Questions and Answers Issued on 10 Oct 2012:

1. Question: The SF33 states the solicitation is 84 pages, however the total page count if 80 pages. The numbering the Table of Contents is inconsistent with the RFP sections starting at Section C. Are there missing pages or is the SF33 mis-numbered?

Government Answer Question 1: Document was formatted after generation in our PD2 system in order to fix font, spacing, and other administrative issues. Therefore, 80 pages are correct, only SF 33 page 1 is incorrect. No pages are missing. As of Amendment 0002, there are 82 pages, the Table of Contents is accurate as well as pages 2-82, however, page 1 states 1 of 83 pages.

2. Question: Schedule C, 1.0 BACKGROUND (page 12) The POTFF mission and how it will be accomplished, program’s end state and intent are all clearly stated in the third subparagraph of

1.0. The same subparagraph goes on to state “It is the Government’s responsibility to ensure these programs are successfully implemented with the use of Contractor personnel.” It is important to know which programs are being implemented by location and Component in order to hire the "right person" and to set the conditions for success. Without knowing the program to be implemented by Component and location adds risk and potential retention challenges.

a. What specific Human Performance and or Resiliency programs will the contractor be required to (help the Government) implement?

b. What RHHP training programs will be implemented by Component and location?

c. Will different RHHP programs be implemented at each location by Component?

d. What program or programs will be implemented in locations with more than one

Component in the same geographic location (e.g., Fort Bragg, etc.)?

Government Answer Question 2: The PWS requires personal services in support of our Government programs as briefed at Industry Day (slides provided again). The Command has one Human Performance and Resiliency Program. Although the implementation of the Command’s program will vary somewhat by Component (i.e. PERRES, THOR3, etc slide 39) the overarching mission of the POTFF and the HPP program remains constant. Additionally, programs are by component/unit regardless of the fact that they all may be located in the same geographic location such as Ft Bragg. The personnel requirements are outlined within PWS Attachments 1 and 2.

3. Question: Section 2.2, Orientation and Training (page 13) Paragraph 1 states that “Personnel will be provided with a government paid orientation...completed within the time approximately 21 days.” Does the Contractor need to track completion of the Government-paid orientation for new hires?”

Government Answer Question 3: No

4. Question: Section C, 3.0 SDS Table, Quality of Service row

(page 14)The following bullet cites effective performance:

• Does the contractor effectively recruit qualified personnel within the proposed labor category ceiling rates?

Which of the following metrics listed in the Metric column will be used to measure this?

• Maintains approved identified systems.

• Contractor consistently provided accurate pre and post award cost proposals with limited corrections necessary.

• Contractor consistently submitted invoices per contract Section G with minor corrections required. Funding allocated for cost reimbursable travel was managed effectively (i.e. no travel occurred without approval, proper funding on task order, and expiring funds were compared to known travel requirements to ensure all funding would be properly utilized prior to the end of the period of performance.

• Government Answer Question 4: Added metric to this column “No more than 10% degradation of baseline capability (as defined by labor category fills) Acceptable Quality Level (AQL) will be stated in each task order for fill rates”

5. Question/Clarification: Section C, 3.0 SDS Table, Cost Control row (page 15) Bullets #2 and #4 cite timely performance:

• Was the Contractors’ solution to problems timely and effective?

• The contractor shall ensure that timely replacement of personnel is ensured to reduce any interruption of the requesting activities mission.

(Note: “activities” should be “activity’s”)

a. How is “timely” quantified for these objectives?

b. Is the quantity defined in the metric “No more than 10% degradation of baseline capability”?

Government Answer Question 5:

a. This is a reasonable assessment by the task order COR dependent on the nature of the problem

b. Yes

6. Question: Section C, 3.0 SDS Table, Management of Personnel row (page 16) In the “Management of Personnel” row, the following bullets cite the objectives for recruitment, training, etc.:

• How well did the Contractor recruit, retain, manage, and ensure continuous training of employees, and replace, when necessary, task order personnel throughout the task order period of performance as required?

For example:

• The contractor shall ensure that all personnel have met all pre-employment requirements and are prepared to begin performance at the location, time, and date stated in the task order.

• Did the contractor proactively monitor personnel fill rates and vacancies and ensure timely replacement of personnel to reduce any interruption of the requesting activities mission?

Will these objectives be measured by the metric that states “Candidates are identified and presented for government review and screening within two weeks of an identified vacancy. If market availability prohibits this, a detailed resourcing strategy will be provided within the two week time period”?

Government Answer Question 6: Yes and “The Contractor has 100% compliance on all TOs for credentialing and licensure procedures”

7. Question: PWS Attachment 1, Section 1.10, Physical Therapist (PT), 1.10.1 Responsibilities (page 26) The final bullet under 1.10.1 Responsibilities states “If directed will assist in documenting care in the Military’s Electronic Health Record, AHLTA.”

Will the Physical Therapist require training on the use of AHLTA as well as the Defense Health Information Management System of which AHLTA is deployed under?

If yes and training is required, will the training costs be borne by the Government?

Government Answer Question 7: Yes and Yes.

8. Question: Section H.22, Pre-Proposal Exchanges (page 49)This paragraph H.22 states, “ task orders are scheduled to be executed by the Component requiring support rather than by labor category, geographical locations, or any other factors.”

Will the Government consider providing additional detail regarding the structure of how many task orders will be released per component / how these task orders will be managed by the components? Will there be 1 task order per component (5 task orders), or multiple task orders per component and location overseen by a single COR? If there are multiple components at the same location (Fort Bragg/Pope AFB), will there be separate task orders or a single task order?

Government Answer Question 8: Please read the entire Section H.22 which describes this process and how Alpha Contracting will occur with the prime contractor for task order development. Additionally, the QASP also addresses the COR concern. Currently, it is planned that there will be a minimum of 1 COR at each Component HQ with Technical representatives at each location.

9. Question: Section L.2.0, Volume 2 (page 74) The RFP removed the requirement and page count allocation for the Executive Summary seen in the DRFP. We believe this is a highly relevant section allowing offerors to provide the Government an overview of their approach.

Will the Government consider allocating 2-5 pages, separate from the 30 pages for the volume so that offerors may present an Executive Summary to introduce Volume 2?

Government Answer Question 9: No

10. Question: Section L.2.1.1, Volume 2, page 74 (DRFP page 80) The RFP Background (1.0) states, “The program’s end state is to prepare, preserve, sustain, and ultimately multiply SOCOM’s combat power by application of integrated inter-disciplinary personal services teams.

These teams shall consist of Government Program management personnel and Contractor support and will be responsible for the coordinated application of Government/Contractor resources dedicated to the five lines of effort to each location to achieve POTFF objectives.”

Schedule B states the maximum value of the RHPP Support Contract is $475M total over (during) the entire period of performance.” Given the scope, complexity, and total dollar value of this enterprise contract support it would seem to be in the best interests of the Government to know the contractor Key Management proposed to coordinate with the Government in order to minimum risk.

With the scope and breadth of this enterprise contract support as important and large as it is (e.g., $475 million ceiling, worldwide application, over 400 positions, 14 labor categories, etc.), why was the Key Personnel Subfactor deleted from the RFP?

Government Answer Question 10: Key personnel was always only a part of Subfactor 1 under Factor 1. This is still the case only the level of information regarding the key personnel was reduced. See Subfactor 1.

11. Question: Section L.2.1.3, Subfactor 3: Transition Plan (page 75) and Section C, 3.3.1.2, Phase-In Period (page 18)Paragraph L.2.1.3 states, “The offeror shall address the transition of services currently in place as well as the additional requirements under this Solicitation IAW PWS Attachment 2.”

To address the transition of services for the additional requirements cited in PWS Attachment 2, is the Government requesting that the contractor explain how each expiring contract will be transitioned to the HPP Enterprise contract?

Government Answer Question 11: No, the color code on Attachment 2 clearly outlines the positions currently under contract and those that are new requirements. You are required to address both in your plan; you do not have to address specific contracts by number, just the plan to transition several existing contracts as well as new requirements as outlined within Attachment 2 (both tabs).

12. Question: Past Performance Volume 3, Section L.1.11 (page 73) and Section L.3.1 and L.3.1.1 (page 75) The Government requires a Past Performance Information Sheet for all subcontractors. Providing Past Performance on “All subcontractors” vs. just “major subs” will result in a significantly higher page count total. Despite this change, the page count allocation for this volume remains at 40 pages.

Will the Government consider either increasing the page count of the volume, or allowing the total page count for subcontractor Past Performance Information Sheets to be unlimited (but no more than 5 pages per citation)? This would allow offerors to adequately describe their prime contracts (25 pages) and also provide the Government with a Summary Page introduction explaining teaming relationships.

Government Answer Question 12: No. Section L doesn’t require the submission of past performance for ALL subcontractors. It clearly states in part “Offerors shall submit information on contracts that you consider relevant in demonstrating your ability to perform the proposed overall effort…” Therefore, you can choose which subcontractors you will submit past performance information sheets on to remain within the number and page limitations set in the

RFP.

13. Question: Section M.1.4, Factor 1, Program Management (page 78) This paragraph states, “The Government will favorably consider proposed innovations and efficiencies that will enhance contract performance and are a benefit to the Government.”

Will proposed innovations and efficiencies that are viewed favorably by the Government be evaluated at the factor rating level or the subfactor rating level?

Government Answer Question 13: Evaluation is accomplished at the subfactor level with a roll up of subfactor ratings into an overall rating for this factor as outlined in the RFP.

14. Question: Section M.1.1 (page 77) The RFP states, “… (Factor 1) is more important than Price (Factor 3), which is more important than Past and Present Performance (Factor 2)…” The implication is that Factor 1 is more important than Factor 3 and that Factor 3 is more important than Factor 2.

For evaluation criteria, is Factor 3 more important than Factor 2?

Government Answer Question 14: Yes, Factor 3 is more important that Factor 2. Factors 1 and 2, when combined, are significantly more important than Factor 3. The RFP is correct as written.

15. Question: Attachment 1, QASP, Paragraph 1.1, Table. The Process Flow for the Performance Assessments Table, 4th row, states that the COR is required to complete a Semi- Annual Assessment Survey and submit to the PCOR. There is no action in the table that provides a copy of the survey to the Contractor. This report would provide the Contractor valuable feedback on areas we can improve in and correct prior to the next Semi-Annual Assessment Survey.

Would the Government adding a step to the Process Flow that allows the Contractor to receive a copy of the Semi-Annual Assessment Survey?

Government Answer Question 15: No issue with providing a copy, QASP is amended with Amendment 0002.

16. Question: PWS Attachment 2. The Resiliency Task Order (bridge contract) on the GBPS contract does not allocate any sports psychologist positions to any of the four Primes.

Additionally, PWS Attachment 2 does not reference any current contract. Are these new or incumbent positions?

Government Answer Question 16: Attachment 2 has a color chart. If the position isn’t coded blue then it is a new position requirement.

17. Question: Attachment 3, Price Matrix

a. There are protected, read-only cells in the Price Matrix. Why are the cells protected? Is this intentional? For example, we are unable to enter the profit rate requested in cell E204.

b. Although gray shaded cells are not supposed to be changed, by locking the header rows, we do not have the sort capability intended by the filters. Will the Government consider remove the lock from the header rows?

Government Answer Question 17:

a. Yes this is intentional, please read the instructions tab. The profit rate cell has been unlocked and a revised Attachment 3 provided as of Amendment 0002.

b. No. We must ensure all proposals have the correct information in the order requested.

18. Question Attachment 3, Price Matrix and Section M.1.6 (page 80):

a. Given the Government’s desire to ensure that price is fair and reasonable – will the command first evaluate individual labor category prices to ensure that each labor category presents a fair and reasonable price prior to evaluating an offeror’s overall total price? Not considering the price of each labor category presents risks to performance and the opportunity for an offeror to ‘game’ price by offering unrealistic pricing for some labor categories in an attempt to reduce their overall price.

b. Is there any prohibition to using blended rates in proposing to each labor category since this is not a T&M vehicle?

Government Answer Question 18:

a. We will evaluate in accordance with M.1.6. and as outlined in this section “Offeror’s proposed hourly rates are considered ceiling rates for each labor category and will be incorporated into the resultant contract.”

b. Section L.4.1 of the RFP states in part "Pricing for each labor category shall be fully burdened labor rates (inclusive of all direct (i.e., direct labor, material, travel, and other direct costs) and associated indirect costs plus fee rounded to the nearest cent)." Therefore, only one rate may be proposed per category in the price matrix as instructed.

Question 19. Reference PWS_Attachment_2_12R0072_26_Sept_12_FINAL, several labor categories within Attachment 2 require in-person interviews. Request the Government confirm that the cost of travel, lodging and per diem for those indicated labor categories be permitted as an ODC, since many of these costs occur before a LH can be billed, and therefore should not be loaded into a rate.

Government Answer Question 19: As outlined within RFP Sections L.4.1 and H.23 the costs associated with in-person interviews shall be included within the proposed hourly rates.

Question 20. Reference the PWS, Attachment 1, “Personnel and Qualification Listing.” The PWS Attachment is missing paragraphs 1.1 (page 19) and 1.11 (page 27). Request the Government confirm that the personnel categories as contained in the Attachment are complete.

Government Answer Question 20: Amendment 0002 fixes numbering errors in PWS Attachment 1.

Question 21. Reference paragraph L.4.1 Price. Factor 3, on page 76; the Government instructions for the submission of the price matrix excludes the requirement for any written documentation of the Price. However, every price reflects a multitude of assumptions and considerations that may be unique to each Offeror and the absence of a written price volume that requires each Offeror to document assumptions removes the ability of the Government to consider those assumptions in making its determination of Cost Reasonableness. Would the Government consider revising the instructions to provide for a page-limited document containing all relevant assumptions and other considerations supporting the price matrix?

Government Answer Question 21: There is nothing in the RFP Section L prohibiting the submission of additional pricing information as long as it is contained within Volume 4 IAW

L.4.1. However, offerors are cautioned that they must ensure all “assumptions” are in compliance with the RFP requirements and do not cause a conflict.

Question 22. Reference L.3.1.3.1, definition of relevancy. Most medical staffing firms, which are small businesses supporting DOD efforts, have not been required to provide staff with security clearances as they are rarely needed at MTFs. Most of these SBs do not have past performance which contains personnel security classification requirements. Request the government remove this part of the relevancy requirement, “contained personnel security requirements,” for small businesses only.

Government Answer Question 22: See Amendment 1 which changes the definition of relevancy. This is not applicable to proposed subcontractors.

Question 23. Reference H.16,” Limitations of Payment for Personal Services.” Request confirmation that the statement “the maximum amount the Government is allowed to pay for these personnel services is $400,000 per year,” refers to the individual’s salary and not the fully burdened rate of the individual performing the services as required in Attachment 3, Price.

Government Answer Question 23: The clause and DoDI 6025.5 state in part “paid to an individual direct healthcare provider” or “paid to an individual”; therefore, it does refer to the individual’s salary and not the fully burdened rate. CAP applies to those labor categories that meet the definition of Health Care Providers in DoDI 6025.5 “Health Services Personnel who participate in clinical patient care” These personnel are 10 U.S.C. §1091 covered personnel that also require credentialing as outlined in Section H.10.

Question 24. Reference H.15. Regarding the requirements specified in this section, will the Government provide initial and refresher training on these topics, specifically HIPAA Privacy and Security requirements?

Government Answer Question 24: All mandatory training that is contract/unit directed/required training (above basic requirements for credentialing or licensures), will be provided by the Government and hours can be charged to the task orders. Normally, HIPAA training is typically done by the local MTFs as part of its orientation and annually thereafter.

Question 25. Reference L.3.1.1, Past and Present Performance Information Sheets. As stated, the Offeror is permitted to submit “a maximum of two and a minimum of one Past Performance Information Sheet for each Sub-Contractor / Teaming Partner.” Request the Government amend the RFP guidance to allow more than two Past Performance Information Sheets per Sub- Contractor, remaining constrained by the page limits specified in L.1.11 – revise the requirement to read “a minimum of one Past Performance Information Sheet for each Sub-Contractor / Teaming Partner.”

Government Answer Question 25: No. The Government does not desire more than 2 efforts for any one proposed subcontractor proposed.

Question 26. Reference Attachment 1, Section 1.0, Personnel and Minimum Skill Requirements. Does the Government anticipate issuing classified Task Orders under the POTFF

IDIQ?

Government Answer Question 26: Yes. It is possible that in the future ordering authority is provided to another SOCOM Contracting Officer for the issuance of classified task orders.

Question 27. Section 4, Government Furnished Property / Space, states “the Government anticipates on-site support for this requirement for action.” Request clarification. Is it the Government’s expectation that contractor Program Management Offices be located in Government spaces? If so, request identification of the USSOCOM location.

Government Answer Question 27: All direct labor requested in the RFP PWS and PWS Attachments will be located onsite in Government facilities. Any proposed additional contractor program management support would not be on-site.

Question 28. Reference Section 3.0.1, Service Delivery Summary, Column titled “Metric – Performance Threshold.” Request the Quality of Service metric be amended to read “100% of treatment services meet or exceed standards of practice, when such standards exist” to allow for the range of potential situations. Additionally, request the following metric be amended to “As indicated, the HCPs will use evidence -based interventions 90% of the time, when such evidence standards exist and are relevant to care rendered.” This change allows for individualization of treatment.

Government Answer Question 28: Amendment 0002 modifies the SDS in both the PWS and QASP as requested.

Question 29. Reference Section 3.0.1, Service Delivery Summary, Column titled “Metric – Performance Threshold,” in Management of Personnel category. Request clarification of the Government’s requirement to achieve “100% compliance in Government review of candidate qualifications and résumés.” What is the Government intending to measure for compliance?

Government Answer Question 29: The objectives outlined under this category. Our intent is that the government is given the opportunity to review 100% of the resumes and interview (for those requiring) 100% of the time.

Question 30. Reference PWS Attachment 1, Section 1.9. Does the nurse case manager require credentialing for the POTFF proposal. The nurse case managers on the bridge behavioral health proposal were identified post award that credentialing was now required. Is SOCOM considering adding a credentialing requirement for the POTFF nurse case managers?

Government Answer Question 30: No.

Question 31. Reference Section H.10. Will the MTF require new primary source certifications for those behavioral health providers transitioning from the bridge contracts, or will the MTF access the certifications from the bridge contracts and apply it to the POTFF contract?

Government Answer Question 31: Credentialing is by individual, therefore, if they are in place, licensed, and credentialed, then this would transfer. Existing credentialing documentation at a given MTF for an individual HCP would transfer.

Question 32. There are 4 CLINs for each period and only the first CLIN xxx1 has a Max NET AMT line. Please confirm that only the first CLIN xxx1 needs to be completed on Schedule B.

Government Answer Question 32: IAW Section L.1.12.2 and L.4.1, there is no requirement to complete Section B of the RFP.

Question 33. The RFP references the following: The contractor shall ensure all health care professionals (HCPs) and other personnel are certified and/or licensed by the appropriate professional level organizations and maintain professional competence through required continuing education courses as outlined within the PWS Attachment 1, Personnel and Qualification Listing. Attachment 1 was not issued as a Personnel and Qualification Listing.

Can you the government please confirm what is being referenced?

PWS Para 3.3.1 states phase-in period starting from time of award (approximately 28 Jan 2013) to 28 Feb 2013. Para 3.3.1.1 states “The Contractor shall take all actions required for a smooth transition to support total contract operations as proposed and accepted. During the Contract phase-in period, the Contract shall at a minimum: obtain all required certifications and clearances, obtain all required personnel security clearances, and attend post-award meetings as required”. A CLIN for this one month phase-In period has not been provided. Please clarify which CLIN should be used for any costs associated with this 1 month Phase-In period – Contract.

Government Answer Question 33: PWS Attachment 1 clearly states “PERSONNEL AND QUALIFICATION LISTING”. The transition phase in period for the basic contract is not separately priced nor a direct cost and should be included within your proposed rates with all other indirect costs. There is no funding at the IDIQ Contract level, only at the task order level.

Question 34: PWS para 3.3.1.2 states “the contractor will be required to propose on task orders based on information provided by the Government – both in writing and orally” Please confirm that the contractor will be required to make an oral presentation for each task order.

Government Answer Question 34: No. PWS or RFP Section H does not require “oral presentations”.

Question 35: 1st tab RFP requirement lists locations and labor category by fiscal year. Please clarify what the H and R represent in the H/R column.

Government Answer Question 35: H is Human Performance and R is Resiliency.

Question 36: H.4.e discusses identification/security badge. Please confirm that the Government will be responsible for the costs of picture and non-picture badges used by the contractor to obtain access to any Government installation.

Government Answer Question 36: Yes

Question 37: Clause H.4, Section i states “Contractor employees working within government facilities are required to attend/complete all command required security course (newcomers, Information Security, LAN, etc.). Prior to traveling outside of the U.S. on leave or temporary duty (TDY), contractor personnel must also receive anti-terrorism awareness training and threat briefings for their intended destination. Prime contractors are responsible for ensuring that their team members/subcontractors attend this required training. Please clarify whether the Government is going to pay the contractors for the hours of required security course or anti-terrorism awareness training during the first year of each task order when Labor Hour (LH) types of task orders are anticipated to be utilized as stated in section H.22.

Government Answer Question 37: Yes

Question 38: Section H.21.1 Page 49 of 80 Para 2 states “If the actual Small Business performance for the overall contract effort does not meet the mandatory percentages outlined in H. 21 for each category, the Government shall be entitled to a reduction in profit/fee at the task order levels.” Please clarify if the actual Small Business performance for the overall contract effort does not meet the mandatory percentages outlined in H.21 for only a certain category, if the Government will still be entitled to a reduction in profit/fee at the task order levels?

Government Answer Question 38: Yes, all categories must be met in order to avoid penalty per H.21.1

Question 39: H.22.1 First paragraph “Content and Transmission” states “The Contractor shall normally have 5 days to submit their proposal”. Please clarify whether the 5 days are 5 business days or 5 calendar days.

Question 40: Section L.1.10 Page 73 of 80, First bullet “Pages shall be single sided, one and one half spaced…” Please clarify whether this includes table text or is single space in the tables acceptable?

Government Answer Question 40: one and one half spaced, only the font and size change for table as outlined in Section L.1.10

Question 41: Shouldn’t the Fully burdened Cost column in each year additionally factor in the number of hours per FTE. For example in Year 1, the complete formula should be column K (Fully Burdened Labor Cost= Column H(Number of FTEs)* Column I( Estimated # of Hours per FTE) * Column J(Fully Burdened Labor Rate Per FTE). Please clarify.

Government Answer Question 41: Matrix Revised as of Amendment 0002. Originally, the matrix requested a yearly vs. hourly rate.

Question 42: Clause H.13.3 references a paragraph (d) which does not appear in the clause.

Please provide the missing text or delete the paragraph (d). Was the intent to reference paragraph H.13.4?

Government Answer Question 42: Yes, revised as of Amendment 0002.

Question 43: Section H.13.3 Pg. 43 of 80 The RFP states that “After the initial 60 day period, all substitution requests shall be submitted, in writing, at least 30 days prior to the planned change of personnel”. For an unplanned change of personnel due to an abrupt resignation with little notice, can the Government confirm that this restriction does not apply?

Government Answer Question 43: It is not clear as to which restriction the question is referring to, however, All requirements must still be met with the exception that for unplanned changes, 30 day may not always be possible which is understood by the Government and will be handled on a case-by-case basis.

Question 44: Section H.13.3 Pg. 43 of 80 Given the number of personnel required for this contract, can the Government confirm that the replacement terms apply only to key personnel identified at the Task Order level?

Government Answer Question 44: No, this applies to all health care professionals (i.e.

Resiliency Support). “Key personnel” are not identified per task order.

Question 45: 52.216-22 Paragraph (d) states 31 JULY 2018 is the end date. However, shouldn’t the date be 31 AUG 2018 to allow for 6 month potential extension to the POP end date specified in pages 10-11 of the Schedule?

Government Answer Question 45: Yes, revised Amendment 0002

Question 46: L.1.10 Page 72 of 80 Pages shall be single sided, one and one half spaced, with a minimum of one inch margins on all sides. The RFP requires a lot of information to be included in Volume 2 – Factor 1, Program Management and Volume 3 – Factor 2, Present and Past Performance. Question 48: L.2.1. 3 Subfactor 3: Transition Plan: States: “In addition, the offeror shall include its capability to effectively partner with Government team to determine most effective manner in which to structure the task orders that will provide an increased capability as well as replace the current capability as those contracts expire and transition to the enterprise.” The term ‘capability’ appears multiple times. Please explain the intent of “the offeror…capability”, “provide an increased capability” and “replace the current capability”. What kind of capability does this requirement refer to? Task Order structuring or Task Order personnel capability?

Government Answer Question 48: As outlined in PWS Attachment 2 there are several contracts providing these labor resources currently (in blue). Additionally, Attachment 2 shows the desired increase in labor (capability) for each year (in white). The transition of both current and increased support are necessary to accomplish the desired program capability at each location. See the response to question 11 above as well and Section H.22 regarding Alpha Contracting.

Question 49 Section: L Clause: Paragraph: L.4.1 Page: 9 of 13, amendment 0001 We understand your guidance for CONUS positions. For OCONUS positions, though, it is impossible to accurately estimate expenses (HOLA, COLA, temporary lodging, travel, hold baggage expenses, household good expenses, etc.) and rely on the number of hours worked to ensure that these costs are recovered. Keeping these OCONUS costs out of labor and unburdened by the indirect costs (fringe, overhead, G&A, etc.) applicable to labor will save the Government millions of dollars over the life of the contract. The same holds true for medical malpractice insurance. We can spread the cost across all FTE based on a projected number of hours to be work and burden accordingly at increased cost to the Government. Would the Government consider adding a cost-reimbursable ODC CLIN to the contract to cover additional OCONUS and medical malpractice expenses, as was done for the GBPS Resiliency bridge task?

Government Answer Question 49: A separate cost-reimbursable ODC-CLIN is deemed unnecessary and the Government does not concur with this assessment. Additionally, the question requires clarification regarding medical malpractice insurance. Under a personal services contract, coverage against personal injury claims alleging negligence is provided for Health Care Providers (HCP) as outlined in DoDI 6025.5 paragraph 6.3.3 and 10 U.S.C. §1091 as if they were DoD military or civil services HCPs.

Question 50 Section: C/PWS Clause: Paragraph: 3.3.1.2 Page: 18 of 80 The Task Order Phase- In Period generally addresses Initial Operating Capability (FY13) and Full Operating Capability

(FY15) and refers to PWS Attachment 2. Neither of those references provide specific dates or descriptions for IOC and FOC, which makes transition planning imprecise. Would the Government please provide more specific dates or descriptions for IOC and FOC?

Government Answer Question 50: Attachment 2 contains 2 tabs. One showing the number of planned labor categories required by year and the other showing when current contracts will phase in to the enterprise over the course of the first year. IOC would be by the end of FY13 and the majority of current tasks have been transitioned and the full number of planned FTEs are in place. FOC would be at the end of FY15 as outlined in Attachment 2 when we have the full number of planned FTEs in place. This is IOC and FOC for this personal services contract, not the Human performance or resiliency programs themselves.

Question 51 PWS Attachment 2 contains FTE count requirements under six FY columns from FY13 to FY18. Those don’t appear to track with the five ordering periods contained in RFP Section B CLINs and the five years in Attachment 3, Price Matrix. Would the Government please clarify the alignment of referenced documents?

Government Answer Question 51: FY18 was provided on PWS Attachment 2 for informational purposes only and provide industry with the complete current plan for support and how it remains constant starting in FY16.

Question 52 PWS Attachment 2: The Unit Priority column is completed for a majority of functions, but not all. Would the Government please clarify the intent of the Unit Priority column and the meaning of those functions without a priority designator?

Government Answer Question 52: Unit priority is not listed for those positions that are currently filled by existing contracts (in blue). Upon the expiration of the existing contracts, these positions will transition to this enterprise contract and are the highest priority to fill in order to ensure uninterrupted support.

Question 53 RFP PWS Attachment 1 para 1.4.3 states “Possesses or be willing to obtain SERE orientation and / or certification through the JPRA.” Please indicate the SERE level course to which the Government is referring.
