About this file

This document is a presentation exhibit from the Georgia Department of Corrections regarding an RFP for an inmate telephone system and future enhancements, presented by Praeses on July 9, 2013. The project encompasses implementation of a centralized, web-based inmate telephone system featuring new mini-telephones, specialized telephones, and a payphone transition across multiple facilities. The RFP requirements include security features such as outbound calling only, voice verification, blocked calling, suspension capability, three-way call detection, remote call forwarding detection, and investigative features including monitoring, recording, investigative alerts, data link analysis, and reverse look-up capabilities. The vendor conducted site visits at six Georgia Department of Corrections facilities: Coastal State Prison, Arrendale State Prison, Georgia Diagnostic and Classification Prison, Georgia State Prison, Central State Prison, and Whitworth Women's Facility, with the latter three facilities noted as having known wiring concerns. The contract term is structured as a three-year initial term with two one-year renewal options.

The pricing and revenue structure proposed by Praeses includes aggressive commission rates of 68 to 72 percent, compared to the current 60 percent, with guaranteed monthly recurring revenue and a signing bonus. The vendor proposed significant reductions in inmate calling rates across all categories—including local collect calls reduced from $2.70 to $1.50, out-of-state long distance reduced from $3.95 to $2.00, and corresponding per-minute surcharge reductions—while implementing multiple payment options including prepaid collect and debit calling to increase call volume and commissions. Additional revenue-generating measures include expansion of phone availability at select facilities, complimentary calls for specific programs, voice biometrics technology, cell phone detection devices, and an automated information system with data analytics. Associated fees remain minimal with only a $4.75 prepaid collect fee, a 15.5 percent Universal Service Fund fee, and applicable taxes and regulatory charges.
