# Question/Comment Government Response 37 Amendment 0001 L L1.3 Page
It appears that Section L.1.3 is missing or that the numbering from L1-3 through L1.8 is not sequential
Amendment 0002 corrects the numbering for L-1.
38 Amendment 0001 L Table L-1

Does the 2-page limit include filling the contract information in #'s 1-4 of Attachment 9, or is the contract information supplied in these answers excluded from page count?
The page limit includes the contract information;
Attachment 9 when submitted cannot exceed 2 pages. Ref Q&A #34
39 Amendment 0001 L L.1.7 Page 9 of
Will the Government require that the small business (prime) perform a minimum of 50% at the IDIQ level or 50% at the task order level? We understand that 50% is required by 52.219-14 at the contract level. Please clarify.

RFP -

KBS areas are referenced in the RFP Section L instructions. There are no identified KBS areas listed in the Group B SOW - Attachment 1. We understand section L instructions require the Offeror to demonstrate the ability to meet all requirements outlined in section
4.0 of the group B SOW. Is this understanding correct?
Knowledge Based Services refers to all of the support to be provided (Education and Training Services, Management Support Services, and Administrative & Other Services).
Amendment 0002 removes this terminology from L2.2.1.2.
41 Atch 1 SOW M M.2 43 Both Attachment 4 (LREC) and Attachment 5 (MARSOC G-7) are labelled as Subfactor 1.2.
However, Table M.1 in Paragraph M.2 (Page 43) does not break out Subfactor 1 which s labelled "Program Management." Please clarify.
Amendment 0002 updates Table M.1 & M2.2.2 to clarify that Sub-factor 1.2 is for LREC and MARSOC G7
42 Atch 1 SOW Security Rqmts
10.1 9 This paragraph discusses requirement to be ready to bid on higher security requirements. What is the anticipated timeframe during which such personnel will be required?
The timeframe depends on the task order. The Request for Task Order Proposals will identify the anticipated start date for that TO.
43 Atch 4 LREC 1 1.b 2 This Task Order contains the SCA clause, but does not include a Wage Determination. Could the Government please provide the current Wage Determination?
Amendment 0001 added a list of WD that are applicable to the current effort. These are provided for informational purposes only.
44 Atch 4 LREC 3.7.8 Instruc tors, Gener al Requir ement s
21 The Q&A released on 11/07/2014 indicated that resumes would no longer be required for the LREC response. However, the SOW has been modified to read “The contractor shall submit a copy of the résumés of all personnel. The résumés shall be in the structured format enclosed in Exhibit X. (resume format).” Is it the Government’s intent to receive resumes for all positions identified in this SOW, or alternatively was this intended for approval of candidates post-award? Additionally, could the Government please included the referenced Exhibit X if we are to submit resumes?
Paragraph 3.7.8 was inadvertently left in the SOW (note:
this paragraph was included as part of the original version and was not added via Amendment 0001). Resumes are not required for the sample SOWs. However, future Requests for Task Order Proposals for these requirements will identify which positions require a resume as part of the proposal submission. Amendment 0002 will remove 3.7.8.
45 Atch 5 MARSOC 1 1.b 2 This Task Order contains the SCA clause, but does not include a Wage Determination. Could the Government please provide the current Wage Determination?
Amendment 0002 will include sample WDs. These are provided for informational purposes only.
46 Atch 5 MARSOC 5.2, Table
28 In Paragraph 5.2 table 3, the labor category Live Patient Models indicates the USSOCOM Surgeons Office will provide a listing of approved vendors. Will the government provide prior to proposal submission deadline?
Amendment 0002 will add the currently approved vendors for informational purposes. As stated in the Attachment 5 ITO, offerors must address the use of approved vendors in their proposal.
47 Atch 6 LL 2.b Re: Travel and deployed personnel. Are the passport and visa expenses considered cost reimbursable?
The FFP should include ODC and/or Materials in their fully burdened labor rate.
48 Atch 6 LL & Atch 7 Manpower
2.b Re: Travel and deployed personnel. Do SOFA regulations apply as Cost Reimbursable expenses?
All costs associated with DBA/SOFA should be accounted for in accordance with the contractor's disclosed accounting practices and included as part of the FFP labor rate for the positions requiring the additional insurance."
49 Atch 6a DD254 The DD254 lists SAP Access Ref (10f) See SAP Addendum, but there is no Addendum. Can the Government please provide the SAP Addendum?
Amendment 0002 will provide the SAP Addendum to the
DD254.
50 Atch 7 Manpower 2.6.1 2.6.1.5 11 Are there existing management decision support systems in place today or will these 3 resources be designing a new system for metrics, templates and organization change recommendations?
There are some support systems in place; however, the purpose for these contractors is to design any addition support systems as the old become obsolete, and new requirements from government decision makers come into play.
51 Atch 7 Manpower 2.6.1 2.6.1.1
11 Section 2.6.1.12 states the HUMAN
RESOURCE/PERSONNEL MANAGEMENT
COORDINATOR positions will "assist in the creation of a "one-stop" career support system for SOF personnel" -is there specific technology identified for this support system?
The systems used are such personnel-specific support systems as defense ready to name one system in particular. The contractors have HR-specific strategic planner / operator backgrounds that give them one-upmanship on systems that can be implemented.
52 Atch 7a DD254 The DD254 has SAP access, but there is no SAP addendum not is it indicated in the SOW. Is SAP access required for this task order?
Amendment 0002 will provide the SAP Addendum to the
DD254.
53 Atch 8 ITC Instruction s
2. b. 2 Instruction 2. b. states: "Please include the cost of this insurance within the cost proposal." There are 3 subtasks for the MSOS task. Does the insurance requirement apply only to subtask 1 (which specifically includes LCATs for EMTs and CMAs), or does the insurance requirement apply to all 3 subtasks?
The Indemnification and Medical Liability Insurance applies to the EMTs and CMAs (Subtask 1).
54 Atch 8 ITC Instruction s
2.c 2 How does the government intend to award Subtask 2 and 3 given that offerors are only applying their indirect rates and fee to the government provided labor cost.
This will not allow offerors to guarantee their approach can be achieved within the estimated labor cost
Subtask 2 and 3 will be awarded at the cost developed by applying the offeror's proposed indirect rates and proposed fix fee amount.
55 Atch 8 ITC Price /Cost Factor 4
2.b 2 The RFP states:" Indemnification and Medical Liability Insurance: In accordance with FAR 52.237-7, the standard coverage amounts per occurrence for the support provided by the EMT‟s and the Certified Medical Assistants is $1,000,000 per occurrence and $3,000,000 aggregate. Any costs associated with coverage above and beyond the standard coverage rates are unallowable. Please include the cost of this insurance within the cost proposal." We recommend these costs be presented as an ODC for efficiency and cost effectiveness. Therefore, we recommend the government modify the pricing template provided for this task to include a location to capture this cost.
All costs associated with insurance should be accounted for in accordance with the contractor's disclosed accounting practices. If the costs are treated as a direct costs they should be included as part of the FFP labor rate for the positions requiring the additional insurance.
56 Atch 8b Can the contractor modify the Excel templates to accommodate their Cost Accounting system by adding a row for the fringe pool costs?
Yes, the pricing template may be modified to account for the contractor's indirect rate structure.
57 Atch 9 PPI PPI Table
Page
The PPI requires disclosure of contract value “excluding unexercised options”. Would the government change the requirement to “Total Contract Value” and remove the “excluding unexercised options” in order to get a more accurate picture of the scale of the referenced contract?
Amendment 0002 will add Total Contract Value to Attachment 9
58 General Due to the two holidays in the path of the submission date (Veteran's day and Thanksgiving (the heaviest traveled holiday of the year)) would the government consider an extension of one week to permit Responders time to properly prepare a response?
The government does not intend to extend the due date for proposals at this time. Any extension to the proposal due date would be reflected in an amendment.
59 General When does the Government anticipate releasing an amendment to this solicitation?
The amendment will be posted to FBO once final reviews are accomplished.

L 3.3 41 Can the PPIs and PPQs presented to the Government be different or must they be the same 5 for each?
Amendment 0002 revises L3.4 to clarify that the PPQs should be submitted for the contracts identified on the information sheets.
61 H92222-14-R-
L 4.2 41 Is DBA an ODC that will be reimbursed at cost or do we need to include the cost of DBA in the FFP?
All ODCs should be included in the FFP.
62 H92222-14-R-
M M-2 43 Key Personnel resumes were not discussed in Section M. How will key personnel resumes be rated? What weight will the Key Personnel resumes carry in the overall rating of Factor1, Sub-factors 1.1 and 1.2? What weight will the Key Personnel resumes identified for Factor 2 carry in the overall rating of each Task Order Sub-factor (i.e., 2.1, 2.2, 2.3)?
Key personnel resumes; whether part of the Factor 1 or Factor 2 evaluation, are not weighted.

L L5-3, b.
42 RFP states " b. A conformed contract copy from this RFP, to include a Solicitation, Offer, and Award, Standard Form 33 signed at block 17 by an official authorized to contractually bind the offeror." Is the entire RFP document (Final_Group_B_RFP) to be returned to the government with required fill-ins provided?
Yes; however, offerors are not required complete Schedule B.
64 H92222-14-R-
L L3.2 40 For the Past Performance Summary (3 pages), the RFP states "Provide a summary describing the role of the offeror and each subcontractor, teaming partner, and/or joint venture partner." Is the Offeror to address each subcontractor, partner, etc. of their team or only the subcontractors, team partners, etc. for which we have submitted a PPI for?
The summary should address all subcontractors, partners, etc. the offeror is proposing as part of their approach.
65 H92222-14-R-
L 5.2 42 Section L6.2 Facility Security Clearance for SWMS Group C states, “the Offeror must possess, or acquire prior to award of the contract, a Top Secret Facility Clearance (FCL). The SWMS Group C further acknowledges USSOCOM cannot sponsor a FCL without a contract in place. Since the solicitation itself does not require any access to classified material; an offeror that does not currently possess a Top Secret FCL can submit as part of their proposal, evidence that the process has been initiated with DSS under another contract award to include status on the accreditation process. If the apparent successful offeror does not have a TS FCL prior to award and is unable to provide cleared personnel to begin performance at the start of the first task order (SORDAC Support), the offeror will be ineligible for award. However, Section L5.2 Facility Security Clearance for SWMS Group B states, “the Offeror must possess at time of proposal submission, a Top Secret Facility Clearance. Since both SWMS Group C and B are both set-aside for small business, will the Government modify L5.2 of the SWMS Group B solicitation as reflected in SWMS Group C? If not, would the Government provide insight into the difference?
Amendment 0002 revises L5.2:
The offeror must possess, or acquire prior to award of the contract, a Top Secret Facility Clearance (TS FCL) as accredited by the Defense Security Service (DSS) in accordance with the contract level Contract Security classification Specification (DD Form 254). If an offeror does not currently possess a TS facility clearance, they will be ineligible to receive any task order award until a TS FCL is obtained. Storage of information it is not anticipated to be required at the contract level; however, the contractor shall meet all requirements of the Task Order level DD Form 254 requirements.
USSOCOM cannot sponsor a FCL without a contract in place. Since the solicitation itself does not require any access to classified material; an offeror that does not currently possess a Top Secret FCL can submit as part of their proposal, evidence that the process has been initiated with DSS under another contract award to include status on the accreditation process.

General Info
L.2.2.2 40 RFP subfactor 1.2 states that we submit a Basis of Estimate for the MARSOC G7 Exercise & LREC Task Order. There is not enough information to provide a BOE. Please explain what is required?
Offerors shall provide a BOE that identifies all of the personnel/resources their company would require to execute the tasks identified in the sample SOWs.
68 H92222-14-R-
L L.2.3 39 Should the task order proposals be a separate file (i.e.
with separate cover page, table of contents, etc.) or embedded within the technical proposal document? Are page count exclusions the same for the task orders as the IDIQ volumes?
The task order proposals are part of Volume I. It is expected that Volume I will be one file; however, if due to size it needs to be submitted in separate files, that is acceptable. The page limits are identified in Table L.1.
69 H92222-14-R-
L 3.3 41 Past Performance Information Sheets (Section J Attachment 9) States. The offeror shall submit a maximum of 5 past performance information (PPI) sheets with an 'emphasis' on the prime offeror.
Would the government define 'emphasis'? Is the offeror required a specific number of PPI's from the Prime of the maximum of 5?
Offerors should submit the contracts they believe are most relevant to this contract. The emphasis is on the Prime as they would be the ones responsible for the performance under the contract; however, there is not a specific number required for the Prime.
70 H92222-14-R-
L 3.4 41 Past Performance Questionnaires (Section J Attachment 10). The offeror shall submit a maximum of 5 Past Performance Questionnaires (PPQ) with an emphasis on the prime offeror for performance that is relevant to demonstrate the ability to perform all of the work identified in the Group B SOW.
Would the government define 'emphasis'? Is the offeror required a specific number of PPQs from the Prime of the maximum of 5?
Offerors should submit the contracts they believe are most relevant to this contract. The emphasis is on the Prime as they would be the ones responsible for the performance under the contract; however, there is not a specific number required for the Prime.
71 H92222-14-R-
L 5.2 43 The offeror must possess at time of proposal submission, a Top Secret Facility Clearance as accredited by the Defense Security Service (DSS) in accordance with the contract level Contract Security classification Specification (DD Form 254). Storage of information is not anticipated to be required at the contract level; however, the contractor shall meet all requirements of the Task Order level DD Form 254 requirements.
If a Joint Venture (JV) is bidding then it appears clear that the JV as the ‘offeror’ must hold the TS facility clearance. Is this correct?
Yes, if a Joint Venture (JV) is bidding the TSFCL must be held by the JV.
72 H92222-14-R-
L.1 L.1.2.3 37 Within the Table L.1 the L3.1 list a page limit of 3 for the Past Performance Summary. We respectfully request the page count be increased to 12 pages to clearly define the teammates, relevancy, and link the past performance to the factors and subfactors.
The Past Performance Summary should be clear and concise; the page count remains unchanged.
73 H92222-14-R-
L 2.3.2 Perso nnel
39 The instruction says, "NOTE: Resumes provided outside those requested will not be evaluated." Beyond the Key Personnel positions identified, how does this apply to positions describe in each of the Task Orders, where in some cases up to 40 positions are identified?
Resumes are only required for those Key Personnel such as the IDIQ PM or other key personnel identified at the task order level.
74 H92222-14-R-
L L.5.4 42 When does the government want "…an advanced copy of the offeror's SF 1408 with supporting documentation…" submitted to DCAA and the Contracting Officer?
As soon as possible but prior to the solicitation close date and time.
75 H92222-14-R-
Section B 2-4 Can the government confirm that Offerors are not to complete and submit Section B?
Correct.
76 H92222-14-R-
L and J L3.4 and Sectio n J Attach ment and page s 1-4 in Secti on J Attac hmen t 10
If a company is a Group A PRIME and also a subcontractor to multiple PRIMEs submitting offers under Group B, several of these offers may include the same Past Performance citation from this company as part of the offer. This could result in multiple requests for Past Performance Questionnaires from the same contract. Please confirm that the Government will accept a single Questionnaire for the same contract performance being cited against multiple offers.
Any Group B PRIME intending to utilize Past Performance from another company as part of their offer must submit a PPQ for that Past Performance. The Government will accept the same contract performance being cited against multiple offers, so long as a separate PPQ is submitted with each offer.
77 H92222-14-R-
L 3.6 41 We understand that Consent / Client Authorization Letters are required only for those subcontractors / teaming partners / JV partners who are presented as part of Offeror's Past Performance Information Sheets.
Please confirm.
Correct.

L L1.2.2 Page 37 of
Would the Government consider allowing a larger font, Arial 12 pt., for example, to be used for titles and major headings?
Paragraph only requires text to be "no smaller than" Microsoft Word 9 point, Times New Roman.

I- Contract clauses
17 The RFP does not include FAR 52.228.3 Workers' Compensation Insurance (Defense Base Act) for those task orders requiring OCONUS effort. The sample TO for FMD Lessons Learned includes performance OCONUS and Hazardous Duty Areas. We recommend the FAR clause be adopted in the base contract and that the cost template for FMD Lessons Learned be modified to include DBA cost for known affected personnel and that the government confirm DBA costs will be captured in the travel CLIN for personnel rotating into hazardous areas for TDY, exercises, etc.
Amendment 0002 will incorporate FAR 52.228-3 Workers’ Compensation Insurance (Defense Base Act). Please note that the SOW for FMD Lessons Learned is not a sample.
This is an actual task order to be awarded under SWMS.
80 H92222-14-R-
L1.2 L1.2.3 37 Since the intent of the IDIQ technical portion has changed from "BOE" to "Understanding the Requirement," will the structure and page count of Volume I change to reflect any page allocation for the IDIQ technical volume, beyond the two task orders?
Specifically, will there be any pages allocated to a summary of the IDIQ, or will the structure remain unchanged, allowing only 15 pages for each task order?
The page count as identified in Table L.1 remains unchanged.
81 H92222-14-R-
B 3 Under what circumstances will the Government implement the use of incentive fee task orders, and can contractors propose the use of incentive fee task orders as part of individual task order proposals?
Any Request for Task Order Proposal will include the contract type that is appropriate for the effort; which could include incentive fee. Offerors must propose using the contract type provided in this RFP.
82 H92222-14-R-
I NA NA For efforts in hostile areas, will the Government add OCONUS specific FAR and DFAR clauses (i.e. FAR 52.228-3, DFAR 252.225-7040, etc.) to the individual Task Order when applicable?
Amendment 0002 will add 52.228-3. The RFP includes 252.225-7995 (Deviation) in lieu of 252.225-7040.
83 H92222-14-R-
L 4.2 41 For FFP Contracts, it states that "any subcontracting costs must be broken out as well." Confirm that this requirement is met by showing the total cost to the prime of subcontractor labor and that it does not require a breakout of subcontractor direct and indirect costs.
Correct.
84 H92222-14-R-
L L.5.2 41 Paragraph states that 'the offeror must possess at time of proposal submission, a Top Secret Facility Clearance'. However, Attachment 1 - SOCOM SWMS Group B IDIQ Level SOW, Paragraph 10.1, Page 9, states that 'in order to be eligible to provide support to classified programs, prime contractors must possess a Top Secret facility clearance at time of contract award'.
In that a qualified, yet newly formed, business entity (as described in Section L.3.5.3, of the Final Group B RFP) may currently be in the process of obtaining their Facility Clearance at time of submission, we respectfully request consideration of requiring offerors to possess a TS Facility Clearance as a condition for contract award.

Section L2.3.5 states that the Government intends to award the Task Orders identified in Sub-factors 2.1-2.3 (FMD LL, FMD MA, and MSOS ITC). Further, L4.2 states that each of these TOs are FFP, as does M2.3.
However, the additional instructions for the MSOS ITC TO provided in Attachment 8 Instructions section 2.0 suggest that the TO is actually a hybrid FFP/CPFF task.
Please clarify the actual task type for contract execution purposes. Further, please explain how the technical approach for the CPFF sub-tasks will be evaluated.
The discrepancy regarding the contract types was corrected w/Amendment 0001. The technical evaluation will be in accordance with M2.3

SDS Is it acceptable to modify the SDS tables to exceed the minimum standards?
Yes, the proposal must identify any changes to the SDS table. Any metrics that exceed the minimum standards would be incorporated into any resultant task order award (should that proposal represent the best value to the Government).
