RFP #46700-GDC0000609: Inmate Telephone Service

This Supplier Technical Evaluation scoring document pertains to the Georgia Department of Corrections (GDC) Request for Proposal (RFP) #46700-GDC0000609 for inmate telephone service (ITS) across correctional facilities. The evaluation, conducted by Issuing Officer Jan Pytelewski and reviewed by Adam Baswell on December 12, 2013, assessed Global Tel*Link's proposal against mandatory and scored requirements. The RFP sought a comprehensive turn-key ITS solution to serve 65 GDC facilities housing approximately 60,000 inmates capable of processing over 187,000 monthly calls and 2.2 million monthly minutes. The contract required the contractor to install and maintain all inmate telephones, related equipment, wiring, and software; provide both on-site and remote administrative support; ensure compliance with federal and state regulations including FCC, PSC, NIST/FISMA, PCI DSS, and GLBA standards; and deliver initial installations within 60 days of contract execution. The RFP mandated a centralized, web-based platform with real-time access at no cost to GDC, along with four full-time on-site administrators and support for advanced features including voice biometrics, call recording and monitoring, pre-paid/debit applications, and PIN management integrated with the facility's jail management system.

Global TelLink received a mandatory score of 306.75 points and an additional scored rating of 28.00 points, with the overall rating marked as "Pass." The evaluation assessed the contractor's responses across multiple requirement categories including company qualifications, scope of services, installation procedures, equipment specifications, wiring standards, system upgrades, transition planning, ITS and user application specifications, ADA compliance, voice biometrics, security features, PREA compliance, monitoring and recording capabilities, PIN applications, pre-paid/debit functionality, on-site administrator qualifications, contractor specifications and customer service, maintenance, and training. Scoring guidelines utilized five rating levels: No Response/Fail (0%), Poor (0%), Marginal (25%), Adequate (50%), Good (75%), and Excellent (100%). The majority of Global TelLink's responses received "Adequate" ratings, with specific strengths noted in areas such as over 20 years of experience in the correctional marketplace (Excellent rating) and capabilities in live call monitoring with instant search on spoken word functionality. The evaluation required the contractor to comply with liquidated damages provisions for installation delays ($500 per day), service failures ($300 per day after a 10-day cure period), and lost recordings ($300 per instance), in addition to commission payments on gross revenue generated through the ITS.
