A07-13
47PL0020R0001 A07 page 13 of 36
Where options, alternates, or unit prices are a part of the Contract, the A-E shall break out these costs and show them independently as separate line items with the total project cost identified on a summary sheet.
Where variations occur between the A-E’s estimate and the range of proposals received by GSA, the A-E shall thoroughly review their estimate and identify and reconcile any variances.
If, in their professional judgment, revisions to their cost estimate are required to reflect the contract work accurately, they shall make such revisions at no additional cost to the Government and within one week of the Contracting Officer's request.
The goal of this reconciliation is to guarantee an accurate, independent cost estimate for the Government's use in awarding a construction contract.
The A/E shall prepare project estimates following the CSI format and broken down by labor and materials.
Material quantities are to be priced by trades with backup calculations and unit costs identified with specific items of material to be placed or work operation to be performed. All markups (overhead, profit, general conditions, etc.) shall be identified and quantified.
D. LIFE-CYCLE COST REQUIREMENTS
Where Life-cycle cost analysis is required, it shall be accomplished using the current version of the Building Life-Cycle Cost (BLCC) software that is available free at the following web site:
http://www1.eere.energy.gov/femp/information/download_blcc.html.
Using this program, select the module for the FEMP Analysis, Energy Project for energy and water conservation, and renewable energy projects under the FEMP rules based on 10 CFR 436.
Refer to NIST Handbook 135, Life-Cycle Costing Manual for the Federal Energy Management Program, to explain the principles of life-cycle cost analysis.
All estimates shall be prepared using the most current version of the GSA Cost Estimating Workbook (CEW) format unless expressly stated otherwise in individual task orders. The CEW is a CSI based estimating format and will be updated periodically by GSA and provided to the A/E firm.
The A/E shall utilize the most up-to-date CEW at the time of award of the design task order. For all projects with a construction budget greater than 65 percent of the current prospectus level or where UNIFORMAT is specified in the task order, the A/E shall prepare a UNIFORMAT estimate following the requirements of the PBS P120, Project Estimating Requirements for the Public Buildings Service, January 2007.
Where a project involves work within tenant spaces, the estimate shall additionally be broken down into “Shell” and “Tenant Improvement (TI)” subtotals.
Shell and TI items shall be separated and identified.
1. Shell and TI items are defined in the latest edition of the GSA Pricing Policy.
2. If revised, the A/E shall be required to utilize the latest edition. GSA shall notify the A/E of any revisions.
3. The task order involves multiple tenant spaces, and shell and tenant improvement estimates shall be developed for each tenant space separately. A/E proposal breakout shall also conform to GSA Pricing Policy.
A07-14

4. If poor A/E cost estimate quality is evident, (more than 15 percent above or below the final bid), it may be documented on the A/E’s performance evaluation for that project. Tthe Government shall require the A/E (without additional fee) to resolve a deviation between the A/E cost estimate and the review comments or bona fide low bid or proposal. Also, the Government may request the A/E to provide a plan of action for improving the A/E cost estimate quality to the Government at no additional cost. If it is evident that the A/E over or under-designed the project, the A/E shall be required to redesign the project at no additional cost to the Government.
5. The cost estimate worksheets submitted to the Government shall bear the printed name and original signature (in ink) of the individual that prepared the A/E cost estimate. The A/E may be required by Task
6. Order to prepare line item cost estimates to correspond to current IDIQ construction contract line items.
7. The IDIQ line item and description will be provided to the A/E as required.
8. A/E shall submit a detailed cost estimate with each submittal for review by GSA Cost Estimating
Subject Matter Expert. Cost estimate submitted with Final Design Submittal shall be reviewed, approved, and signed by GSA Cost Estimating Subject Matter Expert. It shall be the basis for the Independent Government Estimate for the task order.
IX. SCOPE OF DESIGN SERVICES
A. PRE-DESIGN MEETING
The A/E shall attend a project Pre-Design Meeting for a briefing by GSA and other Government Agencies, the COR or PM (appointed by GSA), and other specialist consultants as defined in the Task Order. The site report shall include dates and times of the visit, individuals on the team included in the visit, and individuals contacted and interviewed. The A/E shall collect all necessary information on existing utilities and project site-specific conditions if not provided in a Feasibility Study provided to the A/E by GSA. The Site Survey Report shall include any possible any problem areas noted and any necessary actions or deliverables as a part of the Site Survey Report. The Site Survey Report shall also include any conflicts discovered between the site survey findings and the Feasibility Study provided by GSA.

Design Documents shall be generated from and based on the Design Excellence program when applicable.
1. Concept Design Submittal (15% Completion) Concept Design Submittal shall address all applicable disciplines with drawings. This may be accomplished with hardline drawings and sketches. Include drawings such as architectural, accessibility, structural, mechanical, electrical, fire safety, sustainability, asbestos, and historic preservation. Further, include all applicable issues related to the project, including a construction cost estimate, construction phasing, Agency moves, staging, after-hours work requirements, and coordination with other project work. The Concept Design Submittal shall include a written narrative description of all work required by the project.
