About this file

This is an Initial Investment Data exhibit submitted by the Georgia Department of Corrections (GDC) on August 1, 2012, for a rebid of the Inmate Telephone System. The project addresses GDC's need to replace an existing land-line based telephone system that has been in place for 12 years and can no longer be extended. The agency seeks a turnkey solution from vendors that includes all necessary equipment and supporting software to accommodate inmate calls outside correctional facilities. The procurement process involves conducting a Request for Information (RFI) to identify marketplace opportunities and generate vendor interest. No specific response dates, site visits, bidders' meetings, award dates, or contract term details are provided in this document, though implementation timeframe is noted as "TBD."

The solution will be implemented at no cost to the state, with vendor compensation based on commissions derived from telephone usage charges. The Georgia Department of Corrections will receive a percentage of call costs, generating revenue for the agency. The current system operates on a collect-call-only model; the new system will support prepaid plans, reducing vendor collection issues and bad debt while potentially improving the commission structure. The investment is driven by technological advances that will enhance investigative capabilities and safety monitoring within facilities. No new technology infrastructure is anticipated, though the agency notes that if RFI results indicate communications infrastructure changes are needed, the Managing Networking Services (MNS) division will be engaged. The project aligns with the departmental strategy of maintaining safe and secure facilities while allowing offenders to maintain contact with families.

5) Identify the business need that you are addressing with this investment:

DCOR has a need for a land-line based telephone system to accommodate inmate calls going outside the facilities. A system is currently in place, but needs to be updated for various reasons. By conducting a Request for Information, the agency will be able to identify new opportunities in the marketplace and generate interest in the vendor community that provides this service.____________________________________________________

6) What are the business drivers that are leading you to make an investment at this time?

- The current contract in place for providing the inmate telephone system has been in place for 12 years and can no longer be extended.

- Many changes in technology have occurred over the years that will provide enhanced investigative tools for the Department of Corrections in the newer systems available today

- Today’s model is a collect call only system. Newer model phones will support prepaid plans which reduce the vendors’ issues with collections and bad debt. With the newer programs, there is potential for a better commission model that could increase the revenue realized by Corrections.___

7) What strategy (agency and/or state) will this investment support (or be aligned with)?

This initiative supports the departmental strategy and objective of maintaining "Safe and Secure Facilities". The system will enhance safety and security within the facilities by allowing offenders to maintain contact with friends and families while providing the department the necessary capabilities to monitor the interaction.

8) Will this require new technology not currently in use or are you planning to enhance an existing process and/or system? (If existing, please name the application/system to be affected) _At this time, there is no new technology anticipated. The vendors will be asked to provide a turnkey solution, including all equipment and supporting software. If the RFI results show that changes will be required to the communications infrastructure, MNS will be engaged to support the effort.__
