GSA/PBS Northwest/Arctic Region Statement of Architect-Engineering Services (06/24/2020)

The services for contracting under this proposal include Architecture and Engineering Design and related A/E services in support of GSA in Region 10. The primary function will be professional services involved with the design and preparation of construction documents and specifications for repair and alteration projects and tenant improvements involving systems modifications and finishes for the General Services Administration and other government agencies in occupied federally owned or leased buildings/spaces. These buildings range in types including classes ‘A-C’ office buildings as defined by Building Owners and Managers Association (BOMA) standards as shown at boma.org as of June 2020, Federal Courthouses, Federal Land Ports of Entry, childcare centers, industrial, Federal research and development labs, and storage/warehouses,. Many of these are Historic or will be, and knowledge of and experience with the construction of buildings under the guidance of the National Historic Preservation Act (NHPA) should be addressed.

Typical projects include the repair, alteration, or remodeling of building interior and exterior spaces, and building systems. Services include architectural and engineering design, and include the disciplines of landscape architecture, civil engineering, structural, building envelope, roofing system, mechanical, electrical, plumbing, sprinkler, fire alarm, security, access control, internet technology, and communication systems.

Hazardous abatement for asbestos and lead containing products is typical for many Region 10 buildings and knowledge of and provision for services is required.

Additional services include inspection of systems and the assisting in, or development of, deliverables that identify errors in design and construction, document components and systems in need of replacement or repair, make recommendations for corrective action, and provide cost options. These deliverables include planning studies, bridging documents, seismic evaluations, structural evaluations, mechanical, electrical and other systems-related reports, water damage reports, equipment lists and the recording of such equipment in GSA formatted documents, acoustical analysis, Building Evaluation Reports, Historic Building Preservation Plans, Building Design Standards, fire, life, and safety reviews, and quality control plans. Efforts to develop these documents require active collaborative meetings with GSA and include risk analysis workshops, design charrettes, concept development meetings, design review meetings, conceptual space layouts meetings, programmatic analysis meetings to aid in the development of an owner’s program of requirements, and aiding GSA staff in scope and requirements development packages for contractor procurement.

GSA projects include recommendations for, and support of, developing energy projects when practical, evaluating projects for potential energy savings and determining what rebates are available.

Contract Administration (CA) services include constructability reviews, shop drawing and submittal reviews, construction observations and inspections, recycled content reports and analyses, LEED assessments, life cycle cost analysis, the development of record/ as-built documents and closeout manuals, and other documents required at completion of a project.

Additional services include real estate and economic market analysis, development of early pre-planning site assessments for the selection of a site for construction, forensic reports, Building Information Modeling (BIM) document development, and the procurement of environmental reports required prior to acquisition of a property or for development of a site.

All services and deliverables include considerations for energy conservation, sustainability, green initiatives and guidelines, as well as compliance with all Federal and jurisdictional codes such as planning development codes, International Building and Systems Codes, Americans with Disabilities Act, and the Architectural Barriers Act Accessibility Standard.
