About this file
This document is a Questions and Answers exhibit for Request for Proposal (RFP) #46700-GDC0000609 issued by the Georgia Department of Corrections (GDC) for Inmate Telephone Service. The RFP solicits comprehensive inmate telephone system (ITS) services across 65 GDC facilities housing over 60,000 inmates, with capacity to process over 180,000 calls and 2,000,000 total minutes monthly. The system must support collect, debit, and pre-paid calling options with capability for voice biometric technology, call detail record (CDR) management, and integration with facility systems. Initial installation must be completed within 60 days of contract execution across state prisons, detention facilities, and treatment centers, followed by a second phase transitioning payphones at transition centers. The RFP initially required responses by August 20, 2013, but was extended via Addendum 03 to September 19, 2013, at 1:00 pm EDT. A bidders' conference was held on August 1, 2013, with prebid notes made available. The contract term consists of an initial three-year base period with four optional one-year renewal periods at GDC's sole discretion. The awarded contractor assumes responsibility for equipment installation, wall repairs, signage, and ongoing maintenance while GDC provides paint for cosmetic repairs.
Pricing is structured around a 60% commission rate on gross revenue (surcharges, per-minute fees, and additional charges), a monthly minimum guarantee (MMG), and a commission percentage proposal. The RFP specifies mandatory future calling rates that cannot be exceeded or undercut, with rates for local, long-distance, Mexico, and international calls detailed in Attachment P. Contractors must comply with Universal Service Fund (USF) tax at the current quarterly rate and provide international calling capability via inmate-paid debit accounts. The current incumbent provider is Global Tel*Link (GTL). GDC engaged Praeses LLC as an independent management consultant to support procurement operations and day-to-day contract management without scoring authority. The RFP mandates that only one response per manufacturer/platform owner is permitted, and contractors must demonstrate experience serving similarly-sized correctional facilities. Mandatory questions are evaluated on pass/fail basis, while mandatory scored and additional scored questions contribute to technical evaluation. Offerors may propose value-added services and optional capabilities in separate sections, with associated fees itemized separately from core cost proposals.

Questions Answers
General
Based on the complexity of this proposal and the number of outstanding questions and requests for clarification (both in the Q&A submittal and at the Bidders' Conference), the due date of August 20th will not afford bidders an opportunity to complete a comprehensive bidding analysis and business case preparation. The answers by GDC may well have significant impact on bidder’s solution, and, as such, will take time to design and develop an appropriate solution.
We request that GDC consider an immediate announcement / amendment (rather than waiting on the planned return date of answers to the Q&A (currently set for 8/13)) to extend the RFP response due date to September 30, to allow GDC adequate time to develop answers to questions and to allow bidders adequate time to incorporate GDC answers into solution design and implementation plans?
Per RFP Addendum 03, GDC has extended the response due date to Thursday, September 19, 2013 @ 1:00 pm EDT. This change has been posted on the Georgia Procurement Registry.

General
In the body of the RFP, you talked about combining the mandatory scored questions into a comprehensive document. Is your expectation then that is a single uploaded document?
Our expectation is to have a separate comprehensive document for those highlighted requirement questions which require additional details/explanation.
General
If there are questions intermingled where one is read, agreed and comply, and the next question is a more expansive answer, do you want us to follow the same format as the sequence of the questions?
For all questions on Attachments H through Q, the Offeror needs to indicate if they have read, agreed and will comply with the requirement. If GDC expects an expansive answer on selected questions (as shaded), please enter your detailed answer either at the bottom of the Word document or please attach a single comprehensive document (such as a Word file) that provides your details on all shaded requirements. Be sure you indicate the attachment and section/question number by your answer and place them in sequential order.
General Why does GDC want to move to the mini telephone set?
The mini telephone set requires a smaller “footprint.” Current GDC experience with the larger telephone set shows inmates use as an area to conceal contraband.
General Will GDC consider the use of some type of metal adapter over the face plate to alleviate cosmetic repair work?
GDC is willing to consider the use of a metal adapter or other product (designed for use in a prison environment - must be hardened, without sharp edges, etc.) to alleviate cosmetic work.
GDC will need to approve the use of an alternative product in its facilities prior to installation.
General Will GDC provide facility diagrams for each prison?
For security reasons, GDC will not provide diagrams for each facility.
General Can telephones be relocated within the housing units?
Offerors’ response should assume the continued utilization of current locations. GDC does reserve the right to relocate telephones.

Questions Answers
General Does GDC want to receive the responses in the format that you have displayed in the
RFP?
Yes.
General
On the technical requirements attachments, could you elaborate on your expectations when a requirement says you prefer something as opposed to the “contractor shall”?
The statement which starts “Contractor shall” defines a must in terms of performance. If a requirement states a preferred way of doing something, then GDC is will to consider a Contractor’s best practice.
Attachment A, eRFP
What will be the weighting factors of the mandatory requirements?
The mandatory requirements contained in Attachment F are Yes/No questions. A Pass/Fail evaluation is conducted on all mandatory requirements to identify those Offerors which are responsive and responsible. The mandatory questions are not weighted.
Attachment A – Item 1.1
Purpose of Procurement states that GDC wants international collect service.
Consistent with the mandatory rates as provided by the GDC within this eRFP, please confirm that the GDC understands that international calling will only be available via the inmate paid debit calling option.
Contractors shall indicate if they have the capability to provide international collect calling service in addition to international debit calling service. International collect calling rates are traditionally set by the international collect service provider and therefore not included in Attachment P – Calling Rates, Fees and Monthly Statistics.
Item 1.1
Purpose of Procurement provides notice in the final paragraph that Praeses LLC has been contracted to “support this procurement event and the management of its day-to-day operation of the Inmate Telephone Service as provided by the selected supplier”.
Please clarify specifically what role Praeses will have, if any, in the evaluation of vendor responses and final vendor selection.
Please provide specific detail as to the involvement of Praeses in the resulting
As a result of GDC’s RFP# ES-RFP-46700-373, Praeses was awarded a management/consulting contract which includes acting on the behalf of GDC in communicating with existing and/or future Inmate Telephone Service providers. A copy of GDC’s scope of services with Praeses has been uploaded into Team Georgia Marketplace. Please see the informational document, GDC – Praeses Scope of Services.
On or before September 5, 2013, a copy of the GDC-Praeses contract will be uploaded into TGM for informational purposes.
V3 08/13/2013 Page 7
Questions Answers contract i.e.… will Praeses have full time in-state personnel to perform the “management of the day-to-day operation”. If yes, how many and where will they be located so that vendors can plan staffing accordingly?
Please confirm that the Vendor will not have any responsibility for payment of Praeses fees.
Attachment A, 1.1;
Attachment F, M10
Can GDC clarify the role of the Praeses, LLC:
-Will they be signing a non-disclosure agreement regarding bidding information and operational details from the selected vendor?
-Will they be prohibited from having conflicts of interest?
-What does "support…the management" mean -- will they have any management role themselves?
-Will the contractor be required to provide special reports for them?
As a result of GDC’s RFP# ES-RFP-46700-373, Praeses was awarded a management/consulting contract which includes acting on the behalf of GDC in communicating with existing and/or future Inmate Telephone Service providers. A copy of GDC’s scope of services with Praeses has been uploaded into Team Georgia Marketplace. Please see the informational document, GDC – Praeses Scope of Services. On or before September 5, 2013, a copy of the GDC-Praeses contract will be uploaded into TGM for informational purposes.
Praeses is required to provide independent and objective inmate telephone and technology service management, without any allegiance or obligation to any entity in business for the purpose of providing telecommunications services, telecommunication equipment, inmate technology services or technology equipment.
Reporting requirements have been defined in Attachment O.
Attachment A, 1.2
Electronic Signature: Can we assume GDC means a scanned copy of an actual signature, or are you requiring an encrypted digital signature such as used in e-commerce?
This eRFP is being conducted pursuant to the Georgia Electronic Records and Signature act. Offerors will acknowledge their eRFP certification electronically via Bid Factor # 8 Proposal Certification. A scanned copy of an actual signature is not needed.
Attachment A, 1.2
What role will Praeses play in the evaluation of the RFP responses?
Praeses will not be scoring the Offerors’ responses to the RFP.
Additional information regarding Praeses’ role can be found in

Questions Answers the GDC Scope of Services document from RFP# ES-RFP- 46700-373, which is available via Team Georgia Marketplace.
Attachment A, 1.2
The statement on eRFP Certification seems to contradict itself. The language suggests “… use of competitive sealed bidding will not be practicable or advantageous to the State of Georgia in completing the acquisition of this eRFP. Thus, competitive sealed proposals will be submitted in response to this eRFP."
Can GDC please clarify?
The statement on the “…the use of competitive sealed bidding” is in reference to the State’s Request for Quote (RFQ) process.
Since GDC is acquiring an inmate telephone service solution, it more practical and advantageous to use the State’s competitive sealed proposal solicitation process or Request for Proposal (RFP) process.
Item 1.7
Due to the size and scope of this project a significant amount of capital investment will be required. Please consider allowing for a five (5) year base term contract with the option to review for two (2) additional one (1) year terms. This will allow vendors additional time to amortize the expense and will result in more favorable financial offer(s) to the GDC.
GDC has reconsidered its contract term. Section 1.7 will be revised to read “The initial term of the contract is for three (3) calendar years from the execution date of the contract. The State Entity (GDC) shall have four (4) one (1) year options to renew, which options shall be exercisable at the sole discretion of the State Entity.
Attachment A, 1.7
Given the amount of capital and the time associated with the scope of this contract as well as the sheer size of Georgia, would GDC consider looking at a five (year) plus two (one year renewals)?
GDC has reconsidered its contract term. Section 1.7 will be revised to read “The initial term of the contract is for three (3) calendar years from the execution date of the contract. The State Entity (GDC) shall have four (4) one (1) year options to renew, which options shall be exercisable at the sole discretion of the State Entity.
Attachment A, 2.2.6
If TGM is down, not working properly, or operating so slowly as to be nearly non-responsive, and the bidder is attempting to upload sufficiently in advance, such as the day prior to the submission due day, will DOAS have the option to extend the due date/time?
In the event that the Team Georgia Marketplace website is down, the Issuing Officer will provide for additional time for Offerors to upload their responses.
In the event the web site speed is slow, DOAS will investigate the issue and validate if the problem is with the TGM application. This Issuing Officer will then determine the most appropriate course of action.
Item 6.3.2
Please clarify how the 8% factor would be applied to vendor cost proposals in the event that the Vendor utilizes a GEPS sub-
The 8% factor is only applicable if GEPS is the prime Contractor, i.e., submitting a response to this RFP.
V3 08/13/2013 Page 9
Questions Answers contractor or does this factor only apply if the prime contractor is a GEPS?
Attachment A, 6.6.4
How will the negotiation process factor into the final scoring, ranking and selection of the offers? Will scores tabulated prior to the negotiation phase be re-calculated after the negotiation phase ultimately used to select the winner?
After the GDC evaluation team has scored the suppliers’ proposals, DOAS on behalf of GDC may elect to enter into one or more rounds of negotiations with one or more of the elevated suppliers (Offerors). The supplier will have the opportunity to submit revisions to its technical or cost proposals. The evaluation team will use the same criteria as used to evaluate the initial responses to re-score/re-calculate the revised submission. A contract will be awarded to the Offeror with the highest combined score with whom GDC can reach agreement on contract terms and conditions.
Attachment A page
vs. Attachment L
1.9
In Attachement A, it states, GDC plans to allow collect, debit, and traditional pre-paid collect to all “unbillable numbers”.
Attachment L states that cell phone without wireless contrcts will be unable to set up an account. Is it the intent of the state to have the responder to follow the terms in Attachment L?
GDC’s intention is to allow traditionally unbillable telephone numbers to set up pre-paid collect accounts. However, Contractor shall also have the capability to verify contracted cell phones versus non-contract /pre-paid cell phones (burner phones) to prevent pre-paid collect accounts for non-contract / pre-paid cell phones.
Attachment A There are some Georgia procurement laws that prohibit multi-year contracts. Can we assume that has been overwritten relative to that procurement process?
GDC’s Inmate Telephone Service project does not depend on appropriations from the Georgia General Assembly. Therefore, the initial term can be longer than one year.
Attachment A Will the contract be with the Georgia Department of Corrections or with the Department of Administrative Services?
The contract will be signed by the Georgia Department of Corrections.
Attachment A How do you intend to address additional scored responses when they are listed as or when they are identified as non-mandatory?
An Offeror’s response on additional scored questions as found in Attachment Q are evaluated and awarded points. However, Offerors are not required to submit a response to the additional scored questions. However, we do encourage Offerors to provide answers since the awarded points are included in an Offeror’s technical score.
Attachment A With regards to the top 3 that may get elevated, are their cost proposals or technical
No. The GDC evaluation team will have the opportunity to re-score selected questions as identified, reviewed and

documented via the Offeror’s oral presentation.
Attachment B
Can GDC clarify if the number of portable and cordless telephones is included in the column "Number of Telephones" or if the two columns added together represent the total number of phones at each facility?
The column “Number of Telephones” in Attachment B – Facility Specifications represents the total number of telephones, including roll around and portable telephones, at each of the Facilities.
Attachment B Can you define the “Facility Design Group” designations (A, B, C, D, E, Stand Alone) and indicate the significance, if any, for the ITS procurement?
The Facility Design Group is to assist Contractors in understanding the layout of the Facilities where possible. All Facilities within the specified Facility Design Group are of similar age, layout/design, and/or construction, but may not be identical.
Attachment B Is phone availability set statewide or by facility?
Inmate telephones are generally available for use at all of the GDC facilities during the hours of 4:30 pm to 11:30 pm Monday through Thursday, 8:00 am to 1:00 am on Friday, and extended hours on weekends and holidays. Telephone availability may vary at each of the facilities and change at the discretion of GDC and each facility’s warden.
Attachment B Is maximum call time set statewide or by facility?
Maximum call length of 15 minutes is a statewide requirement.
Attachment C – General Question
Please confirm that the GDC will only allow manufacture/owners of Inmate Telephone Platforms i.e.. Securus, Global Tel*Link, ICS and Telmate to submit only one response to this eRFP as a Prime or Subcontractor and will not allow for multiple bids.
An Offeror can submit only one (1) response to this RFP. The Offeror that submits a response to this RFP would be considered the “Prime Contractor.”
Please clarify if the information required within this document applies to the Prime Contractor only.
The information within this document refers the Offeror submitting the RFP response. An Offeror that submits a response to this RFP would be considered the Prime Contractor.
Question 4
Please confirm that the GDC does not require the use of a minority owned business. If however minority owned business are utilized by the vendor will additional points be
Confirmed – GDC does not require the use of minority-owned business as part of an Offeror’s proposal.
V3 08/13/2013 Page 11
Questions Answers awarded? If yes, how many points?
Attachment C Attachment C requests supplier’s authorized person’s name? Does this have to be someone from a legalistic perspective?
The authorized person’s name as requested on the Supplier General Information Worksheet should be the contact person for the Offeror’s proposal. They should be able to respond to any GDC request for clarification regarding Offeror’s proposal.
Attachment D –
Please clarify the requirement of the Vendor to provide tax information for “Affiliates”.
Please define Affiliate for purposes of this requirement.
41TT41Two companies are affiliated when one owns less than a majority of the voting stock of the other, or when both are subsidiaries of a third company.
Attachment E With regards to the E-Verify requirement, what if an Offeror is not fully identified in terms of subcontractors?
The awarded Offeror will need to submit the Immigration and Security form to GDC prior to using a services subcontractor in support of GDC’s Inmate Telephone Service project.
Attachment E Could the State distinguish the definition between a subcontractor and a vendor?
For the purposes of when to submit the Immigration and Security form to GDC, the State does not distinguish between the two. The awarded Offeror will need to submit the Immigration and Security form to GDC prior to using a subcontractor’s or vendor’s services in support of GDC’s Inmate Telephone Service project.
Attachment E With regards to the E-Verify requirement, how does the State define a product? Can a service be defined as a product?
Per the terms of the 13-10-91, any contractor seeking to enter into a contract for physical services with a public employer must submit the Immigration and Security form. What a service is will depend on the specific facts of the situation, but the most prudent course of action would be to obtain the affidavit.
Attachment F – Items M-1 and M-2
Please confirm that the requirements as noted within M-1 and M-2 of this attachment apply to the Prime Contractor and that the Prime Contractor cannot rely on its subcontractor to meet these requirements.
GDC will evaluate the depth, duration and experience of the “bid” team (Prime Contractor and subcontractors).
Attachment F – Item M-2
Please consider adding that the Inmate Telephone System as well as the supporting back office facilities to be installed, have the capability, capacity and proven history to support a customer similar in scope as the

GDC’s as listed.
Attachment F M2
“Contractor must be capable of providing inmate telephone service to a customer with a similar scope as GDC's with 65 facilities that house over 60,000 inmates and have the capability to process over 180,000 calls and over 2,000,000 total minutes per month. Please confirm this statement is applicable to your company.”
Will the state require that the Contractor be the PRIME CONTRACTOR for the customers of similar Scope as GDC’s?
No. GDC will evaluate the depth, duration and experience of the “bid” team (Prime Contractor and subcontractors).
Attachment F – M4
M4 concerns the capability of the Contractor to provide raw call detail records, and states “Contractor must detail the frequency and method Contractor proposed to submit raw call detail records and billing files.” However, the “Upload Attchts with Additional Information?” column has a “No” in it.
Would GDC clarify if additional information is required for Question M4, or should the Contractor respond to this requirement in another Attachment?
For all Mandatory Questions including M4, Offeror does not need to upload additional attachments. Offeror should answer Yes or No based on the applicability of the statement.
Raw call detail records (CDRs) and billing files are addressed in Attachment O, 5.5 & 5.7 of the eRFP. Contractor may address the frequency and method Contractor proposes to submit the raw CDRs and billing files within its response to Attachment O.
Attachment F, M7
Can GDC provide a copy, or at least a summary, of GDC' "security requirements"?
Security requirements as identified in GDC’s Standard Operating Procedures have been uploaded for review. Please see document entitled “GDC SOP Security Requirements” in Team Georgia Marketplace.
Attachment F, M12 If providing 3 audited statement, should the additional attachments box be marked “yes”?
Currently it is marked “no.” Please Review
UIf neededU, GDC will ask the Offeror to submit audited financial statements.

Questions Answers
Attachment G, 1.3
Can we assume that GDC's phrase, "providing software" is not intended to indicate that the ITS Contractor is furnishing software licenses to GDC, but is utilizing software itself to carry out the requirements of the Contract, and is simply providing GDC with access, as required?
Yes, this is correct. GDC understands Contractors will not be providing software licenses to GDC.
Attachment G – Item 1.4
In order to determine the true applicability of the vendor references provided, it is important to determine if the referenced accounts are using the same inmate telephone systems being proposed.
Therefore, we recommend that in addition to the basic contract data requested within item 1.4, the GDC also require that the vendor disclose the current inmate telephone system installed under each of their provided references and the subcontractor, if applicable, that is providing the installed inmate telephone system.
No changes will be made to Mandatory Scored Question 1.4 in Attachment G.
Attachment G – Item 1.4
Please clarify that the references to be provided should be that of the Vendor/Prime Contractor and not that of any sub-contractor that may be utilized to provide the actual inmate telephone service to be installed.
The references provided should be that of the Offeror who is submitting the bid.
Attachment G – 1.4
Would GDC please confirm that the three (3) customer reference required is for contracts served by Contractor as a prime contractor, and that subcontractors' references are not acceptable?
The references provided should be that of the Offeror who is submitting the bid.

Questions Answers
Attachment H – Item 1.2
Please clarify the statement “without limitation”, as there are clearly significant limitations placed on the inmate’s calling ability such as time limits, calling lists etc…
The section refers to the processing of various call types and GDC requires the Contractor to have the capability to provide all of the call types identified. Limitations relative to inmate calling abilities such as time limits, calling lists, etc. are included throughout the eRFP and are specific to other processes and requirements.
Consistent with the rates requested within the eRFP, please confirm that the GDC understands international calling will be processed via inmate paid debit only.
Contractors shall indicate if they have the capability to provide international collect calling service in addition to international debit calling service. International collect calling rates are traditionally set by the international collect service provider and therefore not included in Attachment P – Calling Rates, Fees and Monthly Statistics.
If the GDC is currently allowing “Free Calls”, please provide the number of free calls currently placed by facility for the previous 12 months. This information is necessary to calculate the amount of bandwidth to allow for the appropriate level of inmate system access.
Free call telephone numbers and reports are not available at this time; however, the frequency of free calls at the GDC Facilities is anticipated to be very minimal.
Attachment H, 1.2 Attachment P, Future Calling
Rates
International Call Rates -- would the state consider an international call rate for each individual country or identify which countries international calling will be allowed?
The standard future fixed rate may not cover calling costs to all international locations.
Contractor should provide a response based on the calling rates provided within this eRFP. Please note that the Future Calling Rates table contained in Attachment P will be updated on or before September 5, 2013.
Attachment H, 1.3 & Attachment G 1.6
Requirement H 1.3 states "GDC plans to allow collect, debit, and traditional pre-paid collect to all unbillable numbers including the verification of contract wireless accounts."
However requirement G 1.6 states “GDC is interested in prepaid cell phone prevention..."
- These requirements seem to contradict each other.
The eRFP requires allowing collect, debit, and traditional pre-paid collect calls to all unbillable numbers. Additionally, the eRFP requires the Contractor to prevent pre-paid collect accounts from being setup on telephone numbers associated with non-contract / pre-paid cell phones (burner cell phones).
Only telephone numbers associated with contracted wireless accounts are allowed to set up pre-paid collect accounts.

Attachment I Would GDC be open to changing its installation sequence such that a Contractor can handle both the inmate telephones and the coin payphones at the same time?
If Contractor can still meet the required 60 day timeframe for the “initial installations” while altering the sequence, GDC would be open to altering the sequence of installations
Attachment I, 1.2
Requirement indicates 'Contractor’s ITS shall not be configured to reside on or use GDC’s network". The on-site visits identified many instances where present ITS did utilize existing building distribution telephone cables jointly with GDC.
Does this joint sharing of existing cable facilities violate the requirement and suggest GDC wants all such cases corrected with the installation of the new ITS?
If yes - can GDC provide a detailed inventory of the locations along with necessary cabling requirements to determine anticipated cost implications?
Contractor is allowed to utilize the existing cabling as specified by Attachment I, Section 3.2 but must ensure the ITS is not configured to reside on GDC’s network. Utilizing the existing cabling does not violate this requirement.

Attachment I, 1.3
What is the definition of ‘initial’? See “Initial installations must be completed….”
The term “initial installations” refers to the Facilities identified in Attachment I, 1.3.1 which includes the state prisons, detention facilities, etc. The “second phase” of the installations is identified in Attachment I, 1.3.2 and includes the transition from payphones to an ITS for the transition centers.
Attachment I, 1.3, 1.31, 1.3.2
The requirements suggest a 60 day time frame with an order for initial and secondary installations that suggests a sequence of State Prisons, then Detention Facilities, treatment facilities and then public pay phones.
This sequence does not reflect an optimum use of resource scheduling and sequencing.
Would the state consider altering the sequence to allow installation of all phones in each geographic location at the same time?
Would the state consider extending the time frame from 60 to 120 days? For 60 + diverse sites, ordering telecommunications circuits and a large capital expenditure requirement (which should be supported by competitive bidding) a 60 day time frame is insufficient to complete an adequate installation?
The installation phase approach prioritizes the installations for all state prisons, detention facilities, etc. to be completed first while ensuring a priority would not be placed on the transition of payphones to the ITS at the transition centers. If Contractor can still meet the required 60 day timeframe for the “initial installations” while altering the sequence, GDC would be open to altering the sequence of installations. Contractor’s implementation plan shall clearly specify how Contractor plans to meet the 60 day timeframe for “initial installations.”
Attachment I, 2.4
Requirement indicates 'Contractor shall provide carts, dollies or other portable mechanisms, as requested by GDC, to allow ease of transporting inmate telephones between multiple floors.'
Can GDC provide an inventory/count of carts, dollies or other portable mechanisms require by site?
GDC will require the following inventory of cart phones.
Facility Name Number of
Cart Phones requested
Arrendale State Prison 5 Augusta State Medical Prison 10

Questions Answers sufficient?
Attachment I, 3.2
Requirement indicates "... Exposed wiring is not permitted. The use of external conduit shall be approved by GDC with each installation…" During on-site visits exposed cabling was evident at several locations.
Does the GDC expect the winning vendor to place new conduit, pull in and splice up new cables in order to eliminate all existing exposed wiring?
If yes, can GDC provide a detailed inventory of the locations along with necessary cabling requirements to determine anticipated cost implications?
Contractor shall work with GDC and the Facilities to address and correct all exposed wiring at the Facilities. GDC provided a list of Facilities with known wiring issues in the eRFP. To date, these are the only Facilities with known wiring issues; however, during the installation process Contractor may identify additional wiring issues which Contractor should resolve within reason.
Attachment l, 1.14 What is the statute of Georgia Unclaimed Proprty Law that the responder must adhere to?
Additional information will be forthcoming.
Attachment I, 3.6 Is there a specification for "adequate" surge and lightning protection?
It is Contractor’s responsibility to install appropriate surge and lightning protection to ensure the ITS and all lines are not impacted/affected causing a loss of service in the event of lighting or power surge events.
Attachment I, 3.6
Requirement indicates "Contractor shall provide, install, maintain, replace and upgrade adequate surge and lightning protection equipment on all lines used for the
ITS."
Does this requirement suggest all surge and lightning protection must be replaced and upgraded at the time of the new ITS installation?
Yes, Contractor should be prepared to replace / upgrade all surge and lightning protection equipment.

Questions Answers
If yes, can the GDC provide details on requirements relative to the shared cabling that provides internal circuits on same equipment as ITS system?
Attachment I, 4.7 What can the contractor expect in terms of the average window of access time for upgrades, etc.?
Contractor should work with GDC’s Designated Agent and each specific Facility to determine the best time to schedule upgrades so the process has the least amount of impact on the Facility’s day-to-day functions. Typically, the best time for Contractor to perform any work on the ITS would be between the hours of 6:00 am and 4:00 pm Monday through Friday.
Attachment J
If the RFP requirement does not require or request a visual aid, picture, graphic, etc., would GDC prefer we don’t include visual aid, picture, graphics, etc in our response?
Contractor should only provide attachments as required in the eRFP.
Attachment J, 1.17 Attachment L, 1.2
Can GDC explain the difference in the family plans identified in Attachment J and Attachment L? Are these the same concept?
Yes, these are the same concepts.
Attachment J – Item 1.19
Consistent with the rates requested within the eRFP, please confirm that the GDC understands international calling will be processed via inmate paid debit only.
Contractors shall indicate if they have the capability to provide international collect calling service in addition to international debit calling service. International collect calling rates are traditionally set by the international collect service provider and therefore not included in Attachment P – Calling Rates, Fees and Monthly Statistics.
Attachment J – 1.19
Attachment L – 1.2 Attachment P - 1
Attachment J and Attachment L require international collect and international pre-paid and debit calling respectively. The Future Calling Rates Table in Attachment P has Debit rates for Mexico and all other international calls, but no rates for prepaid or collect. Would GDC provide the rates for prepaid and collect rates in addition to debit?
International collect calling rates are traditionally set by the international collect service provider and therefore not included in Attachment P – Calling Rates, Fees and Monthly Statistics.
Attachment J – 1.23
Attachment L – 1.10
These two items discuss “family plans”.
Would GDC confirm that these reference the same concept; if not, would GDC provide clarification on the differences between the items in Attachment J and L?
Yes, both Sections Attachment J, 1.23 and Attachment L 1.10 reference the same concept.

Please clarify the meaning of "Voice Verification" as a sortable field in Call Monitoring. If this is to mean whether the voice verification passed or failed, it should be noted that all calls would be "passed" because the call would not be allowed if voice verification failed.
GDC requires that when querying the CDRs, the system user have voice verification (pass/fail) as an available filter.
Item 1.3
Prepaid accounts are accounts that are established and managed/owned by the friends and family of inmates and not the inmate. As such an inmate would not have access to balances on these accounts.
Please adjust this requirement to reflect that the inmate would only have balance viewing capability on inmate debit accounts.
The inmate should have the capability to obtain his balance on a prepaid calling card or debit account through the ITS.
However, Contractor shall indicate if the called party will have the capability to view their prepaid collect account online.
These are two different issues; there is no requirement to allowing an inmate online access to any account.
Item 1.5
