PERSONNEL AND QUALIFICATION LISTING
1.0 PERSONNEL AND MINIMUM SKILL REQUIREMENTS.
Per the Basic Contract PWS, this attachment provides the labor categories and associated functions that the Government requires the contractor personnel to perform under the various task orders that will be issued in support of each of the component commands. In accordance with the DD254 and unless otherwise noted in PWS Attachment 2, all positions are required to have a secret level security clearance at a minimum and in some select instances a top secret (TS) clearances with sensitive compartmented information (SCI) eligibility.
The Contractor shall be responsible for ensuring that all personnel are fully qualified and that all personnel stay abreast of, and remain trained and proficient in, the latest technological and professional developments to ensure continual quality support and credentialing standards. Each Task Order issued under this basic contract will outline the specific personnel required (number, location, etc) based upon the below requirements. All responsibilities, qualifications, and clearances for all task orders issued will be the same as outlined herein and PWS Attachment 2, only the number of personnel and location of performance will change. The specific qualifications for each labor category are outlined herein. Any deviations from these minimum qualification requirements require a waiver or be component specific. Therefore, all waiver requests shall be submitted in writing to the appropriate task order COR. Waivers shall clearly outline why the standard is necessary to be waived and the impact to the specific unit being supported (if any). Copies of any approved waivers will be provided to the PCOR and KO.
The personnel categories are as follows:
1.1 Reserved
1.2 Data Analyst
1.2.1 Responsibilities
The data analyst contractor shall be proficient at entering, cleaning, and conducting basic data manipulation and analysis.
Operating in consultation with POTFF program staff and the government’s POTFF biostatistician, the contractor data analyst will build and disseminate databases and spreadsheets designed to record POTFF related programmatic data. The contractor shall provide consultation and assistance to supported units and POTFF staff to identify opportunities and methods for capturing data relating to POTFF programs and initiatives. The contractor shall prepare reports and presentations that accurately convey data trends and associated analysis as required.
1.2.2 Qualifications
The contractor shall possess a bachelor’s degree in quantitative science, social science or related discipline. The contractor shall be proficient with the suite of Microsoft Office programs, including Word, Excel and Access. The contractor shall have a basic proficiency with commonly used statistical software application (e.g. SPSS, SAS, R). The contractor shall possess excellent communication skills and shall be highly detail oriented and organized.
1.3 Clinical Psychologist
1.3.1 Responsibilities
The Contractor shall provide the services of Clinical Psychologists for component level POTFF programs and other clinical settings responsibility. Clinical/Counseling Psychologist provides services at a high standard of quality enabling the POTFF to mitigate the effects of high operational tempos and co-occurring individual and family stress. Performance shall be in accordance with the standards contained in this statement of work and the terms and conditions of the contract. Healthcare services provided shall be of a quality meeting or exceeding current recognized national standards as established by the American Psychological Association (APA), the Joint Commission (JTC), and the American Hospital Association (AHA).
The contractor is responsible for the delineation, design and application of psychological procedures and techniques for patient care, procedural documentation, consultation and organizational development, research, and educational training consistent with DOD and American Psychological Association guidelines. Basic competencies are expected in diagnostic interviewing, behavioral assessment, psychological treatment of DSM-IV diagnoses conditions, and the use of psychological testing/psychodiagnostic testing for the evaluation, diagnosis, and treatment of psychological disorders. Activities include, but are not limited to, the following: Crisis response and follow-up care in the event of unit casualties or other serious incidents; Provision of individual, family, and group psychotherapy, and couples therapy; Use of behavior health measures, symptoms checklists, and psychological/neuropsychological assessment instruments to assist in diagnostic clarification and treatment planning; Maintain accurate and current notes in both the Mental Health records and patient medical records of all patients seen, as appropriate, and produces reports of evaluation and/or treatment, as required; Assist and participate in special event informational seminars;
Psychological evaluations required by military schools and/or programs; Command directed mental health evaluations performed IAW DOD Directive 6490.1; Clinical supervision of para-professional staff, students pursuing an advanced degree in psychology, and unlicensed psychologists.
The contractor will maintain professional license and credentials to practice independently as a clinical psychologist. They will maintain proficiency through attending continuing education and regular consultations with DoD and other agencies.
1.3.2 Qualifications
The contract psychologist is required to hold a Doctor of Philosophy (Ph.D.) or Psychology Doctor (Psy.D.) degree in clinical or counseling psychology from an APA approved psychology program (or a program acceptable to the Office of the Surgeon General, U.S. Army). Shall have completed an APA approved internship/residency in clinical psychology (or an internship/residency acceptable to the Office of the Surgeon General, U.S. Army). Have and maintain a current license to practice psychology in any one of the 50 states, the District of Columbia, Puerto Rico, or the U.S. Virgin Islands. Have a minimum of one
(1) year’s post-doctoral experience within the past five (5) years in the independent practice of psychology in the area of the clinical psychology, preferably in a Government setting such as a Department of Defense (DOD) or Department of Veterans Affairs (VA) MTF. Prior experience working with physicians providing medical psychological services is desired. Demonstrate a working knowledge of professional standards and ethics regarding the delivery of clinical psychology programs. Demonstrate computer literacy sufficient to operate a personal computer utilizing psychological test, word processing, database and spread sheet programs, electronic medical record, and possess basic typing skills sufficient to efficiently produce the psychologist’s own reports and correspondence. All HCPs shall have and maintain current certification in Basic Cardiac Life Support (BCLS) as certified by the American Heart Association. Documentation of such training shall be provided to the COR. The front and back of the BCLS shall be provided to the Credentialing Department.
1.4. Operational Psychologist
1.4.1 Responsibilities
The contractor shall provide technical expertise, guidance, and direct clinical services in the area of operational psychology to special operations forces (SOF). In concert with an existing active duty, Operational Psychologists, or independently if no such active duty psychologist is available, the contractor shall develop, plan and initiate resiliency programs for preventing and treating behavioral health issues to support all aspects of service member readiness and resilience. The contractor shall: conduct, administer, and interpret a full spectrum of psychological assessment tools and consult with command personnel; manage relevant process improvement, program validation, and related research; develop and manage appropriate personnel selection records and filing systems. The contractor shall assume responsibility for management of referrals and disposition of referrals for behavioral health care. The contractor shall provide professional development and awareness education to leadership and SOF personnel as requested. The contractor shall provide crisis response and follow-up care in the event of unit casualties or other serious incidents.
The contractor shall function as liaison between unit personnel and base/community helping professionals/agencies. Where required, contractor shall support the assessment and selection of incoming personnel and provide feedback to unit leadership on suitability of personnel to serve within certain military organizations or positions. All deliverables must meet professional standards and guidelines defined by the organization's commander and/or senior Operational Psychologist. The Operational Psychologist will provide technical expertise, consultation, and direct support in the areas of assessment and selection of personnel, operational support, human performance enhancement, and the provision of clinical services to unit members. The contractor shall maintain credentialing requirements in good standing at a local military treatment facility.
1.4.2 Qualifications

The contractor shall possess the ability to conduct, administer, and interpret the full spectrum of psychological assessment tools and to consult with command personnel. The contractor shall conduct baseline and post-event neuropsychological screening and will collect/analyze data and monitor trends in psychological health as directed. The contractor shall have the ability to manage relevant process improvement, program validation, and related research is also expected of the contractor. The contractor shall possess a mastery of psychological assessment, behavioral health, behavioral research, and familiarity with organizational effectiveness literature, operational psychology, performance enhancement and training, and industrial/organizational psychology.
Contractor may be required to receive and maintain clinical practice privileges. The contractor shall have experience and training in the assessment and treatment of alcohol and substance abuse conditions, domestic violence, child abuse, post-traumatic stress, mood and anxiety conditions, and family/marital issues.
1.4.3 Required Minimum Skills
In addition to required doctoral level training and licensure, all Operational psychologists will have the following specialized training and education that prepare them for their duties. These requirements are waiverable, on a case-by-case basis, by the senior Component Command Operational Psychologist. The contractor shall:
• Prior military and/or SOF experience is desired.
• Have fluent oral and written communication skills in English.
• Have experience and training in personnel assessment and selection with some experience and understanding of SOF personnel selection processes.
• Possess or be willing to obtain SERE orientation and/or certification through the Joint Personnel Recovery Agency
(JPRA).
• Training in critical incident/stress trauma interventions.
• Have post-doctoral training or be willing to obtain training qualifying them as Aerospace Psychologist as demonstrated by completion of USAF and/or USA aviation psychology training (USAFSAM’s Air Force’s Aviation Mishap Intervention and Prevention course and USASAM’s Aeromedical Psychology Training Course). This is a requirement for AFSOC only.
1.5 Psychological/Mental Health Technician
1.5.1 Responsibilities
The contractor shall assist with the management and treatment of outpatient behavioral health activities. The Psychiatric Technician is primarily responsible, under the supervision of a licensed psychiatrist, social worker, psychiatric nurse or psychologist, for providing a wide range of behavioral health interventions from prevention to treatment to individuals and who assigns work by defining objectives, priorities, and deadlines, and provides guidance on assignments that do not have clear precedents. Under the supervision of a credentialed provider, the contractor conducts intakes, assists with care and treatment of psychiatric, drug and alcohol patients, and counsel clients/patients with personal, behavioral or psychological problems. The contractor accomplishes work on a substantially independent basis, performing a full range of standard and nonstandard work assignments and resolving a variety of non-recurring problems encountered on own initiative. Extensive guidelines are available;
however, the contractor must use judgment in locating and selecting the most appropriate guideline for application to the work situation at hand. Unusual matters which may not be specifically covered by policy statements or published regulations shall be referred to supervisor. The contractor shall observe patients to detect behavior patterns and reports observations to licensed behavioral health staff. The contractor leads prescribed individual or group therapy sessions as part of specific therapeutic procedures under the guidance of a licensed mental health professional. As needed, the contractor shall complete initial intake interviews and completed required forms for new patients on behalf of the licensed mental health provider.
Depending on the location and type of assignment, the contractor may be required to perform one or more of the following tasks:
• Populate and maintain a computerized database which will contain the listing of all units within the HQ organization and identify the number of service members assigned to each unit/Directorate in order to compile monthly training statistics.
• Update the Family Advocacy (FAP) and Behavioral Health training database monthly to calculate number of service members per unit who have completed the all required annual training.
• Prepare daily correspondence (i.e., training agendas, meeting agendas, purchase orders, clinical appointments).
• Collect and maintain monthly statistical data for the FAP/Social Work section.
• Prepare and maintain attendance rosters and statistical data for all active duty personnel who attended Social
Work/Behavioral Health overview sessions (i.e. unit briefings and Commander training).
• Prepare and maintain attendance rosters and statistical data for all civilians or
• family members who attend Behavioral Health workshops/classes/seminars.
• Prepare bi-annual update to Social Work/Behavioral Health PowerPoint slide presentation.
• Assists in developing program operating instructions and works with providers, to uncover inefficiencies and makes recommendations for corrective action.
• Makes comparison reviews, to include office time sheets, to ensure program operations are managed within budget.
• Incumbent is responsible for the development and implementation of appointment templates for clinical providers.
• Incumbent also places physical maintenance work orders and maintains hand receipts for physical property and inventory. Ensures proper supply stock levels and reorder as necessary including specialized behavioral health forms and tests.
• Duties also involve assisting or independently gathering data for various presentations such as process improvements initiatives, longitudinal statistical tracking, hospitalizations, and discharges. Manipulates data and present it using off the shelf software applications. Provide information via telephone and in person to the members of the Command, the professional staff, civilian and military personnel in response to inquiries regarding appointments.
• Interfaces frequently with the Command’s family support organizations.
• Maintains competency folders in accordance with program policy.
• Coordinates attendance and agenda at Case Review Committee with military and civilian agencies.
• Coordinates and reserves meeting location, verifies attendance and prepares current and tentative following weeks agenda.
• Prepares open and closed case reports for required special handling of outpatient medical records in accordance with regulations.
• Orders and annotates case reviews in outpatient medical records
• Maintains a resource library for use by professional staff and customers. Library materials are selected with the intent of providing knowledge, ideas and support to practitioners in the fields of education, clinical social work and family studies.
• The library also provides services to families desiring information on healthy family life and parenting skills.
• Makes recommendations to users of the resource library on materials that best meet their needs. Catalogs library items, conducts inventory, displays library materials, checks materials out/in and retrieves overdue materials.
1.5.2 Qualifications
The contractor shall possess an associate degree or commensurate level of training for a psychiatric technician or mental health program assistant. Education requirement may be met by military or comparable training. If military trained, the individual’s specialty must be as a mental health technician / specialist. All psychiatric technicians’ training includes a sound foundation / basis to psychology and/or social work and they are well prepared for the types of individuals and potential illnesses that they will likely deal with. This training will also address the basics of conflict management and how to de-escalate crisis situations and individuals who are agitated, violent or potentially violent and / or suicidal. The contractor shall have no less than 3 years experience as a psychiatric technician.
1.5.3 Required Minimum Skills
The contractor shall be trained to intervene and, when required, to restrain violent or potentially violent or suicidal patients by verbal or physical means as required.
1.6 Licensed Clinical Social Worker (LCSW)
1.6.1 Responsibilities
The contractor shall function within an operational unit, as a Behavioral Health Care Provider. The contractor shall attend and participate in meetings during normal duty hours, professional staff conferences and other appropriate professional activities such as, but not limited to the following: quality improvement meetings, professional staff meetings, commander's staff meetings, and other meetings required by applicable regulations or as directed by the unit Commander of his/her designee. The contractor shall conduct applied research and clinical investigations in clinical/behavioral health/organizational social work.
The contractor is responsible for the application of social work procedures and techniques, including interviewing, behavioral assessment, and evidenced-based therapies, in the evaluation, diagnosis, and treatment of psychological and neuropsychological disorders using the following skills: individual, family and group psychotherapy, couples therapy, alcohol and drug treatment evaluations.
The contractor consults with medical personnel, legal authorities, military commanders and school districts as required. The contractor shall maintain accurate and current notes in the paper medical records (if created) and electronic medical records of all patients seen, as appropriate, and produces reports of evaluation and/or treatment as required. The contractor shall participate in military specific training/activities (e.g., security clearances, use of the DoD or service specific clinical practice guidelines, pre-post deployment screening, PTSD, and combat stress) and others as directed by the unit Commander or his/her designee. This position may include clinical supervision of unlicensed providers or trainees. The contractor may be required to perform the following some, or all, of the following activities:
• Participates in and successfully completes required DoD or service required training.
• Contact referred patients to assess treatment adherence.
• Use validated symptom inventories to assess current symptom severity.
• Assess barriers to treatment adherence and help patient problem-solve solutions to barriers.
• Provide patients with education regarding their mental health condition and treatment regimen.
• Maintain patient information in a patient registry.
• Maintain accurate and current notes in the electronic medical records of all patients contacted for review by the managing physician.
• Routinely staffs difficult cases with the referring provider, behavioral health consultant and/or psychiatry consultant.
• Performs case management functions.
1.6.2 Qualifications
In addition to required master’s level training and licensure, all LCSWs will have the following specialized training and education that prepare them for their duties. The contractor must possess the following qualifications:
• Must hold a Master of Social Work (M.S.W.) or equivalent (MSSW, MSSA) degree from a graduate school of social work fully accredited by the Council on Social Work Education (CSWE).
• Maintain a current, unrestricted clinical license to independently practice social work in any one of the 50 states, the District of Columbia, Puerto Rico, or the U.S. Virgin Islands.
• Have a minimum of two (2) years within the past five (5) years in the independent practice of clinical social work in a mental health setting. Experience working in a Government setting such a DOD or Department of Veterans Affairs (VA) MTF is preferable.
• Demonstrate a working knowledge of professional standards and ethics regarding the delivery of clinical social work services. Must have experience in brief behavioral interventions. Contractor may be required to receive and maintain clinical practice privileges.
1.7 Family Support Coordinator (FSC) (Pending Approval)
1.7.1 Responsibilities
The contractor FSC is responsible for comprehensive and effective coordination, development, and evaluation of programs and services that contribute directly and positively to preservation of the assigned unit’s force and families. Contractor FSCs are assigned to USSOCOM component commands and serve as the FSC for commands at multiple levels and in multiple locations.
Programs coordinated by contractor FSCs may be Special Operations specific or sponsored by the Department of Defense organizations, military service or civilian entities. The contractor shall identify and document program/service needs and evaluation data. The contractor shall gather and compile needs and evaluation input from customer populations by tapping existing resources where available, e.g., number DUI, DV incidents; focus group and or unit meetings convened by leadership;
POTFF Family Resilience Program evaluation results; trend information from POTFF Psychologists, Chaplains, Ombudsmen, Family Readiness Group (FRG) staff; and website utilization patterns. The contractor shall develop need’s based programming to serve specific demographic groups and geographic locations as required. The contractor shall lead and/or assist in the coordination and/or development of official processes, functions and networking opportunities for subpopulations served. Examples include:
(1) Welcome, indoctrination, and mentorship programs for new spouses. (2) Resource Fairs, Deployment Support Briefs, and spouse appreciation events. (3) Educational Training (virtual and direct to maximize attendance), e.g., dealing with combat stress;
impact of mobilization. (4) Communication protocols, e.g., Protocol for family support outreach to new spouses; protocol for reaching families residing in remote areas. (5) Family Readiness Group training and consultation for commands. (6) Emergency response protocols. The contractor shall coordinate the provision of programs and services utilizing existing resources from within their assigned commands, DoD and the civilian sector. As required the contractor shall assist with the development of standard operating procedures/service provision protocols, program development, community organizing, community outreach and liaison, serve as the commander’s representative for matters related to family support, communicate on behalf of the command utilizing a variety of media/social media.
1.7.2 Qualifications
The contractor shall possess a bachelor’s degree in education, human/social services or a related field OR four years experience providing social service education, or work/family life consultation or coordination services. The contractor shall have a minimum of two years experience coordinating social service education programs.
1.8 Family Life Assistant (Pending Approval)
1.8.1 Responsibilities
The contractor Family Life Assistant shall provide a wide variety of management-related, administrative support functions in support of the Director of SOF Resiliency and Family Life/POTFF Programs. The contractor serves as the administrative support specialist for the SOF Resiliency and Family Life/POTFF Director. The contractor shall conduct studies of administrative procedures and work processes within the SOF Resiliency and Family Life/POTFF to identify, analyze, plan, coordinate and evaluate the overall administrative support of SOF Resiliency and Family Life/POTFF and provide effective recommendations for solutions to issues and problems. The contractor shall provide advice to military and civilian analyst concerning processes and procedures necessary to accomplish various SOF Resiliency and Family Life/POTFF objectives. The contractor shall manage daily tasking utilizing service specific task management tools, assist with the formulation of internal/external SOF Resiliency and Family Life/POTFF tasker packages, and tracks all taskers to completion. The contractor shall evaluate policies and directives from higher headquarters and advise on actions necessary to establish and maintain the administrative framework of the SOF Resiliency and Family Life/POTFF. The contractor shall ensure necessary procedures are in place for effective processing administrative support actions. The contractor shall provide control, coordination, and continuity of SOF Resiliency and Family Life/POTFF programs and operations by conducting necessary interface with higher headquarters and working with key staff. The contractor shall exercise discretion on general program and administrative matters and provides general operating policies.
1.8.2 Qualifications
The contractor shall possess a bachelor’s degree in theology, social science or related discipline. The contractor shall be proficient with the suite of Microsoft Office tools and have experience developing and managing databases and spreadsheets. The contractor shall have excellent communications skills and the ability to establish and maintain highly developed communication and diplomatic skills to maintain cooperative interpersonal relationships with senior officials/executive and staff.
1.9 Nurse Case Manager
1.9.1 Responsibilities
The contractor Nurse Case Manager, hereafter referred to as the Case Manager, shall possess provide a full range of professional health nursing principles, practices, and procedures in clinical settings in order to analyze the full scope of problems associated with providing appropriate, cost effective care to Department of Defense (DOD) beneficiaries. The contractor Case Manager shall collect, organize, record, and communicate data relevant to primary health assessments including a detailed medical history in order to develop time sensitive treatment plans which delineate the expected process of care delivery for selected case managed patients or populations. The contractor Case Manager shall assess patient via the telephone, using established protocols, in order to provide appropriate and cost effective care. The contractor Case Manager shall establish priorities for patient care monitor and evaluate progress toward the stated goals in order to provide coordinated, efficient, effective health care to its beneficiaries.
The contractor Case Manager shall oversee discharge-planning activities in order to ensure ideal timing and sequencing of patient care. The contractor Case Manager provides professional assistance to health care finders in order to identify patient’s needs for referrals to appropriate health care providers or facilities. The contractor Case Manager shall negotiate, write, finalize, and administer product/service agreements to insure mutual compliance in meeting care goals.
1.9.2 Qualifications
The contractor shall have demonstrated skill in making diagnoses and in choosing, initiating, and modifying selected therapies in order to assist patients to optimize their level of function and self care.
The contractor shall possess demonstrated knowledge of patient education principles and management of complex medical, psychosocial, and financial problems in order to enhance patient adherence to individualized treatment plans and train peers and staff. The contractor shall have a minimum of two years nursing experience and shall be certified as a case manager by a recognized certifying organization, i.e. Commission for Case Management Certification or American Nurse Credentialing Center.
The contractor shall possess the ability to seek feedback from peers, professional colleagues, clients, and outcomes research, in order to expand clinical knowledge, enhance role performance, and increase knowledge of professional issues. The contractor shall have the skills to effectively consult with health care providers at all levels and negotiate with outside providers for services and products in order to obtain client services and support. Contractor may be required to receive and maintain clinical practice privileges.
1.9.3 OTHER REQUIREMENTS/QUALIFICATIONS:
The contractor shall possess the following skills and attributes:
• Communication - Oral and written communication skills in order to meaningfully interact with peers, outside agencies, vendors, providers, and Military Health System (MHS) stakeholders to exchange information, provide briefings, presentations, research, and metrics to demonstrate or advance effective, efficient case management practice, outcomes, and organizational/MHS value.
• Communication - Skill in team coordination, facilitation, and communication in order to facilitate the exchange of information/ education, enhance goal achievement; augment abilities of client support network, and effect change in system or policy at any level.
• Management/Leadership/Professional Performance - Knowledge of local, state, and federal laws and regulations, professional code of ethics, and practice standards in order to ensure adherence within legal and professional parameters.
• Quality Improvement - Knowledge and skill in using pre-established utilization review criteria recognize and report actual or potential quality and risk management issues in order to improve practice, and ensure compliance.
• Quality Improvement - Knowledge and skills in the use of VA/DOD Clinical Practice Guidelines in order to insure an evidence-based standardized process of care to military beneficiaries.
• Finance - Knowledge of the healthcare financial environment and the fiscal dimension of population health in order to ensure optimal stewardship of resources.
• Research - Skill in use of research tools in order to critically evaluate existing practices, opportunities, and outcomes.
• Research/Informatics – Skill in management of information systems and technology in order to manage individual or population health, continuously improve practice, and effectively communicate practice outcomes to involved stakeholders.
• Informatics - Knowledge of computers and software applications in order to conduct data collection, tracking, rending, and analysis. Informatics - Ability to design and present computer-generated outcome analysis information in order to provide timely, effective peer and higher level educational programs or project briefings.
• Nursing - Knowledge of pharmaceuticals, their desired effects, side effects, and complications of their use in order to gauge their effect on patients and their recovery.
• Knowledge of community resources, patient entitlement/benefit eligibility, and ability to access these resources in order to assist patients/families in optimizing their level of function and self-care.
• Knowledge of current third party regulations and policies, with special emphasis on TRICARE and Medicare benefits and services, in order to identify alternative financing sources to which DOD beneficiaries may be entitled.
1.10 Physical Therapist (PT)
1.10.1 Responsibilities
PTs provide evaluation, treatment, and rehabilitation of musculoskeletal conditions. They are licensed independent practitioners and credentialed as direct care providers in specific military HPP settings. As such, the contractor shall evaluate and treat patients with or without referrals. This shall include the referral of patients to other staff members that fall within their scope of care. The contractor PT shall provide the following service in support of POTFF HPP:
• Provides musculoskeletal injury care, utilizing approved supplemental clinical privileges including the ordering of imaging studies, laboratory tests, basic pharmaceuticals, and referrals to specialty providers.
• Directly supervises the PT Tech and PT Assistant within their scope of practice.
• Participates in periodic meetings to review the care provided to patients. Identifies opportunities for improvement.
• Serves as an advisor to the HPP Manager in matters related to injury prevention, SM, and rehabilitation.
• Serves as an advisor to the HPP Manager for administrative matters, purchasing of supplies and equipment, and supplemental fiscal requests.
• Conducts equipment, product, and literature reviews to ensure the HPP stays current with the provision of care.
• Provides input for the development and utilization of relevant databases.
• Conducts peer (record) reviews for the HPP Staff as directed.
• Conducts collection and reporting of workload data as requested by the HPP Manager.
• Assists the HPP Manager in developing and updating criteria-based job descriptions and performance standards.
• Assists the HPP Manager in developing and maintaining clinical practice guidelines to ensure consistency of care across all HPP facilities.
• Assists with the preparation of short and long-term fiscal plans. Submits input to the HPP Manager.
• Develops and promulgates training opportunities for the HPP staff to enhance career development, potential for advancement and to further professional expertise.
• Ensures safe and effective operation of equipment used for patient care and contributes to a safe working environment.
• Attends annual required training in accordance with guiding instructions. Commands will allow for attendance at necessary conferences or courses to complete continuing education units required to maintain certification
• If directed will assist in documenting care in the Military’s Electronic Health Record, AHLTA.
1.10.2 Qualifications
The contractor shall possess a master’s degree in physical therapy and certification through the American Board of Physical Therapy Specialties (ABPTS) as either an OCS or SCS, or certification through the National Athletic Trainers Association (NATA) as a certified athletic trainer (ATC) is required. Additional credentials such as a Certified Strength and Conditioning Specialist (CSCS) through the National Strength and Conditioning Association, is also required. . The contractor shall have a demonstrated history of performing manual therapy and experience in the sports medicine field working with elite athletes is recommended. Contractor may be required to receive and maintain clinical practice privileges. The contractor shall be capable of meeting physical demands of training with SOF including the ability to hike over rough terrain and function in austere environments to observe SOF training evolutions and the ability to assist with strength and conditioning testing and training protocols, and lift and manipulate loads or weights up to 20 kilograms.
1.11 Strength and Conditioning Specialist
1.11.1 Responsibilities
The primary responsibility of the contractor is to establish and administer effective strength and conditioning protocols designed to maximize the physical performance of SOF personnel. The contractor Strength and Conditioning Specialist shall perform the following responsibilities:
• Designs, administers and evaluates the effects of physical training protocols under the supervision of the HPP Manager.
• Coordinates individualized exercise programs with the HPP staff to ensure a safe and expeditious return to training of
Tactical Athletes recovering from injury.
• Designs and implements physical training programs for personnel who are TAD or deployed.
• Provides instruction and guidance to Tactical Athletes on physical conditioning and injury prevention.
• Refers all personnel under his purview with an apparent new or undiagnosed medical condition to a medical provider for evaluation and treatment.
• Assists the HPP manager in developing facility standard operating procedures, guidelines, and exercise protocols including the safe use of strength and conditioning equipment.
• Participates in periodic meetings to review and evaluate physical training programs and identifies opportunities for improvement. If a meeting occurs outside of regular working hours, the SCS is responsible for reviewing the information disseminated in the meeting.
• Participates in periodic in-service training for members of the HPP staff. Attends required training in accordance with guiding instructions. Commands will allow attendance at the necessary conferences or courses to complete the continuing education units required to maintain professional certifications.
• Performs administrative duties such as maintaining records of workload, conducting or participating in education programs, and participating in clinical staff quality assurance functions.
• Assists with supply inventories for the HPP. Provides input regarding supply needs.
• Participates in meetings with other HPP staff members.
• Ensures that equipment and facilities are properly organized and utilized, and are in safe working condition.
• Performs other tasks, within the scope of the SCS position description, as assigned by the HPP manager.
1.11.2 Qualifications
The contractor shall possess a Bachelor’s Degree (Master’s preferred) in an accredited exercise science, health science, or physical education-related discipline and shall have a minimum of five years of experience. Demonstrated sustained experience working with elite athlete populations is highly desired. Creditable specialized experience includes: developing long and short-range planning and coordination of sport/mission specific performance programs resulting in attributable results with elite athletes (i.e.
Division I collegiate, Olympic, professional level athletes or SOF-specific tactical professionals). The contractor shall posses and maintain current certification by the National Strength and Conditioning Association (NSCA) as a Certified Strength and Conditioning Specialist (CSCS). Maintenance of this certification shall be an enduring element of the requirement.
Current certification in basic Cardiopulmonary Resuscitation (CPR) to include Automated External Defibrillator (AED) training.
The contractor shall be physically proficient to demonstrate all prescribed exercises / techniques and to hike over rough terrain and function in austere environments. Contractor must be able to lift and manipulate loads and plates up to 25 kilograms.
1.12 Athletic Trainer (ATC)
1.12.1 Responsibilities:
The contractor ATC provides and facilitates injury prevention, basic acute care, effective rehabilitative care and performance enhancement. The contractor ATC functions across the spectrum of the HPP and may perform duties within the Performance or Rehabilitation domains. The contractor ATC shall perform the following responsibilities:
• Provides HPP services for SOF Tactical Athletes within the ATC’s scope of practice as defined by the National Athletic Trainers Association (NATA).
• Designs and fabricates protective pads, equipment and braces to help prevent and treat injuries, including the use of taping techniques within the ATC’s scope of practice.
• Provides instruction and guidance to help prevent injuries and maximize SOF Tactical Athlete physical conditioning and performance.
• Participates in periodic meetings to review the care provided to patients and identifies opportunities for improvement.
Should a meeting occur outside of regular working hours, the ATC is responsible for reviewing the information disseminated in the meeting.
• Serves as an advisor to the HPP Manager in matters related to injury prevention, sports medicine, and rehabilitation.
• Serves as an advisor to the HPP managers for administrative matters, purchasing of supplies and equipment, and supplemental fiscal requests.
• Collaborates throughout the HPP to enhance the quality of patient care delivered.
• Conducts equipment, product, and literature reviews to ensure the HPP stays current with the provision of care.
• Provides input for the development and utilization of the HPP database.
• Participates in quarterly peer (record) reviews for non-privileged healthcare providers.
• Participates in the collection and reporting of workload data as requested by the HPP and HP Managers.
• Assists the HPP managers in developing and updating criteria-based job descriptions and performance standards.
• Assists the HPP manager in developing and maintaining clinical practice guidelines to ensure consistency of care across all HPP facilities.
• Assists with the preparation of short and long-term fiscal plans. Submits input to the HPP managers.
• Develops and promulgates training opportunities for the HPP Staff to enhance career development, potential for advancement and to further professional expertise.
• Ensures safe and effective operation of equipment used for patient care and contributes to a safe working environment.
• Attends annual required training in accordance with guiding instructions. Commands will allow for attendance at necessary conferences or courses to complete continuing education units required to maintain certification.
• Performs clinical and administrative tasks as assigned by the HPP managers.
1.12.2 Qualifications:
Contractor shall possess a bachelor’s degree (master’s preferred) in Athletic Training and shall have at least five years of demonstrated experience. The ATC shall be NATABOC certified. The contractor shall have demonstrated experience with elite level athlete. Experience and certification in the field of strength and conditioning through the National Strength and Conditioning Association (or equivalent) is strongly recommended, but not required. The contractor shall possess and maintain current certification by the National Strength and Conditioning Association (NSCA) as a Certified Strength and Conditioning Specialist (CSCS), or shall obtain the certification within the first year of employment. The contractor shall be capable of meeting physical demands of training with SOF including the ability to hike over rough terrain and function in austere environments to observe SOF training evolutions and the ability to assist with strength and conditioning testing and training protocols, and lift and manipulate loads or weights up to 20 kilograms.
1.13 Sports Psychologist
1.13.1 Responsibilities
Sports Psychology is an interdisciplinary field spanning kinesiology, psychology, and motor learning and control. The contractor SP shall train SOF personnel to develop and use the psychological skills necessary to perform optimally in training and operations, realize their potential, and increase their overall physical and emotional well-being. The contractor SPC shall perform the following responsibilities:
• Teaches SOF personnel specific mental, behavioral, psychosocial, perceptual, and emotional control skills and strategies to improve performance during training and operational evolutions.
• Advises the HPP Manager and SMO in matters relating to mental performance, exercise and sports psychology.
• Provides psychological advice to SOF personnel based on evidence-based peer-reviewed literature.
• Provides information about psychological factors in sports, exercise, and physical activity to individuals and groups.
• Assists the HPP Staff with goal-setting, performance profiling, visualization, and performance planning.
• Participates in periodic meetings to review human performance training provided to patients and identifies opportunities for improvement.
