing these agreed upon parameters?
The SDS tables provided in the sample SOW's are samples only, any future request for task order proposal will include the appropriate SDS table requirements. The "agreed upon timeframe" is established between the Government and the task order awardee to be incorporated into any resultant task order award.

Cell G27
Cell G27 has a hard entered number instead of a formula that would add all of the labor costs for base year of the MSOS ITC TO. Will the government consider turning that cell into a formula and reissuing Attachment 14?
Amendment 0004 corrects the cell formula.

2 2.2.11 6 Reference: Locations for LREC Coordinators- There are 23 locations listed for LREC Coordinators but there does not appear to be associated information in section 3.6, Training Requirements, for the SF Groups and the Commands in Europe, Africa, etc.
Question: Will the Government provide additional information on the types of training required in these locations, length of courses and class size, and the estimate of number of students annually.
Amendment 0003 provided additional information in Appendix B.
Efforts have always been made to forcast annual throughput of all training facilities however class requirements often change due to mission requirements. Language coordinators have historically exsisted at all SF Groups. As of now only SOCSOUTH has a language coordinator.

Standards of Conduct
3.2.2.14 11 Section 3.2.2.14 of the LREC SOW states that, "the contractor shall include in his proposal his Standards of Conduct (i.e., dress code, drug and alcohol policy, and policy on inappropriate behavior and inappropriate relationships).
1. Is the government looking for a summary paragraph addressing these issues, or the official company Standards of Conduct document? If the official Standards of Conduct document in desired, can it be excluded from the page count?
For the purposes of this proposal a summary of paragraph is acceptable.

3.12 3.12.3 9 "Vetrinarian services shall be coordinated by vendor throught the appropriate government agency" Can the government please explain this requirement? Is the government requiring the live tissue vendor to "advise" any attending vetrinarian at a training installation that live tissue will be performed? If so, typically those DVM's expect to witness training, which can be preblematic. If a security clearance is required, but not attainable, what then? What if the DVM refuses to allow such training to occur, which has happened in the past.
This pertains to the question asked at (3.11.1) above regarding gaining approval at various training facilities.
All notification procedures of contractor training are outlined in USSOCOM Directive 350-29cc. A contractor veterinary is required to be present at the training per USSOCOM Directive 350-29cc. All security procures are to be followed as listed in USSOCOM Directive 350-29cc.
Any future request for task order proposal for this requirement will include the applicable directives and coordination requirments necessary for the Group B Prime Contractors to submit a proposal.

3 3.11.1 8 Regarding the requirement to provide 16 LPMs to support various scenarios--how often and where will these numbers of LPMs be required?
LPMs are usually required for each URX. We do not use them for the PDEs. Location varies for numerous reasons. Normally, 4 LPMs are used per scenario with each MSOT. These scenarios occur in consecutive nights until the MSOTs are done with their training. Any spares are expended with MSOC personnel. It Ultimately depends on the mission task organization and mission scheme of maneuver per the overall 'script' of the operation.
Actual numbers required will depend on the training and will be discussed at pre-training planning sessions.

Should the LL task order have the same Travel Work Day/work week stipulation as the MA task order? The stipulation is: "9.2 Travel Work Day:
OCONUS work week, per the Government, is based on a 10 hour day, seven workdays a week. The Government assumes a work week of 70 hours is a 75% differential added to the standard 40 hour work week.”
Amendment 0004 adds the following:
8.2 Travel Work Day: OCONUS work week is either 10 hours/day
7-day work week; or 12 hour/day 6-day work week depending on mission requirements.

While we understand that both USASOC and JSOC are headquartered at Fort Bragg, and we see that JSOC has a Lead Collector/Analyst position, one Lead Collector/Analyst may not best serve the interests of both commands owing to the breadth of USASOC combined with likely different command battle
Amendment 0004 will add 4 positions to USASOC: 1-LC, 3-CA rhythms.
Question: Should one of the two USASFC Collector Analysts be designated a Lead Collector/Analyst position?

9.0 TRAVEL 9.2 16 Paragraph 9.2 states: "Travel Work Day: OCONUS work week, per the Government, is based on a 10 hour day, seven workdays a week. The Government assumes a work week of 70 hours is a 75% differential added to the standard 40 hour work week." The TO pricing template, Att 7b, requires only one fully-burdened rate per Labor Category, per Contract Year. Please define "differential" as used in Section 9.2. Is there any requirement to propose "differential" labor pricing attributed to an extended work week?
Amendment 0004 revises the pricing approach for travel.
427 Atch 7 Manpower
SOW 9.2 16 The Government advises that work week of 70 hours can be expected OCONUS. The Government does not advise which billet will travel OCONUS, for how many weeks, and at what frequency. We have also been advised that the work year is 1,880 and that this is fixed. With a FFP type contract, this ceiling implies that the extended work weeks of OCONUS travel must be treated as Compensatory Time, Uncompensated Time or included in pricing as additional estimated cost. Please advise if you will provide details of expected travel or if these hours will be treated as Compensatory Time, or the Cost treated as ODCs..

The section on Qualifications for the Senior Strategic Analyst, Joint Proponency Branch, Civil Affairs reads, "Mandatory that contractors have a strong background in U.S. Army Special Forces; specifically, planning, staffing, training, and conducting special operations-focused tasks." Was the intent to read, "Mandatory that contractors have a strong background in U.S.
Army Civil Affairs; specifically, planning, staffing, training, and conducting special operations-focused tasks."?
Having a background in U.S. Army CA is second to a STRONG background in U.S. Army Special Forces.

4 Figure 1 12 If a position requires a master's degree and a candidate meets or exceeds all other qualification requirements, would the Government accept a substitution of the education requirement in exchange for the person possessing an additional 7-8 years of Active Duty experience in SOF Operations?
No, the position requires a Master's degree in Linguistics, Language, Education, etc..
430 Atch 7 Manpower
4 Figure 1 12 Within the Figure, many positions where a degree is required, the government allows for certain experience to be substituted for the degree (i.e., Doctrine Developer Program Analyst, Strategic Analyst, etc.). No.
431 Atch 7 Manpower
2.1.2 4 .5 FTE or 940 per figure 1 page 12. Does this position have established hours or will the 940 fall over weekends or holidays?
Position is dependent on mission requirements; as such the hours should be based on needs. The hours normally do not fall over weekends or on holidays.
432 Atch 7 Manpower
The second point is related to the experience requirements for the Task Lead for Sub-factor 2.2, FMD Manpower Augmentation. Our firm would like to inquire as to whether or not there is a specific job description in circulation. If not, what are:
(a) the required minimum number of years’ experience
(b) specific educational background requirements (bachelor, master degrees)
(c) other specified hard-skills and technical training requirements
The minimum skill requirements will be based on which position the offeror is proposing fufill those TL duties (See Attachment 7 ITO Para. 1.a.)
433 Atch 7 Manpower
4.0 figure 1 12 Qualification requirements are very narrow and will significantly reduce the offeror's ability to identify qualified candidates to meet proposal requirements.

Currently reads, ” The TL is not a separate position but rather the duties are to be fulfilled by one of the full time equivalents (FTE) identified in 4.0.” Is a TL who is not performing as one of the identified FTE acceptable if they are provided at no additional cost?
Yes. The proposal must clearly state the proposed approach and any impacts.

436 Atch 9, PPI Sheet
2.c. 1 Question 2.c. on the PPI Sheet asks the offeror to "Estimate the percentage of the total Group B proposal to be performed by this company and whether this company will be performing as the prime, subcontractor, etc.?" With regard to percentage of work on Group B, any response is speculative in nature, and provides no insight into PP or confidence in future performance. The relationship of the performing company is adequately documented in Volume II - Summary, therefore, this information is redundant and irrelevant in terms of PP. Recommend question 2.c. be removed from the PPI Sheet (Atch 9).
Attachment 9 remains unchanged.
437 Batch 3 Q&A
NA Questions 99 & 100
Please provide USSOCOM Manual 350-8 so that we may assess what is required to ensure LET students meet the minimum requirements of this reference document.
According to 350-8, the requirement is an improvement in the student's language scores and an improved understanding of the target culture. For purposes of this proposal typical language score improvements desired are from 1+/1+ to 2+/2+.
Any future request for task order proposal for this requirement will include the applicable directives and coordination requirments necessary for the Group B Prime Contractors to submit a proposal.
438 Batch 4 Q&A
NA Question 90- Correction
1 Our understanding based on the USG's response to Q.176 and in accordance with Attachment 14 (Amend 0003) Group B Pricing Template Instructions, offerors are NOT required to provide a detailed cost BOE in Volume III for the USG plug numbers under the MSOS ITC TO subtasks 2 and 3. IAW offerors instructions this information will only be required at TO award. Please confirm.
Correct.
439 Batch 4 Q&A
NA Question 345 46 The USG's response to Q.345 regarding providing a BOE for the FBLR to include direct labor rate, indirect rates and any ODCs contradicts Amendment 0002 and 0003 - L4.2 which states that "the offeror shall provide basis of estimates ODCs in sufficient detail to ensure that the offeror has complete understanding of the task order" as well as the answer to Q.90-Correction, which states that offers are required to submit a BOE for ODCs as part of Vol.
III. Furthermore, as a competitvely bid award and consistent with the RFP which states that cost or pricing data is not required (5652.215-9010) we recommend that the response to Q.345 be corrected to state that the only BOE required in Volume III are for the ODCs not included in the FBLR as is consistent with the RFP instructions.
Amendment 0004 revises the pricing approach/language.
440 General Does the Government requires letters of intent/commitment for and in conjunction with the resumes of proposed candidates for Key Personnel.
No.
441 General Will role playing services be priced as FFP or T&M? The contract type for future requirements will be identified in the Request for proposal revision.

8.8 37 Para 8.8 (p.37) discusses Contractor pre-screening responsibilities: does this refer to the prime, sub(s), or both?
Both. Contractor oversees/supervises the subcontractor as the subcontractor ensure all roleplayer screening requirements are met. However, the prime contractor is ultimately responsible for providing cleared personnel.

Attachment 6,7,& 8
Each ITO requires specific task tailored requirements for insurances and unique FAR clauses that affect insurance and price factors. 1) The MA IDIQ RFP should be amended to reflect the totality of FAR clauses and insurances required however as written the ITOs have more scope than at the IDIQ. 2) The ITOs have tasks that require unique FAR clauses and supporting insurances however the detail required to establish these costs is not provided. For example, the LL ITO requires travel to OCONUS location s including hazardous duty areas but does not specific the area, volume of travel or duration. All of these factors are required to actually price the required coverages, such as DBA, OCONUS medical, DOS labor uplifts.
Recommend the government review each ITO and provide the detail required for accurate and competitive pricing.
Clauses that are specific to performance of a task order are not prohibited. The Basic IDIQ includes 52.228-3, 52.228-5 and 252.225-7995. In addition to the basic IDIQ contract clauses, the ITOs have identified clauses that apply to the performance of that specific task order.

TO
Sec. 9.2 Travel Work Days
1 The Additional Instructions to Offerors states that the Place of Performance is MacDill AFB, however, Section 9.2, Travel Work Days discusses the differential pay for OCONUS work weeks. We assume that the Government meant for this language to be included in the TO for FMD Lesson Learned (Attachment 6) which specifically has OCONUS work locations and will correct both TOs to reflect the correct language. Is this understanding correct?
FMD Manpower Augmentation requires OCONUS travel;
therefore, the lanuage is applicable to this task order.

Attachment 7 Gov't provided cost sheets
In Section 2.0 The USG has identified the requirement for a Task Lead TL however the provided pricing template for this TO has no Task Lead depicted like the other cost templates provided in Attachment 6 and 8. Please clarify which position will be the task lead and confirm we are required to provide a resume.
IAW Attachment 7 ITO Para. 1.a., offerors shall identify which position will perform the Task Lead responsibilities. The offeror has flexibility to propose who they want to be the TL.

L 2.3.3 39 Transition Plan: The evaluative criteria call for a detailed transition plan.
Detailed planning begins with an assessment of time allotted. We understand that there will be a phased transition of Task Orders from GBPS to SMWS.
We understand there will be 30 days to transition at the MA IDIQ level. Is this correct? Incumbent Contractors are the current Large Businesses on GBPS.
The current GBPS Primes will transition tasks to SWMS B awardees, while they simultaneously transition to SWMS A will the USG provide insight into the contractual obligations and expectations for the phase-in/out of incumbent contractors/personnel?
There is no transition at the MA IDIQ level; 30 days is the preferreed timeframe for task orders. The Government expects that prime awardees and incumbent contractor personnel work together to ensure a smooth transition.

I N/A 16-
Based on the task specified in the SWMS B SOW, tasks in the FMD Lessons Learned Task Order SOW, MARSOC Exercise SOW, and a historic understanding of the types of tasks associated with the KBS identified for SWMS Group B, we recommend the Government add the following clauses to section I:
1. 252.228-7001- Ground and Flight Risk - Which allows the offerors to bid the appropriate insurances for the risk the offerors assumes.
2. 52.228-3 Workers’ Compensation Insurance (Defense Base Act)- requires the number of personnel at what location for what time period to bid the costs for DBA.
3. 52.228-4 52.228-4 Workers’ Compensation and War-Hazard Insurance Overseas- requires the number of personnel at what location for what time period to bid the costs for DBA.
1. We do not believe 252.228-7001 is applicable based on the prescription applies to A/C acquisition (repair/maintenance/T&E).
The Government never "accepts the A/C. For MARSOC support, the A/C always remains contractor AC for support they obtain (IRS/SimCAS/ParaOps). Contractor must maintain A/C per FAA safety requirements, and some must be CARB certified (i.e. for ParaOps, Gov't personnel transported).
2. Batch 4
3. Batch 4
If the government does not include these clauses, please provide instruction on how offerors should address the risk, direct, and indirect costs associated with flight training and OCONUS activities affected by these clauses.

RFP Q&A
responses 1-
Question 15 The Government has stated that all ODCs must be included in the FFP cost proposal, however, to obtain the ODC costs for DBA insurance it requires a SB to provide the insurance broker very detailed information. Please provide the OCONUS travel details generated by the USG so that a SB can accurately price this FFP requirement. If the USG cannot provide this level of detail, please allow these costs to be an ODC and adjust the pricing template.
Amendment 0004 revises the pricing approach for travel.
453 RFP Is TESA/ASSA TDY is currently available under this contract? No
454 Batch_4_Q&A Questions 248 and 286
1) The response provided seems to be in conflict with the ISR aircraft requirements – specifically with unspecified “flight endurance” (SOW indicates 5 hours – easily accomplished by single or twin engine aircraft);
2) unspecified weather capability (NOT called-out in the SOW) Note: single engine aircraft have as good weather capabilities as twin engine aircraft in most / all cases;
3) unspecified “lift” capability – SOW does not call-out what lift capability is required for the ISR / CAS aircraft; and
4) The gov’t response indicates that ISR could be a “separate” platform – again - nowhere noted in the SOW – and appears to be in direct conflict with the details in Q/A # 248 (where a single platform appears to be the focus).
Question: Will the government clearly define the requirements of the ISR aircraft within the areas as noted in the references / sub-references flight endurance, weather capabilities, “lift” capabilities, and number of aircraft desired and/or required?
1) 5 hours is required minimum flight endurance 2) IFR weather capability required, ability to operate with surface winds up to 50 knots required. 3) Lift for ISR aircraft must be sufficient for one additional Signals Intelligence operator. This is in addition to contractor provided sensor operator. 4) Single platform desired.
455 Batch_4_Q&A Question #
The response indicates that a non-standard aviation provider maintain a “commercial license to carry passengers” but does not appear to have considered the requirements as noted in DoDI 4500.53, October 20, 2008 11 Change 1, 12/02/2010 ENCLOSURE 3 Question: Will the government clarify the regulatory requirements for non-standard aviation aircraft and providers within the context of the SOW / PWS and clarify the Federal and DOD certification requirements of both ISR and non-standard aviation support?
Must also be licensed to provide infil/exfil transportation of passengers IAW directives
