Questions and Answers Issued Posted on 18 Oct 2012 (Received after Amendment 0002):
54. Question: Attachment_3_-_Price_Matrix_H92222-12-R- 0072AMEND_2_10_Oct_12FINAL. Column J is Titled "Estimated # of Hours per FTE".
However, Column J contains the Total Number of Estimated hours for numbers of FTEs. Please confirm that 1880 hours equates to 1 FTE.
Government Answer Question 54: Column I is titled “"Estimated # of Hours per FTE" and the formula contained within column I is “1880xHXXX” which is 1880 times the number of FTEs listed in the applicable column H. So, yes 1 FTE equates to 1 FTE.
55. Question: PWS Section 2.0 designates HCPs as Health Care Professionals. Section 3.01 designates HCPs as Health Care Providers. Which is correct?
Government Answer Question 55: Health Care Provider, Health Care Personnel, and Heath Care Professional as used within this RFP all refer to the same HCP defined in DoDI 6025.5.
56. Question Reference page 12 of 80, section 1.1: There is a reference to Family Programs (Pending Approval). Will the Government please clarify whether Offerors should include this in our proposal?
Government Answer Question 56: Yes include this requirement in your proposal.
57. Question Reference page 23 of 80, section 1.7 and page 24 of 80, section 1.8: The Family Support Coordinator (FSC) position and Family Life Assistant are both positions that are (Pending Approval). Will the Government please clarify whether Offerors should include this in our proposal?
Government Answer Question 57: Yes include this requirement in your proposal.
58. Question Reference L.2.1.1, page 74 of 80, last bullet: Will the Government identify clarify as what they identify as the current problems around the availability of personnel to ensure offerors responses specifically address the Governments concerns?
Government Answer Question 58: This information was briefed at Industry Day and those briefings were also posted with Amendment 0001. Market research and current contract effort information has indicated that many of the clinical labor categories required in PWS Attachment 1 to achieve our program capability are in very high demand short supply.
59. Question Attachment 2, Transition Phase In Worksheet: Will the Government provide a list of all the current prime contractors across all existing contracts that will be consolidated?
Government Answer Question 59: Incumbent prime contractors are; Jacobs Technology, Athletes Performance Inc, Concurrent Technology, VESA, SRA International, Booz Allen Hamilton, CACI-WGI Inc, and MEDTRUST.
60. Question Attachment 2, Transition Phase In Worksheet: Will the Government verify the contract numbers supplied in the PWS Attachment 2 are all correct. It appears some contain invalid DoDAACs in the Procurement Instrument Identifier.
Government Answer Question 60: They are correct.
61. Question Section H.1 Non-Compete Provisions: Please confirm that the non-compete provisions also prohibit prime contractor Offerors responding to this solicitation from including any exclusivity conditions in their teaming agreements that survive beyond the date of the Governments selection of a final prime contractor. Having such exclusivity agreements survive after the award decision of the Government equally hinders the Government's ability to accomplish the mission of POTFF by restricting access to subcontractors of the incumbent.
Government Answer Question 61: This clause clearly states “effective only during the period of the contract performance is acceptable”
62. Question Section 3.3 Transition Process/Plan: Will the Government provide the details of which positions have been allocated to the current incumbent contractors by component and location to allow for offerors to develop comprehensive procedures for phase-in?
Government Answer Question 62: PWS Attachment 2 provides this information; all positions currently on contract are in blue.
63. Question Pricing: Are detailed cost build for G&A, Overhead, Fringe, and Fee (Profit) required for rate submission?
Government Answer Question 63: No. Section L.4.1 states in part “The offeror shall submit pricing for all labor categories on Section J Attachment 3 entitled “Price Matrix”. Offerors shall not re-format or remove cells from the Section J Attachment 3 entitled “Price Matrix”.
Submission of the pricing data shall be complete and accurate. Pricing for each labor category shall be fully burdened labor rates (inclusive of all direct (i.e., direct labor, material, travel, and other direct costs) and associated indirect costs plus fee rounded to the nearest cent).”
64. Question Pricing: Does the Government impose any limits on the pass through fee (profit) being applied by offerors on subcontractors rates?
Government Answer Question 64: No. IAW FAR 15.408, clause 52.215-23 is not included in this RFP.
65. Question Key Management Personnel: Does the Government require the offerors Contract/Program Manager to be located at a specific location (state and/or city) or within a certain distance from any specific location (within 50 miles of MacDill)?
Government Answer Question 65: No
66. Question Conflicts of Interest: Are prime contractors required as part of their submission to identify any real and perceived conflicts of interest (OCI and PCI) and provide associated mitigation plans to include disclosure of grant funding affiliated with providing related services, gratis services, and current employees or consultants that participated in the development of offerors proposals that were previously affiliated with services included under POTFF as Government or military employees?
Government Answer Question 66: Section L does not require the submission of an OCI mitigation plan as part of the proposal.
67. Question General: Does the PM have to be an employee of the Prime or can it be from one of the Subs?
Government Answer Question 67: The RFP does not mandate this either way. This should be a decision consistent with the proposed approach.
68. Question Previous Question 30, Reference PWS Attachment 1, Section 1.9 Please clarify that the Nurse Case Manager is considered a non-privileged provider.
Government Answer Question 68: Correct. Nurse Case Managers will need to have their education, licenses and BLS certification verified as one would expect; however, they are not required to go before a standing credentials committee that reviews their credentials, past experience and performance resulting in a determination and delineation of clinical privileges to practice in a particular medical facility.
69. Question Section L.1.11 Pg. 41 of 48 The table indicates a hard copy submission only for the Price Proposal, Volume 4. Should we submit the Excel files, Attachment 3, “Price Matrix,” on a
CD?
Government Answer Question 69: L.1.11 is on page 74 of 82 and indicates 2 electronic copies, 1 org + 1 Hard Copy. The only difference from the other volumes is the need for only 1 hard copy.
70. Question While we are committed to ensuring that non-compete conditions are not enforced against former employees or subcontractors following the loss of the follow-on, is it acceptable to state in our response that our team will not enforce any requirement in contravention of Clause H.1?
Government Answer Question 70: Section L does not require you to address H.1 in your proposal.
71. Question Travel is sometimes required for candidate interviews. In some cases, the Government may interview multiple candidates before selecting one. To cover the associated travel cost, we suggest the Government add an ODC/travel CLIN to POTFF.
Government Answer Question 71: The Government is not adding an ODC/travel CLIN. The positions requiring in person interviews are outlined in PWS Attachment 2 so all offerors can price those positions accordingly. It is the responsibility of the contractor to recruit and vet the appropriate candidate for interview selection in order to avoid multiple interviews.
72. Question Reference L.2.1.1 and M.1.4.1Subfactor 1: “Management Organizational Structure.” Are the terms of “component” and “element” in the RFP synonymous and interchangeable?
Government Answer Question 72: No they are not. “Component” as used in Section L.2.1.1 refers to a USSOCOM Component Command.
73. Question Reference L.1.11 Proposal Submission Requirements. Will the government permit the addition of a self-evaluated compliance matrix as an attachment to the proposal to aid Government review and have it not count as part of the page count?
Government Answer Question 73: Yes. If you desire to submit a compliance matrix then submit it within your Volume 1, L.1.12.2 a (Section 1).
74. Question Request confirmation that only two amendments have been released for Solicitation H92222-12-R-0072 to date.
Government Answer Question 74: Correct, Amendments 0001 and 0002 only have been released.
