Government Answer Question 78: RFP Section H, clause H.13 addresses this.

79. Question Page 75 of 82; section L.2.1.1 - What is the government’s definition of SAG?

Government Answer Question 79: To decline

80. Question Page 75 of 82; section L.2.1.2 - Would the government provide clarification around “schedule management” as referred to in section L.2.1.2 of the solicitation?

Government Answer Question 80: Question is not 100% clear. As used in this section, schedule management would include how you intend to manage scheduling of 400 plus personnel spread across over 24 locations as required for planning.

81. Question Reference Amendment 2 Q&A; Question and Answer # 48: The solicitation lays out the guidelines for a transition plan referenced in sections L.2.1.3, M.1.4.3 and 3.3. In 3.3 it states, “The Contractor shall be required to provide a transition plan to be implemented following contract award.” In M.1.4.3 it states, “This plan will become part of any resultant contract award as an attachment.”

81a. In order for offerors to include a detailed, comprehensive transition plan, will the government allow offerors to include our transition plan as an appendix or attachment that is outside of the 30 page limit?

Government Answer Question 81a: No

81b Is it the government’s intent that the submission of a detailed transition plan be a post award action?

Government Answer Question 81b: No, the plan proposed will be the plan as stated in Section M.

82. Question Reference Amendment 2 Q&A; Question and Answer # 48: The government has indicated the requirement for a detailed transition plan in M.1.4.3 Subfactor 3: Transition Plan.

Attachment 2 contains a ‘Transition Phase-In’ tab that shows when each of the current contracts will transition; however, the contract numbers, the number of positions to transition, and the dates of transition do not agree. For example, the ‘Transition Phase-In’ tab included in attachment 2 shows:

-- 8 positions transitioning from Contract # W91YTV-11-P-0294 on 31 July 2013

-- 13 positions transition from the same contract on 31 June 2013

But there are only 7 positions labeled as part of Contract # W91YTV-11-P-0294 in the ‘RFP attachment’ tab of attachment 2. It is not possible to determine if the 7 positions on the ‘RFP attachment’ tab are transitioning in June or July, or whether this is all of the positions that are transitioning from Contract #W91YTV-11-P-0294 when the ‘Transition Phase-In’ tab indicates that 21 positions should transition.

Government Answer Question 82: A revised PWS Attachment 2 has been provided via Amendment 4 correcting this administrative error. 11-P-0294 was listed twice.
