2.3 N/A 2.3 ST2 and ST3 have been removed from the
Excel pricing document.
However, evaluation factors referencing these STs are found in file H92222-14-R- 0021_Amendment_0004.pdf (section M2.5.1, paragraph 3, page 11).
Were ST2 and ST3 removed from the MSOS ITC Pricing Spreadsheet in error? If not, how will the evaluation that refers to those STs be conducted?
Amendment 0005 will revise M2.5.1 to remove references to Subtask 2 and Subtask 3:
MSOS ITC: Fully Burdened Labor Rates per labor category, including profit multiplied by the total number of hours per labor category plus the amount proposed ODCs to arrive at the FFP CLIN Total (for the base and all options). The Government travel plug amount plus proposed G&A; as applicable, will then be added to the FFP to arrive at the TO Price.
Amendment 0004 removed Subtask 2 and Subtask 3 from the MSOS ITC effort.
459 Q&A 427 and Atch 7 Manpower
9.0 SOW 9.1 The Government stated that the Travel
Work Day is based on 10 hours/day 7 days/week. The Government only provided for 1880 hours/FTE. If travel is required will the Government be providing an adjustment for the additional hours required for the Travel Work Days? As this is a FFP contract and the hours have been dictated by the Government we assume the Government will allow for an equitable adjustment as travel orders are issued.
Amendment 0005 will add the following language to FMD Manpower Augmentation ITO:
While OCONUS travel is possible, at this time it is not anticipated. Should OCONUS travel be required in the future, the TO Prime Contractor shall be required to submit a cost proposal to include ODCs associated with OCONUS travel.
460 Q&A 427 and Atch 7 Manpower
9.0 SOW 9.2 The Government provided a plug number
for Travel of 75k. As no additional guidance has been provided to support the travel requirement, we assume that this figure will include, but is not limited to, the following:
overseas differentials, DBA, visas, DOD uplifts, airfare, per diem, mileage, fuel, phone cards, etc.).

ITO 2.
Price /Cost
1 The Government states that Amendment 004 removes ST2 and ST3 from the SOW.
However, item 2b states, CPFF CLINs:
Subtask 2 and Subtask 3 will be awarded on a Cost Plus Fixed Fee basis. For evaluation purposes only, the Government has provided a CPFF plug number that will be used to develop the TEP. In order to be compliant with the Solicitation Instructions AND MSOS ITC ITO please strike/remove the requirement of 2b from the MSOS ITC
SOW.
Amendment 0005 deletes the CPFF CLINs paragraph.

Amendment
J 2 On Page 2 of Amendment 0004, the Summary of Changes indicates that the Attachment 5 MARSOC Exercise Support SOW was modified as Revision 4; however, the Attachment 5 file was not included with Amendment 0004 on FBO.gov. Please clarify.
Amendment 0005 updates the Section J List; there was no change to Attachment 5 as a result of Amendment 0004.
463 Attachment 14 Travel Scenario
Subfactor
2.1 Travel
Scenario
The Government provided an OCONUS travel scenario for contractor pricing. The Government commands outlined as traveling to the locations outlined in the scenario do not correspond to their true technical command structure (i.e.
SOCAFRICA to Belgium vs. SOCEUR to Belgium). For the offeror to be technically acceptable, and to propose travel accurately, the departure and destination locations should correspond with the correct commands. Will the Government review the scenario spreadsheet and verify that it is correct? If the Government cannot verify it is accurate will the Government provide a plug number to ensure level playing and accurate BOEs are provided?
Amendment 0005 will revise the OCONUS Travel Scenario, the Command locations have been revised (See Below)
464 Attachment 14 Travel Scenario

2.1 Travel
Scenario
The Government states that the CA in Camp Lejeune CA will be traveling to Stuttgart GE. There is a CA in Camp Lejeune, NC can you confirm this line is incorrect and correct to NC vs. CA?
Amendment 0005 corrects the location state to NC.

Amendment 0005 adds the number of days for this trip & the sum has been added

Travel Scenario
Page 1 For costing out the various OCONUS travel scenarios, what productive full-time equivalent (FTE) should be assumed while on travel? Should it be 1,880 hours? The question is being asked because DBA is a function of payroll.
Yes.

2.3 MSOS
ITC
Cell A1 In cell A1 the government states "The Government provided Subtask 2 and Subtask 3 CPFF plug number and the Government provided travel plug number will be added to the FFP to arrive at the Total Task Order price." However, in the latest amendment the government has removed the plug numbers for Subtasks 2 &
3. Should that sentence instead read as, "The Government provided travel plug number will be added to the FFP to arrive at the Total Task Order price?"
Amendment 0005 removes reference to Subtask 2 and 3.

Manpower Augmenta tion
In accordance with the USG's answers to Questions 426 and 427 Amendment 4 was supposed to modify the pricing approach to include a OCONUS travel scenario for this TO. We assume that it was an oversight and the USG intended to include a travel scenario for FMS Manpower Augmentation similar to the OCONUS Pricing Scenario provided for the LL TO. This information is
No, an OCONUS Pricing Scenario will not be added to Manpower Augmentation.
While OCONUS travel is possible, at this time it is not anticipated. Should OCONUS travel be required in the future, the TO Prime Contractor shall be required to submit a cost proposal to include ODCs associated with OCONUS travel.
